<<Union Leader: Nurses' Strikes Will Have Miraculous Results
It has been a month since the peaceful protest by nurses and medical
staff began in Iran. The government has not only failed to address their
demands but has also attempted to suppress the movement through various
means. In his first public comments in five years, Esmail Bakhshi - a
labor rights activist, representative of the Independent Labor Council
in the Haft- Tappeh Workers' Union, and a former political prisoner -
spoke with IranWire to offer guidance to the nurses. He urged them to
remain steadfast despite threats and intimidation from security forces,
avoid violence, and continue supporting their leaders and
representatives. Bakhshi emphasized the importance of persistence in
making their voices heard and securing their demands. He advised the
protesters to use legal strategies and suggested having several lawyers
within their organization to counteract any legal challenges imposed by
security forces. He also addressed the families of the nurses, advising
them to report any arrests promptly to prevent further hardships for
their loved ones. According to Bakhshi, this is an opportune moment for
nurses to unite and establish their own independent organization for
better coordination and effectiveness in their efforts. Bakhshi, who has
represented Haft-Tapeh workers arrested and tortured during mass
protests at the sugarcane company, is a well-known figure among labor
activists in Iran. His own experience with prolonged detention and
mistreatment highlights his credibility in advocating for workers'
rights. In his first media appearance in five years, Bakhshi stressed
the need for unity among nurses, maintaining a coherent organization,
engaging in work stoppages, and avoiding violent actions. He said, "I
hope my message reaches the nurses: if you want to avoid being fired and
arrested, you must stop work."
Bakhshi also warned that intimidation and misinformation targeting
nurses would likely escalate. Security agents might spread rumors and
falsely link nurses to various groups to instill fear and manipulate
their actions. He cautioned that these tactics are part of a deliberate
strategy to undermine their protest. He said, "The nurses have not done
anything illegal."
Neutralize Security Suppression Through Unity
As a labor activist with firsthand experience of detention and torture
by security forces, Esmail Bakhshi advises that nurses can counteract
these attacks through solidarity. He emphasizes,
"Nurses can neutralize security forces' efforts with unity."
Drawing from his own experiences with labor protests, Bakhshi highlights
the role of legal expertise: "Lawyers and legal experts can
significantly assist nurses by raising awareness about their rights.
Those who lack legal knowledge may face serious repercussions in the
future. Educating them will mitigate fears and counteract false
accusations from security agencies." Bakhshi notes that the government
aims to prevent nurses from achieving their demands. He explains,
"Security agencies are focused on ensuring there are no gatherings or
noise. They use specific tactics to suppress protests, and it's crucial
to understand and counter these strategies." He praises the nurses'
persistent protests, saying, "The scale and unity of the nurses'
protests are unprecedented. Even compared to other worker and teacher
protests, this level of collective action is extraordinary. Nurses
across the country are making serious demands together, and they should
keep pushing forward."
Bakhshi's Recommendations for Nurses
Addressing the nurses, Bakhshi offers practical advice: "In every city
where you are protesting, you will soon be asked to state your demands.
Prioritize these requests: ensure that no nurse is fired due to the
strike, and if any are terminated, they should be reinstated.
Additionally, demand the release of detained nurses. If they do not
comply, continue the strike until every detained nurse is released." He
advises that a unified approach will pressure the authorities. "By
presenting a united front, you demonstrate that you are well-informed
and resilient. This will undermine the security forces' efforts to
intimidate you." Bakhshi also emphasizes that the primary demands should
include overdue payments and rightful entitlements. "The most effective
tool you have is unity. When workers stood together, they could not even
touch us for three to four years."
The Importance of Legal Knowledge
Bakhshi highlights the critical role of legal knowledge in labor
protests. He reflects on past experiences, noting that a lack of legal
understanding has often led to setbacks: "Workers who were unaware of
legal issues faced the greatest challenges. Conversely, those who were
informed achieved better outcomes." He warns that security agencies
exploit ignorance of legal matters to their advantage. "Accusations of
forming illegal groups, disrupting public order, and threatening
national security are commonly used against you upon arrest. These
charges are attached to you the moment you enter the Ministry of
Intelligence or even have a chance to defend yourself."
Strategies for Effective Union Activities
Bakhshi advocates for the formation of independent organizations by
workers and journalists alike. He says: "As long as we remain united,
even if one of us is arrested or fired, our greatest strength lies in
stopping work. This tactic is incredibly effective." Addressing the
nurses, the former political prisoner advises: "In other countries,
people have sparked revolutions and changed governments by closing
businesses. Your goal is to meet your demands, not to incite violence.
Simply stop working - whether you sit in a corner or go home. But do it
together. This collective action will protect you from harm." The labor
activist adds: "We, as wage earners, lack political and financial power,
and we've not been permitted to form organizations. Our only asset is
our work. We leverage this work to achieve our demands. If our demands
are not met, we should not return to work. I’ve seen workers even
receive apologies and requests to return to work once they’ve taken a
stand. The authorities will use various methods, including pleading, to
get you to relent." Bakhshi suggests that, at this stage, "you should
demand improvements to your contracts, even if some demands exceed legal
requirements. Nurses are entitled to request additional provisions to
their contracts beyond the existing law." He stresses that halting work
is crucial for securing overdue payments, given the severe nurse
shortages in the country. Work burnout is a significant factor driving
the nurses’ strike and protests. Bakhshi cautions: "The security forces
may try to provoke violence in your protests. Stay vigilant and avoid
falling into this trap. Maintain the peaceful nature of your protest."
'Don't Abandon Your Leaders'
Bakhshi stresses the importance of standing by union leaders and
representatives. He explains, "One of the tactics used by the security
forces is to single out your representatives, claiming they want to
negotiate. They have a plan for these individuals, so don’t leave them
unsupported. Organize within your group, appoint representatives for
negotiations, and go with them to the negotiations. Always have each
other's backs."
'In the Country of Hezbollahis, Let Hezbollahis Work'
He says, "Didn't they say it's the country of Hezbollahis? So why should
they only be in administrative positions? They should also be working in
hospitals, maintaining municipal parks, and working in Khuzestan's
sugarcane fields and petrochemical plants. If Hezbollah claims ownership
of the country, they should demonstrate their commitment through work.
Labor has the power to challenge the existing world order." He refers to
statements made by Mansoureh Masoumi, the director and founder of the
Bait Al Noor Institute in Karaj, during a live discussion on state TV
she claimed that <the country belongs to Hezbollahis,> which sparked
outrage. The term refers to hardline supporters of the Islamic Republic
and is different from the Lebanese militant group with the same name.
In Case of Arrest, Get a Lawyer
Bakhshi emphasizes the importance of legal representation during
protests. He says: "While we are protesting, we often lack full
knowledge of our rights. If you are arrested, ensure you have a lawyer.
Do not believe security agents if they tell you not to get a lawyer,
claiming they will resolve your case. This is a tactic to weaken your
defense. Families should not bear this burden in silence, as doing so
can further harm your detained loved ones." He adds, "Article 27 of the
Constitution grants you the right to protest. As long as your protests
are peaceful and within religious standards, you have nothing to fear.
Government officials are obligated to uphold our rights and provide
services to us as citizens. If they fail to do so, you have every right
to voice your grievances. Do not fear standing together against baseless
accusations." Bakhshi, who served as a spokesperson for the Haft-Tapeh
sugarcane workers during their 2018 protests in Ahvaz.
One Month of Protest and Presidential Silence
The protests by nurses, which began on August 2 in Karaj, have
highlighted a concerning silence from high-ranking officials. President
Masoud Pezeshkian initially responded with vague statements. During a
meeting with the Minister of Health and the Head of the Program and
Budget Organization, the president merely "emphasized" support for
medical staff and the timely provision of medicine and equipment.
Meanwhile, security forces, including police and plainclothes agents,
attacked peaceful gatherings of nurses and arrested several protesters.
The nurses' protest, which started in Karaj, soon spread to over 20
cities and 50 government hospitals and medical centers across the
country. In some cities, the protests were met with violent
confrontations and arrests of several protesters.
The nurses are demanding several key reforms, including the payment of
arrears, salary increases aligned with the actual rate of inflation, the
implementation of the nursing services tariff law, resolution of forced
overtime work issues, addressing staff shortages and harsh working
conditions, halting layoffs, and reinstating fired nurses. Labor
organizations and trade unions have expressed their solidarity with the
nurses' protests and strikes, amplifying the call for the government to
address these critical issues.>>
