<<Urmia, Iran : Kurdish Political Prisoner Initiates Hunger Strike
Shaker Behrouz, a Kurdish political detainee from Urmia, has commenced a
hunger strike in protest against his prolonged, unjust detention at
Urmia Central Prison, despite the fact that his sentence has ended. He
has spent 5 years, 1 month, and 7 days incarcerated without the
opportunity for furlough. During this time, he has faced two death
sentences, both of which were overturned. According to a report obtained
by the Hengaw Organization for Human Rights, Shaker Behrouz, a political
prisoner from 'Dizaj Margavar' in Urmia, began his hunger strike on
Sunday, April 13, 2024. Today marks the fourth day of his strike.
Despite his sentence ending last month, Shaker Behrouz remains detained
under unclear circumstances by the Urmia Court's enforcement branch,
citing ongoing case review. Shaker Behrouz was initially sentenced to
death in August 2020 by the Second Branch of the Urmia Revolutionary
Court, under Judge Sheikhlou's jurisdiction, on charges of <rebellion>
and <Komala Party membership.> This charge was rendered while he was
previously affiliated with the Democratic Party of Iranian Kurdistan,
for which he had received a 5-year prison sentence by the same court.
Eventually, the death sentence was overturned by the First Branch of the
Iranian Supreme Court. A resident of 'Dizaj Margavar,' Shaker Behrouz
had been a member of the Democratic Party of Iranian Kurdistan for 7
months before returning to Iran. He was apprehended by Urmia
intelligence forces on Wednesday, March 12, 2019. After spending over a
year at the department’s detention center, he was transferred to Urmia
Central Prison in spring 2022. In December 2020, the First Branch of the
Special Criminal Court for Juveniles in Urmia sentenced Shaker Behrouz
to death for the alleged murder of a Revolutionary Guards member. This
sentence was upheld by the 31st Branch of the Supreme Court in Qom last
year. The case was closed with the consent of the plaintiff's family on
June 30, 2022. Nevertheless, Shaker Behrouz was returned to Urmia
Central Prison's political ward, where he was placed in solitary
confinement in anticipation of execution.>>

<<Execution of a Couple in Zanjan Prison, Iran
The death sentence of a young couple, identified as Ismail Hassaniani
and Marjan Hajizadeh from Shahin Dej, who were previously sentenced to
death for drug-related charges in a joint case, was carried out in
Zanjan Central Prison. According to a report received by the Hengaw
Organization for Human Rights, at dawn on Thursday, April 11, 2024, the
death sentences of the couple, aged 29 and 19, respectively, were
executed in Zanjan Central Prison. According to knowledgeable sources,
this couple, Turkish individuals from Shahin Dej and residents of Zanjan,
were arrested approximately three years ago on charges of narcotics
possession and were subsequently sentenced to death by the judicial
system of the Islamic Republic of Iran. The Iran Human Rights
Organization reports that Marjan Hajizadeh was 16 years and four months
old at the time of her arrest and was also a victim of child marriage.
However, the organization has not been able to obtain a document
confirming Marjan Hajizadeh's status as a juvenile offender. As of the
time of compelling this report, the news of the couple's execution has
not been announced in government media, particularly those affiliated
with the judicial system of the Islamic Republic.>>

<<Calndestine Execution of a Prisoner in Shiraz Central Prison
The execution sentence of a prisoner identified as Alireza Marzban, who
had previously been sentenced to death for the charge of murder, was
carried out clandestinely in Shiraz Central Prison (Adel Abad).
According to a report received by the Hengaw Organization for Human
Rights, on April 7, 2024, the execution sentence of Alireza Marzban, a
27-year-old resident of Shiraz, was executed in Adel abad Prison (Shiraz
Central Prison). This individual was arrested approximately three years
ago following an altercation on charges of first-degree murder and was
convicted with a death sentence shortly afterwards. According to an
informed source, Alireza Marzaban was executed clandestinely, without
the afforded right to a final visitation with his family. As of the
publication of this report, government-affiliated media outlets, notably
those linked with the judicial system of the Islamic Republic of Iran,
have not covered this execution.>>

<<Eighty-two human rights organizations direct a plea to the United
Nations: Make any cooperation with the Islamic Republic contingent on a
complete halt on drug-related executions At least 82 human rights
organizations and institutions, operating both within Iran and globally,
including the Hengaw Organization for Human Rights, have issued a joint
appeal to the United Nations Office on Drugs and Crime. This call
underscores the imperative of refraining from any cooperation with the
Islamic Republic unless it ceases all executions related to drug
offenses. In a segment of this call, the following excerpt
underscores:<We are concerned that hundreds more will be executed in the
coming months if we do not increase the political cost of these
executions for the Islamic Republic. We call on all human rights
organisations and activists to take part in a special global campaign to
stop drug-related executions in Iran.>
Call for joint action to stop drug-related executions in Iran
The death penalty or state murder is the Islamic Republic’s most
important tool for instilling societal fear to maintain power.
Executions in Iran increased dramatically following the 'Woman, Life,
Freedom' uprising, with at least 834 people executed in 2023. In 2023,
more than half of all recorded executions in Iran were for drug-related
charges. At least 471 people were executed without any backlash or
political cost for the Islamic Republic. The majority of those executed
are from deprived and marginalised communities. The number of executions
carried out in the ethnic regions, particularly the Kurd and Baluch, is
disproportionally high compared to their population. In 2023, a third of
those executed for drug-related charges were Baluch people. Drug
defendants are sentenced to death by Revolutionary Courts based on
torture-tainted confessions, without due process and fair trial rights
and often without access to a lawyer. Drug-related executions have not
received appropriate international reaction and their daily
implementation is met with media silence. This has led to the
authorities carrying out 18 times more drug executions in 2023 compared
to 2020 with the lowest political cost. On the other hand, the United
Nations Office on Drug and Crime (UNODC) which cooperates with Iran in
combating drug trafficking, has not only remained silent about the sharp
hike in drug executions, but signed a new agreement with the Islamic
Republic in May 2023. In addition to legitimising the state’s use of the
death penalty, this cooperation also leads to more executions through
financial aid and equipment. We are concerned that hundreds more will be
executed in the coming months if we do not increase the political cost
of these executions for the Islamic Republic. We call on all human
rights organisations and activists to take part in a special global
campaign to stop drug-related executions in Iran. The aim of the
campaign is to echo the voice of the most voiceless victims of the
Islamic Republic's execution and intimidation machine. We also urge the
UNODC to make any cooperation with the Islamic Republic contingent on a
complete halt on drug-related executions.>>

<<Implementation of Death Sentence for Inmate in Kermanshah Central
Prison
Three months ago, the death sentence of a Kurdish inmate from Kermanshah,
identified as Ali Mohammad Ahmadi, was carried out in the central prison
of this city, and the news of his execution has not been disseminated by
the media. According to a report received by the Hengaw Organisation for
Human Rights, on the morning of Thursday, January 11, 2024, the
execution of 33-year-old Ali Mohammad Ahmadi from Kermanshah was
implemented in the Dizel Abad Prison in Kermanshah. As per an informed
source, Ali Mohammad Ahmadi was detained in 2021 on charges of
premeditated murder of one of his relatives and was sentenced to death
by the judicial system of the Islamic Republic of Iran in the same year.
It is worth mentioning that on the same day, the execution of another
inmate from Paveh, Kermanshah province, named Meysam Habibi, who was
sentenced to death on charges of premeditated murder, was also carried
out. Despite three months passing since the execution, at the time of
compiling this report, the news of this inmate's death has not been
announced by government media, particularly those affiliated with the
judiciary.>>

<<Death Sentence of Inmate Implemented in Khorramabad Prison
The death sentence of inmate Hassanali Mirzania, a resident of Aleshtar
city in Lorestan province, was executed at Khorramabad Central Prison.
He had previously been sentenced to death for <homicide.> The execution
took place during the month of Ramadan and without the right to a final
family visit. According to a report received by the Hengaw Organization
for Human Rights, the execution of 30-year-old Hassanali Mirzania
without the right to a final family visit was carried out in Khorramabad
Central Prison (Parsilon) on the morning of Friday, April 5, 2024.
Hassanali Mirzania was arrested several years ago on charges of
<premeditated murder> for shooting and killing two brothers and was
later sentenced to death by the judicial authorities of the Islamic
Republic of Iran. According to a source close to the defendant's family,
there was no intent to kill these two brothers; Hassanali mistakenly
shot them. The news of this inmate's execution has not been announced by
government media, especially media close to the judiciary, at the time
of this report's preparation.>>

<<Political prisoner Sakineh Parvaneh transferred to Tehran's notorious
Evin Prison
Political prisoner Sakineh Parvaneh was transferred from Vakil Abad
prison in Mashhad, northeastern Iran, to Tehran's Evin prison on the
anniversary of her arrest for unknown reasons. The Kurdish political
prisoner had previously gone on hunger strike for 3 days on January 30
to protest the execution of political prisoners. She was arrested on
April 4, 2023, after being summoned by the IRGC's Intelligence
Department in Mashhad and was then transferred to Section 5 of Mashhad
Prison on the same day. Before this, political prisoner Sakineh Parvaneh
was sentenced to 7.5 years of prison in the 5th Branch of the Mashhad
Revolutionary Court by Judge Mansouri on charges of <insulting Khamenei>,
<spreading propaganda against the state,> and <communication and
cooperation with foreign media.> This trial was held without the lawyer
of her choice. According to the judge, 2.5 years of prison remaining
from her previous case will be added to her sentence. In 2020, Sakineh
Parvaneh was sentenced to five years of prison and a two-year ban on
membership in political organizations by Branch 26 of the Tehran
Revolutionary Court on the charge of <membership in anti-state groups
with the aim of disrupting the security of the country.> In October
2022, Parvaneh was beaten by prison guards and transferred to solitary
confinement after protesting the condition of women detained in this
prison during the nationwide protests. About four years ago, the IRGC
seized all Sakineh Parvaneh's registration documents, and even after she
was temporarily released, her documents were not returned rendering her
unable to carry out her basic needs including renting a home, working,
and buying a SIM card, among other things. Political prisoner Sakineh
Parvaneh is from Quchan city in Razavi Khorasan province.>>

<<Mohammad Mehdi Karami's Father: Eight Months of Detention in Karaj
Central Prison
Mashallah Karami, father of Mohammad Mehdi (Komar) Karami, a protester
executed during the Woman, Life, Freedom (Jin, Jiyan, Azadi) Movement,
has spent the past 7 months and 15 days in detention. This grieving
father faces four charges across two revolutionary and criminal courts,
potentially leading to severe sentences. According to a report received
by the Hengaw Organization for Human Rights, Mashallah Karami, a member
of the grieving families and father of Mohammad Mehdi Karami (Komar),
has endured 225 days in detention under severe psychological pressure.
Recently, Ali Sharifzadeh Ardekani, Karami's lawyer, stated: <I met my
client in Karaj Prison, where he appeared to be in good physical
condition but emotionally burdened by the separation from his child,
family, and society.> The attorney added: <Our primary concern now is
for his wife, who unfortunately does not sustain favorable mental and
emotional conditions while also coping with the death of their son and
her husband's imprisonment.> Mashallah Karami faces charges of
<anti-government propaganda> and <collusion and consensus> in the
Revolutionary Court. Additionally, in the criminal court of Alborz
province, he is accused of <illicit enrichment> and <money laundering.>
Branch 2 of the criminal court in Nazarabad city has scheduled Mashallah
Karami's case hearing for the 29th of the current month, while the
Revolutionary Court of Karaj has not yet set a trial date. Previously,
Hengaw reported intensified pressure on other members of Karami's
family, with their bank accounts frozen and digital devices confiscated
by the Ministry of Intelligence. Furthermore, Sirvan Karami, Mashallah
Karami's son, and his wife face severe pressure and threats regarding
any news sharing related to his father's case and detention conditions.
Mashallah Karami was transferred from the Karaj Intelligence Department
detention center to the Central Prison of this city on the 6th of the
current month. Days prior to that, intelligence forces raided his
residence, seizing some of Mohammad Mehdi Karami's personal belongings.
Mashallah Karami was detained on August 22, 2023, by security forces,
had his home searched, and his mobile phone and other personal items
confiscated before being transferred to the Central Prison of Karaj
(Reform and Rehabilitation Center).
Mohammad Mehdi Karami, a 21-year-old Kurdish youth from Bijar, along
with Mohammad Hosseini, another defendant in the case known as the
<murder> of Rouhollah Ajamian (a member of the Basij Organization), were
sentenced to death and executed after severe torture on January 6, 2023.
These two individuals were detained during the Woman, Life, Freedom
movement.>>
