CPJ - May 17, 2024
<<Journalist casualties in the Israel-Gaza war
Editor's notes: The list below is CPJ's most recent and preliminary
account of journalist deaths in the war. Our database will not include
all of these casualties until we have completed further investigations
into the circumstances surrounding them. For more information, read our
FAQ. The Israel-Gaza war has taken a severe toll on journalists since
Hamas launched its unprecedented attack against Israel on October 7 and
Israel declared war on the militant Palestinian group, launching strikes
on the blockaded Gaza Strip. CPJ is investigating all reports of
journalists and media workers killed, injured, or missing in the war,
which has led to the deadliest period for journalists since CPJ began
gathering data in 1992. As of May 17, 2024, CPJ's preliminary
investigations showed at least 105 journalists and media workers were
among the more than 36,000 killed since the war began on October 7-with
more than 35,000 Palestinian deaths in Gaza and the West Bank and 1,200
deaths in Israel. The Israel Defense Forces (IDF) told Reuters and
Agence France Press news agencies in October that it could not guarantee
the safety of their journalists operating in the Gaza Strip, after they
had sought assurances that their journalists would not be targeted by
Israeli strikes, according to a Reuters report.
Journalists in Gaza face particularly high risks as they try to cover
the conflict during the Israeli ground assault, including devastating
Israeli airstrikes, disrupted communications, supply shortages, and
extensive power outages.
As of May 17:
105 journalists and media workers were confirmed dead: 100 Palestinian,
2 Israeli, and 3 Lebanese.
16 journalists were reported injured.
4 journalists were reported missing.
25 journalists were reported arrested.
Multiple assaults, threats, cyberattacks, censorship, and killings of
family members.
CPJ is also investigating numerous unconfirmed reports of other
journalists being killed, missing, detained, hurt, or threatened, and of
damage to media offices and journalists' homes. <Since the Israel-Gaza
war began, journalists have been paying the highest price-their lives-to
defend our right to the truth. Each time a journalist dies or is
injured, we lose a fragment of that truth,> said CPJ Program Director
Carlos Martínez de la Serna in New York. <Journalists are civilians who
are protected by international humanitarian law in times of conflict.
Those responsible for their deaths face dual trials: one under
international law and another before history's unforgiving gaze.> The
list published here includes names based on information obtained from
CPJ’s sources in the region and media reports. It includes all
journalists* involved in news-gathering activity. It is unclear whether
all of these journalists were covering the conflict at the time of their
deaths, but CPJ has included them in our count as we investigate their
circumstances. The list is being updated on a regular basis.>>

<<Aid trucks roll across US military-built pier to Gaza for first time
Trucks carrying badly needed aid for the Gaza Strip rolled across a
newly built U.S. pier and into the besieged enclave for the first time
Friday as Israeli restrictions on border crossings and heavy fighting
hindered the delivery of food and other supplies. The shipment is the
first in an operation that American military officials anticipate could
scale up to 150 truckloads a day, all while Israel presses in on the
southern city of Rafah in its seven-month offensive against Hamas. But
the U.S. and aid groups warn that the floating pier project is not a
substitute for land deliveries that could bring in all the food, water
and fuel needed in Gaza. Before the war, more than 500 truckloads
entered the territory on an average day. The operation's success also
remains tenuous because of the risk of militant attack, logistical
hurdles and a growing shortage of fuel for the aid trucks due to the
Israeli blockade of Gaza since Hamas' Oct. 7 attack. Militants killed
1,200 people and took 250 others hostage in that assault on southern
Israel. The Israeli offensive since has killed more than 35,000
Palestinians in Gaza, local health officials say, while hundreds more
have been killed in the West Bank. Aid agencies say they are running out
of food in southern Gaza and fuel is dwindling, while the U.S. Agency
for International Development and the U.N. World Food Program say famine
has already taken hold in Gaza's north. Troops finished installing the
floating pier on Thursday, and the U.S. military's Central Command said
the first aid crossed into Gaza at 9 a.m. Friday. It said no American
troops went ashore in the operation. Today we began delivery of aid from
the temporary pier on to the beach of Gaza for further distribution to
the people by our partners. The Pentagon said no backups were expected
in the distribution process. The U.S. plan is for the United Nations,
through its World Food Program, to take charge of the aid once it leaves
the pier. This will involve coordinating the arrival of empty trucks and
their registration, overseeing the transfer of goods coming through the
floating dock to the trucks and their dispatch to warehouses across
Gaza, and, finally, handing over the supplies to aid groups for
delivery. The U.K. said some of its aid for Gaza was in the first
shipment that went ashore, including the first of 8,400 kits to provide
temporary shelter made of plastic sheeting. And it said more aid,
including 2,000 additional shelter kits, 900 tents, five forklift trucks
and 9,200 hygiene kits, will follow in the coming weeks. <This is the
culmination of a Herculean joint international effort,> said Prime
Minister Rishi Sunak. <We know the maritime route is not the only
answer. We need to see more land routes open, including via the Rafah
crossing, to ensure much more aid gets safely to civilians in desperate
need of help.> The first shipment of UK aid has successfully been
delivered across the temporary pier off Gaza. Aid distribution had not
yet begun as of Friday afternoon, said a U.N. official who spoke on the
condition of anonymity because of the sensitivity of the matter. The
official said the process of unloading and reloading cargo was still
ongoing. The U.N. humanitarian aid coordinating agency said the start of
the operation was welcome but not a replacement for deliveries by land.
<I think everyone in the operation has said it: Any and all aid into
Gaza is welcome by any route,> Jens Laerke, spokesman of the Office for
the Coordination of Humanitarian Affairs, told journalists in Geneva on
Friday. Getting aid to people in Gaza <cannot and should not depend on a
floating dock far from where needs are most acute.> The U.N. earlier
said fuel deliveries brought through land routes have all but stopped
and that would make it extremely difficult to bring the aid to Gaza's
people. <It doesn't matter how the aid comes, whether it's by sea or
whether by land, without fuel, aid won't get to the people,> U.N. deputy
spokesperson Farhan Haq said Thursday. Pentagon spokesperson Sabrina
Singh said the issue of fuel deliveries comes up in all U.S.
conversations with the Israelis. She also said the plan is to begin
slowly with the sea route and ramp up the truck deliveries over time as
they work the kinks out of the system. Israel fears Hamas will use fuel
in the war, but it asserts it places no limits on the entry of
humanitarian aid and blames the U.N. for delays in distributing goods
entering Gaza. Under pressure from the U.S., Israel has opened a pair of
crossings to deliver aid into the territory's hard-hit north in recent
weeks.
It has said that a series of Hamas attacks on the main crossing, Kerem
Shalom, have disrupted the flow of goods. The U.N. says fighting,
Israeli fire and chaotic security conditions have hindered delivery.
There have also been violent protests by Israelis that disrupted aid
shipments. Israel recently seized the Rafah border crossing in its push
against Hamas around that city on the Egyptian border, raising fears
about civilians' safety while also cutting off the main entry for aid
into the Gaza Strip. U.S. President Joe Biden ordered the pier project,
expected to cost $320 million. The boatloads of aid will be deposited at
a port facility built by the Israelis just southwest of Gaza City and
then distributed by aid groups. U.S. officials said the initial shipment
totaled as much as 500 tons of aid. The U.S. has closely coordinated
with Israel on how to protect the ships and personnel working on the
beach. But there are still questions about the safety of aid workers who
distribute the food, said Sonali Korde, assistant to the administrator
of USAID's Bureau for Humanitarian Assistance, which is helping with
logistics. <There is a very insecure operating environment,> and aid
groups are still struggling to get clearance for their planned movements
in Gaza, Korde said. That concern was highlighted last month when an
Israeli strike killed seven relief workers from World Central Kitchen
whose trip had been coordinated with Israeli officials. The group had
also brought aid in by sea. Pentagon officials have made it clear that
security conditions will be monitored closely and could prompt a
shutdown of the maritime route, even if just temporarily. Navy Vice Adm.
Brad Cooper, a deputy commander at the U.S. military's Central Command,
told reporters Thursday that <we are confident in the ability of this
security arrangement to protect those involved.> Already, the site has
been targeted by mortar fire during its construction, and Hamas has
threatened to target any foreign forces who <occupy> the Gaza Strip.
Biden has made it clear that there will be no U.S. forces on the ground
in Gaza, so third-country contractors will drive the trucks onto the
shore. Israeli forces are in charge of security on shore, but there are
also two U.S. Navy warships nearby that can protect U.S. troops and
others. The aid for the sea route is collected and inspected in Cyprus,
then loaded onto ships and taken about 200 miles (320 kilometers) to the
large floating pier off the Gaza coast. There, the pallets are
transferred onto the trucks that then drive onto the Army boats, which
will shuttle the trucks from the pier to a floating causeway anchored to
the beach. Once the trucks drop off the aid, they return to the boats.

<<Arab League calls for deployment of UN peacekeepers in Palestinian
territories
The Arab League called on Thursday for a UN peacekeeping force in the
<occupied Palestinian territories> at an international summit dominated
by the war between Israel and Hamas. In its final statement following a
meeting in Manama, the 22-member grouping called for <international
protection and peacekeeping forces of the United Nations in the occupied
Palestinian territories> until a two-state solution is implemented. It
also adopted calls by host Bahrain's King Hamad bin Isa Al Khalifa and
Palestinian president Mahmud Abbas to <convene an international
-conference under the auspices of the United Nations, to resolve the
Palestinian issue on the basis of the two-state solution>. The meeting
of Arab heads of state and government convened in Bahrain more than
seven months into the conflict in Gaza that has convulsed the wider
region. The Gaza war broke out after Hamas's attack on southern Israel
which resulted in the deaths of more than 1,170 people, mostly
civilians, according to an AFP tally of Israeli official figures. The
militants also seized about 250 hostages, 128 of whom Israel estimates
remain in Gaza, including 36 the military says are dead. Israel's
military retaliation has killed at least 35,272 people, mostly
civilians, according to the Hamas-run Gaza's health ministry, and an
Israeli siege has brought dire food shortages and the threat of famine.
'Open wound'
Palestinian president Mahmud Abbas told the summit his political rivals
in Hamas gave Israel an excuse to wage war on Gaza with its October 7
attack from the Palestinian territory. <The military operation carried
out by Hamas by a unilateral decision on that day, October 7, provided
Israel with more pretexts and justifications to attack the Gaza Strip,>
he said. Speaking at the summit, UN Secretary-General Antonio Guterres
described the war in Gaza as <an open wound that threatens to infect the
entire region>, calling for <the immediate and unconditional release of
all hostages>. Guterres said <the only permanent way to end the cycle of
violence and instability is through a two-state solution> . The
so-called <Manama Declaration> issued by the Arab nations also urged
<all Palestinian factions to join under the umbrella of the Palestine
Liberation Organization>, which is dominated by Abbas's ruling Fatah
movement. It added that it considered the PLO <the sole legitimate
representative of the Palestinian people>. It is the first time the bloc
has come together since an extraordinary summit in Riyadh, capital of
neighbouring Saudi Arabia, in November that also involved leaders from
the 57-member Organisation of Islamic Cooperation, based in the Saudi
city of Jeddah.
Red Sea attacks
While in November leaders declined the approval of punitive steps
against Israel, Kuwaiti analyst Zafer al-Ajmi told AFP the meeting in
Manama differed from recent summits. Western public opinion has become
<more inclined to support the Palestinians and lift the injustice
inflicted on them> since-Israel's creation more than 70 years ago, Ajmi
said. Meanwhile, Israel had failed to achieve its war objectives
including destroying Hamas and was now mired in fighting, he said.
Israeli Prime Minister Benjamin Netanyahu on Wednesday said nearly
500,000 people had been evacuated from the southern Gaza city of Rafah,
where he is insisting on going after remaining Hamas battalions despite
objections from US President Joe Biden. He also disputed claims that
Israeli operations there would trigger a <humanitarian catastrophe>,
though much of the international community remains squarely opposed to a
Rafah invasion. In a campaign they say is in solidarity with
Palestinians amid the Gaza war, Yemen's Iran-backed Huthis have launched
a flurry of attacks on vital shipping lanes in the Red Sea and Gulf of
Aden since November. The summit in Bahrain <strongly condemned the
attacks on commercial ships>, saying they <threaten freedom of
navigation, international trade, and the interests of countries and
peoples of the world>. The declaration added the Arab nations'
commitment to <ensuring freedom of navigation in the Red Sea> and
surrounding areas. An Arab-Israeli war in 1967 saw Israel seize the
Palestinian territories of the West Bank, east Jerusalem and the Gaza
Strip. Israel later annexed east Jerusalem, and successive Israeli
governments have encouraged Jewish settlements in the Palestinian
territories. Under international law, the Palestinian territories,
including Gaza, remain occupied, and Israeli settlements in east
Jerusalem and the West Bank are considered illegal.

Basma Shaqura
Jinha - Womens News Agency - May 15, 2024 - by NAGHAM KARAJEH
<<Gazan woman launches initiative to support displaced children
Basma Shaqura has launched an initiative called, <Paper and Pen> to
support displaced Palestinian children in a shelter center so that they
can cope with trauma experienced by them.
Gaza- The story Basma Shaqura reflects the suffering of all Palestinians
suffering from the ongoing Israeli war and destruction, and struggling
to survive with the hope for a better future.
A journey to displacement
In an interview with NuJINHA, Basma Shaqura told her story full of
tragedy and suffering. She had to leave her home with her family during
Israeli airstrikes targeting civilian houses and infrastructure. <It was
a difficult, heartbreaking moment. We were forced to flee our home,>
said Basma Shaqura, who had to leave behind everything that they had.
<Women and children were searching for a safe shelter. Men were arrested
in a humiliating way in front of us. We had been forced to flee our
homes many times before. We have witnessed this terrifying scenario many
times. Each time we were humiliated, we were subjected to psychological
pressure.>
'Fear was controlling us'
The fear of death was not the only fear that accompanied her during her
journey to displacement. The Israeli tanks were monitoring their every
move, and Israeli forces were ready to fire on them by using their heavy
weapons at any moment. <One of my relatives was shot and injured. We
could not help her in fear that we would be shot. Fear was controlling
us. We had no choice but to flee.>
'I could not believe that someone would insult me for food'
The rights to life, security, housing, health and education are all
systematically violated in Gaza, Basma Shaqura emphasized. <I had to
bear a heavier burden; I had to take care of my children and find food
for them. One day, I faced an embarrassing situation while trying to get
food for my family. I found myself in an intense competition with my
relatives and other people. I could not believe that someone would
insult me for food. I cried for days.>
She launches an initiative
After days, Basma Shaqura and her family found a safe place; a shelter
center. Despite the difficult living conditions in the shelter center,
she decided to launch an initiative for the displaced children. <I have
launched an initiative called 'Paper and Pen' to support children, who
are deprived of education. I teach children mathematics and how to read
and write so that they can cope with trauma.>
'Our wounds do not heal'
We are a stateless nation suffering from wars and displacement, she
emphasized, adding, <Our wounds do not heal. The displacement leaves
deep psychological scars, reminding us what we have lost and injustice
and oppression against us.> >>
