The NCRI Women's Committee strongly Condemns this Crime Against
Humanity, Calls for International Investigation of this Case, and
Terrorist Designation of the Clerical Regime’s Revolutionary Guard Corps
(IRGC). According to documents and reports by the BBC World Service,
four agents of Khamenei's Revolutionary Guard Corps (IRGC) were involved
in the arrest and subsequent sexual assault on the 16-year-old
protester, Nika Shakarami. Her inhumane murder occurred during the 2022
Iran uprising, constituting crimes against humanity. The shocking
documents reveal the involvement of members of a secret intelligence
unit of the IRGC in the arrest, rape, and murder of Nika Shakarami.
Subsequently, the mullahs' criminal regime claimed that she had
committed suicide. The Women's Committee of the National Council of
Resistance of Iran strongly condemns this atrocious and inhuman crime.
It calls for international investigations into the case, and the
expedited terrorist designation of the clerical regime's Revolutionary
Guard Corps (IRGC). The people of Iran, especially Iranian women, urge
the UN Special Rapporteur on the situation of human rights in Iran, the
UN Special Rapporteur on Violence against Women, and the Independent
International Fact-Finding Mission to urgently address this case. They
emphasize the need to refer it to the International Criminal Court to
issue arrest warrants for the officials, masterminds, and perpetrators
of this crime, ensuring that each of them is brought to justice.

<<Two Kurdish Child Kolbars Injured by Iranian Border Guards
Two child Kolbars, Parsa Hosseini and Sahand, were injured by
direct fire from Iranian Border Guards near the border of Nowsud in the
Kermanshah Province. According to a report received by the Hengaw
Organization For Human Rights, on the evening of Sunday, April 28, 2024,
Iranian Border Guards opened fire on a group of Kolbars at the Nowsud
border, resulting in injuries to two 16-year-old child Kolbars. They
were identified as Parsa Hosseini, from the 'Balbzan' village in the
district of Paveh City, and Sahand (family name unspecified) from the
village of 'Darabayan' in the district of Paveh, Kermanshah Province.
According to informed sources, Parsa Hosseini sustained serious injuries
to his thigh, while Sahand was injured in the back and hip area. They
were later transferred to medical centers in Paveh for treatment, and
their health condition is reported to be critical.>>

On the same day Iran launched its first ever attack on Israel,
Tehran intensified a less-noticed war at home. Sky News has analysed
dozens of videos showing incidents of Iranian authorities targeting
women for not properly wearing their hijab according to the regime's
sharia law. In Tehran's Revolution Square, two women clad in long black
burqas approach another woman, dressed in jeans, a long-sleeved shirt
and a hijab, or head scarf.
She tries to walk away, but one of the women in burqas grabs her
by her sleeve and pulls her back, yanking her onto the ground. She is
surrounded, wrapped in a blanket and bundled into a white van. The scene
is from one of many videos that have been circulating widely on social
media in recent weeks, showing incidents of the latest crackdown by
Iran's so-called morality police. But this time, another enforcement
group is more visibly working alongside the regime - and they are also
women. Sky News has analysed dozens of videos showing incidents of
authorities' renewed campaign targeting women for not properly wearing
their hijab in accordance with the regime's strict sharia law. <Before
this new wave of attacks started, I was planning to get rid of some of
my longer clothes, because I don't feel comfortable in them,> said
Leila, an Iranian woman in her 20s living in Tehran. She spoke to Sky
News on condition of anonymity. <Now, I find myself wearing those even
though I hate them, because I think I wouldn't feel safe going out of my
house wearing something that I could potentially lose my life over, or

cruel and unprecedented act in the annals of Iran's contemporary music
history.> The signatories, numbering over 300, laud Salehi as <a
vanguard of the muted cries and legitimate yearnings of Iranian youth,
who endeavor for a peaceful existence in their homeland.> They added,
<The eyes of the world are upon us, and history will remember this
moment, a time when an unjust verdict was pronounced in this land for
peacefully protesting.> Simultaneously, ten political detainees from
Ghezelhesar prison in Karaj issued an open letter on Sunday, denouncing
Salehi's death sentence as <the egregious pinnacle of human rights
violations in Iran.> They condemned the authorities of the Islamic
Republic for their systematic abuse of power. A Revolutionary Court in
central Isfahan sentenced Iranian rapper Toomaj Salehi to death last
week. Salehi was initially arrested in October 2022 after voicing
support for the nationwide Woman, Life, Freedom protests that had
erupted the previous month. He released songs criticizing the government
and supporting the protests that demanded more freedom and women's

Neglect in Prison
Sedigheh Vasmaghi, a writer and Islamic scholar detained in Evin
prison, has detailed her distress due to <torture> and lack of medical
attention in a letter addressed to the United Nations fact-finding
mission about Iran. She wrote in the letter, <For more than 40 days, I
have been brutally and violently arrested by agents under the order of
the leader of the Islamic Republic, on the charge of removing a
headscarf. I have endured torture.>
In her letter, published by Radio Farda, Vasmaghi recounted her
recent detention experience and implored human rights institutions,
including the United Nations fact-finding mission, the Human Rights
Committee, and the special rapporteur of the organization to stop the
Islamic Republic from oppressing women. Vasmaghi highlighted her
experience and the plight of other female prisoners, stressing that
security and judicial institutions in Iran deploy various means to
pressure political detainees into silence and compliance. The scholar
affirmed being interrogated without legal representation and returned to
Evin while grappling with vision impairment. She also detailed the
challenges posed by her lack of vision in performing daily tasks and the
denial of visitation rights due to her refusal to comply with mandatory
hijab regulations in prison. Vasmaghi underscored that despite severe
health issues, including fluctuations in heart rate and blood pressure,
she did not receive adequate medical attention until her condition
became critical and necessitated hospitalization. Vasmaghi was arrested
by security forces on March 16 and detained at Evin prison. She faces
charges of <propaganda against the Islamic Republic> and <public
appearance without hijab.> Her case is being heard by Branch 26 of the
Tehran Revolutionary Court. Since March 24, Vasmaghi has been denied
family visits due to her refusal to comply with mandatory hijab

Parisa Salehi, a journalist and student activist, was moved to
Kachouei Prison in Karaj on Sunday to begin her jail term. Her sister,
Parinaz Salehi, shared the news on social media, stating, <Today, my
sister Parisa Salehi, a journalist and master's student in economics at
the University of Tehran, was transferred to Kachouei Prison to start
her sentence.> Salehi was initially sentenced to one year in prison, two
years of travel restrictions, a two-year social media ban, and two years
of exile to Zanjan. Although her one-year prison term was later reduced
to five months by the appeals court, the additional sentences imposed by
the trial court were upheld. Salehi has pointed out several
irregularities in the legal proceedings, including denying her right to
a retrial. The Coalition For Women In Journalism, an NGO, said, <Salehi's
case highlights the unjust actions taken against journalists in Iran. We
strongly denounce the Iranian regime for its egregious violations of
media freedom, holding the unenviable position as the foremost jailer of

<<Mother Kills Autistic Teenage Daughter in Central Iran
A mother has killed her 11-year-old daughter, who had autism, in
central Iran's Isfahan, according to a report by Mehr news agency on
Sunday.
Last week, social media circulated a picture of the missing girl,
Diana, who was last seen on April 22. A community search effort began
online.
On Sunday, Hossein Turkian, head of Isfahan's intelligence
police, announced the girl's murder. Investigations identified the
mother as the perpetrator. Details regarding the cause and motive remain

<<Thirteenth Day Passes of Kurdish Political Prisoner Keyvan
Rashu Zadeh's Hunger Strike: Condition Reported as Critical
Keyvan Rashu Zadeh, a Kurdish political prisoner from Urmia
serving a 7.5-year sentence in Urmia Central Prison, has reached the
thirteenth day of his hunger strike. Recently subjected to torture, he
is currently held in solitary confinement, with his physical condition
rapidly deteriorating.
According to a report received by the Hengaw Organization for
Human Rights on Monday, April 29, 2024, Keyvan Rashu Zadeh enters his
thirteenth day of hunger strike following recent beatings and torture
inflicted by guards at Urmia Central Prison. This Kurdish political
prisoner was transferred from solitary confinement to the prison's
secure ward on Saturday amidst his hunger strike, only to be returned to
solitary confinement the following Sunday, April 27, 2024, after
declaring a dry hunger strike. Informed sources indicate that on Monday,
June 13, 2022, Keyvan Rashu Zadeh initiated a hunger strike in protest
of prison officials' refusal to grant him leave. He has been denied the
right to leave for 1665 days (equivalent to 4 years and 7 months).
Arrested on October 8, 2019, along with four others, namely Omid Saeidi,
Kamran Qasemi, Abdulaziz Mohammadpour, and Naeb Haji-Pour, by Ministry
of Intelligence forces in Urmia, Keyvan Rashu Zadeh was subsequently
transferred to the detention center of this security institution. The
trial for these five individuals took place in December 2020 in the
second branch of the Urmia Revolutionary Court, under the presidency of
Judge 'Sheikhloo'. They were each sentenced to 10 years and 1 day of
imprisonment for <acting against national security through membership in
the Komala Party of Iranian Kurdistan>. Subsequently, their sentences
were reduced to 7 years and 6 months of imprisonment through the
application of Article 442 of the Criminal Procedure Code. Presently,
these five political prisoners are serving their sentences in Urmia
Central Prison, deprived of the right to leave. It is noteworthy that
Keyvan Rashu Zadeh is married and had only been married for three months
at the time of his arrest.>>

<<Teacher sentenced to forced retirement for taking part in
protests
The Iranian regime sentenced a teacher to forced retirement for
her part in rallies demanding teachers' employment rights. The board of
appeals for the administrative violations of employees of Gilan's
Department of Education in northern Iran, sentenced Zahra Sayyad
Delshadpour, a high school teacher in Bandar Anzali, to compulsory
retirement, among other things, for <participating in rallies and
sit-ins.> According to the ruling that was issued in February 2024 and
was newly confirmed, Mrs. Delshadpour was charged for <participating in
rallies and sit-ins, encouraging students to strike, and using chants
that broke the norms> based on <field investigation by security and
administrative authorities.> The verdict states that Zahra Sayyad
Delshadpour's sentence for forced retirement was final, but that she can
register her complaint in the Administrative Court of Justice within a
maximum period of three months after she was notified of the sentence.
Zahra Sayyad Delshadpour was sentenced to compulsory retirement once
before in June 2023 by the aforementioned board, and with her protest,
the sentence was overturned in the Court of Administrative Justice and
again referred to the appeals board. The regime sentences teachers to
forced retirement despite the Ministry of Education having a shortage of
at least 300,000 teachers. To avoid paying teachers' salaries, the
Ministry of Education refuses to officially hire thousands of qualified
teachers, replacing them with teachers who are willing to work with
temporary contracts which violate teachers' employment rights. At the
same time, the salaries of official, unofficial, and temporary teachers
are not paid each month, forcing them to live months without salaries.
During the past years, teachers have participated in many protests and
sit-ins to demand their rights.>>

<<A Safe Shelter for Battered Women Closed Down in a Raid
Agents of the Welfare Department of Urmia raided a safe shelter
giving refuge to victims of domestic violence. They raided and evacuated
the safe shelter called 'Mehr-e Shams Afarid,' on Sunday, April 28,
2024.
Urmia is the capital of West Azerbaijan province in northwestern
Iran.
The director and manager of the safe shelter, Ms. Fatemeh
Babakhani, is a jurist. Her social activities are said to be the reason
for the closure of the safe house. Mehr-e Shams Afarid received official
operation license in 2020. Since 2021, it had given refuge to many women
victimized by domestic violence. It provided special services to more
than 50 battered women, every month. There are not many shelters for
victims of domestic violence and battered women in Iran. The latest
statistics indicated that there are only 34 safe shelters in provincial
capitals throughout the country. And even in these limited number of
shelters, the conditions for allowing battered women are difficult. The
shelters accept women with their daughters and sons if they are under 8
years of age. But if their sons are older than 8, they will be sent to
the centers for street children.>>

<<Femicide in Iran: Brother Kills Sister in the Name of 'Honor'
A young woman identified as Sajedeh from Mashhad, located in the
Khorasan Razavi province, was killed by her brother under what are
referred to as 'honor' motives. This incident marks the sixth case of
femicide and the second case of honor killing in Razavi Khorasan
Province within the past four months. According to a report received by
the Hengaw Organization for Human Rights on Thursday, April 25, 2024,
Sajedeh, aged 23 and originally from the village of Koor Deh, a suburb
of Mashhad, was murdered by her 17-year-old brother. State and local
media reports indicate that the family of the victim initially attempted
to attribute her death to natural causes after transferring her body to
the hospital. The 17-year-old perpetrator, identified as Hanzaleh,
confessed after his arrest that he felt humiliated by the community
following his sister's divorce. To prevent what he perceived as
dishonor, he suffocated his sister in a rural stall. According to data
compiled by the Statistics and Documents Center of the Hengaw
Organization for Human Rights, Razavi Khorasan province has witnessed at
least six cases of femicide during the first four months of 2024, with
two being classified as honor killings.>>

Matin Siahi and Diyar Bakhtiyari, both Kurdish from Bukan,
detained during the 'Women, Life, Freedom' (Jin, Jiyan, Azadi) movement,
have been sentenced to imprisonment and flogging by the judicial system
of the Islamic Republic of Iran. They are currently serving their
imposed sentence in Bukan Central Prison. According to a report received
by the Hengaw Organization for Human Rights, Matin Siahi, 21 years old,
and Diyar Bakhtiyari were transferred to Bukan Central Prison in early

were convicted by Branch 101 of the Bukan Criminal Court for their
alleged involvement in the 'Jin, Jiyan, Azadi' movement. They were both
sentenced to 15 months and 11 days of incarceration, along with 30
lashes. By invoking the article of accumulative sentences, the most
severe punishment, which is 8 months in prison, will be enforced.
According to a source close to the families of these two political
prisoners, they were initially detained by security forces during the
'Jin, Jiyan, Azadi' movement and were temporarily released on bail until
the conclusion of their trial proceedings. Hengaw has learned that these
two individuals endured severe torture while they were held in a
security facility affiliated with the intelligence services of the
Islamic Republic of Iran in Bukan during their initial detention

<<Female political detainee sentenced to 10 years in prison in
Iran for espionage
Farahnaz Nik-Khou, a political detainee held in the women's
section of Evin Prison, has been handed a 10-year prison term by the
judicial authorities of the Islamic Republic of Iran. According to a
report obtained by the Hengaw Organization for Human Rights, Farahnaz
Nik-Khou, aged 50, was recently sentenced to 10 years of imprisonment by
Branch 15 of the Tehran Revolutionary Court, under the jurisdiction of
Judge Abolghasem Salavati. She was convicted on charges of <acting
against national security through espionage.> It is noteworthy that
Nik-Khou, a former employee of the Islamic Republic of Iran
Telecommunications Department, was transferred to Ward 209 of Evin
Prison (known as the detention facility of the intelligence department)
several weeks ago. During her two-week detention, she underwent intense
interrogation. Nik-Khou was apprehended by the personnel of the IRGC's
intelligence department at Tehran's Imam Khomeini Airport while
attempting to leave Iran on December 3, 2022. Initially held in Ward 2A
of Evin Prison, she was eventually relocated to the women's section of
the facility on April 30 of the following year.>>

Three kolbars, individuals who transport goods across borders on
foot, were injured by direct gunfire from border regiment forces of the
Islamic Republic of Iran at the Nowsud border, Kermanshah Province.
According to a report received by the Hengaw Organization for Human
Rights on Thursday, April 25, 2024, three kolbars, including 34-year-old
Taher Karimi from Paveh, whose identity has been confirmed, and two
others whose identities are under investigation, were wounded by direct
gunfire from Iranian border security forces at the Nowsud border.
Informed sources stated that these kolbars were shot with pellet
weapons, sustaining injuries to their backs, hands, and thighs.>>

Karaj
According to the Iranian state-media reports, at dawn on
Wednesday, April 24, 2024, a young woman named Shahnaz was hanged in
Qezel-Hesar prison in Karaj. Shahnaz had been held in prison for three
years. She is the fifth woman hanged in Iran in 2024. According to the
information compiled by the Women's Committee of the National Council of
Resistance of Iran, with the execution of Shahnaz, the number of women
executed in Iran since 2007 has reached 234.
Record holder of executions of women
The Iranian regime is the world's top record holder of executions
of women.
No government in the world has executed so many women. The list
does not account for the tens of thousands of women executed in Iran on
political grounds. The NCRI Women's Committee previously mentioned that
many of the women executed by the mullahs' regime are themselves victims
of domestic violence against women and have acted in self-defense. An
average of 15 women were executed every year under the former government
in Iran. However, 26 women were executed under Raisi government in 2023,
which is 11 more than the previous average. The NCRI Women's Committee
calls on the United Nations, the European Union, and other relevant
international organizations to take urgent action to save the lives of
those on death row and stop the use of death penalty in Iran.>>

Parisa Salehi, A Journalist, Summoned and Taken to Jail
<<On Thursday, April 25, 2024, Parisa Salehi, a journalist, was
arrested and sent to prison after being summoned to the 7th Branch of
the Office of the Implementation of Verdicts, to serve five months of
time in prison. Referring to the “extra judicial instances” in her case,
such as the denial of the right to appeal, this journalist wrote in her
user account: “The initial sentence of one year of imprisonment, two
years of exile, two years of ban on leaving the country and two years of
ban on membership in social networks in the Court of Appeal was commuted
to five months in prison, but the rest of the cases are still there.”
Parisa Salehi was summoned to the Karaj Prosecutor’s Office in a
notification in September 2023, and shortly after, she was charged in
the Karaj Prosecutor’s Office and finally released on bail. This
journalist has a history of working in Donya-e Eghtesad newspaper and is
a master’s student in economics at Tehran University.>>
