<<Iranian Sunni Cleric Calls for Explanations After Baluch Teen Dies in
Custody
Molavi Abdulhamid, Iran's most prominent Sunni cleric, has called for a
transparent investigation into the recent death in custody of an
18-year-old ethnic Baluch student. Sepehr Shirani was arrested by
intelligence agents of the Islamic Revolutionary Guard Corps (IRGC) in
the southeastern city of Zahedan on January 28 over his online
activities, sources said. The teenager's family was informed of his
death three days later, but the cause remains unknown. <Relevant
agencies should explain how Sepehr Shirani lost his life,> Molavi, the
Sunni Friday Prayer leader of Zahedan, said in his sermon on February 2.
Lack of transparency regarding Shirani's death has sparked suspicion
that he might have been succumbed to torture inflicted on him by his
jailers, further fueling tensions in the restive province of Sistan and
Baluchistan, of which Zahedan is the capital.
The province is home to Iran's Sunni Baluch minority of up to 2 million
people.
Ethnic minorities in Iran face discrimination which curtails their
access to education, employment and political office, and are also
disproportionately affected by death sentences imposed for vague
charges, according to Amnesty International. Authorities also subject
members of religious minorities such as Sunnis to discrimination in law
and practice, arbitrary detention, unjust prosecutions, torture and
other ill-treatment for professing or practising their faith.>>

Iran has blocked the bank accounts of business owners in Sanandaj for
having kept their shutters down to protest the execution of four Kurdish
political prisoners.
News Center- Following the execution of four Kurdish political prisoners
on January 29, 2024, a general strike was launched in the cities of
Eastern Kurdistan (Iranian Kurdistan) such as Marivan, Saqqez, Sanandaj,
Mahabad and Divandarreh to protest the executions. In Kurdish cities,
all shopkeepers and merchants kept their shutters down for two days.
According to the received reports, Iranian authorities have blocked the
bank accounts of some business owners in Sanandaj to spread fear among
business owners. <On Wednesday, I realized that my bank account was
blocked. At the beginning, I did not understand why my bank account was
blocked but then I found out that it was blocked because I had kept the
shutters down. Not only my bank account but also the bank accounts of
many business owners have been blocked,> one of the business owners told
NuJINHA. <They are afraid of the unity of people,> the business owner

Arrest
The father of Mohammad Mehdi Karami, a 21-year-old Iranian-Kurdish man
who was executed for his participation in the 2022 uprising, has been
languishing in prison for more than five months. Mashallah Karami <is
still detained in Ward 15 of Karaj Central Prison, despite 164 days
having passed since his arrest,> an informed source close to the family
told the HRANA human rights website.
<He has not been granted temporary release so far,> the source added.
Mohammad Mehdi Karami was sentenced to death in December 2022 over his
alleged involvement in the death of a member of the Basij paramilitary
force during an anti-government demonstration. The young man was
executed the next month. His father was detained on August 22 last year
during a raid by security forces at his residence. The authorities
confiscated the family's electronic devices and blocked their bank
cards. Mashallah Karami was transferred from the Intelligence
Department's detention center in Karaj to prison on October 28, and
Branch 11 of the Karaj Public and Revolution Prosecutor's Office charged
him in November with <membership in banned groups, propaganda against
the Islamic Republic, insulting religious symbols, and disrupting
national security.> His relatives have reportedly been pressured to
remain silent about his arrest. They also face restrictions on phone
calls and their movements.>>

<<Tragic Death of Baloch Student in IRGC Detention Center
In a distressing incident, 18-year-old Baloch college student Sepehr
Shirani, hailing from Fanuj city, has lost his life in the custody of
the Islamic Revolutionary Guard Corps (IRGC). Sepehr, detained two days
ago, was reportedly subjected to fatal torture. The Hengaw Organization
for Human Rights received a report confirming Sepehr Shirani's death,
with details suggesting he was murdered under torture in the IRGC's
detention center. According to Haalvesh news agency the intelligence
department of Zahedan IRGC informed Sepehr's family of his demise two
days after his arrest.
Despite the gravity of the situation, the IRGC and the Iranian judicial
system have yet to provide a satisfactory explanation for Sepehr
Shirani's death. Additionally, the responsible parties have withheld the
student's body from his grieving family. Worth noting is that Sepehr
Shirani was apprehended by the IRGC in Zahedan on January 30, allegedly
for <social media activities.> The lack of transparency surrounding this
case raises concerns about human rights violations and the need for a
thorough investigation.>>

<<Security Forces Detain Five Individuals in Salas-e Babajani
Osameh Ayazi, Maziar Ahmadi, Shahin Rahmani, Arian Khalkhal, and Barzan
Yousefi, all residents of Salas-e Babajani in Kermanshah province, have
been apprehended by the security forces of the Islamic Republic of Iran.
According to a report obtained by the Hengaw Organization for Human
Rights, a raid was conducted on the personal residences of the
aforementioned individuals on Wednesday, January 31, 2024. The security
forces forcefully took them into custody. Reliable sources indicate that
the charges against these individuals include <cooperation with Islamic
groups.> They have been transferred to the Department of Intelligence's
detention center in Naft Square, Kermanshah. The circumstances
surrounding their arrest raise questions, and the community seeks
further clarification on the nature of the charges and the legal basis
for these detentions. The Hengaw Organization for Human Rights will
continue to monitor the situation closely.>>

Beheshti was an Iranian blogger, who was tortured to death in detention

<<Baha’i Four-Year Jail Term Confirmed in Northeast Iran
The Court of Appeals in Khorasan Razavi province has upheld the initial
verdict for Hourieh Mohseni, a Baha'i citizen, sentencing her to four
years in prison. She was sentenced to three years in prison for her
alleged involvement in a <social action group aiming to promote the
Baha'i faith with the intention of disrupting the country's security.>
Additionally, she received a one-year sentence for "propaganda
activities against the Islamic Republic in favor of Baha'i faith,>
resulting in a total of four years in prison. According to Article 134
of the Islamic Penal Code, Mohseni can be held for three years. Baha'is
have been systematically persecuted in Iran for 44 years because of
their faith and are often accused of being spies or opposed to the
Iranian government. The Baha'i International Community notes that no
evidence has ever been provided to demonstrate these charges. The
Iranian government has intensified its crackdown on members of the
Baha'i faith, imprisoning dozens of them on spurious charges over the
past year, as well as denying access to higher education, livelihoods,
and confiscating or destroying personal properties.>>

According to recent reports, Ms. Nasrin Sadat Shahrayeeni has been
sentenced to one year and 91 days of imprisonment. Nasrin Sadat
Shahrayeeni, 31, is from the city of Sabzevar, in Razavi Khorasan
Province, northeastern Iran. She was summoned to the Prosecutor's Office
in September and arrested there and then. She has been detained in the
Central Prison of Mashhad, also known as Vakilabad. In November, the 1st
Branch of the Revolutionary Court of Mashhad held her trial and
sentenced her to one year in prison for <propaganda against the state,>
and to 91 days for <inciting people to disrupt security.> Nasrin Sadat
Shahrayeeni is denied access to medical treatment despite having nervous
seizures, heart palpitation, short breath, and pain in the chest.>>

Dozens of Iranian women rights activists have urged UN Deputy High
Commissioner for Human Rights Nada Al-Nashif to not wear a headscarf
during her upcoming trip to Iran, calling the garment <a symbol of the
ruling regime's ideology.> In a joint letter addressed to Al-Nashif, the
activists also called on Al-Nashif to meet with the dozens of political
prisoners on hunger strike, the families of those executed and the
protestors on death row in order to <gain insights into the deplorable
violations of human rights and women's rights in Iran.> The UN official
is scheduled to visit Iran on February 3-5 to assess the human rights
situation in the country, amid a surge in executions following grossly
unfair trials and a brutal crackdown on any form of dissent in the wake
of the 2022-23 uprising, including on women who refuse to wear a
mandatory hijab in public. <Your trip takes place amidst a grave
situation where the Islamic regime has escalated efforts to suppress the
revolutionary 'Woman-Life-Freedom' movement through increased threats,
intimidation, arrests, and executions,> the women activists said in
their letter. <Sadly, the children of thousands of families are
currently imprisoned, awaiting death sentences, or have been executed in
recent months and days.> For more than four decades, Iran's clerical
establishment has <attempted to portray the Islamic hijab as a tradition
of Iranian society to the world,> but the Woman, Life, Freedom protest
movement has shown that the compulsory head covering is <rather a symbol
of the ruling regime's ideology,> the activists said. <No government

<<Iranian Baluch Teen Dies in IRGC Custody
A 18-year-old Baluch boy reportedly died while in the custody of the
Islamic Revolutionary Guard Corps (IRGC). According to Amir Kabir
Telegram channel, which covers news related to students, Sepehr Shirani
was arrested by IRGC intelligence forces in the southeastern city of
Zahedan on January 28 over his online activities. It said that the
teenager's family was informed he had died three days after his arrest,
on January 31. Sources close to the family say the authorities have yet
to explain the cause of his death.
Shirani's body remains in the possession of the IRGC. The lack of
transparency regarding the circumstances surrounding Shirani's death
have sparked suspicion that the teenager might have been tortured by his
jailers. According to Amnesty International, the Islamic Republic's
intelligence and security forces has committed <horrific acts of
torture, including beatings, flogging, electric shocks, rape and other
sexual violence> against children arrested during and in the aftermath
of nationwide protests in 2022-23.>>

<<Divandarreh: A Kurdish Individual Arrested by Security Forces
A Kurdish individual identified as Radman Soleimani from Divandarreh has
been taken into custody and relocated to an undisclosed location by the
security forces of the Islamic Republic of Iran. Reportedly, this
apprehension took place in relation to yesterday's widespread public
strike. According to a report received by the Hengaw Organization for
Human Rights, on Tuesday, January 30, 2024, a marketer from Divandarreh,
identified as Radman Soleimani, was taken into custody and relocated to
an unknown location by the intelligence department of this city.
According to Hengaw sources, this arrest has occurred in relation to the
public strike in protest against the execution of four Kurdish political
prisoners. As of now, his family's attempts to obtain information on his
situation or whereabouts have failed. Until the release of this news, no
information has been exposed regarding the reasons for this arrest, the
attributed charges, or this individual's current location.>>

<<Zahra Nazarian, 27, executed in the Prison of Sabzevar
On the final day of January, the clerical regime executed a woman in the
Prison of Sabzevar, in northeastern Iran. Zahra Nazarian, 27, was hanged
at dawn on Wednesday, January 31, 2024. Zahra Nazarian was convicted of
murder of her brother-in-law. She had been imprisoned for four years
before being executed this morning. Zahra Nazarian, the first woman
executed in 2024, is the 230th in the list of women executed by the
clerical regime since 2007, according to the data compiled by the NCRI
Women's Committee.
Record holder of executions of women
The Iranian regime is the world's top record holder of executions of
women.
No government in the world has executed so many women. The list does not
account for the tens of thousands of women executed in Iran on political
grounds. The NCRI Women's Committee previously mentioned that many of
the women executed by the mullahs' regime are themselves victims of
domestic violence against women and have acted in self-defense. An
average of 15 women were executed every year under the former government
in Iran. However, this year, 26 women have been executed under Raisi
government which is 11 more than the previous average. The NCRI Women's
Committee calls on the United Nations, the European Union, and other
relevant international organizations to take urgent action to save the
lives of those on death row and stop the use of death penalty in Iran.>>

The Tehran Revolutionary Court has handed down an 11-month prison
sentence to a woman following an altercation with a religious vigilante
while walking her dog, according to an activist news agency. Negin
Chaparian, 34, was convicted of <spreading propaganda against the
regime, provoking impurity and indecency, and outraging public decency,>
HRANA reported on January 31. In August last year, Chaparian engaged in
a dispute with a religious vigilante who was harassing her for walking
her dog in a Tehran park. Chaparian was arrested after sharing photos of
the altercation on social media. She spent three days in custody before
being released on bail. Iran's clerical establishment views dog
ownership as <morally depraved> and a sign of Western influence. It also
argues that keeping the animals inside homes is unhygienic and
un-Islamic. However, the ownership of dogs and other pets has become
more popular, particularly among young people. Attempts by the
authorities to curtail the practice through bans on dog walking have
largely failed or met resistance.>>

<<Iranian Political Prisoner Faces Imminent Execution
A political prisoner is facing imminent execution in the northeastern
Iranian city of Mashhad amid a surge in the use of the death penalty in
the country. <Political prisoner Mohammad Javad Vafaie, currently held
in Vakil Abad Prison, Mashhad, is facing the threat of being executed,>
the HRANA human rights website reported on January 31. Vafaie, a
28-year-old boxing coach, was apprehended by security forces in Mashhad
in March 2020. In December 2021, his lawyer disclosed that he had been
found guilty of <corruption on Earth> for allegedly committing arson and
intentionally destroying public property.The Supreme Court later
overturned Vafaie's death sentence and ordered a retrial. Another court
again handed down a death sentence to the defendant.>>
