of Compulsory Hijab Enforcement in Iran
Arezoo Badri, a young woman who was targeted by direct gunfire from the
Iranian security forces in connection with <compulsory hijab,> has
undergone a second surgery at Valiasr Hospital in Tehran. Her health
condition has deteriorated, and her family is under pressure. According
to a report by Hengaw, on Wednesday, August 14, 2024, Arezoo Badri
underwent her second surgery, this time at Valiasr Hospital in Tehran,
due to fluid accumulation in her lungs (pulmonary edema). She had
previously undergone surgery at a hospital in Sari. It is said that
during her first surgery, which was necessary due to a bullet hitting
her back, she lost the ability to move from the waist down, and the
possibility of her regaining her health seems very unlikely. The family
of this victim of the Iran's Islamic compulsory hijab policy is
currently under pressure from Iranian security agencies to recite
dictated narratives in front of the camera. This goal might be achieved
in the coming days through increased pressure. According to the latest
reports, Arezoo Badri's car had been listed for confiscation under the
pretext of <not observing hijab,> which was the reason it was targeted
by the officers. State-affiliated media, without mentioning details,
claimed that the reason for shooting at this young woman's car was
<police suspicion> and <failure to heed a stop command.>
On Tuesday, July 23, 2024, Arezoo Badri, approximately 31 years old and
the mother of two children, was shot in the back while driving in Noor
city, Mazandaran province, by direct fire from Iranian security forces.
After being shot, Arezoo Badri was transferred to a hospital in Noor and
then to Khomeini Hospital in Sari. Eventually, due to the severity of
her condition, she was transferred to Valiasr Hospital in Tehran, where
she is also under surveillance by the Iranian security forces.>>

Arya Yousefi, the son of former political prisoner Fatemeh Davand and
one of those arrested during the November 2019 protests, who was
recently at risk of being deported to Iran, has been arrested by the
Iranian security forces and transferred to the Iranian Intelligence
Office in Maku. According to the report received by the Hengaw
Organization for Human Rights, on the evening of Tuesday, August 13,
2024, 18-year-old Arya Yousefi from Bukan was handed over to Iranian
security forces by Turkey. He was subsequently arrested at the Maku
border and transferred to the Intelligence Office in that city. A source
close to the Yousefi family stated that Arya has not had any contact
with his family so far, and only the Intelligence Office in Maku has
contacted his family to inform them that he is being held at their
detention center. It is noteworthy that on the evening of that Tuesday,
Arya Yousefi, along with his mother Fatemeh Davand-who was among those
arrested during the November 2019 protests-and several other political
activists, were deported to Iran via the Bazargan border. Arya was
arrested by Iranian security forces, while his mother managed to escape.
On March 11, 2022, the Iranian government forcibly arrested 15-year-old
Arya Yousefi, employing violence and beatings in a public place in Bukan.
He was subsequently transferred to Urmia Central Prison and sentenced to
five months of imprisonment on charges of <propaganda against the

evening of Wednesday, August 14, 2024, Galawej Mohammadi-Arshad, 45
years old and a resident of Mahabad, was arrested by the Iranian
intelligence forces during her return from work and was taken to an
unknown location. According to a close relative of Galawej
Mohammadi-Arshad, she, who works as a tailor, was arrested while
returning from her workplace on Bagh Shayegan Street. She was surrounded
by four vehicles belonging to the intelligence forces. As of the time of
this report, despite the family's efforts, no precise information is
available regarding the reasons for her arrest, the charges brought

Manouchehr Fallah, a Gilaki man from the city of Rasht, Gilan, has
entered the 25th day of his hunger strike in Lakan Prison. He has been
sentenced by the Iranian judiciary to a total of 22 months and 17 days
of imprisonment. According to a report received by the Hengaw
Organization for Human Rights, Manouchehr Fallah, a political prisoner
held in Lakan Prison in Rasht, began his hunger strike on Saturday, July
22, 2024, in protest against his uncertain situation and the opening of
a new case against him. His physical condition, while being deprived of
medical care, is concerning. Prison authorities consider him responsible
for the hunger strike of five other prisoners and have pressured him as
a result. According to informed sources, Ahmad Darvish Goftar, the
judge, is seeking to attribute the charges of <waging war against God (Moharebeh)
and armed rebellion (Baghi)> to Manouchehr Fallah by referring the case
back for further prosecution. This judge of Branch 1 of the Iranian
Islamic Revolutionary Court of Rasht has told Manouchehr Fallah's
lawyer: "His charge is Moharebeh or Baghi. The prosecutor's office has
made a mistake, and now I am returning the case to them so that one of
these charges can be re-explained." In December 2023, Manouchehr Fallah
was sentenced by Branch 3 of the Revolutionary Court of Rasht, presided
over by Judge Mehdi Rasekhi, to one year, three months, and one day in
prison for <insulting Khamenei> and to seven months and sixteen days for
<propaganda against the government.> This political prisoner had also
gone on a hunger strike in October 2023 in protest against his continued
detention and uncertain status. Manouchehr Fallah was arrested by the
Iranian security forces at Rasht Airport last July and was later
transferred to the Misagh ward of Lakan Prison in this city.>>

Iranian authorities have acquitted protest rapper Toomaj Salehi of the

Amir Raisian, Salehi's lawyer, announced that the 5th branch of
Isfahan's Revolutionary Court had issued an acquittal in Salehi's 2022

down to Salehi in April for the charge of <corruption on earth.> Raisian
further stated that the court had suspended prosecution on several other
charges and referred two additional accusations - <publishing lies> and
<disruption of order> - to Criminal Court 2, citing lack of
jurisdiction. The latest hearing, held on Sunday, came after Iran's
Supreme Court had overturned the initial verdict issued by the first
branch of Isfahan's Revolutionary Court. Mustafa Nili, another of
Salehi's lawyers, confirmed the hearing on social media, noting it was
held in the 5th branch of the Revolutionary Court as a concurrent
branch. Salehi was initially arrested in October 2022 after voicing
support for the nationwide "Woman, Life, Freedom" protests that had
erupted in September of that year. He released songs criticizing the
government and supporting the protests that demanded more freedom and
women's rights.
He also posted pictures and videos of himself during the demonstrations.
In July 2023, a court sentenced the artist to six years and three months
in prison for <corruption on Earth.> He was released on bail on November
18 last year after the Supreme Court, responding to an appeal, found
<flaws in the original sentence> and returned the case to a lower court
for reexamination and possible retrial. Salehi was returned to jail less
than two weeks later to face new charges after publicly discussing in a

unsuccessful, as Iranian security institutions have declined to provide
a definitive response. It is important to note that Rahman Ghaderi had
previously been summoned by this security institution and subjected to

Political prisoner Sara Jahani’s recent ordeal in Lakan Prison, Rasht,
highlights severe human rights abuses. Despite her medical condition and
legal requirements for her treatment, prison authorities have neglected
her urgent healthcare needs, raising serious concerns about the
treatment of political detainees in Iran. On Tuesday, August 13, 2024,
Sara Jahani, who suffers from multiple sclerosis (MS), experienced a
severe muscle spasm in Lakan Prison, causing her to lose control of her
legs and fall face-first onto the ground. This incident resulted in a
head injury above her eye, requiring immediate medical attention. Her
head also struck a wall during the fall, necessitating an examination in
a hospital outside the prison.
Neglect of Medical Care
Despite the severity of her injuries, prison officials denied her access
to adequate medical care. No physician attended to her wounds; instead,
a mere assistant nurse provided minimal treatment by stitching her
wounds. This inadequate response sparked protests among fellow inmates,
which were ignored by prison authorities. Given the significant bleeding
and head trauma, she should have been under medical supervision,
highlighting the negligence of the prison's medical staff.
Details of the Injury
Sara Jahani bled profusely from the injury above her eye and from her
mouth. In such cases, the minimum requirement is to transfer the injured
person to a hospital for clinical actions and scans. Sara Jahani's
condition, compounded by her MS, makes it imperative that she receives
proper medical attention, which the prison authorities have blatantly
ignored.
Legal and Medical Background
Sara Jahani was arrested by security forces on August 16, 2023. After
her interrogation period ended in October 2023, she was released on
bail. Her court session, held on March 1, 2024, resulted in a sentence
of 6 years, 1 month, and 17 days in prison for membership in a group,
assembly, and collusion aimed at disturbing national security. The Gilan
Province Appeals Court later upheld the verdict. According to the
verdict, Zohreh Dadras was sentenced to 6 years and 1 day for “forming
an illegal group against security” and 3 years, 6 months, and 1 day for
<assembly and collusion,> totaling 9 years, 6 months, and 2 days of
imprisonment. Under the law of cumulative sentences, the most severe
sentence will be enforceable.
Zahra Dadras was sentenced to 3 years, 6 months, and 1 day for <assembly
and collusion with the intent to disrupt national security> and 2 years,
7 months, and 16 days for “membership in an illegal group,” totaling 6
years, 1 month, and 17 days of imprisonment. According to the law of
cumulative sentences, the most severe sentence, equal to 3 years, 6
months, and 1 day, will be enforceable. Additionally, other defendants
in this case were sentenced to imprisonment. Forough Samii Nia, Sara
Jahani, Yasamin Hashdari, Shiva Shah Siah, Negin Rezaei, Azadeh
Chavoshian, and Matin Yazdani were each sentenced to six years, one
month, and seventeen days in prison. Jelveh Javaheri and Hooman Taheri
were each sentenced to one year in prison.
Continued Detention Despite Medical Condition
Sara's re-arrest and transfer to Lakan Prison occurred when she visited
the Rudsar Court’s Enforcement Branch No. 5. Security agencies and
judicial authorities disregarded her forensic medical file and the
serious nature of her MS, which necessitates ongoing medical care.
Human Rights Violations
The deliberate denial of medical care to prisoners like Sara Jahani
constitutes torture and a violation of human rights. Such actions are
classified as international crimes and are vehemently condemned by
international human rights and humanitarian laws. The refusal to allow
medical treatment not only violates the Iranian regime's domestic laws
but also breaches international treaties to which it is a signatory. The
case of Sara Jahani is a stark reminder of the plight of political
prisoners in Iran. It underscores the urgent need for international

<<Iran Court Sentences Two Singers for 'Propaganda'
Two Iranian singers, Vafa Ahmadpour and Danial Moghaddam, have been
sentenced by the Shiraz Revolutionary Court on charges of <propaganda
against the Islamic Republic.> The court handed down identical sentences
to both individuals: one year in prison, a two-year travel ban, and a
two-year ban on online activities. According to the ruling issued by
Branch 1 of the Shiraz Revolutionary Court, they have to serve their
sentences under electronic monitoring outside of prison. This
arrangement will allow Ahmadpour and Moghaddam to complete their
sentences with restricted movement within a specified radius from their
homes. The court proceedings took place on August 6 at the Shiraz
Revolutionary Court, where the charges against the two activists were
addressed. The case dates back to May 9, when security forces in Shiraz
arrested Moghaddam and Ahmadpour.
Following their arrest, they were initially held at the Ministry of
Intelligence's detention facility in Shiraz, known as <House No. 100.>
Subsequently, they were transferred to the central detention facility of
Adelabad Prison in Shiraz. Danial Moghaddam was released on bail from
Adelabad Prison on July 6, pending the court's decision. Ahmadpour is
currently serving a one-year prison sentence in Adelabad Prison in a
separate case. The rapper dedicated songs to Mohammad Mehdi Karami and
Mohammad Hosseini, two protesters who were executed in January 2023 for

<<Teachers and Activists Criticize Kazemi's Nomination for Ministry of
Education
Union activists have criticized the nomination of Alireza Kazemi as the
candidate for the Ministry of Education, questioning his suitability to
secure a vote of confidence. Alireza Kazemi holds a bachelor's degree in
theology and Islamic studies from Razavi University of Islamic Sciences
and has completed his seminary education up to level 3 at Mashhad
Seminary. In 1992, Kazemi earned a bachelor's degree in English language
and literature from Ferdowsi University and later obtained a master's
degree in jurisprudence and fundamentals of law from Islamic Azad
University, Mashhad branch. He has also served as a faculty member at
Farhangian University. Kazemi's career includes a 17-month participation
in the Iran-Iraq war. He has held various roles in educational and
cultural leadership, including positions as vice president of secondary
education, general director of culture and art, advisor to the Minister
of Education, head of the student organization, and general director of
education for Khorasan Razavi province.
Kazemi has also been involved in the anti-narcotics headquarters,
serving as its deputy. During his three-month tenure as interim head of
the Ministry of Education, he attempted to revise and complete textbooks
to align with the values of <sacrifice and martyrdom.> Kazemi said that
he dedicated tens of hours to incorporating content on the hijab into
textbooks, ensuring its inclusion in 11 textbooks and across 27 lesson
titles.
A teacher from Alborz province criticized the choice of Kazemi, saying,
"In a cabinet led by someone deeply committed to general policies and
the leader's directives, it doesn't matter who the minister is." The
teacher further argued that "when the anti-educational and anti-teacher
policies of the 7th Development Plan are to be implemented, it makes no
difference who holds the position of minister. The policies will remain
unchanged regardless of the individual, as they all operate within the
ideological framework of the ruling class." He pointed out that "the
real issue is the ideological control over society through the education
system." He emphasized the importance of an independent organization for
teachers to effectively pursue their interests. According to him,
"Teachers' interests can only be safeguarded through independent and
sustained organization, where any minister, regardless of faction, knows
they are dealing with a strong, organized force that demands
accountability." Fahimeh Tabatabaei, a journalist who previously
interviewed Alireza Kazemi during his tenure as deputy at the Ministry
of Education, voiced her concerns about his nomination for the ministry.
In a post on her X account, she criticized the decision, stating, "You
moved the entire Ministry of Education up and down to find Alireza
Kazemi, the person responsible for the poor management... Good morning,
Mr. President, good morning!" Tabatabaei elaborated on her doubts about
Kazemi's suitability, recounting her past experience with him. She noted
that during her exclusive interview as a reporter for Hamshahri
newspaper, the discussion centered on the rise of social harm,
particularly the decreasing age of addiction among teenagers. Despite
the alarming trends, such as the average age of smoking dropping to 13,
Kazemi denied any link between these issues and the education system. He
claimed, "The cause of these harms should be found outside the school,
and we neither have the statistics nor the capability to improve the
situation."
Tabatabaei argued that schools play a crucial role alongside families in
shaping young minds, pointing out that students spend an average of six
hours per day in formal education from ages 7 to 18. Narges Malekzadeh,
a teacher and education expert, echoed these concerns in a piece
published on Khabar Online. She noted that none of the political
organizations of teachers, media activists, or cultural workers' unions
have supported Kazemi's nomination. Teachers have expressed their

Solmaz Hassanzadeh, sister of Mohammad Hassanzadeh, one of the victims
of the "Jin, Jiyan, Azadi" uprising, has been released from Urmia prison
on bail after eight days on hunger strike in solitary confinement.
News Center- Solmaz Hassanzadeh, sister of Mohammad Hassanzadeh, one of
the victims of the "Jin, Jiyan, Azadi" uprising, was released from Urmia
prison on bail of 500 million Tomans on Tuesday. She started a hunger
strike on August 6 to protest inhuman practices in the prison and the
ban on family visits. Solmaz Hassanzadeh and her father Ahmad
Hassanzadeh were arrested by Iranian security forces on July 30, 2024.
She was then transferred to Urmia prison and held in solitary
confinement. Mohammad Hassanzadeh (28) was shot dead by Iranian security
forces on November 16, 2022, during nationwide protests in the city of

At least eight Kurdish civil and environmental activists from Gilan-e
Gharb city in Kermanshah province, including Maria Khani, Jahangir Azadi,
Lotfollah Parviz, Hamidreza Rahimian, Salman Parhan, Mohammad Parveen,
Ali Farajkhani, and Mustafa Rostami, were arrested by IRGC intelligence
forces and taken to an unknown location. According to a report received
by the Hengaw Organization for Human Rights, in the early morning hours
of Tuesday, August 13, 2024, IRGC intelligence forces raided the homes
of these activists in Gilan-e Gharb, resorting to violence during the
arrests.
Hengaw sources indicate that the Kermanshah IRGC intelligence forces
carried out these arrests without presenting any judicial documents. It
has been learnt that these individuals were collaborators in the "Save
Zagros" campaign, a signature-collecting initiative, and were actively
involved in efforts to control and suppress recent forest fires in the
region. As of the time of this report, detailed information regarding
the reasons for the arrests, the charges against them, and their current
whereabouts remains unavailable. The families' attempts to obtain
information have so far been unsuccessful.>>

On Saturday, August 3, 2024, Sorayya Qaytaran, a resident of Kani Mala
village near Piranshahr in northwestern Iran, was arrested and
transferred to the Central Prison of Urmia to serve a nine-month
sentence. Previously, the First Branch of the Revolutionary Court in
Mahabad, also in northwestern Iran, had sentenced her to nine months in
prison. The court convicted her of <collaborating with a Kurdish
opposition party against the Iranian government.> Sorayya Qaytaran was
initially arrested on Monday, June 26, 2023, without a warrant by
security forces. After interrogation, she was moved from a security
detention center to the women's ward of Urmia Prison. On Sunday, July
16, 2023, about a month after her arrest, Sorayya Qaytaran was
temporarily released on bail pending her trial. However, the legal
proceedings continued, ultimately leading to her prison sentence and its
enforcement. The arrest and imprisonment of individuals on charges of
collaborating with opposition parties, often without sufficient
evidence, is widely regarded as a violation of human rights and freedom
of expression. Sorayya's initial arrest without a judicial warrant
contradicts legal and judicial principles.>>
