<<Canada Launches Deportation Case Against Iranian Ex-Official
Canada has launched a deportation case against Seyed Salman Samani, a
former senior Iranian government official who was found living in
Toronto, according to Canadian media. Global News reported on December 6
that Samani, 42, is facing a deportation hearing under sanctions
introduced in November 2022 that banned senior officials of the Islamic
Republic from Canada. Samani was appointed deputy Interior minister in
2016. It is not clear when he left the position. Proceedings were
scheduled to begin on January 3 next year, according to the report. The
case is said to be the first under Canada's sanctions, imposed over the
Islamic Republic's bloody crackdown on anti-establishment protests that
rocked Iran last year. The policy effectively barred tens of thousands
of Iranian officials and members of the Islamic Revolutionary Guard
Corps (IRGC) from entering the country. The Canada Border Services
Agency (CBSA) told Global News it was launching deportation proceedings
against nine Iranian officials under the sanctions.
One case was withdrawn because the person left Canada and two were at
the stage of scheduling hearings, the CBSA said. The Canadian government
has also designated the Islamic Republic of Iran a state sponsor of
terrorism and included the IRGC's expeditionary Quds Force on Canada's
list of terrorist entities.>>

Jutyar Ashrafzadeh, a resident of Piranshahr arrested during the Jin,
Jiyan, Azadi movement and subsequently sentenced to prison by the
judicial system of the Islamic Republic of Iran, has been arrested and
transferred to Naghadeh Central Prison to serve his prison sentence.
According to reports received by the Hengaw Organization for Human
Rights on Wednesday, December 6, 2023, Jutyar Ashrafzadeh was arrested
after being summoned to the court for the execution of sentences in
Piranshahr. He was then transferred to Naghadeh Central Prison to
commence his 21-month sentence. Jutyar Ashrafzadeh, a detainee of the
Jin, Jiyan, Azadi movement in Piranshahr, was initially sentenced to
three years in prison by the Revolutionary Court of Piranshahr in
September, charged with <gathering and collusion against national
security.> However, the Court of Appeal later reduced this verdict to 21
months of imprisonment. It is important to note that Mahosh Tawasali,
Jutyar Ashrafzadeh's wife, received a two-year house arrest sentence
with electronic cuffs from the same court on charges of propaganda
against the regime. Both Mahosh Tawasali and Jutyar Ashrafzadeh were
arrested at their home on Thursday, October 20, 2023, during the popular
protests in Piranshahr. They were subsequently released from prison by
posting bail temporarily pending the conclusion of legal proceedings.>>

A Revolutionary Court in Tehran has sentenced Sepideh Rashno, a
29-year-old translator and editor, to four months in prison, bringing
her total prison term to three years and 11 months, her lawyer says.
Lawyer Milad Panahipour told the Shargh newspaper on December 5 that the
new sentence was imposed for <publishing obscene images> on social
media. Rashno was arrested in July 2022 after she was filmed arguing
with a woman on a bus over the mandatory headscarf. Two weeks later,
state TV aired a program showing her giving a forced confession while
signs of beatings were visible even on her face. In June of this year,
she announced that she was released on bail after being summoned again
by the authorities, but was <banned from leaving Tehran.> Previously,
she had reported that Al-Zahra University had banned her from studying
for two semesters due to the <non-observance of Islamic clothing> All
women in Iran must conceal their hair with a hijab while in public and
wear loose fitting trousers under their coats. A growing number of
Iranian women who refuse to wear a head covering have been arrested and
prosecuted amid a wave of protests sparked by the September 2022 death
of Mahsa Amini while in police custody after being detained by police
for allegedly wearing her headscarf improperly.>>

<<The Role of Mazut in Iran's Air Pollution Crisis
Decades of misguided environmental policies have contributed to the
air-pollution crisis in Iran, where Tehran and other major cities have
long been among the world's most polluted. Iranians decry that there had
only been three days of clean air recorded in the capital during the
last Persian year, which ended in March, and urge the authorities to do
more to address the problem. Officials persist in attributing air
pollution primarily to car emissions, but the COVID-19 pandemic and
subsequent lockdowns revealed the fallacy of blaming vehicles for the
crisis. Experts instead point to the authorities' use of dirty mazut, a
low-quality heavy fuel oil, in power plants and other factories,
especially when natural gas shortages hit during the hard winter months.
Despite mounting evidence, the head of Tehran City Council, Mehdi
Chamran, and other officials continue denying the key role of mazut in
the pollution crisis. However, statements from officials at the Tehran
Provincial Council's Health Committee and the Environment Protection
Organization indicate internal divisions on the issue. An expert from
the Environment Protection Organization has acknowledged that buses,
trucks and private cars contribute less to particulate matter emissions
than power plants, refineries and industries. Meanwhile, Radio Farda
cited confidential documents of the Oil Ministry as showing that last
year, an average of 25 million liters of high-sulfur mazut and 110
million liters of diesel were consumed daily in the country. According
to the same document, nearly 10 million liters of MTBE and other
dangerous substances are used every day to compensate for gasoline

<<Iranian Businessman Sent to Prison in High Profile Fraud Case
The Iranian judiciary's Mizan news agency has announced the transfer of
entrepreneur Mohammad Rostami Safa to prison to serve a 15-year sentence
for fraud. Rostami Safa, the owner of the Rostami Safa Industrial Group,
was sentenced in August for defrauding three major Iranian banks between
2003 and 2013. Rostami Safa obtained large loans in foreign currencies
and rials from these banks that he never repaid. He was charged with
<disrupting the monetary and foreign currency exchange system of the
country> and <defrauding the banks by presenting false documents.> The
businessman was ordered to repay the banks and deprived of any
government position.>>

<<Iranian Blogger Gets Suspended Prison Sentence
An Iranian court handed down a five-year suspended prison sentence to a
blogger on the charge of <inciting others to commit violent acts,>
IranWire has learned. Donya Hosseini, 35, was also fined 88 million
tomans ($1,760) and banned from using smartphones. The trial took place
on November 29, four days after her release from Tehran's Evin prison on
bail. IranWire has reported that Hosseini also appeared before the
Revolutionary Court to face three security-related charges. No ruling
has been issued yet on these accusations. According to the indictment
issued by the court, the blogger is accused of <inciting people to
engage in war and violence against each other,> <encouraging public
participation in riots and commemorations of Mahsa Amini's death with
the intent to disrupt the country's security,> and <engaging in
propagandistic activities against the Islamic Republic system and
society.> Hosseini, who was active on Instagram under the pseudonym
Donya Azad, was arrested on August 12 and had her electronic devices
confiscated. She was first arrested during nationwide protests last year
for her social media activism. The monthslong demonstrations were
sparked by the September 2022 death in police custody of Mahsa Amini.>>

An Iranian former student rights activist has gone on trial on charges
of <propaganda against the system,> <collusion> and <promotion of
corruption,> IranWire has learned. Ali Abdi, an ex-member of the Sharif
University of Technology Islamic Association of Students, returned to
Iran on June 22 following 14 years of exile. Before his arrest, he
participated in discussions on the popular social networking platform
Clubhouse. He was also involved in the 2006 One Million Signatures
Campaign to repel gender-discriminatory laws. Before his return to Iran,
he had traveled to Afghanistan to work on his doctoral thesis but had to
leave the country after the Taliban returned to power in 2021. He earned
his master's degree in gender studies in Budapest, Hungary, and pursued
a doctorate in anthropology at Yale University in the United States.>>

Sharifeh Mohammadi, a Gilak labor activist, was arrested by the security
forces of the Islamic Republic of Iran in the city of Rasht. According
to the report received by the Hengaw Organization for Human Rights, at
noon on Tuesday, December 5, 2023, Sharifeh Mohammadi, a labor activist
from Rasht, was arrested by the Iranian Intelligence forces and taken to
an undisclosed location. According to an informed source, the Iranian
Intelligence forces raided her house and arrested her without presenting
any judicial warrants. So far, detailed information about the reasons
for the arrest, the charges, and the fate and whereabouts of Sharifeh
Mohammadi have not been made available.>>

Karaj; Mohammad Parham Vardal sentenced to six years in prison
Mohammad Parham Vardel, a civil activist and one of the theater
activists who spent two months and twenty days in detention, was
sentenced to six years in prison by the judicial system of the Islamic
Republic of Iran. According to the report received by the Hengaw
Organization for Human Rights, Mohammad Parham Vardal, a resident of
Golshahr Karaj, was recently sentenced to five years in prison by Branch
1 of the Iranian Islamic Revolutionary Court of this city on the charge
of <gathering and collusion against security> and to one year on the
charge of <propaganda against the Islamic Republic of Iran> Which make
up a total 6 years of imprisonment. According to the Consolidation of
Sentences Law, the punishment for Mohammad Parham Vardal will be equal
to five years of penal servitude. According to an informed source,
Mohammad Parham Vardal was denied access to a lawyer and other basic
rights during his detention. Mohammad Parham Vardal was arrested by IRGC
intelligence on September 16, 2023, and was transferred to Karaj Central
Prison on October 8, 2023, and has been held there ever since.>>

<<Labor Activist Said Arrested While Trying to Flee Iran
Iranian border forces have arrested labor rights activist Narges
Mansouri while she was <attempting to leave the country illegally,>
semi-official media reported. The Mashregh News website, which is
closely affiliated with security institutions, reported Mansouri's
arrest on December 5.
Mansouri, a member of the Tehran and Suburbs Bus Company Workers' Union,
has been arrested, interrogated and tried many times in recent years.
In May 2022, the official IRNA news agency reported that the activist
was arrested while trying to illegally exit the country during a prison
leave.
Mansouri is one of 14 women activists in Iran who signed in 2019 a
letter calling for the resignation of Ali Khamenei. She was sentenced to
six years in prison for insulting the Islamic Republic's supreme

<<People with disabilities face barriers in Iran when they go outside
alone
Iran- A physical disability may be present from birth, or even as the
result of the birthing process. It may result from an illness or an
injury later in life. A physical disability may result from wars and
occupations, accidents, migration, poverty, health policies, wrong
vaccination, patriarchal culture, child marriage, domestic violence and
many more. December 3 is annually observed as International Day of
Persons with Disabilities (IDPD) to promote the rights and well-being of
persons with disabilities in all spheres of society and development. The
theme of the IDPD 2023 is <United in action to rescue and achieve the
SDGs for, with and by persons with disabilities>. 1.3 billion people
experience significant disability and this represents 16% of the world's
population, according to the World Health Organization (WHO). However,
neither societies nor states make sufficient efforts to promote the
rights and well-being of persons with disabilities, except for observing
IDPD. One of the barriers faced by persons with disabilities is
discrimination. Women with disabilities are subjected to double
discrimination: sexism as well as disability bias. Girls and young women
with disabilities face up to 10 times more gender-based violence than
those without disabilities, according to a study of UNFPA. Girls and
women with disabilities face significant barriers in accessing equal
education, athletics, housing, and employment. Women with disabilities
often encounter barriers to accessing reproductive health services. The
cities and public spaces are not planned and designed to meet the needs
of persons with disabilities. Physical inaccessibility of public spaces
is another barrier faced by persons with disabilities.
'I cannot go out alone'
Negar M. is a 33-year-old woman with physical disability in Tehran,
Iran. She has been using a wheelchair for several years. In an interview
with NuJINHA, she complained about the physical inaccessibility of
public spaces in Tehran. Speaking about the barriers faced by her when
she visits a shopping center alone. <Shopping centers generally have
several floors and they are not designed to meet the needs of persons
with disabilities. I cannot go to shopping centers. I have to buy what I
need online or ask my family to buy them. Even parking spaces are not
accessible to people with disabilities. I cannot go out alone. Someone
should come with me when I go out. Going out alone is a dream for me.>

<<Arrested Iranian Rapper Salehi Transferred To Isfahan Prison
After days of uncertainty surrounding the whereabouts of detained
dissident rapper Toomaj Salehi, his lawyer said his client had been
transferred to Dastgerd prison in Isfahan. Lawyer Amir Raisian wrote on
the social media platform X that Salehi informed his family on December
4 of his transfer to the prison the previous evening. Salehi was
rearrested on November 30, less than two weeks after his release on
bail. The artist had spent nearly 13 months in custody, including 252
days in solitary confinement. The judiciary's Mizan news agency said
that he is accused of <publishing false information and disturbing the
public mind.> Raisian called the rearrest unlawful and the charge
against Salehi totally unfounded. Salehi, 33, was initially arrested in
October 2022 after making public statements in support of nationwide
protests that had erupted the previous month. A court sentenced him to
six years and three months in prison in July on a charge of <corruption
on Earth.> The rapper was freed on bail on November 18 after the Supreme
Court returned his case to a lower court. In a video published on his
YouTube channel on November 27, Salehi said that he neither admitted
guilt nor cooperated with the security forces, despite the torture and
other ill-treatment he endured while in custody.>>

<<Another Kolbar Killed by Border Forces in Western Iran
Iranian border forces have shot dead a transborder porter, or kolbar, in
the western province of Kurdistan, according to Kurdish human rights
activists. The man, identified as 28-year-old Ahoon Dashti, was shot
without warning near the Hengezhal border crossing in Baneh district on
December 5, in yet another unlawful shooting of an unarmed Kurdish
kulbar who worked under cruel and inhumane conditions. The latest
incident brings the total number of kolbars killed by Iranian forces in
Baneh over the past month to 17. Just within the past week, three
kolbars have been killed in the area. The kolbars are porters who haul
goods on their backs across the borders of Iran and over long distances,
mostly in the impoverished, mountainous Kurdish areas adjacent to Iraq,
to make a living. The Iranian authorities label kolbars as <smugglers,>
but human rights organizations maintain that their activity is a form of
survival for many men living in impoverished border regions where
economic opportunities are scarce. From 2012 to the end of 2021, at
least 547 kolbars died and more than 1,601 were injured in Kermanshah,
West Azerbaijan and Kurdistan provinces, according to the Kolbar News

Persecution
The Baha'i International Community (BIC) has denounced an <escalation
and intensification> of the Iranian government's <policy of systematic
persecution> against the religious community. Baha'is, the largest
non-Muslim religious minority in Iran, have been persecuted since the
1979 Islamic Revolution, and are today <suppressed in all areas of
life,> BIC says in a statement on December 4. It said the authorities
are using a range of <new and ever harsher methods> to persecute the
Baha'is, including <home raids and searches, arrests, trials, prison
terms, land and property confiscations, hate speech, the denial of
education, and the denial of burial rights and of basic citizenship
rights.> The aim of these new tactics is <to sow fear and confusion, to
disenfranchise and further impoverish Baha'is, to prolong the harassment
of individuals, and to instill feelings of uncertainty and thus rob all
Baha'is of peace and security in their daily lives.> There are currently
at least 70 individuals either in detention or serving prison sentences,
the largest number in the past six years, BIC says. About 1,200 others
are either involved in ongoing court proceedings or have been sentenced
and are awaiting the summons to serve their prison terms. Sentencing by
the courts has become increasingly harsh, with tens of Baha'is sentenced
to a combined total of hundreds of years in prison in recent weeks.
Since the beginning of October, 40 Baha'is have been arrested and the
homes of close to 100 families have been <invaded and searched,>
according to BIC. The home invasions and searches resulted in the
<complete ransacking of homes,> the statement says, adding that in some
cases, agents removed ceramic floor tiles, broke furniture and destroyed
musical instruments. <In other cases, homes have been subjected to
intrusive surveillance through the installation of surveillance cameras
trained on the doors of the homes of Baha'i families, to monitor their
activities and visitors,> the statement says. The authorities threatened
several of the households that experienced raids with serious additional
repercussions should they disclose details of their experience to
outside parties, it says. Agents have also deleted smartphone videos,
CCTV videos, and other records, in an effort to eliminate any evidence
of their actions. BIC says more than two-thirds of those arrested and
detained in this recent upsurge in attacks on the Baha'is have been
women. Many of them are in their 20s and 30s and have been forcibly
separated from their young children. Many of the raids occurred when
young children were present, <intensifying fear and panic within the
families.> Many of those arrested have been detained without trial for
extended periods; one individual has been in detention for more than 247
days. Detained Baha'is are routinely interrogated and face threats and
psychological pressure and abuse, leading in some cases to physical
harm, BIC says. <Long and unjust> prison terms are being handed down by
the courts for Baha'is on trumped-up charges such as <membership of the
deviant Baha'i sect> or <social activities with the intention of
propagating the heretical Baha'i sect.> Several members of the minority
have been sentenced to long prison terms for their humanitarian
assistance.>>

<<Alarm Raised Over Health of Political Prisoner on Hunger Strike
Two political prisoners incarcerated in Tehran's Evin prison have warned
about the deteriorating health of fellow inmate Zohreh Sarv, who has
been on a hunger strike for more than 10 days. The plight of Sarv,
detailed by Sepideh Qolyian and Mahboobeh Rezaei in a letter obtained by
IranWire, outlines a pattern of disregard for prisoners' rights within
the country’s judicial system. Sarv is serving a six-year prison term on
charges of <gathering, colluding and propaganda against the system>
stemming from her activities on social media. She launched her hunger
strike on November 23 to protest against the harsh treatment and
injustices she has faced since her arrest in October 2021. Over the past
decades, many political prisoners in Iran have suffered from serious
medical complications caused by hunger strikes, and some have lost their
lives. In their letter, Qolyian and Rezaei described Sarv as a victim of
the <unadulterated corruption of the judiciary.> <Under the unbridled
influence of the [Islamic] Revolutionary Guard [Corps] within the
judicial system, Sarv's lawyer and herself were denied access to the
case file throughout the investigation and trial phases,> they wrote. In
the absence of any evidence, the court sentenced Sarv <on the orders of
the interrogator,> they said, adding that her conditional release has
been repeatedly denied despite having served one-third of her sentence.
<The interrogator informed Zohreh that her release hinged upon agreeing
to work for the IRGC in Iraq,> the letter reads. For 27 months, Sarv has
not been able to meet her 75-year-old mother, who is unable to leave the
house due to her old age and a hip fracture. The old woman has been
attended by a nurse during her daughter's imprisonment.>>
