<<CPJ, partners call on ICJ to order unimpeded media access to Gaza following South Africa’s urgent request
New York, May 22, 2024- The Committee to Protect Journalists (CPJ), ARTICLE 19 and partners on Wednesday issued a statement (full text below - click link) in support of South Africa's urgent request to the International Court of Justice to order Israel to facilitate unimpeded media access to Gaza. In a joint statement, nine human rights and press freedom organizations noted that Israel has failed to comply with the ICJ's January 26 order to <take effective measures to prevent the destruction and ensure the preservation of evidence related to allegations of acts within the scope of Article II and Article III of the Genocide Convention.> South Africa argued on May 16 that the court should issue these provisional measures to ensure that Israel preserves evidence in compliance with the January order. <Despite the valiant efforts of Palestinian journalists who continue reporting despite a daily struggle to survive, Israel’s censorious actions make it nearly impossible to comprehensively, continuously and independently document what is happening on the ground in Gaza and risk significantly hampering future accountability efforts,> the signatories stated. The statement noted that journalists, independent human rights investigators, fact-finding missions, and the International Criminal Court (ICC) still do not have access to Gaza, prohibiting the effective preservation and retention of evidence of potential war crimes. <Israel's near-total ban of foreign journalists from Gaza and its increasing constraints on outlets like Al Jazeera and The Associated Press, combined with a struggling Palestinian press corps, means South Africa's ICJ request for unimpeded media access is urgent and vital,> said CPJ Director of Advocacy and Communications Gypsy Guillen Kaiser. <Any censorship of developments in Gaza creates an information void ripe for propaganda and mis- and disinformation that has consequences for public accountability and people's lives.> <Israel's continuing assault on journalists, freedom of expression and people's right to access information violates international human rights and humanitarian law,> said ARTICLE 19 Senior Director for Law and Policy Barbora Bukovska. <It defies the ICJ's January order for evidence to be preserved as the conflict continues and will hinder accountability efforts. It is therefore vital that the ICJ is crystal clear this time around that Israel's actions must stop.> Since the ICJ's January 26 order to Israel, CPJ has documented the killings of 19 Palestinian journalists and media workers in Gaza. To date, at least 105 journalists and media workers - 100 of them Palestinian - have been killed since the war started on October 7, 2023. There is evidence that at least three of these journalists were targeted by the Israel Defense Forces (IDF); CPJ is actively looking into other cases where there is evidence of a possible targeting.>>

Israeli forces carried out raids in the West Bank city of Jenin for a second day Wednesday, an AFP correspondent reported, with at least 10 Palestinians killed in the fighting. Smoke billowed over the city's refugee camp in the afternoon, with explosions and gunfire heard from inside, while soldiers in Israeli armoured vehicles fired at masked youths in the city centre, the correspondent said.>>

Israeli tanks advanced to the edge of a crowded district in the heart of Rafah. On Gaza's northern edge in Jabalia, Israeli forces pressed on with a ground offensive that has carried on in parallel with the Rafah assault for two weeks. Health officials and residents say entire residential districts have been destroyed and dozens of people killed in the operation.
Israeli tanks advanced to the edge of a crowded district in the heart of Rafah on Wednesday during one of the most intense nights of bombardment of the southern Gaza city since Israel launched its offensive there this month. Israel's assault on Rafah on Gaza's southern edge has set hundreds of thousands of people fleeing in what had been a refuge for half of the enclave's 2.3 million people. It has also cut off the main access routes for aid into Gaza, drawing international fears of mass casualties and famine. On Gaza's northern edge in Jabalia, the largest of Gaza's eight historical refugee camps, Israeli forces pressed on with a ground offensive that has carried on in parallel with the Rafah assault for two weeks. U.S. Defense Secretary Lloyd Austin told his Israeli counterpart Yoav Gallant in a call on Wednesday of the need for an effective mechanism to coordinate humanitarian and military operations in Gaza, the Pentagon said.

14 children have been killed in Israel’s latest attacks on the Gaza Strip since Tuesday.
News Center- The Palestinian news agency WAFA reported that Israeli forces targeted two homes in Gaza City and Rafah. 16 Palestinians, including 10 children, were killed and several citizens were injured in an Israeli air strike on a house in the Al-Daraj neighbourhood in central Gaza City.
According to the Palestinian Health Ministry, 11 Palestinians, including four children, have been killed and 25 others injured in the Israeli attacks on the city of Jenin and its camp since Tuesday. The Palestine Red Crescent Society also released a statement reporting that three Palestinian houses destroyed by the Israeli army were seized and three homeless Palestinian families were evacuated from the area.>>

<<French police track suspects in Paris Holocaust memorial vandalism to Belgium
French police have tracked three suspects in last week’s defacement of the Paris Holocaust memorial across the border into Belgium, prosecutors said. The suspects were caught on security footage as they moved through Paris before <departing for Belgium from the Bercy bus station> in southeast Paris, prosecutors said. Investigators added that the suspects' <reservations had been made from Bulgaria>. On May 14, red hands were found daubed on the Wall of the Righteous at the Paris Holocaust memorial, which lists 3,900 people honoured for saving Jews during the Nazi occupation of France in World War II. Prosecutors are investigating damage to a protected historical building for national, ethnic, racial or religious motives. Similar tags were found elsewhere in the Marais district of central Paris, historically a centre of French Jewish life. The hands echoed imagery used earlier this month by students demonstrating for a ceasefire in Israel's campaign against the Palestinian militant group Hamas in Gaza.
Their discovery prompted a new wave of outrage over anti-Semitism. In February, a French source told AFP that Paris's internal security service believed Russia’s FSB security service was behind an October graffiti campaign tagging stars of David on Paris buildings. A Moldovan couple was arrested in the case.

Over 1,400 academic staff and administrators from institutions of higher education in Israel have signed a petition urging the Israeli government to promptly end the war in Gaza and to secure the immediate release of the hostages.
News Center- Over 1,400 academic staff and administrators from institutions of higher education in Israel have signed a petition titled <A Call on the Israeli Government to End the War and Ensure the Return of the Hostages>, the Times of Israel reports. 'We, faculty and administrative staff at academic institutions in Israel, call on the Israeli government to end the war in Gaza without delay and ensure the immediate return of the hostages,' the petition states. The petitioners argue that Israel had the right to defend itself following Hamas' horrific attacks on October 7; however, <this initial purpose has been exhausted, partly because the government has deliberately avoided setting a strategic or political vision beyond the war, instead aiming for an undefined 'complete victory' which, even according to senior military officials, is not only unachievable but likely to result in the death of the hostages.> The petition says that the right to self-defense <does not grant the right to wage a war without a realistic end or one aimed at the political survival of the leadership> and that the prolonging the war causes tremendous harm to civilians in Gaza, starvation, and unprecedented destruction of infrastructure and has led to many Israeli casualties, mental harm to hundreds of thousands, enormous economic damage, and a severe deterioration of the rule of law.> >>

Palestinian health officials said eight Palestinians were killed Tuesday in an Israeli raid on the West Bank city of Jenin. The UN agency for Palestinian refugees (UNRWA) said on Tuesday that food distribution in Gaza's southern city of Rafah was currently suspended due to lack of supplies and insecurity. North Gaza's last two functioning hospitals, Al-Awda and Kamal Adwan, are barely operational, doctors and the World Health Organization said Tuesday. Hospital officials said Israeli forces had fired on the facilities and that snipers had been deployed near one of them. At least 35,647 Palestinians have been killed and 79,852 wounded in Israel's war in Gaza, according to the health ministry in the Hamas-run territory. Some 1,170 people were killed in the Hamas-led October 7 attacks and 250 people were taken hostage, according to Israeli figures, with 132 still missing.>>

<<Hepatitis spreading among displaced Palestinians in Gaza
Health care worker Fatima Abu Shaban evaluated the spread of epidemics, especially hepatitis among displaced Palestinians in the Gaza Strip amid Israeli attacks, and called for immediate measures to prevent their spread.
Gaza- More than 35,000 Palestinians have been killed and more than 79,000 Palestinians have been injured in Israeli attacks on the Gaza Strip since October 7, 2023. In Gaza, where thousands of dead bodies are under rubble, Israeli forces target shelters, hospitals and civilian infrastructure.
Epidemics, especially Hepatitis A and C, are spreading among displaced people taking refuge in shelter centers due to the rising temperature, the lack of clean water and sanitary conditions. Only 11 of Gaza's hospitals are partially functional and due to the lack of health care services, the spread of epidemics is at alarming level. In an interview with NuJINHA, health care worker Fatima Abu Shaban pointed to the spread of hepatitis in the Gaza Strip.
'Measures must be taken to prevent the spread of diseases'
Displaced people living in shelter centers are vulnerable to diseases, Fatima Abu Shaban said. <Immediate measures must be taken to prevent the spread of diseases and protect the people. In addition to hepatitis, the displaced people suffer from bowel infections, respiratory tract infections and chest pains. Such diseases are common especially among children. The lack of clean water and sanitary conditions causes the spread of diseases.>
'Most patients suffering from Hepatitis A are women and children'
Emphasizing that early diagnosis is important to prevent the spread of diseases, she said:
<If Hepatitis A is detected early, it can be treated quickly and easily. If it is detected late, its treatment becomes more complex. Sometimes it can be fatal. Most patients suffering from Hepatitis A are women and children. We have held awareness-raising activities in shelter centers and camps about hepatitis to give information about the ways of transmission of the virus and what they should do when they observe the symptoms. We do our best to give information about personal hygiene and healthy nutrition.>
A new health center
Fatima Abu Shaban told us that a special health center would be opened to monitor the health conditions of displaced women and children living in the crowded shelter centers and camps in the southern part of Gaza.>>

The seventh edition of the festival will be held in honor of Algerian actress Bahia Rachedi for her work in the film industry. The program of the festival includes several activities to be held by women writers and film directors such as Lynda Belkhiria and Darin J. Sallam. At the festival, films by Palestinian women will be screened and seminars on the role of Palestinian women writers and film directors in the resistance against Israeli forces will be held. The <Farha> film directed by Darin J. Sallam will be also screened at the festival to be held.>>
