<<Repression in Iranian Universities: Al-Hashd Al-Shaabi and Basij
Forces Fill Classrooms
Following the unprecedented protests of 2022, the Islamic Republic’s
authorities have been seeking ways to curb the influence of groups and
institutions that play key roles in the movement. One such institution
is the university, historically a hub for student activism and social
protests in Iran.
The government is attempting to reshape the university environment by
implementing new policies aimed at minimizing the potential for student
protests and diminishing the presence of dissenting voices on campuses.
A central strategy in this effort is the introduction of new quotas to
recruit students who align with the Islamic Republic’s ideology. The
Ministry of Science plays a crucial role in these changes, offering more
scholarships to students from the Basij paramilitary force and providing
them with special privileges. Universities have also been granted the
freedom to admit foreign students who support the Islamic Republic’s
policies.
Mohammad Moghimi, the president of Tehran University, announced last
week the continuation of a controversial initiative to recruit members
of the Al-Hashd Al-Shaabi militia group as foreign students.
The program, which first sparked debate in July 2023, involves admitting
the children of active, deceased, and wounded members of the “resistance
front,” with funding provided by the Iraqi government to ensure their
education at top universities.
Moghimi explained that this initiative not only serves to “promote
Islamic ideals” but also provides “significant financial income” for
Iranian universities. Concurrently, students at Tehran’s public
universities have reported a noticeable increase in the number of Basij
students, a trend attributed to new quotas and scholarships established
in 2021, which facilitate the admission of Basij forces into various
academic programs with special benefits.
These policies are seen as a direct response to the wave of university
protests, with the goal of reinforcing the presence of pro-Islamic
Republic forces within academic settings.
The Islamic Republic has long invested in the creation and support of
militia groups in the region, known collectively as the “Axis of
Resistance.” These groups, such as the Al-Hashd Al-Shaabi, are critical
to the Islamic Republic’s ideological and geopolitical strategy. Formed
in 2014 to combat ISIS, Al-Hashd Al-Shaabi is predominantly composed of
Iraqi Shia forces, and the Islamic Republic is intent on strengthening
these groups both scientifically and ideologically.
One method the Iranian government uses to bolster its proxy militia
groups—and simultaneously suppress internal dissent—is by integrating
them into Iran’s higher education system. Tehran University has been
selected as the primary institution for this recruitment, a move fully
endorsed by Moghimi.
The plan to facilitate the entry of Al-Hashd Al-Shaabi military
personnel into Tehran University first came to light last year. During a
meeting that included both Moghimi and the Chairman of the Supreme
Leader’s Representatives in Universities, they expressed their intention
to continue the education of the “Al-Hashd Al-Shaabi brothers” at Tehran
University.
Moghimi emphasized that the collaboration is driven not by financial
motives or the desire to confer degrees but by the aim to enhance the
knowledge and specialized capabilities of the “Muslim Mujahideen.” He
also framed the initiative as part of the broader vision for a “New
Islamic Civilization,” a concept central to the ideology of the Supreme
Leader of the Islamic Republic for the past three decades. Additionally,
Moghimi vowed to pursue the admission of students from other Axis of
Resistance countries with the same “seriousness.”
In June of last year, Moghimi highlighted the significance of
“internationalizing” universities. He said, “We have extensive plans to
attract foreign students. Increasing the ratio of foreign to local
students is a key indicator of success and a means to elevate the global
status of universities. The higher this ratio, the greater the
international reputation of the institution.”
Moghimi also described the Al-Hashd Al-Shaabi group as “one of the most
influential institutions in the future of Iraq” and noted that the Iraqi
government has allocated a substantial foreign currency budget to
support the education of its members. He emphasized that the presence of
these students in Iran “brings significant income for our country,”
pointing out that foreign students pay more than ten times the tuition
fees of their Iranian counterparts.
He provided a specific example, stating that “Iraqi students pay 1,200
euros per semester for undergraduate tuition.”
In a recent interview, Moghimi elaborated on the appeal of Tehran
University, citing its “prominent scientific and cultural position.” He
claimed that Iraqi students, especially members of Al-Hashd Al-Shaabi,
prefer Tehran University over prestigious institutions in Turkey, the
United States, and the United Kingdom. He also mentioned that these
students must learn Persian, with their education facilitated by the
Dehkhoda Institute and International Center for Persian Language
Education. Plans are even in place to establish branches of the Dehkhoda
Institute near the Iranian Embassy in Baghdad and in Abadan.
The presence of Al-Hashd Al-Shaabi forces in Iran is not unprecedented.
These forces have visited Iran on various occasions, such as during the
2019 floods in Khuzestan Province, when Iranian media reported their
involvement in relief efforts. The media attributed their presence to
“historical, religious, cultural, and political ties.” During the 2022
protests, reports also surfaced suggesting that Al-Hashd Al-Shaabi
forces had entered Iran to help suppress the unrest.
The involvement of paramilitary forces in Iranian universities is not
new either. At the same Tehran University meeting, Hossein Mousavi
Bokhati, Deputy of Education for Al-Hashd Al-Shaabi, revealed that
educational cooperation between Iraqi “Mujahideen” and Iran existed even
before the formation of Al-Hashd Al-Shaabi. He mentioned that under the
supervision of Abu Mahdi al-Muhandis, 95 students had been sent to study
in Iranian universities.
The legal mechanism for granting scholarships to individuals from Muslim
countries likely dates back to the administration of Mohammad Khatami,
who signed the charter for the “Islamization of universities and
educational centers” in 1998.
Although this effort aimed to align university structures with the
political system’s ideology, the document’s objectives also allowed for
its integration with other governmental projects. For example, during
Mostafa Moein’s tenure as Minister of Science, the “Law to Support the
Palestinian People’s Revolution” facilitated the enrollment of
Palestinian students in Iranian universities through the establishment
of the “General Administration of Non-Iranian Students.”
In 2001, on “the 50th anniversary of the occupation of Palestine,” 50
scholarships were awarded to Palestinian students. Around the same time,
Hassan Nasrallah, Secretary General of Lebanon’s Hezbollah, received an
honorary doctorate from Tarbiat Modares University for his leadership in
the Lebanese resistance against Israel.
In November 2022, following reports of Al-Hashd Al-Shaabi forces
studying in Iran, news emerged that a Hamas commander had officially
requested scholarships for at least seven members of the group to study
at Iranian universities.
However, these government decisions have sparked significant opposition.
Tehran University students, in particular, have voiced strong
objections. In a statement opposing the presence of these forces on
campus, they declared, “We do not accept the presence of military forces
at the university, whether in combat uniforms or school uniforms, and we
will resist it.”
Since 1989, Iranian universities have offered admission quotas and
scholarships to individuals aligned with the Islamic Republic. However,
beginning in November 2022, with the approval of then-Minister of
Science Mohammad Ali Zolfaghari, 13 additional types of “internal”
scholarships were introduced.
These scholarships have significantly increased the presence of forces
loyal to the political system in universities, particularly in the
capital. According to some students, these changes have left campuses
more isolated and stifled than ever, with many classrooms dominated by
members of the Basij militia or children of clerics, often referred to
as “Akhundzadeh.”
Students report that many of these Basij members who have entered
universities, especially in the social sciences, are older than their
peers. They are often recipients of a scholarship known as “Shahid
Fahmideh.” This scholarship is designed to “encourage and guide the best
talents of the country’s education system into neglected fields” and
prioritizes areas such as basic sciences, humanities, technical
engineering, health, and art.
But who are the beneficiaries of these scholarships? According to
regulations approved in 2022, these scholarships are awarded to
individuals who demonstrate a “practical commitment to the Islamic
Republic’s constitution and the principle of religious authority.”
Candidates must also exhibit “piety in speech and practice,” fulfil
their religious duties, avoid taboo activities, and have no affiliations
with “atheistic or illegal parties or groups.” They must also maintain a
“good reputation” and refrain from activities that contravene “laws and
morals in cyberspace” or involve communication with “hostile networks.”
These criteria suggest that the scholarships are primarily awarded based
on political and ideological loyalty rather than academic merit.
Reports indicate that in the 2023 entrance exam booklet for humanities
fields, these quotas accounted for 30 per cent of the capacity across
various disciplines. Additionally, a new “Abrar Scholarship” was
introduced, allowing private benefactors to provide scholarships to
students who meet the criteria. Notably, these benefactors can impose
their own specific conditions for scholarship recipients.
The influx of Al-Hashd Al-Shaabi forces, combined with the increasing
number of Basij members entering universities, particularly in Tehran,
has strengthened the Islamic Republic’s apparatus of repression on
campuses.
Concerned about potential protests, especially in the capital, the
authorities have not only bolstered their repressive capabilities but
also made student life increasingly restrictive.
These measures have limited the opportunities for student gatherings,
particularly for newcomers, and rendered the university experience more
oppressive and devoid of the traditional vibrancy associated with
student life.>>
