<<Dozens of Basij Forces Resign in Southeast Iran
Twenty-eight veteran members of the paramilitary Basij force stationed
in two key Islamic Revolutionary Guard Corps (IRGC) bases in
southeastern Iran have reportedly resigned due to disagreements over
deployment orders and the suppression of Baluch citizens. The mass
resignation, reported by the Baluch news website Haalvsh on February 21,
involved two IRGC bases located in the city of Nikshar in Sistan and
Baluchistan province.
The report quoted informed sources as saying that the resignations
stemmed from disputes regarding the deployment of Basij forces to the
city of Saravan. IRGC officials reportedly sought to use these Basijis
to crack down on protests in the city. The provincial capital, Zahedan,
was the scene of weekly protests that erupted in September 2022.>>

<<Suspect in Iran-backed Murder Plot Extradited from Czech Republic to
US
The Czech Republic says it has extradited a man indicted in the United
States for plotting the murder of a prominent critic of the Islamic
Republic.
Polad Omarov was handed to representatives of US authorities at Prague’s
international airport on February 21 after the suspect had exhausted all
options of appeal, according to the Czech Justice Ministry.
Omarov was arrested in the Czech Republic in January 2023.
US prosecutors have said he was a resident of the Czech Republic and
Slovenia. The Czech Justice Ministry said he was a citizen of Georgia.
Omarov, along with two other suspects named Rafat Amirov and Khalid
Mehdiyev, were charged with murder-for-hire and money laundering for
their roles in the Tehran-backed assassination attempt of a US citizen
of Iranian origin who lived in Brooklyn, New York. US prosecutors did
not name the alleged victim, but Mehdiyev was arrested in New York in
2022 for having a rifle outside the Brooklyn home of journalist Masih
Alinejad, a US-Iranian outspoken critic of the Islamic Republic. US
prosecutors in 2021 also charged four Iranians alleged to be
intelligence operatives for Tehran with plotting to kidnap Alinejad.>>

<<Tehran Protesters Go on Trial Over Basiji’s Death
Eight protesters from Tehran's Ekbatan Town went on trial before the
Revolutionary Court on February 20 in connection with the death of a
member of the paramilitary Basij force. The defendants face charges of
<waging war against God,> <collusion,> <insulting the leadership,>
<propaganda> and <membership in an anti-Islamic Republic group.> Lawyer
Payam Derfashan said the case has <fundamental flaws> and that torture
was used to extract confessions from the accused. The eight defendants
are among more than 50 young residents of Ekbatan Town who were arrested
in November 2022 following the death of a Basiji during nationwide

<<Education in the mother tongue is a fundamental right for all human
beings!
The Hengaw Organization for Human Rights, along with five other
organizations, issued a statement on February 21st, International Mother
Language Day, addressing the Kurdish people and other ethnicities in
Iran. The statement calls upon them to assertively demand their
linguistic rights, which are fundamental human rights. In part of the
statement, we emphasize our commitment to safeguarding the fundamental
rights of all individuals, communities, and nations. We assert the
inherent right of every person to receive education in their mother
tongue. Therefore, we direct this call to action to the Kurdish people
and other ethnic groups and nations in Iran, urging them to actively
advocate for their linguistic rights, which are integral to their
cultural identity and basic human rights.
The statement provided is as follows:
Education in the mother tongue is a fundamental right for all human
beings!
Linguistic diversity is an essential element of the cultural identity
and spiritual heritage of humanity. Unfortunately, in many countries,
including Iran, this diversity is threatened, and the fundamental rights
of minorities, including the rights of the Kurdish people, are often
ignored. According to alarming data, nearly half of the living languages
in the world are at risk of extinction, resulting in the irreparable
loss of knowledge, traditions, and unique perspectives. We are committed
to the fundamental rights of human beings, and we support that every
individual, every community, and every nation has the right to learn and
study in their mother tongue. Therefore, we address this statement to
the Kurdish people and other Iranian nations and ethnicities, inviting
them to actively claim their linguistic rights as one of the fundamental
human rights. Education in the mother tongue is not only a fundamental
right, but it also leads to more effective learning outcomes, enhances
self-confidence, and contributes to the preservation of culture and
heritage. We call on the international community to support the Kurds
and other national and ethnic groups in Iran in their struggle to ensure
their right to education in their mother tongue. It is essential that
linguistic diversity be recognized and respected as a cultural asset in
Iran and worldwide. We urge the Iranian authorities to fully respect the
linguistic rights of all communities, in accordance with the principles
of the Constitution and Iran's international commitments on human rights
and cultural diversity. On this International Mother Language Day, we
reaffirm our commitment to promote and protect the diversity and
linguistic rights of people worldwide, including Kurds in Iran. We will
continue to work together to create a world where every language is
valued, and every individual has the opportunity to thrive in their own
language and culture.

Forces
Zana Menbari, a Kurdish individual from Sanandaj, has been detained by
the security forces of the Islamic Republic of Iran. He is the nephew of
Peyman Menbari, one of the individuals killed during the Woman, Life,
Freedom (Jin, Jiyan, Azadi) movement in Sanandaj. According to a report
received by the Hengaw Organization for Human Rights, on Tuesday,
February 20, 2024, Zana Menbari, 24 years old, was arrested by the
intelligence forces in Sanandaj. A trusted source revealed that the
security forces conducted a raid on Menbari's workplace in the Haji Abad
neighborhood of Sanandaj and detained him. Zana Menbari's relation to
Peyman Menbari, a victim of the Woman, Life, Freedom movement, adds
poignancy to his arrest. As of the release of this news, no information
has been disclosed regarding the reasons for his arrest, the charges
against him, his whereabouts, or his current situation.>>

<<Iranian Judiciary Sentences 65-Year-Old Kurdish Protester to 15 Years
in Prison
Mohammad Ali Vahdati, a 65-year-old Kurdish resident of Quchan, Razavi
Khorasan, has received a 15-year prison sentence for <opposing killing>
during the Jin, Jiyan, Azadi movement. Following the sentencing, he was
promptly arrested to begin serving his term. According to a report
received by the Hengaw Organization for Human Rights, on Saturday,
February 17, 2024, Mohammad Ali Vahdati, a 65-year-old Kurdish
individual from Quchan, Razavi Khorasan province, was arrested and
transferred to Mashhad Central Prison to begin his 15-year term. Sources
indicate that Mohammad Ali Vahdati was apprehended while he is currently
in precarious physical health due to illness and advanced age. The
Revolutionary Court of Mashhad convicted this protester on various
charges, including <propaganda activity against the Islamic Republic of
Iran,> <insulting Khamenei,> <membership in anti-government groups,>
<insulting Khomeini,> and <insulting religious sanctities,> totaling a
15-year prison term. It's worth noting that Mohammad Ali Vahdati had
previously been detained by the security forces of the Islamic Republic
during the Jin, Jiyan, Azadi movement and was later released on bail
pending the conclusion of legal proceedings. Born in 1958 in Quchan
city, Mohammad Ali Vahdati is self-employed, holds an associate's degree
(high school diploma), and is married with children.>>

<<Report: Iranian Man Killed Relatives to Avenge Sister's Death
An Iranian man gunned down 12 family members at the weekend to avenge
the murder of his sister by their father a decade ago, Iranian media
reported. Etemad newspaper reported on February 20 that the man,
identified as 22-year-old Bahram, witnessed his sister's death at the
hands of their father, an event that <sparked deep-seated anger and
resentment in him.> It said the gunman shot his parents, three brothers,
two sisters, a brother-in-law, and four nephews in the city of Faryab.
Initial reports, including statements from the head of the justice
department of the province of Kerman, differed in key details. They said
the gunman was aged 30 and that the shooting took place in the village
of Mazraeh Imam, near Faryab.>>

<<Killing of Tehran Park Sweeper Sparks Outrage
After news broke of the killing of a park sweeper accused of
disrespecting flags erected for a government ceremony, Iranian social
media users called for accountability and transparency. The incident,
reported by Hamshahri Online on February 18, occurred in Tehran two days
before the government ceremony marking the anniversary of the 1979
Iranian Revolution. According to the report, the man was killed during
an altercation with a cardriver who claimed the public sweeper intended
to insult the flags. Hamshahri Online deleted its report hours after its
publication, without providing any explanation. The man's colleagues
said that he was cleaning Niyayesh Park in Tehran when a Peugeot driver
struck him and threw him down a bridge, resulting in his death. <We
tried to stop the driver from escaping, but he threatened us and fled
the scene,> one colleague stated. Social media users have rallied behind
a hashtag demanding justice and a thorough investigation into the
circumstances surrounding the man's death.>>

<<Iranian Authorities Escalate Crackdown on VPNs
The Iranian Supreme Council of Cyberspace has criminalized the use of
Virtual Private Networks (VPNs) without a legal license, marking a
significant escalation in restrictions on online access within the
country, where internet filtering is already prevalent.
The purchase and sale of VPNs were previously made illegal in Iran.
The new resolution expands the ban to encompass their actual use,
requiring individuals to obtain a special license for accessing filtered
websites and social media networks. A seven-person working group has
been established to monitor the status of VPN usage and report its
findings to the Supreme Council of Cyberspace. Legal experts like Ali
Mojtahedzadeh have challenged the Supreme Council of Cyberspace's
authority to enact such legislation. Mojtahedzadeh argued that the
council oversteps its mandate and <criminalizes 80 million Iranians,>
including <top officials> who may rely on VPNs to access the internet.>

<<Iranian Teenager Died While in Custody
An 18-year-old Iranian teenager died in November under suspicious
circumstances after being transferred to Shahr Reza prison in Isfahan
province, the Dadban legal group said on February 20. Arian
Ghorbanishenas was arrested on November 20, 2023, following an
altercation with friends and accusations of alcohol consumption.
Ghorbanishenas appeared in court the next day <in good physical
condition and without any visible injuries.>
On November 22, he was found unconscious and rushed to Amir al-Momenin
Hospital. His family was informed of his hospitalization nine hours
later.
Ghorbanishenas died on November 23.
The cause of death was <brain death due to alcohol poisoning,> according
to the medical examiner.
However, Dadban highlighted that Ghorbanishenas was in good health
before entering the prison, as confirmed by his parents during a visit.
Additionally, the delay in notifying his family about the teenager's
hospitalization raises concerns about potential neglect or mistreatment.
The family filed a complaint regarding the suspicious circumstances
surrounding Ghorbanishenas' death. However, judicial authorities
accepted the forensic report and closed the case.>>

<<Jailed Iranian Activists Punished for Announcing Election Boycott
Iranian authorities have taken punitive measures against three prominent
political prisoners who had intensified their criticisms of the Islamic
Republic ahead of parliamentary elections. Sociologist Saeed Madani,
activist Hossein Razzaq and Mostafa Tajzadeh, a former deputy interior
minister under reformist President Mohammad Khatami, have said they
would boycott the parliamentary and Assembly of Experts elections on
March 1. In retribution the authorities transferred Madani and Razzaq to
a different ward of Tehran's Evin prison, while Tajzadeh was placed in
solitary confinement. All three were also deprived of their right to
make phone calls outside the prison. In a letter published on his
Telegram channel on February 18, Tajzadeh accused Supreme Leader Ali
Khamenei of being responsible for the current <flawed structure of the
political system in Iran.>
Khamenei, who has the last say on all matters in Iran, has withheld <the
contributions of capable individuals> and hindered <essential structural
reform,> said Tajzadeh, a reformist political activist who has been
repeatedly arrested since 2009 and subjected to harsh sentences. In
September 2022, the activist was sentenced to five years in prison on
charges including <collusion against national security,> <spreading
falsehoods> and <propaganda against the Islamic Republic.> Madani and
Razzaq have a history of supporting reformist candidates.>>

<<Third Minor Identified in Detention for Celebrating Iranian Football
Team's Loss
The identification of Diako Behroojeh as a detained minor brings the
total number of recognized detainees in Javanroud to four, all
apprehended for celebrating Iran's football team's loss to Qatar, with
three of them being minors under 18. According to reports received by
the Hengaw Organization for Human Rights, on Wednesday, February 7th,
2024, 17-year-old Diako Behroojeh from Javanroud was arrested by Iranian
security forces. Hengaw had previously reported the detention of
17-year-old Mohammad Yousfi and 21-year-old Hamza Barzgar on the same
evening, as well as the arrest of 16-year-old Mohammad Mahmoudi on
Wednesday, February 14th. Based on earlier reports from Hengaw, at least
10 minors and teenagers were detained for celebrating and expressing joy
over the defeat of Iran's football team by the Qatar national team. The
minors under 18 were transferred to the Kermanshah Correction and
Development Center, while the others were relocated to Dieselabad Prison
in Javanroud. Iran's national football team was defeated by the Qatar
national team with a score of 3-2 on Wednesday, February 14th, in the
semifinals of the AFC Asian Cup, leading to their elimination. It is
noteworthy that during the Jin, Jiyan, Azadi movement in several cities
in Kurdistan, including Javanroud, Sanandaj, and Divandareh, several
protesters were directly shot and killed by government forces while
celebrating the defeat of Iran's football team in the Football World
Cup.>>

<<Raoufeh MirBagheri to serve eight months in the Prison of Shahsavar
Raoufeh MirBagheri, a women's rights advocate, was transferred to jail
to serve her sentence.
Raoufeh MirBagheri reported to the Office of the Implementation of
Verdicts of the Public and Revolutionary Prosecutor of Tonekabon on
Saturday, February 17, 2024. She was promptly arrested and taken to
Shahsavar Prison. Tonekabon, formerly known as Shahsavar, is located in
Mazandaran Province, northern Iran. On February 26, 2023, the
Revolutionary Court of Sari, the capital of Mazandaran, sentenced her to
eight months of imprisonment, a two-year ban on leaving the country,
joining political and social groups, and forming a group on charges of
<propaganda against the state.> The court also ordered some of her
belonging to be confiscated. Ms. MirBagheri was arrested in Tonekabon on
October 26, 2022, by agents of the IRGC Intelligence of Mazandaran
province. After enduring 32 days of detention, she was temporarily
released until the end of the proceedings.>>

<<Iranian Judge Threatens Political Prisoner with Rape
Sori Babaei, a political prisoner who was granted temporary release last
week to search for her missing daughter, has been threatened with rape
by a judge while in custody, IranWire has learned. Aida Moradbehrouzi,
the 14-year-old daughter of Babaei and Mohammed Reza Moradbehrouzi, a
former political detainee, has been missing for more than two weeks now,
along with her classmate Hasti Mohammad Hossei, aged 13. Babaei, who had
been incarcerated since last year over her involvement in a campaign
against mandatory hijab, was granted a 10-day leave on bail. During her
incarceration, Babaei was subjected to severe beatings on multiple
occasions. She was arrested after authorities forcefully entered her
home without a warrant, breaking down the entrance door, and brutally
assaulted the activist, who sustained severe injuries to her hands. A
police officer named Yazdan Porgohar, instructed officers to arrest this
opponent of mandatory hijab, stating, <I want to crush Sori. Bring her
down and handcuff her.>
Encountering resistance from Babaei in the presence of female agents,
Porgohar resorted to physical violence, forcibly handcuffing the
detainee.
She was coerced under duress into wearing the hijab and agreeing not to
voice any objections. <Against her inner wishes, she complied, solely
motivated by the need to locate her daughter, Aida,> says a relative.
Babaei was informed that if she refrained from protesting and avoided
talking to the media during her release from prison, the case against
her might be dropped or she could be amnestied. Permission to
communicate with her family was granted after 10 months, on the
condition that <no sound from her would be broadcast in the media> and
<she would refrain from making any statements of significance.> The
injuries inflicted to this political prisoner while in custody were
verified by the prison doctor and forensic experts. Despite Babaei
filing a complaint regarding the assault, she was informed that it would
not be processed due to her refusal to wear a headscarf. During court
proceedings, Judge Ghodrat Bigdeli described himself as Babaei's <death
angel.> The individual close to the family recounts, <This political
prisoner detailed the assault she endured on the way to prison before
Judge Bigdeli commended the officers' actions.> According to this
reliable source, Judge Bigdeli's threatened Babaei with rape in the
presence of other judicial officials if she refused to comply with his
orders regarding her attire in court.>>
