challenge the very foundations of tyranny."

resolve," Nobel Peace Prize laureate Narges Mohammadi said in a message
on the second anniversary of the killing of Jina Mahsa Amini that
sparked the "Jin, Jiyan, Azadi" uprising in Iran.
Her message is as follows:
"Two years have passed since the killing of Mahsa Jina Amini and the
magnificent and powerful movement of "Women, Life, Freedom." In these
two difficult and agonizing years, although the wounds have left marks
on the bodies of those exhausted and tormented by oppression,
discrimination, and tyranny, and despite the challenging road ahead, we
all know that nothing is as it was before. The people feel the greatest
change in their beliefs, lives, and society. A change that, while it has
not yet toppled the Islamic Republic regime, has shaken the foundations
of religious tyranny.
The "Woman, Life, Freedom" movement has made the people's
disillusionment with the regime so visible that a presidential
candidate, during a live debate, admitted, "Which people are we talking
about? The 60 percent who were unwilling to go to the polls." The
"Woman, Life, Freedom" movement has redefined the people's role in
confronting tyrannical rule, imposing a new understanding that instills
fear within this theocratic regime.
From Kurdistan to Sistan and Baluchestan, and from Tehran to Azerbaijan
and Khuzestan, people with diverse voices have come together to
challenge the very foundations of tyranny. On the second anniversary of
the "Women, Life, Freedom" movement, we reaffirm our commitment to
achieving democracy, freedom, and equality and to defeating theocratic
despotism.
Today, we raise our voices louder and strengthen our resolve.
I call on international institutions and people around the world not
only to observe but to take active action. I urge the United Nations to
end its silence and inaction in the face of the devastating oppression
and discrimination by theocratic and authoritarian governments against
women by criminalizing gender apartheid. The liberation of women from

"The philosophy of Jin, Jiyan, Azadi is a philosophy of life," said
Pakhshan Azizi in a letter from Evin prison, marking the second
anniversary of the "Jin, Jiyan, Azadi" uprising in Iran.
News Center- Journalist Pakhshan Azizi, who was sentenced to death on
July 23, 2024 and imprisoned in Evin prison, sent a letter from Evin
prison on the second anniversary of the "Jin, Jiyan, Azadi" uprising
that sparked in Iran and Rojhilat following the killing of Jina Mahsa
Amini by Iran's so-called <morality police> in Tehran. "Jin, Jiyan,
Azadi is a philosophy of life," Pakhshan Azizi said in the letter,
vowing to strengthen the women's struggle for freedom.
'The 21st century will be the century of women's revolution'
Pakhshan Azizi pointed to women's leading role in society, stressing
that the social role of men should be redefined and there is no
happiness for both sexes until gender equality is achieved. "The
struggle for gender-based equality is an ethical-political struggle
against sexism that has become a tool of governments," her letter said,
stressing that the 21st century will be "the century of women's
revolution."
'People are determined to ensure freedom'
Under current conditions, redesigning and reforming existing systems is
insufficient to ensure freedom, Pakhshan Azizi stressed in her letter.
"The systems must be completely changed. Women's Revolution is not an
action for reform, but for a radical, theoretical and scientific action.
As women, we have common sense and language. We are capable of making
radical and comprehensive changes if we fight against the patriarchal
mindset together, in solidarity with each other."
'The philosophy of Jin, Jiyan, Azadi is not a philosophy of death but of
life'
"Ignoring women is an ideological approach and that a strong ideological
struggle should be waged against it," Pakhshan Azizi said, emphasizing
that sexism, scientism, religionism and nationalism target the whole
society by targeting women. "The philosophy of Jin, Jiyan, Azadi is not
a philosophy of death but of life. It is a scientific revolution
actualized by Jineology. This philosophy embraced by people must not be
allowed to be deflected at any price. For our revolutionary martyrs, we
should build a society that creates democratic families, preserves its
culture, and has revolutionary consciousness." >>

of Pouya Bakhtiari, a protester killed during the November 2019
protests.
Arian Shirpisheh, Bakhtiari's uncle, was taken into custody on Monday
night, according to his family. Mona Bakhtiari, Pouya's sister, reported
on social media that several intelligence agents raided her uncle's
house and arrested Arian Shirpisheh. The officers confiscated his phone
and electronic devices, leaving the family without information about his
current condition or whereabouts. The arrest follows a pattern of
targeting the Bakhtiari family. Last month, another uncle, Mehrdad
Bakhtiari, was violently arrested at his home. That arrest came after he
posted a video showing his brother being beaten at the Revolutionary
Court. The family's ordeal extends further, with both of Pouya's parents
already imprisoned. The Iranian authorities have sentenced Manouchehr
Bakhtiari, Pouya's father, to 18 years in prison and 74 lashes. He was
initially arrested on April 29, 2021, for seeking justice for his son.
Nahid Shirpisheh, Pouya's mother, is also in prison. Pouya Bakhtiari was
fatally shot on November 19, 2019, on the second day of widespread
protests triggered by the government's sudden decision to raise gas

The Islamic Republic's security forces raided the homes of several
members of the Baha'i religious minority and arrested three people.
Agents of the Ministry of Intelligence conducted coordinated and
simultaneous raids on the homes of several Baha'i citizens in
northwestern Tabriz on Monday.
After searching the houses and confiscating personal belongings,
including mobile phones and computers, the agents arrested several
Baha'i citizens.
So far, the arrests of three individuals - Sina Aghdasi, Azam Azmoudeh,
and Iraj Norasteh - have been confirmed. The agents also raided the
homes of Shiva Issa Khani and Nasim Naemi, but they were not home at the
time. Agents from the Tabriz Intelligence Department covered their faces
with masks during the operation and filmed inside the homes, according
to IranWire sources. The Islamic Republic does not recognize the Baha'i
faith, and its followers have faced systematic discrimination for
decades. For more than four decades, Baha'is have been persecuted in
Iran because of their faith and are often accused of being spies or
opposed to the Iranian government. The Baha'i International Community
states that no evidence has been provided to substantiate these charges.
The Iranian government has intensified its crackdown on members of the
Baha'i faith, imprisoning dozens of them on spurious charges over the
past year, denying them access to higher education and livelihoods, and

Deterioration of Health after 17 Years in Prison
Zeinab Jalalian, a political prisoner in Iran, has been suffering from
severe health issues due to the intense physical torture she endured
during and after her arrest. Her ailments include vision impairment,
pterygium (a growth in the eye), asthma, kidney issues, and
gastrointestinal disorders. Over the years, her condition has worsened
due to the authorities' neglect of her medical needs. Her physical
condition has reportedly deteriorated further, with severe pain in her
right side. Despite this, authorities at Yazd Prison, where she is
currently held, have denied her access to necessary medical care.
Return to Cell Without Specialist Consultation
In early June 2024, Jalalian was transferred to the prison's medical
facility due to severe pain in her right side. However, she was sent
back to her cell without being seen by a specialist. Despite her ongoing
pain, prison officials have made no serious efforts to transfer her to a
hospital outside the prison or arrange a specialist consultation. These
actions are seen as a means of further torturing her. Currently, due to
the lack of medical care, Jalalian has developed skin blemishes and
boils on her face, shoulders, and chest. She has requested a transfer to
a hospital for an ultrasound and further tests, but her requests have
gone unanswered.
Medical Care Conditional on Signing a Confession
In May 2024, a team of interrogators and officials from the Ministry of
Intelligence met with Jalalian twice at the Central Prison of Yazd,
demanding that she sign a confession in exchange for medical treatment.
Jalalian refused, asserting that medical care and conditional release
for treatment are her legitimate rights. In November 2023, she was
similarly threatened by Ministry of Intelligence interrogators, who told
her that unless she expressed remorse, she would be denied all basic
rights, including access to medical services. Jalalian condemned this as
torture and firmly rejected it.
Increased Pressure for Forced Confessions
Jalalian has repeatedly been pressured to make forced confessions on
camera, but she has consistently refused. After being held in Dizelabad
Prison in Kermanshah, she was secretly transferred to Khoy Prison in
December 2014, without prior notice to her family or lawyer. On April
29, 2020, she was suddenly transferred from Khoy Prison to Qarchak
Prison in Varamin, near Tehran. While on hunger strike, Jalalian was
moved from Qarchak Prison to Kerman Prison on June 25, 2020. She was
placed in solitary confinement in Kerman despite contracting COVID-19
while at Qarchak Prison, which severely worsened her health. On Tuesday,
September 22, 2020, after spending three months in solitary confinement
with her health in critical condition, Jalalian was transferred back to
Kermanshah Prison. On November 10, 2020, in a brief phone call with her
family, she informed them that she had been transferred to Yazd Prison.
After several transfers from one prison to another, Jalalian is
currently held in Yazd Prison. Despite 17 years of imprisonment, she has
not been granted a single day of medical leave.
Denial of Medical Care as a Form of Torture and Human Rights Violation
Deliberate denial of medical care to prisoners can be considered a form
of torture or cruel, inhuman, or degrading treatment. Such acts are
classified as international crimes and are strongly condemned under
international human rights and humanitarian laws.>>

New Hijab Restrictions

<<Journalists at Hamshahri Face New Hijab Restrictions
Hamshahri newspaper, the media outlet of the Tehran Municipality,
implemented new mandatory hijab guidelines for its reporters and staff
on Sunday. The new regulations, posted in common areas within the
Hamshahri building, outline four specific dress code requirements for
female journalists and staff, and three for their male counterparts.
Hamshahri justified the guidelines by citing an order from the Ministry
of Interior regarding hijab rules for employees in both the public and
private sectors. The newspaper further referenced the <Ten Directives>
for the <protection of public security and citizens' rights,> which
detail the dress code requirements for male and female employees in both
governmental and private institutions across the country. Women are
expected to wear a long-sleeved coat that is not fitted and has no
visible symbols. They must also wear long trousers and a long headscarf
that covers the entire head, hair, and neck, <preferably in conventional
colors.> Additionally, women should avoid wearing <unusual jewelry> and
refrain from using makeup. Men are required to adhere to certain dress
codes as well. Their clothing must ensure <modesty> and avoid tight or
short-sleeved shirts, tight trousers, and attire with <vulgar or
unconventional> symbols. Jewelry and wide belts with unusual buckles
should also be avoided. It appears that Hamshahri newspaper's reference
to these guidelines may stem from a directive issued a year ago by Ahmad
Vahidi, the former Minister of Interior. According to a report by Etemad
newspaper last year, a confidential directive from the Minister of
Interior emphasized the enforcement of mandatory hijab, including
measures for <arresting> and <dealing with> women not complying with the
dress code. The directive, communicated under strict confidentiality,
aimed to intensify enforcement against women who refuse to wear the
compulsory hijab. It directed executive bodies, including the Ministry
of Education, trade unions, the Ministry of Industry, Mines and Trade,
municipalities, the metro system, and universities nationwide, to ensure
compliance. The directive ordered that entry into government-controlled
areas was conditioned upon adhering to the <legal dress code> and
instructed government officials to prevent the entry of women not
wearing the hijab. This is not the first instance of Hamshahri newspaper
exerting pressure on its reporters and staff based on external
directives. According to IranWire sources, the selection process for
journalists and employees at Hamshahri often involves scrutiny by Tehran
Municipality's security apparatus. A source revealed that the selection
system is highly invasive, with security personnel closely examining the
lives of veteran journalists.
Hamshahri has become a tool for the Islamic Republic, engaged in
misinformation, spreading hatred, humiliating protesters, and distorting
reality. Many headlines and reports published in Hamshahri, including
those by CEO Mohsen Mehdian, editor Daniyal Abolhasan Memar, and former
editor Abdullah Ganji, aim to incite hatred against protesters and
bolster government support. Mohsen Mehdian, CEO of Hamshahri Institute,
is a prominent figure in the Islamic Republic's hate speech campaign.
Mehdian, despite his initial obscurity in political and media circles,
has strong connections with power agencies. He is a proponent of
stringent censorship and believes all social media platforms should be
shut down, criticizing what he sees as the harmful effects of media
operations. Mehdian was appointed by Alireza Zakani, the hard-line mayor
of Tehran and a close ally of Gholam-Ali Haddad-Adel, who is the
father-in-law of Mojtaba Khamenei, the Supreme Leader's son.>>

The Islamic Republic's security forces have arrested Arash Ramezani, a
writer and social activist. He was taken into custody after responding
to a summons from the Public and Revolutionary Prosecutor's Office in
Mashhad. Following his arrest, Ramezani was taken to an undisclosed
location, raising concerns about his well-being and the nature of the
charges against him. The arrest was reported by Ramezani's wife, Fatemeh
Noorani, who accompanied him to the prosecutor's office. Noorani said,
"Yesterday, we went to the prosecutor's office in response to a summons
my husband had received." She added, "While we were still seeking
information about the reason for his detention and the bail conditions,
[agents from] a security agency arrived and took him away." According to
Noorani, Ramezani managed to make a brief phone call 24 hours after his
arrest. During this call, he informed his family of his situation but
expressed uncertainty about the reasons for his detention. There is no
official information regarding Ramezani's current location or the
specific charges he may be facing. He has published two novels.>>

<<Workers' Rights Activist Taken to Hospital from Evin
Maziar Seyednejad, a workers' rights activist currently serving a
sentence in Tehran's Evin Prison, was transferred to a hospital outside
the prison on Monday due to deteriorating health conditions. Seyednejad,
who suffers from sciatica, was taken to Tajrish Hospital. The transfer
comes after recent attempts to secure medical care were reportedly
thwarted by prison authorities, who cited Seyednejad's refusal to wear
prison attire during transport as grounds for denying his hospital
visits. The Islamic Republic's security forces arrested him on June 7,
2021, at his Tehran house. He was initially held in the Islamic
Revolutionary Guard Corps (IRGC) Intelligence Detention Center before
being released on bail on August 16 of the same year, according to the
Human Rights Activists News Agency (HRANA). In December 2022, Branch 15
of the Tehran Revolutionary Court handed down a sentence to Seyednejad:

According to a report received by the Hengaw Organization for Human
Rights, on Saturday, September 14, 2024, 35-year-old Arash Ramezani, a
writer and social activist from Mashhad, was detained by security forces
after reporting to the Revolutionary Prosecutor's Office, following a
summons. He was then transferred to an undisclosed location. Fatemeh
Nourani, Ramezani's wife, shared that she accompanied her husband to the
Prosecutor's Office after they received the summons. While they were
inquiring about the reason for the arrest and setting bail, a security
agency intervened, arresting Ramezani and transferring him to an unknown
location. Nourani also revealed that after 24 hours, her husband briefly
contacted his family by phone but mentioned that he was unaware of the

Ahmad Hassanzadeh, a member of the justice-seeking families and the
father of Mohammad Hassanzadeh, who was killed during the "Woman, Life,
Freedom" movement, has been arrested once again by Iranian security
forces. His whereabouts remain unknown. According to a report received
by the Hengaw Organization for Human Rights, at 11:00 AM on Sunday,
September 15, 2024, security forces from the Intelligence Department
arrested 57-year-old Ahmad Hassanzadeh, a grieving father from Bukan,
outside his home. A source close to the Hassanzadeh family confirmed to
Hengaw, stating, "One hour after his arrest, Mr. Hassanzadeh contacted
his family to inform them of his arrest, but his phone was turned off
afterward. Since then, no further information has been available
regarding his fate." Ahmad Hassanzadeh was previously arrested on July
30, 2024 (on the birthday of his deceased son), along with his daughter,
Solmaz Hassanzadeh. They were temporarily released the following day on
bail. Both were also arrested earlier on September 5, 2023. On Wednesday
night, October 5, 2023, Solmaz was arrested alongside three friends
while traveling from Bukan to Saqqez. Mohammad Hassanzadeh, Ahmad's son,
was killed on November 16, 2022, during protests in Bukan. He was
fatally stabbed and shot in the chest and heart by security forces while
trying to rescue a girl abducted by government agents. As of the time of
this report, no detailed information is available regarding the reasons
for Ahmad Hassanzadeh's arrest, the charges against him, or his current

Ehsan Askani, a 12-year-old child, was shot and killed by direct gunfire
from Iranian security forces inside a civilian vehicle in Rask, Sistan
and Baluchestan Province. Salman Askani, Ehsan's cousin, was also
seriously injured in the shooting. According to a report received by the
Hengaw Organization for Human Rights, on the evening of Saturday,
September 14, 2024, Ehsan Askani, a 12-year-old resident of Jakigour
village in Rask, lost his life after being shot by government forces
while inside a moving vehicle. As reported by Haalvsh, the special unit
forces in Rask shot at a vehicle carrying second-hand "Tanakora" goods.
Ehsan Askani was killed by a direct bullet hit, and his cousin sustained
serious injuries due to the vehicle overturning.>>

Kurdish filmmaker Reza Alaei has been arrested by the security forces of
the Islamic Republic of Iran. Two days have passed, and his whereabouts
remain unknown. According to a report received by the Hengaw
Organization for Human Rights, on Wednesday, September 11, 2024,
security forces raided the family home of 43-year-old filmmaker and
director Reza Alaei in Baneh, arresting him at the door of his
residence. A source told Hengaw that the security forces arrested the
director without presenting an arrest warrant and transferred him to an
undisclosed location. Despite two days passing since his arrest and his
family's attempts to gather information, there has been no detailed
information regarding the reasons for his arrest, the charges against
him, or his place of detention. Reza Alaei, a filmmaker from Baneh, has
produced several short and feature films. One of his films, titled "Zewye
Pîsekan" (Polluted Lands), was selected to participate in the Cannes

The Hidden Harms of Morality Patrols: A Mother's Struggle for Justice
Nafas Haji Sharif, a 14-year-old girl, has been left deeply shaken and
unable to leave her home following a traumatic encounter with the
Iranian Morality Patrol in Tehran. "She won't even go to her therapist
due to severe anxiety and stress," her mother revealed in an interview
with the state-run Etemad daily on September 9, 2024. "Some issues I
cannot even mention, but her mental health has been severely impacted."
A Legal Battle for Justice
The incident occurred on July 21, 2024, when Nafas Haji Sharif and her
friend were apprehended by the patrol while heading to a shopping center
on Vatanpour Street. Her mother, who was nearby at a cafe, was soon
gripped by panic when she realized her daughter’s phone was off. Maryam
Abbasi, her mother explained, "At 6:30 PM, they arrested the children,
and I didn't hear anything until 8:00 PM. My mind was racing, and I was
extremely anxious. Finally, they called me from her friend's phone and
informed me that the Morality Patrol had detained them. I tried to get
them to hand the phone to the female officer so I could explain that
these kids were 14 years old, hoping they would treat them
appropriately. But the female officer ignored me and told me to come to
the Gisha Security Police Center. On my way, a man called me and said,
'Your daughter is sitting in front of me; we’ve given her water, she's
sitting by the air conditioner, and nothing has happened to her. If you
have a headscarf, bring it, but if not, it's fine! Just come pick her
up.'" Upon arrival at the police station, when she finally saw Nafas,
the girl’s face was bruised, her neck bore signs of assault, and her
clothes were torn.

Ongoing Trauma and Institutional Barriers
Nafas' physical injuries were only the beginning of her suffering. The
psychological toll has been immense. "She can't sleep. At night, she
wakes up scared that officers will storm our home," her mother
explained, adding that Nafas now checks the security cameras outside
their apartment daily for signs of intruders. Her fear has grown to the
point that she constantly begs her family to leave the country. Despite
these traumatic events, her mother has been relentless in her pursuit of
justice. She has filed complaints with various government bodies,
including the military court and police oversight offices. However, the
family’s complaints have been stonewalled at every turn. Ironically, one
of the female officers involved in the incident has already managed to
secure a hearing over a minor injury she sustained, while Nafas' case
continues to languish.
A Young Athlete's Future in Jeopardy
Nafas, a once-promising athlete and student, has been left too scared to
continue with her life. Her mother describes her as a "gifted artist and
an accomplished sports champion." Now, that bright future is
overshadowed by fear and uncertainty, with the once-bold teen now
terrified of even leave her home. As the legal battle drags on, Nafas
Haji Sharif and her family are left to wonder when-if ever-they will see
justice for the brutal attack on their daughter. With each passing day,
that hope seems to fade further into the distance.
The NCRI Women's Committee strongly condemned the violent and inhuman
treatment of Nafas Haji Sharif and her friend, and called UN Human
Rights Council, the UN High Commissioner for Human Rights, the Special
Rapporteur on Iran, and the UN Special Rapporteur on Violence against
Women to strictly condemn the oppressive actions of religious fascism
