Nearly a month after the arrest of prominent religious scholar
and university professor Sedigheh Vasmaghi, a group of 320 Iranian
political and civil activists has issued a statement demanding her
immediate release. Vasmaghi was arrested on March 16 on a charge of
<opposition to the mandatory hijab.> She is currently being held in Evin
prison and has been denied access to medical care despite her urgent
need for treatment. The activists' statement expresses deep concern
about Vasmaghi's health and well-being. It condemns her continued
detention and criticizes the Iranian government's broader crackdown on
dissent. The signatories, including notable figures such as Hashem
Aghajari, Alireza Rajaei, Hassan Yousefi Ashkuri, and Mehdi Nasiri,
argued that such practices violate fundamental rights enshrined in the
Iranian constitution. <Imprisoning dissidents, critics, and reformers
not only goes against basic human rights but also harms the nation's
interests,> the statement reads. The statement further emphasized the
importance of upholding the rule of law. The activists warned that the
judiciary's inaction on Vasmaghi's case undermines judicial
independence. Vasmaghi, who suffers from high blood pressure, elevated
blood sugar, and severe chest pain, received initial treatment at the
prison clinic on April 2. However, despite a doctor's recommendation for
further hospitalization, prison authorities refused to facilitate her
transfer. She faces charges of <propaganda against the Islamic Republic>
and <public appearance without a hijab.> Her case is being heard by
Branch 26 of the Tehran Revolutionary Court. Since March 24, Vasmaghi
has been denied family visits due to her refusal to comply with

<<Iran Steps up Hijab Enforcement, Warns Women of Legal
Consequences
Law enforcement officials in various Iranian cities have
indicated a planned crackdown on citizens protesting the mandatory hijab
starting Saturday.
This escalation comes just a day after Iran's Supreme Leader Ali
Khamenei delivered a speech where he emphasized the importance of
fulfilling the hijab enforcers' duty <faithfully.> The exact nature of
this duty was not specified. On Thursday, Tehran police announced
stricter enforcement of the mandatory hijab rule from Saturday onward. A
police notice warned Iranian women and girls of <legal consequences> for
non-compliance. They justified the stricter enforcement as necessary to
<uphold moral values and national and religious norms.> The Bushehr
police followed suit, announcing increased enforcement of the <hijab
plan> in all public areas starting Saturday. They stated they would take
<legal action> against violators. An anonymous source in an interview
with IranWire attributed the planned crackdown to rising temperatures.
The source said, <The increased heat is predictable. Tehran has been
unusually hot these past few days, forcing some places to turn on air
conditioners early. Historically, stricter hijab enforcement coincides
with the beginning of the hot season.> Another Tehran resident reported
harassment by both uniformed and plainclothed officers for not wearing
the stipulated attire. She said, <Metro officers warned me, and when I
objected, they resorted to insulting and filming me.> She added, <In
Valiasr Square, uniformed police on motorcycles film women not wearing
hijabs in public. Traffic police stop and search female drivers' cars
without justification. It's clear they're trying to instill fear.>
IranWire also received reports of stricter regulations imposed on
university students, particularly women, following the end of the Nowruz
and Ramadan holidays and the reopening of universities. Students at
Al-Zahra University encountered newly installed facial recognition gates
at main entrances. A student reported mandatory use of these gates even
when leaving the university. These measures come despite ongoing student
protests regarding inadequate dormitory facilities, poor-quality
cafeteria food, and the lack of budget for improvements. All women in
Iran are required to wear a headscarf and loose-fitting trousers under
their coats in public. However, a growing number of women have appeared
in public without a headscarf since months-long protests erupted in
September 2022 following the death of 22-year-old Mahsa Amini in police
custody. Amini had been arrested in Tehran for allegedly wearing her

Call by the NCRI Women's Committee to the women and men of Iran
to stand up against the new round of repression of women in the
misogynistic regime of the mullahs at the behest of Ali Khamenei. Ali
Khamenei increasingly relies on repression and suppression due to the
setbacks his regime has faced from all sides. On Wednesday, April 10,
during his Eid al-Fitr sermon, he cautioned the regime’s apparatuses,
agents, and functionaries against <falling short> in countering
<religious norm-breaking> and explicitly commanded: <Officials, the
people, and those who promote good and forbid evil must all carry out
their duties in this regard.> It is evident that women are the primary
targets of this new phase of repression.
Following Khamenei's directive, Ahmad Radan, the commander of the
regime’s State Security Force (SSF), announced in a statement published
in state media on April 10 that starting on Saturday, April 13,
individuals not wearing the hijab will be identified using smart
devices. Those found without hijabs in public places will receive a
warning initially and will be referred to court in subsequent instances.
Vehicles with women not wearing hijabs will receive a warning upon first
offense and will be impounded upon repetition. Businesses with employees
not adhering to hijab regulations will receive a warning initially and
will face closure thereafter. Subsequently, the SSF commands of East and
West Tehran Province announced that <the hijab and chastity plan will be
pursued with greater seriousness in all streets and public places from
Saturday, April 13.> Concurrently, the criminal SSF commanders in
various provinces, including Bushehr, Kermanshah, and Semnan, issued
repressive statements threatening and targeting women.
The Women's Committee of the National Council of Resistance of
Iran (WNCRI) urges the women and men of Iran to steadfastly confront and
resist the new wave of repression against women by the misogynistic
regime of the mullahs. We also call on international bodies, especially
the UN Special Rapporteur on Violence against Women, to condemn the
compulsory hijab and the misogynistic actions of the mullahs' regime in
this regard.

Activists
Imprisoned Nobel Peace Prize laureate Narges Mohammadi has
described the case against Iranian environmental activists as one of the
<most baseless and deceptive> fabricated by Iranian security forces
against civil society. Niloofar Bayani, Homan Jokar, Sepideh Kashani,
and Taher Ghadirian, environmental activists, were released after seven
years in prison this week. Mohammadi, in a note posted on her Instagram
page, condemned these charges as a <web of lies, fabrications, and
baseless accusations> orchestrated by the Islamic Revolutionary Guard
Corps (IRGC) against activists. She criticized the <flawed and
regime-dependent judicial system> that sentenced the activists based on
these fabricated charges.
Mohammadi slammed the system for resorting to <grueling solitary
confinement, lengthy prison terms, and extortion> against the accused.
Referring to open letters by Bayani and Kashani, Mohammadi
denounced the <physical and psychological torture, sexual harassment,
and death threats> inflicted by the IRGC. The activists themselves, in
their letters, detailed the <relentless mental and emotional abuse,
threats of physical and sexual violence, and death threats> they endured
during their detention. Kashani's letter specifically mentioned being
shown the video of Kavous Seyed Emami's body, likely as a form of
torture. Kavous Seyed Emami died just a month after his arrest during
interrogation by the Revolutionary Guards. The authorities claimed it
was suicide, but his family vehemently disputes this. No independent
investigation has been conducted into the death of the prominent Iranian
environmentalist. Additionally, interrogators subjected Kashani's
husband, Homan Jokar, to a mocked execution as further intimidation.
They all worked at the Persian Wildlife Heritage Foundation, dedicated
to saving the Iranian cheetah from extinction. The IRGC intelligence
accused them of espionage without presenting evidence. These activists,
along with five others-Abdolreza Kohpayeh, Sam Rajabi, Amir Hossein
Khaleghi, Morad Tahbaz, and Kavous Seyed Emami-were charged with
<espionage> and <collaboration with hostile countries.> Subsequently,
Bayani and Tahbaz received ten-year sentences, Jokar and Qadirian
received eight years, while Rajabi, Kashani, Khaleghi, and Hamid were
sentenced to six years each. Kohpayeh received the shortest sentence of

The French Ministry of Foreign Affairs has urged its citizens to
avoid travel to Iran, Lebanon, Israel, and the Palestinian territories.
The warning comes amid rising tensions following a suspected Israeli
airstrike on the Iranian consulate in Damascus. The French statement,
posted on social media, announced that family members of diplomats in
Iran will return to France, and government missions in all four regions
are suspended.
Amid the escalating situation, German airline Lufthansa cancelled
all flights to and from Tehran on Wednesday. The April 1 strike, widely
attributed to Israel, targeted Iran's consulate building in Damascus,
killing seven Revolutionary Guards, including two senior generals. In
response, Ayatollah Ali Khamenei issued a stern warning on Wednesday,
declaring that Israel <must be punished and will be punished.> Israeli
Foreign Minister Israel Katz responded promptly to the rising tensions.
On the social media platform X, Katz asserted Israel's readiness to
defend itself, stating, <If Iran launches an attack from its territory,
Israel will respond and retaliate against Iran.> General Michael Erik
Kurilla, the commander of US Central Command responsible for military
operations in the Middle East, reportedly visited Israel on Thursday,
according to defense officials. Israeli Prime Minister Benjamin
Netanyahu also addressed the situation from an air base in southern
Israel on Thursday, pledging firm retaliation against any attacks on
Israel. <Whoever harms us, we will harm them. We are prepared to meet
all the security needs of the State of Israel, both defensively and
offensively,> Netanyahu stated. Recent media reports, including an Axios
article, suggest that a potential attack by Iran on Israel is imminent.
American news outlet Axios quoted Israeli officials as preparing
for an unprecedented direct assault from Iranian soil, potentially
involving ballistic missiles, drones, and cruise missiles.>>

Police in Sistan and Baluchistan apprehended a man caught
laughing at injured officers following a Jaish ul-Adl militant group
attack. The April 11 arrest was announced by the province's police
chief, Dost Ali Jalilian. The man is accused of <mocking and insulting
the holy body of the martyr at the terrorist attack scene.> Jalilian
stated the arrested individual will <face legal proceedings after
investigation by judicial authorities.> The arrest follows another on
April 10 by Isfahan's Police Intelligence Organization. The unidentified
individual is accused of attempting to create and distribute a
<disrespectful clip> about the victims of the attack on the Iranian
consulate in Damascus. These arrests come amidst a rise in attacks by
the Jaish ul-Adl, a militant group responsible for recent casualties in
the region. Six police officers were killed in the latest attack on
Tuesday.>>

Noteworthy: Jaish ul-Adl, or Jaish al-Adl ('Army of Justice';
Balochi), is a Sunni Islamic group and Baluchi separatist organization
that operates mainly in the Sistan and Baluchestan province in Iran,
where there is a substantial Baloch population and a porous border with
Pakistan. The group has claimed responsibility for several attacks
against military personnel in Iran. The group has asserted that it is a
separatist group fighting for independence of Sistan and Baluchistan
Province and greater rights for Baluch people. The group also maintain
ties with Ansar Al-Furqan, which is another Iranian Baloch armed group
operating in Iran.[16] Salahuddin Farooqui is the current head of Jaish
ul-Adl. His brother, Amir Naroui, was killed by the Taliban in
Afghanistan. The group was founded in 2012 by members of Jundallah, a
Sunni militant group that had been weakened following Iran's capture and
execution of its leader, Abdolmalek Rigi, in 2010. Its first major
attack took place in October 2013. Jaish ul-Adl is a designated
terrorist organization by Iran, Japan, New Zealand and the United
States. Jaish al-Adl has cooperated with Kurdish separatist groups in
Iran, and has also strongly denounced Iranian intervention in the Syrian
civil war. Iranian state media has alleged that Saudi Arabia and the
United States are key backers of the group.

<<Kurdish Activist Faces Paralysis Risk in Prison Due to Medical
Neglect
Osman Ismaili, a prominent 67-year-old labor activist in
Kurdistan, is at risk of permanent spinal cord injury and paralysis due
to a lack of medical attention in prison. According to a statement from
his defense committee, Ismaili suffers from a severe narrowing of the
spinal canal and urgently requires surgery. The committee also warned
that his condition could lead to permanent paralysis if left untreated.
Ismaili is currently serving a 16-month sentence in Saqqez prison. He
has been transferred between prisons multiple times, including a stint
in Sanandaj Central Prison, despite having pre-existing health
conditions such as heart disease, asthma, and rheumatism. His recent
move to Saqqez prison has further exacerbated his vision and hearing
problems. Despite his documented medical needs, prison authorities have
failed to provide Ismaili with appropriate treatment.
Attempts to transfer him to a facility with better surgical
capabilities have been unsuccessful due to bureaucratic hurdles. Ismaili
was initially arrested by Saqqez security forces in February 2023 and
held for three months in Sanandaj Intelligence Department detention. He
was later released on bail. In August 2023, he was sentenced to 16
months in prison for participating in the funeral of Mahsa Amini and on
charges of membership in the Komala Party of Iranian Kurdistan, a group
that opposes the Islamic Republic. Ismaili has denied any affiliation

<<Iran Court Summons 15 Baha'i Women Amid Rise in Harassment
In an escalation of harassment against religious minorities, a
Revolutionary Court in central Isfahan province summoned 15 Baha'i women
on Wednesday. The summons indicate they are being called to trial.
However, specific charges against them remain unknown. The development
follows a period of surge in the harassment of Baha'i citizens in Iran.
In April 2021, authorities raided the homes of the same women,
confiscating religious items and books. Eleven of them were arrested,
only to be released on bail after a month. Over a hundred Baha'i women
have been arrested or imprisoned in the past year alone. Baha'is have
been systematically persecuted in Iran for 44 years because of their
faith and are often accused of being spies or opposed to the Iranian
government. The Baha'i International Community notes that no evidence
has been provided to demonstrate these charges. The government has
intensified its crackdown on members of the Baha'i faith, imprisoning
dozens of them on spurious charges over the past year, denying them
access to higher education and livelihoods, and confiscating or

Hailstorms and heavy rain caused significant damage to
agricultural products in the western Iranian provinces of Ilam and
Kermanshah on Wednesday. Agricultural authorities in Dehloran confirmed
damage to wheat and rapeseed fields due to the hailstorm. The full
extent of the damage is still being assessed due to limited visibility
after the storm. Mehr news agency, citing the Dehloran deputy governor,

mandatory hijab street harassment
A week after Ali Khamenei's re-emphasis on the enforcement of the
compulsory hijab, the regime's Chief Justice said that the clerical
regime was not in a good situation in terms of <hijab and chastity>; a
statement that according to some, could mean stricter hijab harassment
by the regime's morality police and hijab enforcers. In a meeting with
the heads of some of the state-run media, Gholam-Hossein Mohseni Ejei
said, <I still believe that by following the existing laws, the state of
chastity and hijab can be improved until the relevant law is passed in
this field.> These kinds of statements are not new. On October 23, 2023,
the Iranian Judiciary Chief had ordered prosecutors, the police, and the
Ministry of Interior to take action and not wait for the approval of the
bill related to <chastity and hijab.> Mohseni Ejei said those who were
against the mandatory hijab were <playing in the enemy's ground> and
emphasized that <we should definitely stand up to these people and deal
with them according to the law.>
These statements led to the intensification of the harassment of
Iranian women and girls by the morality police and hijab enforcers and
the implementation of mandatory hijab rules and regulations in various
institutions and organizations. On the other hand, the <chastity and
hijab> bill is also in its final stage of amendments ordered by the
Guardian Council, and stricter laws would be enforced after its
approval. Earlier, Amirhossein Banki Pourfard, Isfahan's deputy in the
regime’s parliament, announced that three million tomans were withdrawn
as a systematic fine from the bank accounts of women who refused to
comply with the regime's mandatory hijab laws, and emphasized that these
women would be prosecuted if they failed to comply in the future. Last
year, the Iranian Judiciary drafted the <Chastity and Hijab> bill in
nine articles and sent it to the government. The government sent a
15-article bill to the Majlis (the mullahs' parliament) for approval.
The parliament, however, adopted a bill which has 72 articles. The bill
is still going back and forth between the Guardian Council and the
parliament.>>

Victim Reza Lotfi
Kamal Lotfi, a resident of Dehgolan, Kurdistan (Sanandaj)
province, and the father of Reza Lotfi, who lost his life by direct fire
from Iranian security forces during the 'Women, Life, Freedom' movement,
has been detained once again by the security forces of the Islamic
Republic of Iran. According to reports received by the Hengaw
Organization for Human Rights on Tuesday, April 9, 2024, 46-year-old
Kamal Lotfi was arrested after being summoned to the Revolutionary Court
in Qorveh, Kurdistan (Sanandaj) province. As of the time of compiling
this report, precise information regarding the reasons for his arrest
and the charges against Mr. Lotfi is not available, and his family's
efforts to inquire about his custodial status have remained
inconclusive. It is worth noting that previously, Kamal Lotfi was
detained by security forces on Sunday, April 15, 2023, without
presenting a warrant on the streets in Dehgolan and was subsequently
transferred to Kamyaran Prison. He was eventually released from Kamyaran
Prison on Monday, July 2, 2023, after spending 78 days in detention,
upon posting bail temporarily until the end of the judicial

Food prices in Iran have skyrocketed over the past few weeks as
the Rial continues to lose value. Reza Kangari, head of the Tehran
Provincial Union of Food Banks, reported a significant rise in food
prices over the past two weeks. He said some items have seen a 30
percent increase while others are experiencing shortages, leading to
price gouging. Kangari cited beans as an example, where a combination of
currency issues and disrupted distribution by importers has caused a 50
percent price jump. Additionally, restrictions on foreign rice imports
have pushed up the cost of Iranian rice.
Businesses are now required to purchase one kilogram of Iranian
rice for every two kilograms of rice imported. This price surge in
essential goods coincides with a rise in the currency exchange rate
since the beginning of the year. The Rial's decline intensified
following the recent Israeli attack on Iran's consulate in Syria and
subsequent tensions between the two nations. With the annual inflation
rate reaching about 50 percent, Iranians have been scrambling to convert

Over 80 Iranian and international human rights organizations have
launched a coordinated campaign to stop executions linked to drug
offenses in Iran. They released a statement on April 10 urging the
international community to take action and called on the United Nations
Office on Drugs and Crime to pressure Iran to halt these executions. The
statement criticizes the lack of international response to the
<alarmingly high number> of drug-related executions in Iran. It
highlights a concerning rise in death sentences over the past three
years, attributing it to the perceived low cost of execution for the
Iranian government. <The fear is that hundreds more could be put to
death in the coming months if we don't raise the cost of these
executions for the Islamic Republic,> the statement warns. Mahmoud
Amiri-Moghadam, director of the Norway-based Iran Human Rights
Organization, emphasizes the importance of raising awareness and
political pressure. <Our goal is to sensitize the international
community and public opinion to these executions and make them a costly
political act for the Iranian government,> Amiri-Moghadam explains. The
statement lists prominent signatories like the International Committee
Against the Death Penalty and the Global Campaign Against the Death
Penalty in Iran.
Additionally, human rights institutions from various countries
have joined the cause. According to reports from Amnesty International
and the Iran Human Rights Organization, at least 834 people were
executed in Iran in 2023 alone, with over half for drug-related charges.
The statement criticizes the marginalization of those facing drug
charges, noting that <these individuals often come from disadvantaged

<<Kurdish Journalist Detained Again by Iranian Authorities
Iranian security forces have again detained Mustafa Hamdi, a
Kurdish journalist and social media activist from Saqqez. Hamdi, who
administers the <Porsman> Telegram channel in Saqqez, has a history of
facing detention and interrogation for his journalistic and activist
work. According to the Hengaw Human Rights Organization, Hamdi was
arrested on April 7 by state intelligence forces at the Milad Hall in
Saqqez. An informed source said he is being charged with <propaganda
against the Islamic Republic> and has been transferred to an undisclosed
location. In August 2021, the Revolutionary Court of Saqqez sentenced
him to two years in prison, with sixteen months to be served. Before
that, in October 2020, he and four other media activists were summoned
and interrogated on charges of <spreading lies> following a complaint by
the former mayor of Saqqez.>>
