<<Femicide in Iran: Asma Pishdar Murdered by Husband in Bandar Abbas
A young woman identified as Asma Pishdar was murdered by her husband in
Bandar Abbas, the capital of Hormozgan Province, and her body was
subsequently set on fire. The crime is reportedly motivated by <family
disputes.> According to a report by the Hengaw Organization for Human
Rights, on June 11, 2024, 27-year-old Asma Pishdar was strangled by her
husband in the Barghzaneh neighborhood of Bandar Abbas. After the
murder, the perpetrator set the house on fire to make it appear as an
accidental blaze. Sources indicate that after committing the murder, the
husband fled with their child. He was apprehended by military forces
five hours later and cited <family disputes> as the motive for the
crime.
Femicide represents the most severe form of misogyny and violence
against women in patriarchal societies. The Islamic Republic of Iran not
only fails to take measures to prevent this phenomenon but also
systematically facilitates it through direct state involvement and the
implementation of anti-woman laws.>>

Leyli Paymazd, a young woman from Piranshahr, West Azerbaijan province (Urmia),
who was set on fire by her husband in a garden house near this city,
passed away after four days. According to a report received by the
Hengaw Organization for Human Rights, on June 16, 2024, Leyli Paymazd,
32 years old and a resident of the village of Khoranj, a suburb of
Piranshahr, died at Khomeini Hospital in Urmia due to severe burns (over
90%). On June 12, Leyli Paymazd, the mother of two daughters, was set on
fire by her husband, Morad Rasulrondeh, in a garden house where they
worked. He doused her with gasoline before igniting it. The couple had
been in conflict for the past months, and Paymazd had recently returned
to her husband after several months of staying at her parents’ home,
mediated by elders. Reportedly, after the incident, her husband left her
burned body in front of her parents' house and fled. The victim's body
was then air-transported to medical centers in Urmia by her relatives.>>

The human rights organization Justice for Iran has announced that it is
filing a complaint against Bashir Biazar, a former manager of Iran's
state media, in the French judiciary. The complaint accuses Biazar of
torture and human rights violations, adding a new dimension to his
recent arrest in France. Biazar, previously the director of the Music
Department at the Islamic Republic of Iran Broadcasting (IRIB), was
arrested on June 3 in France.
He is currently being held for deportation, but the new legal action
aims to prevent his return to Iran. In Paris, a police source told AFP
that <expulsion proceedings> had been initiated against Biazar <in
particular because he publicly made anti-French remarks.> Biazar has, in
past months, been active on social media, making remarks strongly
supporting Palestinians amid the war Hamas-Israel war. <There is
nothing, in terms of law, that justifies this measure,> his French
lawyer, Rachid Lemoudaa, said, referring to the expulsion proceedings. <Bashir
Biazar expressed himself on his Instagram account, as anyone could do
freely in a state governed by the rule of law.> His client, who he said
intended to start a hunger strike, <is the subject of an expulsion
order, but his administrative detention was extended by 28 days on June
6. I think this procedure is political, and politics has no place in
law,> Lemoudaa added. Earlier this month in Tehran, Iranian foreign
ministry spokesman Nasser Kanani said he hoped for Biazar's release <as
soon as possible.> He added that the ministry <will continue to take the
necessary measures until the expected result is achieved.> On Monday,
Kazem Gharibabadi, the head of the Iranian High Council for Human

concerns over Torkashvand's attire, citing it as a reason to delay her
transfer to the ambulance further. By the time she received medical
attention, it was too late.
This incident has sparked outrage and renewed concerns about emergency
medical access on Iranian campuses. The Amirkabir news channel drew
parallels to two student deaths at Amirkabir University last year, which
were also attributed to delayed emergency responses. The motive behind
Torkashvand's actions remains unclear. Reports suggest that university
and security forces have cordoned off the dormitory, warning students

Reza Salmanzadeh, Loqman Aminpour, Meysam Dehbanzadeh, and Majid
Roshannejad, four political prisoners accused in the Evin prison fire
case during the Jina Freedom Movement, were collectively sentenced to 33
years in prison and 518 lashes. According to a report received by the
Hengaw Organization for Human Rights, on Wednesday, June 19, 2024,
Loqman Aminpour, Meysam Dehbanzadeh, and Majid Roshannejad, each were
sentenced by Branch 1148 of the Tehran Criminal Court presided over by
Jabbar Javadi Rami to 6 years in prison and 74 lashes for <destruction
of prison property>, 16 months in prison and 74 lashes for <disruption
of prison order>, and 16 months in prison for <defiance and disobedience
of orders>. Reza Salmanzadeh, another political prisoner accused in this
case, was sentenced for <destruction of prison property> to five years
in prison and 74 lashes, for <disruption of prison order> to one year in
prison, and for <defiance and disobedience of orders> to one year in
prison.
During the session reviewing the charges against the accused in the Evin
prison fire case, Ramin Safarnia, the defense lawyer for the four
political prisoners, was prevented from attending and was expelled from
the courtroom by the judge's order. This case is related to the fire on
the evening of October 15, 2022, at Evin prison during the Woman, Life,
Freedom (Jin, Jiyan, Azadi) movement, during which several prisoners
were injured and killed due to the fire and the shooting by prison
guards, and some were transferred to other prisons.>>

Heydari, Arab Writer and Cultural Activist
Jafar Heydari, an Arab writer and cultural activist residing in Ahvaz,
was detained by security forces of the Islamic Republic of Iran 26 days
ago, and his condition remains unknown. According to a report received
by the Hengaw Organization for Human Rights, on Sunday, May 26, 2024,
Jafar Heydari, a 38-year-old resident of Ku-ye Goldasht in Ahvaz, a
cultural activist, children's book author, and director of the cultural
institute 'Inja Farhang Ahvaz,' was detained by intelligence officers
without any judicial warrant and transferred to an unknown location.
According to informed sources, despite 25 days having passed since the
writer's detention, his family's efforts to obtain information about his
whereabouts have been unsuccessful. Security agencies have refused to

Nourzad Alimoradi, a Kurdish asylum seeker from Sarpol-e Zahab,
Kermanshah Province, attempted suicide at Istanbul Airport following his
deportation by Norway. Following this incident, the extradition process
to Iran has been temporarily halted. According to a report received by
the Hengaw Organization for Human Rights, on June 19, 2024, in the midst
of his extradition process to Iran, Nourzad Alimoradi, a 33-year-old
Kurdish asylum seeker, attempted suicide at Istanbul Airport. A trusted
source stated that after an 8-year indecisiveness period for his asylum
request to be accepted at the 'Lina' camp in Norway, Alimoradi was
transferred to Turkey on a flight yesterday. His extradition to Iran has
been temporarily halted due to his suicide attempt. Alimoradi's health
condition remains uncertain following his suicide attempt. He is a
member of the Democratic Party of Iranian Kurdistan, and in the event of
deportation, he faces the risk of severe penalties. The Hengaw
Organization for Human Rights expresses deep concern over Alimoradi's
possible extradition to Iran and the potential for torture and other
inhumane punishments by the Islamic Republic of Iran's judiciary. Hengaw
calls for immediate attention from international human rights

<<Critical Health Condition of Kurdish Trader Following Gunfire from
Iranian Military Forces
Samran Mokhberi, a young Kurdish trader from Sardasht in West Azerbaijan
province, Iran, remains in critical condition after being shot by the
Islamic Revolutionary Guard Corps (IRGC) a week ago. According to a
report received by the Hengaw Organization for Human Rights, the
incident occurred on June 13, 2024, when Mokhberi, 25, was suspected of
carrying contraband and was directly targeted while driving. Mokhberi
was struck in the back by a bullet, which penetrated his body and caused
severe lung damage. He underwent initial surgery at Khomeini Hospital in
Urmia, and due to the gravity of his injuries, he is scheduled to be
transferred to Milad Hospital in the same city for further treatment.
Mokhberi's critical condition has placed immense psychological and
physical stress on his family, particularly his underage child and

<<UN Rapporteur Calls for Action Over Iran's 1980s Mass Executions
United Nations Special Rapporteur Javed Rahman has called the mass
execution of political prisoners and killing of Baha'is in 1980s Iran
examples of <crimes against humanity> and <genocide.> Speaking at a
meeting in Geneva, Rahman called on the international community to take
concrete actions to hold the perpetrators accountable and end the
ongoing impunity around these atrocities after a six-year investigation.
He said that the Islamic Republic's authorities did not cooperate with
him during the investigation and obstructed his work. Rahman's report
focuses on the extrajudicial executions of thousands of political
prisoners in 1988 after a fatwa by Ayatollah Ruhollah Khomeini. The
prisoners, who had already been tried and were serving sentences, were
retried in brief trials without due process and swiftly executed, with
their bodies buried in mass graves like Khavaran. In the report he
presented to the UN Human Rights Council, Rahman said that it focuses on
<crimes against humanity> that took place in the period of 1981-82 and
1988 in the Islamic Republic of Iran. Mostafa Pourmohammadi, one of the
direct perpetrators of the 1988 executions, is among the candidates for
the upcoming presidential election. In the description of <brutal
crimes,> the report details actions such as murder, arbitrary and
extralegal executions of thousands of political opponents and prisoners,
their captivity and imprisonment, enforced disappearance, and torture,
actions described as <crimes against humanity.> According to Rahman's
report, these executions included women, some of whom had been raped
before execution. A large number of teenagers and minors, considered
children, were among those executed. The report also examines the
violence and physical abuse of women as well as the oppression of
minorities in the first decade after the 1979 establishment of the
Islamic Republic. The report states that despite evidence available
until today, those who committed severe human rights violations remain
in power, and the international community has been unable or unwilling
to hold these people accountable.>>

as a terrorist organization and urged Canadians to leave Iran. <Our
government has made the decision to list the Islamic Revolutionary
Guards Corps (IRGC) as a terrorist entity under the Criminal Code,>
Dominic LeBlanc, the public safety minister, said at a press conference.
<The Iranian regime has consistently displayed a complete disregard for
human rights, both inside and outside Iran, as well as a willingness to
destabilise the international rules-based order,> LeBlanc said. <Listing
the IRGC builds on the Government of Canada's broader efforts to ensure
that there is no impunity for Iran's unlawful actions and its support of
terrorism,> he added. Foreign Minister Melanie Joly urged Canadians not
to travel to Iran, citing a heightened risk of <arbitrary detention>.
Iran on Thursday condemned Canada's move as an <unwise and
unconventional politically motivated step,> the Fars news agency
reported. <Canada's action will not have any effect on the Revolutionary
Guards' legitimate and deterrent power,> said Iran's Ministry of Foreign
Affairs spokesperson Nasser Kanaani, adding that Tehran reserves the

<<Alarm Ignored, Delayed Patient Evacuation as Fire Broke Out at Iranian
Hospital
A fire ripped through a private hospital in the northern Iranian city of
Rasht on Tuesday, resulting in the death of at least nine people and
injuring over 120 others. Most of the deceased were admitted to the
hospital's intensive care unit (ICU). The blaze broke out early Tuesday
morning at Ghaem 250 Hospital in Rasht, the capital of Gilan Province. A
companion of a patient who was admitted on the hospital's second floor
said that the staff and nurses heard the sound of an alarm but ignored
it, preventing patients from leaving. Sadegh Niaraki, Gilan's chief
prosecutor, told state TV that eight of the deceased were patients in
the hospital's ICU. The patient's companion emphasized that when smoke
from the fire spread throughout the hospital, the medical staff
initially prioritized their own evacuation over the patients'. The
hospital was closed on Wednesday by order of the city's prosecutor. A
report from the head of the Rasht Fire Department on how the fire was
notified to them, alongside the accounts from patients' companions, hax
raised questions. Shahram Momeni, head of the Rasht Fire Department,
said that Ghaem Hospital met safety standards, including fire
extinguishers and emergency exit routes. However, the hospital did not
have an automatic sprinkler system, which was not required at the time
of licensing. Momeni informed that the fire at Ghaem Hospital was
reported at 1:13 am. According to Momeni, all dead patients were in the
ICU. They died during the power outage that <disabled their life-support
equipment, not from burns, smoke inhalation, or suffocation.> A patient
reported that the fire alarm sounded at 12:40 am. However, staff and
nurses on the second floor dismissed the alarm, assuming it was false,
and prevented patients and their companions from leaving the premises.
Noting a delayed reporting to the fire department, Momeni said, <We are
currently investigating whether the claim of a late report is true. We
are reviewing available videos from the hospital's surveillance cameras.
Our experts will determine if there was a delay and, if so, its
duration.> These incidents highlight the critical importance of rigorous
safety protocols and effective emergency response systems in high-risk
facilities. This situation is reminiscent of the collapse of the Shazand
mine in Arak, which has resulted in the deaths of four people. The alarm
over safety issues was raised before the fire incident at Ghaem
Hospital, following an incident at a rehabilitation center in northern
Iran that resulted in the deaths of 36 people. The incident occurred
around 6:00 am on November 3, 2023, when no staff were present, no fire
alarms or automatic extinguishing systems were active, and the doors
were locked for the clients. A police investigation later revealed that
the fire was intentional. Unlike the fire at Gandhi Hospital in Tehran
on January 25, the fire at Ghaem Hospital occurred without any prior
written warnings about safety defects. Initial reports suggest that the
Gandhi Hospital fire was caused by a cigarette butt left by workers,
which ignited the building's composite facade. Further investigations by
the Tehran Fire Department found that the hospital's fireboxes were
empty, the automatic extinguishing system failed, and the fire alarm
system was non-functional.>>

Nouri's release through a controversial prisoner swap with Sweden
<shocking> and a <stunning blow> to survivors and relatives of the
victims of the 1988 prison massacres in Iran. The circumstances of Hamid
Nouri's pardon by the Swedish government and his return to Iran confirm
Amnesty International's earlier concerns that the Iranian authorities
have been holding Swedish nationals hostage to swap them for Hamid Nouri,
the statement reads.
The Swedish government's decision emboldens the Iranian authorities to
commit further crimes under international law, including hostage-taking,
without fear of consequences. It also undermines the right to justice

disappearances and extrajudicial executions of thousands of prisoners
carried out over three decades ago,> it said. The June 15 prisoner swap
saw the release of Nouri, who was jailed in Sweden for war crimes and
mass executions during the 1989 state-backed killings of political
prisoners in Iran. In recent years, five individuals with Swedish
citizenship have been imprisoned in Iran: Ahmadreza Jalali and Johan
Floderus were accused of espionage, Kevin Gilbert and Simon Kasper were
accused of drug-related offenses, and Saeed Azizi, whose charges are
unknown. Jalali, a Swedish-Iranian doctor on death row in Iran, demanded
answers from the Swedish government for <leaving him behind> following
an Iran-Sweden prisoner swap that released a convicted war criminal. Mr
Prime Minister, you decided to leave me behind under a huge risk of
being executed,> he said in an audio clip obtained by IranWire from
Iran's notorious Evin Prison. <You did not act to deal on altering my
condition and canceling the death sentence before the swap is done,> he
said in the voice note. Jalali has gone on multiple hunger strikes
during his detention to protest the prison conditions. According to Vida
Mehrannia, Jalali's wife, there were fears in 2017 that he had leukemia,
but prison authorities blocked his treatment. In February 2022,
Mehrannia reported that her husband was returned to prison just a day
after surgery for acute intestinal adhesions.Western governments have
repeatedly accused the Islamic Republic of taking dual and foreign
nationals hostage to then use them in prisoner swaps or as a bargaining
chip in international negotiations.
Many European countries have urged their nationals not to travel to
Iran, warning that they face the risk of arbitrary arrest or unfair

handful of people with a history of crimes against the people of Iran
have returned to the stage for the presidency of a government that is at
war with its own citizens,> read the statement. <The candidates approved
by the Guardian Council do not represent the people of Iran,> it added,
dismissing them as <merely a tool and mechanism to appoint another
perpetrator of crimes against humanity> as head of government. The
signatories, including prominent student activists, condemned the
Islamic Republic's elections as an orchestrated process to install
officials <committed to maintaining the policies of the Islamic
dictatorial system based on misogyny, imprisonment, torture, and

<<Iran Arrests Dozens Over Deadly Attacks
Iranian judicial authorities have arrested dozens of individuals
allegedly involved in attacks in Sistan and Baluchistan and Kerman
provinces. Ali Movahedi Rad, Chief Justice of Sistan and Baluchistan,
said that 48 people had been apprehended in connection with the April
attacks by the Jaish al-Adl militant group on military forces'
headquarters in the cities of Rask, Chabahar, and Sarbaz. At least 11
members of the security forces were killed in those assaults, according
to official reports. Movahedi Rad said more details about the arrests
would be released soon. Meanwhile, in neighboring Kerman province,
prosecutor Mehdi Bakshi commented on the latest developments regarding
the January bombing that targeted a commemoration ceremony for slain
IRGC commander Qassem Soleimani in the city of Kerman. That twin suicide
attack left hundreds dead and wounded. Bakshi said that out of 48
accused in the Kerman bombing case, 11 individuals remain in custody
currently, comprising both Iranian and foreign nationals. The Kerman
prosecutor said that one of the accused was arrested in another province
recently. He added that the investigation is nearing completion,
facilitated by the cooperation of another unnamed country whose attorney
general met Iranian counterparts to assist in the probe.>>

Two Baha'i citizens, Hamid Monzavi and Arshia Rouhani, residents of
Isfahan, have each been sentenced to five years of imprisonment by the
judicial system of the Islamic Republic of Iran. According to a report
received by the Hengaw Organization for Human Rights, on Saturday, June
9, 2024, Hamid Monzavi and Arshia Rouhani, residents of Isfahan, were
sentenced by the First Branch of the Revolutionary Court of this city,
presided over by Judge Mohammad Reza Tavakoli, for the charges of
<propaganda in favor of groups opposed to the regime,> <propaganda
activities against the government,> and <membership in certain groups
with the intention of disturbing national security.> Each was sentenced
to five years of imprisonment and a fine of 50 million tomans. It is
noteworthy that on September 12, 2023, security forces raided and sealed
two business units belonging to these two Baha'i citizens, as well as
rip searched and confiscated some of their personal belongings.>>

activist, was arrested by the security forces of the Islamic Republic of
Iran in Tehran last week. According to a report received by the Hengaw
Organization for Human Rights, on Wednesday, June 12, 2024, Hoora
Nikbakht, publisher and director of <Mashgh-e Barabari> publishing
house, was arrested after being summoned to the <law enforcement
authorities> in Tehran. Hoora Nikbakht had previously published her
summons notice on the social network <X,> where she was accused of
<insulting Khamenei> and <propaganda against the government.> This
university lecturer and well-known women's rights activist was
transferred to the women's ward of Evin Prison in Tehran after her
summons and arrest.>>

<<Iran Allocates $8.1 Million to Procure Ankle Monitors for Prisoners
Iran's Parliament has approved allocating $8.1 million of public money
to the country's Prison Organization for the procurement of electronic
ankle monitors for prisoners. The move comes despite laws stipulating
that prisoners must pay for their monitoring devices. According to the
2022 national budget, the Prison Organization had estimated earning
around $489,000 from selling ankle monitors to inmates. However, the
newly approved $8.1 million allocation dwarfs this projected revenue by
over 16 times, according to a new report by data analysis group Iran
Open Data. Under Iranian regulations, prisoners are required to pay
between 2,000 to 50,000 tomans ($0.03 to $0.81) per day for ankle
monitors, amounting to 1.5 million tomans ($24.45) per month or 18
million tomans ($293) annually per inmate monitored. Official judiciary
data from April 2023 indicates that at least 9,000 prisoners had hand or
ankle monitoring devices. This means the Prison Organization earned
around 160 billion tomans ($2.6 million) from device fees alone five
times higher than its allocated budget for monitor procurement. The
spending restrictions on resources are specified in the budget and other

<<Iran Transfers Jailed Labor Activists to Hospital
Two Iranian labor rights activists were transferred from Evin prison to
a hospital on Tuesday amid concerns over the health and well-being of
imprisoned activists. The Workers' Union of Tehran said that jailed
unionist Davood Razavi was sent to Taleghani Hospital for an examination
related to his digestive system. Meanwhile, Reyhaneh Ansarinejad was
taken to see a rheumatologist. Razavi, a member of the board of
directors of the Bus Workers' Union, was arrested by security forces in
October 2022. He was later sentenced to five years in prison and a
two-year ban on internet and political activities on charges of
<collusion against national security.> The Tehran Court of Appeals
upheld the verdict in August 2023.
Ansarinejad, also a labor activist, was arrested on the eve of
International Workers' Day in May 2023 along with other unionists.>>
