<<Tragic Demise of a Kurdish man in Sanandaj Due to Direct Fire by
Iranian Government Forces A young man from Sanandaj, identified as Kaveh
Goyli, lost his life on the street in Sanandaj as a result of direct
gunfire by law enforcement forces. According to a report received by the
Hengaw organization for Human Rights, on Sunday December 24th, 2023, 37
years old Kaveh Goyli, a resident of Sanandaj, was shot dead on Street
25, shot directly by the city's riot police. Informed sources state that
after the riot police's presence at the scene of a collective conflict
in the <25 neighborhood> of Sanandaj, Kaveh Goyli, who had gone out for
shopping, was sprayed with pepper spray and subjected to physical
assault. These forces eventually shot Kaveh Goyli in the chest, and
while severely injured, they dragged him to the police station 15
precinct and then transferred him to the Kowsar Hospital in Sanandaj.
Hengaw has been informed that Kaveh Goyli was transferred to Kowsar
Hospital one hour after being taken to the police precinct and succumbed
to his injuries. According to sources close to Goyli's family, law
enforcement officers have brutally assaulted him after taken him inside
the police precinct. The family's close source further disclosed that
security entities have threatened the family not to disclose any
information. The funeral ceremony of Kaveh Goyli took place in the
village of <Kailaneh,> a suburb of Sanandaj, with the extensive presence
of security forces.>>

Qom for not observing <mandatory dress code>. Since the nationwide
protests sparked in Rojhelat and Iran following the killing of Jina
Mahsa Amini by Iran's so-called <morality police> on September 16, 2022,
many women have refused to wear hijab in public spaces. The Iranian
regime has used many methods to suppress the protests and force women to
wear hijab. One of these methods is the sealing of shops, restaurants
and cafes for serving women without hijab across the country.>>

<<IRGC Commander was Latest to be Killed in Syria
Razi Mousavi, also known as Seyyed Razi, a prominent commander in the
Islamic Revolutionary Guards Corps (IRGC), was killed in an Israeli
airstrike in Syria on December 24. While other commanders of his rank,
including Hassan Shateri, have been killed by Israeli forces in Syria
before, Mousavi's death has significant strategic implications in the
context of the ongoing Gaza conflict. Israel's attack on Iranian
positions in Damascus and the killing of Mousavi is a response to recent
attacks by the Yemeni Houthi rebels on ships in the Red Sea and Iranian
proxy forces' attacks on American bases in Iraq. The Islamic Republic
faces limitations in its response due to concerns about escalating the
conflict.
Association with Suleimani
Mousavi was born in the village of Chashem in central Semnan province.
During the Iran-Iraq war he was active in the Zanjan unit of the IRGC.
He had been travelling to Syria and Lebanon since the 1980s. In his last
position he was responsible for supporting and managing logistics for
the Quds force, the overseas branch of the IRGC in Syria. Arab media
aligned with Iran reported that Mousavi was involved in the <Sahara>
operation in the Damascus suburbs against opponents of Syrian President
Bashar al-Assad. Mousavi oversaw the transfer of troops and weapons to
Syria and Lebanon. He was also responsible for logistics and escorting
the late Qassem Suleimani and other commanders during their time in
Syria. In the documentary about Suleimani 1.20 Flight Mousavi's voice
can be heard, and his body is shown from the neck down. After reports
emerged of Suleimani's assassination by the United States in Baghdad in
January 2020 the Quds force commander's daughter Zeinab called Mousavi,
who initially falsely claimed that her father was in Syria visiting
Bashar al-Assad. In another documentary, 72 Hours, Mousavi's image is
shown. He describes events related to Suleimani's trip to Syria, saying
that he had told several people, including Mousavi himself, that <they
were old and should become martyrs.> Hossein Akbari, Iran's ambassador
to Syria, mentioned that Mousavi served as the second counsellor of the
Iranian embassy in that country. Some Iranian senior commanders are sent
to Syria with diplomatic titles. Israel, aware of Mousavi's residence
and movements, targeted him, successfully identifying his exact location
with the help of spies, according to Jaafar Asadi, a former commander of
Iranian forces. Israel had previously targeted the same location,
mistakenly thinking Mousavi was there. The Islamic Republic's Reaction
and the Prospect of Retaliation. While Israel has previously targeted
commanders of Mousavi's calibre in Syria and Lebanon, the circumstances
surrounding his death are unique.<Undoubtedly the usurper and savage
Zionist regime will pay for this crime,> Iranian President Ebrahim Raisi
said in a statement read on state TV. <This action is another sign of
the frustration, helplessness and weakness of the occupying Zionist
regime.> The Israeli military is on high alert due to the potential
threat of attacks from Syria or other proxies associated with the
Islamic Republic in Lebanon and Iraq.
Deaths of Senior Iranian Commanders in Syria: A Complex History
The history of IRGC commanders killed in Syria is complex and
intertwined with regional tensions.
In February 2013 Hassan Shateri, also known as Hossam Khoshnevis, then
head of the Southern Lebanon Reconstruction Headquarters, was killed
while traveling from Damascus to Beirut. Some reports attributed his
death to an Israeli airstrike, but the details remain unconfirmed. In
January 2015 an Israeli attack resulted in the deaths of Jihad Mughniyeh,
the son of prominent Hezbollah commander Imad Mughniyeh - who himself
had been killed in a car bombing in Syria in 2008 - and Mohammad Ali
Allahdadi, an IRGC commander in the Golan Heights. Both had held
leadership positions in Lebanon and Syria before their deaths. Hossein
Hamedani, considered the highest-ranking IRGC figure, also died in
Syria, but the circumstances remain unclear. Some reports suggest he
died from gunfire in clashes with rebel groups, while others claim it
was a road accident.
Other IRGC commanders, including Abdullah Eskandari, Hamid Mokhtarband,
Mohammad Jamalizadeh Paqala, Ismail Heydari, Hadi Kajbaf, Said Sayah
Taheri and Hassan Ali Shamsabadi, have also lost their lives in Syria.>>

Hijab monitors and plainclothes agents search passengers’ personal
belongings at the City Theatre Metro Station. The eyewitness observation
was reported by journalist working for the state-run Jamaran.news on
Tuesday, December 26, 2023. The report states, plainclothes agents
present in this station undertake measures, including <illegal filming
of people under the pretext of Hijab warning, checking their mobile
phones without written warrant and taking pictures from the telephone's
registry, searching the passengers' backpacks and bags.> One of the
agents was cited as saying these measures <are the instructions of the
Interior Ministry and Tehran's Municipality aids in this plan.> These
measures are beyond the duty of Hijab monitors defined as giving verbal
warnings. Obviously, the clerical regime is using the Hijab monitors and
their teams to identify their opponents. The clerical regime's interior
minister had earlier claimed that the widespread presence of Hijab
patrols had nothing to do with the Interior Ministry. He claimed that
they did not need any licenses to carry out their duties. However, two
daily newspapers published photos of the Interior Minister's <top
secret> directive on May 30, 2023, which emphasized on the arrest and
dealing with women who removed their Hijab. Despite the publication of
this document, Vahidi said Hijab patrols did not need to have licenses
to carry out their duties. One of the regime officials revealed on
December 22, 2023, that Hijab Monitors were not acting spontaneously and
on their own will. Abdul-Hossein Khosrow-Panah, secretary of the Supreme
Council of Cultural Revolution (SCCR), said the activities of Hijab
monitors were organized by the Chastity and Hijab Garrison and the SCCR,
and coordinated by the Interior Ministry.>>

<<Zahedan: Naser Ahmadzahi sentenced to imprisonment and flogging
Nasser Ahmadzahi, a Baloch citizen and one of the detainees of the
Women, Life, Freedom movement, was sentenced to one year in prison and
70 lashes by the judicial system of the Islamic Republic of Iran.
According to the report received by the Hengaw Organization for Human
Rights, Nasser Ahmadzahi, 20 years old and from the city of Zahedan, was
recently sentenced to one year in prison and 70 lashes by the 103rd
branch of the Zahedan Criminal Court. According to the campaign of
Baloch activists, <moving the citizens of Zahedan from different areas
of the city to reach the Makkah Mosque> in the protests of December
2023, is cited as one of the examples of the accusation against Nasser
Ahmadzahi. Nasser Ahmadzahi was arrested in December of last year during
the Women, Life, Freedom movement and was released from prison shortly
after posting bail until the end of the proceedings.>>

<<Kurdish Religious Prisoner Davud Abdullahi Transferred to Solitary
Confinement Amidst Imminent Threat of Execution
After 14 years of detention, Davud Abdullahi, a Kurdish religious
prisoner from Mahabad, has been relocated to the solitary confinement of
Ghezel Hesar prison, Karaj, to face execution of his death sentence. In
light of the recent executions of Qasim Abesteh and Ayoub Karimi, fellow
religious prisoners involved in the same case, Abdullahi now faces an
immediate threat of execution. According to reports obtained by the
Hengaw Organization for Human Rights on Tuesday, December 26, 2023,
Davud Abdullahi, sentenced to death, was moved to solitary confinement
in Ghezel Hesar prison. The Hengaw Organization for Human Rights
expresses profound concern over Abdullahi's transfer to solitary
confinement, raising immediate apprehensions about the imminent
execution of his death sentence. Such actions flagrantly violate
international human rights obligations, particularly the right to life.
Hengaw calls for an immediate cessation of these proceedings and
advocates for a comprehensive review of his case in adherence to
international standards of justice. This transfer occurred subsequent to
the execution of Qasim Abesteh on Sunday, November 5, 2023, and Ayoub
Karimi on Wednesday, November 29, 2023. Davud Abdullahi, Farhad Salimi,
Anwar Khezri, Qasim Abeste, Khsraw Besharat, Kamaran Shekha, and Ayoub
Karimi were apprehended on December 7, 2009, by security forces and were
subsequently transferred to the intelligence agency detention center in
Urmia City. As the last accused in the murder case of <Abdul Rahim
Tina,> these religious activists were sentenced to death on charges such
as >action against national security,> <propaganda against the regime,>
>membership in Salafi groups,> and <corruption on earth> by Branch 28 of
the Iranian Islamic Revolutionary Court in Tehran, presided over by
Judge Moghiseh. The session for the accusations against these 7 Kurdish
religious prisoners took place at the end of March 2015, with the
mentioned sentences officially communicated to them on May 25, 2016.
It's noteworthy that the verdict was overturned by the 41st branch of
the Iranian Supreme Court, headed by Judge Razini, in 2017. An appeal
was made to the 15th branch of the Iranian Islamic Revolutionary Court
in Tehran, where, in June 2017, Davud Abdullahi and six other co-accused
were again sentenced to death by Judge Abolqasem. This verdict was
confirmed by the 41st branch of the Iranian Supreme Court with repeated
pressure from the Iranian Intelligence Department in Urmia. On Monday,
March 4, 2020, it was officially communicated to Mahmoud Walizadeh
Tabatabai, the lawyer representing these seven Kurdish religious
prisoners. These seven individuals were initially incarcerated in
Gohardasht prison and were later transferred to Ghezel Hesar prison in
Karaj on August 1, 2023, following the evacuation of Gohardasht

<<Mahdiyeh Hospital nurses hold protests against poor wages
Nurses working for Mahdiyeh Hospital at Tehran's Melli University held a
protest in the premises of this hospital, on Monday, December 25, 2023,
to protest poor wages, the lack of implementation of tariff laws, and
forced over-time work with low fees. Overtime work for nurses who work
12 to 16 hours a day is something like forced labor, they say. The
protesting nurses at Mahdiyeh Hospital called for fair compensation and
better working conditions. While there is a shortage of nurses in
hospitals across the country, Mohammad Mirzabeigi, the head of the
Nurses Organization said some 10,000 of the country's best nurses had
left and migrated to other countries. Another official, Mohammad Sharifi
Moghaddam, the general director of the House of Nurses told ISNA news
agency on November 12, 2023, that some 3,000 nurses migrate to other
countries every year. Presently, some patients lose their lives due to
shortage of nurses. Nurses and healthcare workers face disastrous
working conditions in Tehran and other cities.>>

<<Aligudarz Resident Hamed Palizvan Arrested for Execution of Three-Year
Sentence
Hamed Palizvan, a resident of Aligudarz in Lorestan province who was
also detained during the Women, Life, Freedom movement, has been
arrested and taken to prison to serve a three-year sentence. This arrest
follows his earlier sentencing, attributed to charges related to the
July 2021 protests, during which his nephew, Omid Azarkhosh, lost his
life. According to a report received by the Hengaw Organization for
Human Rights on Sunday, December 24, 2023, Hamed Palizvan was arrested
and transferred to the local prison after receiving a summons from the
Aligudarz execution of sentences branch. The three-year sentence was
previously handed down by the judicial system of the Islamic Republic of
Iran, connected to alleged offenses during the July 2021 protests. Hamed
Palizvan faced initial arrest by security forces amid the July 2021
protests in Aligudarz city, resulting in a one-year prison sentence. In
the same series of events, his nephew Omid Azarkhosh, 23 years old,
tragically lost his life due to direct fire from security forces on the
evening of Thursday, July 22, 2021. Hamed Palizvan, arrested during
these protests, experienced a period of detention in the facilities of
security institutions. Subsequently, on November 11, 2022, during the
Women, Life, Freedom movement, Hamed Palizvan was arrested again in
Aligudarz and later transferred to Khorramabad prison. After spending
some time in detention, he was released. In a separate court case
related to the same movement, he has faced additional accusations.>>

News Center- Ashkan Monfared, brother of political prisoner Shakila
Monfared held in Evin Prison, announced on X (Twitter) yesterday that
her sister was sentenced to 15 months in prison, banned from leaving
Iran and from politics for two years on charges of <Propaganda against
the regime>.
In August 2020, Shakila Monfared was arrested in Tehran by Iranian
security forces as she was leaving her home for her social media posts.
In September 2020, she was released from prison on bail. In January
2021, Branch 26 of the Revolutionary Court of Tehran sentenced her to
six years and four months in prison on charges of <insulting Islamic
sanctities> and <propaganda against the state>. Then, Branch 36 of the
Revolutionary Court of Tehran reduced her sentence to four years and two
months. In February 2021, another case was brought against her while in
prison and she was sentenced to two years and eight months in prison on
new charges described as <membership in one of the anti-regime groups
and spreading lies.> In the beginning of July 2023, she was granted a
two-month medical leave because she was suffering from gallbladder
disease. Although her family paid a bail of fifty billion rials, she was
denied medical leave for gallbladder surgery for about a month. Then,
she was temporarily released from prison and underwent a gallbladder
surgery. Although she was granted a two-month medical leave, she was
transferred back to Evin prison on August 19, 2023. On August 24, 2023,
her brother announced that her sister faced a new charge because he
called her sister when she was receiving treatment at the hospital to
learn how she was.>>

Reza Rasaei, a Kurdish 'Yarsan'

<<The Death Sentence for a Kurdish <Yarsan> adherent has been confirmed
by the Supreme Court in Iran
The death sentence for Reza Rasaei, a Kurdish <Yarsan> adherent, has
been confirmed in the Supreme Court. This young man, who has spent over
a year in detention, had previously been sentenced to death by the
judicial system of the Islamic Republic of Iran on charges related to
the killing of a government official. According to reports obtained by
the Hengaw organization for Human Rights, the recent death sentence for
34-year-old Reza Rasaei, a resident of Kermanshah (Kermanshan), has been
officially confirmed by Branch 17 of the Supreme Court of the Islamic
Republic of Iran. His family has verified the confirmation of the
sentence to Hengaw. Reza Rasaei was previously sentenced to death by the
second branch of the criminal court of Kermanshah province on charges of
the murder of Nader Beyrami, the intelligence chief of the IRGC in the
city of Sahaneh. Nader Beyrami was killed on November 18th, 2022 during
the crackdown on a rally in Sahaneh organized for the commemoration
ceremony of Seyed Khalil Alinzhad.
This allegation are based on the coerced confession of Reza Rasaei and
other detainees, after months of torture and case fabrication, has not
been legally substantiated to date. Hengaw previously reported that the
family members and close relatives of Reza Rasaei have received
threatening messages and calls from unknown numbers, mounting their
concerns, particularly regarding the fate of Reza Rasaei. It is worth
mentioning that in the first four months of Reza Rasaei's detention by
security forces, he was deprived of access to the basic rights of a
suspect, including legal representation and visitation. Reza Rasaei was
arrested on Thursday, November 24th, 2022, in the city of Karaj by
government forces. After interrogation at the detention center of the
IRGC Intelligence, he was transferred to Dieselabad Prison in Kermanshah.>>

<<Varisha Moradi languishes in Evin Prison without standing trial
Four months into her arrest, Varisha Moradi is still in detention
without standing trial. Varisha Moradi, a Kurdish women's rights
activist from Sanandaj and a member of the East Kurdistan Free Women
Society (KJAR), was kidnapped on August 1, 2023. She was viciously
tortured in the detention center of the Department of Intelligence of
Sanandaj to make confessions against herself. An informed source
reported that in one instance, she vomited blood and went completely
unconscious under torture. Varisha Moradi was subsequently transferred
to the Intelligence Ministry Ward 209 of Evin Prison in Tehran. She has
met her family only once since August 1, 2023, when she was kidnapped by
agents of the Intelligence Ministry on the road from Marivan to Sanandaj.
She was violently beaten and taken to jail without receiving any medical
care. She has not had access to her lawyer. There is no information on
the reason for arrest and the charges levelled against her.>>

<<Urmia Prison: Kurdish Political Prisoner Soheila Mohammadi Granted
Parole
Soheila Mohammadi, a Kurdish political prisoner, has been conditionally
released from Urmia Central Prison after serving over three years of her
five-year sentence. According to a report received by the Hengaw
Organization for Human Rights, on the afternoon of Saturday, December
23, 2023, Soheila Mohammadi, a Kurdish female political prisoner from
Selmas, was granted conditional release from the women's ward of Urmia's
central prison after three years of imprisonment. Soheila Mohammadi, who
had been denied the right to leave, undertook multiple hunger strikes in
the past three years to protest her situation and tragically attempted
suicide. In a previous report addressing Soheila Mohammadi's separation
from her young child, Hengaw highlighted her worrying mental and
physical condition resulting from the pressures of security institutions
during the interrogation and detention period. In March 2023, Soheila
Mohammadi committed suicide by stabbing herself in the chest due to the
pressure exerted by government security agencies and their hindrance in
granting her leave and amnesty. Arrested in the fall of 2021 in Selmas
by the intelligence forces of the Islamic Revolutionary Guard Corps,
Soheila Mohammadi underwent several months of interrogation before being
transferred to the women's ward of Urmia Central Prison. She was

<<Government Forces' Direct Fire Causes Injuries to Three Kolbars at
Baneh Border
Zaniar Sabour of Bukan and two other kolbars, Wafa Rasoul Nezhad and
Mohammad Wakili from Saqqez, sustained severe injuries as a result of
direct gunfire from government-armed troops at the Baneh Hangazhall
border. The general health condition of Wafa Rasoul Nezhad is reported
to be critical. According to a report received by the Hengaw
Organization for Human Rights, on Wednesday, December 20, 2023,
23-year-old Zaniar Sabour and Mohammad Wakili were wounded by gunfire
from government forces at the Baneh border. Mohammad Wakili suffered
injuries to his back and shoulders. The previous day, Tuesday, December
19, saw another incident involving a 28-year-old Kolbar identified as
Wafa Rasoul Nezhad from Saqqez, who was injured by gunfire from the
armed troops of the Islamic Republic of Iran. Wafa Rasoul Nezhad
sustained severe fractures in his back and pelvis after being shot. He
has been transported to a medical center in Tabriz, where his health
condition is reported to be critical.>>

Journalist Sara Massoumi was sentenced to six months imprisonment by the
26th Branch of the Revolutionary Court of Tehran. She was also barred
from journalistic activities for two years. Ms. Massoumi must also pay a
fine of 15 million Toumans in cash. The semi-official Sharq newspaper
cited Ali Mojtahedzadeh, Sara Massoumi's lawyer, as saying, <The hearing
convened at the 26th Branch of the Revolutionary Court examined the
charge of 'publishing context contrary to the truth.' > The charge
refers to a tweet about Armita Geravand, the teenage girl who died after
being attacked in a metro train by a Hijab Patrol.

the trace of blood and today, the city smells of the blood of the
innocent. By the way, did they show all the footage to your mother?>
<The tweet, however, did not contain any news and therefore could not be
contrary to the truth. The Judge's verdict also refers to the report of
law enforcement agents, but we did not see any reports,> Mr.
Mojtahedzadeh said. Sara Massoumi's lawyer noted that <if a journalist
is to endure such imprisonment for just one tweet, then we cannot
essentially talk about freedom of speech in this country.> (The
