<<Five People Arrested for Sending Starlink Equipment to Iran's Zahedan
Iranian authorities arrested five people in the southeastern-city of Zahedan on October 2 for smuggling Starlink satellite internet equipment for an undisclosed group, semi-official media claimed. <Several days prior to September 30, a particular service sent communication equipment and Starlink devices to a specific group in Zahedan,> Tasnim news agency, which has close ties with the Islamic Revolutionary Guard Corps (IRGC), reported on October 2. The report cited an unnamed source as saying that the operation was orchestrated by an <espionage organization> in collaboration with the exile opposition People's Mujahedin Organization. It did not provide any evidence to support the claims. The satellite Internet service Starlink helps Iranians circumvent the government's restrictions on accessing the Internet. In December, as Iranian authorities imposed increasingly severe restrictions to access the internet in an effort to limit information about protests that had broken out nationwide, SpaceX CEO Elon Musk said that his company was close to having 100 Starlink satellites active in Iran.>>

<<Children Among Injured as Iranian Authorities Open Fire on Protests in Zahedan
At least four children were among at least 23 peaceful protesters who were injured when Iranian authorities opened fire on protests in the Iranian city of Zahedan and elsewhere today-one day before the anniversary of <Bloody Friday,> when some 100 protesters were shot and killed on one day there last year. <This is a horrifying display of indiscriminate violence by the Islamic Republic as the state attempts to suppress peaceful demonstrations,> said Hadi Ghaemi, executive director of the Center for Human Rights in Iran (CHRI). <They deserve unwavering international support.> <Ethnic and religious minorities in Iran remain extraordinarily vulnerable to relentless oppression,> added Ghaemi. <It is imperative for the international community to shine a spotlight on this violence and to hold Iranian officials accountable in international courts, invoking the principle of international jurisdiction,> he said. Videos and photos shared on social media by the Haalvsh Baluchi news agency showed children being treated in hospitals and injured protesters being carried to safety, as well as protesters trying to flee amid heavy gunfire. As the anniversary of the <Bloody Friday> massacre approaches, there is a heightened concern for further violence and potential bloodshed. The Iranian authorities have persistently resorted to indiscriminate force and arbitrary arrests despite widespread peaceful protests. In a remarkable show of resilience, peaceful demonstrations have continued every Friday since the <Bloody Friday> massacre. Chants demanding the release of political prisoners and expressing discontent with the regime, such as <Free political prisoners> and <Death to the dictator,> have resounded throughout the protests.
Obstructed Investigations and Persecution of Sunni Religious Leaders
Efforts to investigate the massacre have faced obstruction by Iranian officials, as highlighted by Fadahossein Maleki, a member of Parliament from Zahedan, in a recent interview on September 28. In his sermon today, Mowlavi Abdolhamid, the Sunni Friday prayer leader of Zahedan, reiterated the urgent need to hold those responsible for the <Bloody Friday> massacre accountable. He emphasized that the families of the victims seek the implementation of Islamic law concerning the perpetrators. The Friday prayer leader's condemnation comes amidst a prolonged campaign orchestrated by the Iranian government to suppress dissent among Sunni religious leaders, including against Abdolhamid and his family, particularly in his home province of Sistan and Baluchestan and in Kurdish-populated provinces. While religious and ethnic minorities in the Islamic Republic have long been oppressed, the state's targeting of Sunni clerics intensified after anti-government protests swept across Iran in the wake of the September 2022 death in state custody of 22-year-old Mahsa Jina Amini. Many Sunni clerics spoke out strongly against the state's violence against peaceful protesters. While state security forces killed over 500 protesters across the country and arrested approximately 20,000 people from all ethnic and religious backgrounds, Baluchis and Kurds bore the brunt of the state's lethal crackdown, with the highest number of casualties taking place in Sistan and Baluchistan province and in the Kurdish areas of the country, respectively. Sunni clerics have also criticized the state's disproportionate use of the death penalty against ethnic minority communities such as Baluchis and Kurds-including its heavy use for drug offenses, which violates international standards that allow capital punishment only for the <most serious> crimes, which do not include drug offenses. In addition, the clerics have spoken out against the indiscriminate shooting by state border guards of couriers in both the Baluchi and Kurdish areas who sell goods over the border. As a result, these religious leaders have become targets for heightened persecution by a government that sees any peaceful dissent as a potentially existential challenge to be crushed-especially when the criticism comes from highly respected figures in their respective communities.
Protesters also continue to be shot, beaten and detained for peacefully demanding justice.>>

It said that plainclothes forces and uniformed military personnel chanted <Allah Akbar> (God is Great) in Khayyam Street while they fired pellets toward the crowd. Videos shared on social media show protesters throwing stones at the security forces. Hundreds of Zahedan residents took to the streets around Makki Mosque, the largest Sunni mosque in Iran, after Friday prayers amid heightened security measures. The demonstrators chanted slogans against Supreme Leader Ali Khamenei and the Islamic Revolutionary Guard Corps, and held placards with images of the victims of last year's Bloody Friday. Similar street demonstrations were held in the cities of Khash and Rask, also in Sistan and Baluchistan province, which is home to Iran's Sunni Baluch minority of up to 2 million people. Meanwhile, internet monitor Netblocks confirmed a <significan> disruption to internet connectivity in Zahedan, saying that <authorities have systematically shut down telecoms to suppress weekly anti-government protests.> Zahedan, the provincial capital, has seen protest rallies almost every Friday since September 30 of last year, when security forces killed 108 people, according to local human rights groups, the deadliest incident in the widespread demonstrations sparked by the death in police custody of 22-year-old Mahsa Amini. Molavi Abdulhamid, the Sunni Friday prayer leader of Zahedan, has been a key dissenting voice inside Iran since the eruption of the nationwide protests, using his sermons to call for fundamental economic, social and political changes in the country. In his latest sermon on September 29, Molavi reiterated that justice needs to be served for the Bloody Friday <crime> and deplored the judiciary's lack of independence. <We reached the anniversary of Bloody Friday. It was a deeply tragic event, not only for our own people but also for all those around the world who value...freedom,> the cleric said, adding: <Over 100 lives were lost and close to 300 people sustained injuries.> He emphasized that the families of the victims are only demanding the application of Islamic law when calling for the perpetrators to be brought to justice.>>

The attack by the Iranian security forces on protesters is known as <Bloody Friday>. A two-day strike has been declared in the province to mark the first anniversary of Bloody Friday and commemorate those who were killed by Iranian security forces. All shops, markets and businesses in the province will be closed down and people will take to the streets for two days. According to the received reports, the Iranian regime has deployed a significant number of military forces to Zahedan ahead of the first anniversary of Bloody Friday.>>

<<Remembering the Victims of Zahedan's <Bloody Friday>
<There are so many of them that I grapple with deciding which one to tell you about. I find myself quite perplexed.> These are the words of a Baluch civil activist who, with a heavy heart, helped IranWire compile this report on the circumstances surrounding the death of some of the innocent victims of Zahedan's Bloody Friday. September 30 will mark a year-since security forces killed at least 108 protesters, bystanders and worshippers, including children, in the capital of southeastern Sistan and Baluchistan province, according to local human rights groups. The victims included a two-year-old toddler and an 88-year-old woman. The unrest erupted some two weeks into nationwide protests demanding fundamental changes in the country, but its trigger were accusations that a police officer in the province had raped a 15-year-old girl, Maho Baluch.
Dreams Buried in the Dust: Hasti, Samer, Javad, Ali and Mohammad
Protesters took to the streets of Zahedan after Friday prayers on September 30, 2022, to protest the death in police custody of Mahsa Amini and the rape of Maho Baluch in Chabahar. The angry protestors were met with a brutal crackdown, with the security forces of the Islamic Republic firing bullets at the crowds. On November 4, scores of protesters were also killed by security forces in the city of Khash, in Sistan and Baluchistan.
According to the human rights organization Haalvsh, at least 19 minors were among those killed in Zahedan and Khash. These young victims included Hasti Naroi, 7, Omid Sarani, 13, Daniyal Shahbakhsh, 11, Sodeis Kashani, 14, Mohammad Rakhshani, 14, Javad Pousheh, 12, Ali Barahoei, 14, and a two_year-old girl, known only by her last name, Mirshekar. Human rights activists say Mirshekar was innocently playing in front of her home in Zahedan when a bullet from the police fatally struck her, ending her young life. Hasti Naroi, the seven-year-old victim, had accompanied her grandmother to Makki mosque for Friday prayers when a tear gas canister struck her head and killed her. Samer Hashemzahi, 14, was known among Persian-speaking social media users for a joyful dance he performed at a wedding party. Despite facing severe economic hardships, he persevered in pursuing his education. The images of his lifeless body, lying in a pool of his own blood, triggered profound anger and sorrow among the protesters.
Javad Javad Pousheh, a 12-year-old boy from Shirabad, Zahedan, did not have an identification card, like many Baluch citizens. His family lived in such destitution that they could not afford a gravestone for the young boy. According to a source, Javad was denied access to education as he lacked a birth certificate. <Before robbing this child of life and his right to education, the Islamic Republic had already deprived him of the basic right of obtaining a birth certificate in the very land of his birth and that of his ancestors,> the IranWire source said.
Ali Barahoei, 14, sustained a fatal gunshot wound in the head.
Women Bathed in Blood: Zar Bibi, Zoleikha and the Unnamed
Sangin (Zar Bibi) Ismailzahi, 60, was with her one-and-a-half-year-old grandson when a bullet hit her back. In a video circulated on social media, she said her doctor had removed an AK-47 bullet from her body. Ismailzahi died of her wounds after four months of suffering and agony.
Zuleikha Tarzi, 88, was the grandmother of Hasti Naroi, the seven-year-old girl killed by a tear gas canister. Human rights activists said that the woman died from inhaling tear gas. The Haalvsh Organization reported in December that she was an Afghan national who had lived in Zahedan for many years. The security agencies reportedly warned her relatives that their residence permit would be canceled if her death was reported by the media. The name of the third woman who lost her life on Bloody Friday is unknown. <For reasons deeply rooted in tradition, custom and culture, her name and information about her have not been revealed,> the Baluch activist told IranWire.
Victims of Poverty and Injury: Mansour, Habibullah, Saeed, and Mohammad
Saeed Rigi Mohammadzahi suffered serious injuries to his back, kidney and hand when three live bullets struck him on Bloody Friday. He underwent a total of five surgeries. He lost his life in a car accident in March while en route for his sixth surgery. He met the same fate as hundreds of other Baluch citizens who die on treacherous roads every year. <It is the inevitable destiny of most Baluch people to die either by the regime's bullets, the gallows, or on the treacherous roads where people are sacrificed. They are left with no choice,> the source said.
Mohammad Rigi, 29, suffered multiple gunshot wounds to his stomach, kidney, lung and liver. He endured 97 days of agonizing pain until succumbing to his injuries.
Mansour Hormozi, 24, died 108 days after being shot. He remained in a coma at Khatam Hospital in Zahedan.>>

The authorities, fearing a flare up in protests ahead of the September 30 anniversary, put Makki Mosque, the largest Sunni mosque in Iran, under siege, according to Haalvsh, a website which focuses on news related to Sistan and Baluchistan province.
<Security and military forces have blocked all the streets and alleys around Makki Mosque, completely surrounding the area,> it said, adding that <security and military forces have fully barricaded the alleys surrounding the mosque and have set up tents in those alleys.> The security forces are conducting strict checks on people entering or exiting the area and are preventing cars from entering. The internet has been severely disrupted across the province since last night, making it impossible for residents to make phone calls. Earlier this week, military forces from other provinces were deployed to cities in Sistan and Baluchistan. The authorities, fearing a flare up in protests ahead of the anniversary, are erecting embankments and digging ditches around Zahedan, according to Haalvsh, a group that monitors rights violations in Sistan and Baluchistan. Military and security forces are also said to be increasingly controlling the residents’ movements by reinforcing checkpoints and stepping up their presence across the city. <<Young Iranian women mark the anniversary of the bloody crackdown in Zahedan
A group of young Iranian women in a high school in Tabriz marked the anniversary of the bloody crackdown on worshipers in Zahedan on September 30, 2022, and commemorated their martyrs. The young Iranian women sit on the floor in a symbolic gesture reminiscent of the popular martyr of Zahedan protests, Khodanoor Lojeii. Other young women held similar gestures in other cities.

At least 113 individuals, including dozens of minors and two elderly women, were killed in the bloody Friday of Zahedan.>>

<<Tension High in Iran's Zahedan ahead of <Bloody Friday> Anniversary
With the first anniversary of Zahedan's Bloody Friday approaching, Iranian security and military institutions have increased pressure on the families of the massacre's victims in an attempt to discourage them from seeking justice for their loved ones. On September 30, Iranian security forces opened fire on a peaceful protest in the southeastern city, killing more than 100 demonstrators and bystanders, according to human rights activists in Sistan and Baluchistan province. The unrest, which erupted some two weeks into nationwide protests demanding fundamental changes in the country, but its trigger were accusations that a regional police chief named Ebrahim Kochakzaei had raped a 15-year-old girl, Maho Baluch, in the port city of Chabahar, also in Sistan and Baluchistan. Activists have long complained the region has been the victim of discrimination by Iran's Shia clerical leadership, with disproportionate numbers of ethnic Baluch killed in clashes every year and hanged in executions.
Persisting Threats and Harassment
A relative of one of the victims of the Bloody Friday spoke to IranWire about the relentless pressure that his family and others who lost loved ones have been enduring since the massacre. <We have not experienced a moment of solitude,> he lamented. <Every visit, every conversation with clans, with elders and even among ourselves, has been closely monitored.> According to him, security forces have approached clan elders in an effort to dissuade the families from pursuing their grievances and convince them to say their loved ones were killed by armed opposition groups or Baluch political organizations. <Several times, our family has received financial offers several times, but we immediately rejected them. They proposed declaring our loved one as a martyr and promised us a pension, but our pursuit for justice for those who lost their lives on Bloody Friday in Zahedan will not waver,> he said. He asserts that the security forces are using intimidation tactics to force them into accepting such offers. Simultaneously, they aim to silence influential figures such as Molavi Abdulhamid, the outspoken Sunni Friday prayer leader of Zahedan, the grieving families and those participating in weekly protests after Friday prayers.
Mounting Pressure as Bloody Friday Anniversary Approaches
As the anniversary of Bloody Friday draws near, families of the victims face increasing pressure, according to human rights organizations in the province. They say the government has made concerted efforts since early September to persuade the victims' relatives, influential individuals, clan leaders, and religious figures in Baluchistan to attend a speech by Supreme Leader Ali Khamenei. On September 11, the website of Khamenei's office announced that thousands of people from <Sistan, Baluchistan and South Khorasan> attended his address, during which the Islamic Republic's leader touched upon a range of topics, including <British colonial rule in parts of Asia,> but remained silent on the demands expressed by the people.
Shirahmad Shirani, a human rights activist, considers the orchestration of this meeting as being part of a campaign of harassment. <On September 11, a gathering was held in Tehran, with provincial and national officials, and the ground commander of the IRGC (Islamic Revolutionary Guard Corps) met with many tribal leaders, in an attempt to have them bring the families of the martyrs from Zahedan and Khash to Tehran before Khamenei. However, no one accepted the offer and left. Even among the trusted individuals and clan leaders, there was no discernible support for that event,> he said. After that, Ahmedreza Radan, the commander-in-chief of the police force, visited Sistan and Baluchistan to further pressure the families of the victims, Shirani said. The offer to provide financial compensation and enroll the victims' families in the Martyr Foundation or the veterans' fund for those wounded during protests is not exclusive to Sistan and Baluchistan. However, it appears to be more frequently presented by security forces in Baluchistan due to the high levels of deprivation and poverty in this region when compared to other parts of Iran. Meanwhile, reports have emerged of mass arrests targeting Baluch youths and teenagers in Zahedan in the lead-up to the anniversary of Bloody Friday. The human rights website Rasank News reported on September 20 that dozens of Baluch were <massively and violently> arrested. Shirani told IranWire that at least 15 teenagers playing football in the Karimabad neighborhood of Zahedan were among those taken into custody.
Protest-Laden Zahedan
Despite the considerable pressure and visits by high-ranking security and military officials, the atmosphere in Baluchistan, particularly in Zahedan, the atmosphere in Zahedan remains insurrectional. <In Baluchistan, we don't hold ceremonies on the 7th or 40th days after people's death as in other places. Instead, people are preparing for anniversary protests. The protests on the last two Fridays were notably more fervent than in previous weeks,> Shirani noted. Shirani said he expected <substantial civil protests> after Friday prayers on September 29 followed by strikes the following day. <People's emphasis has been on the prosecution of both the perpetrators and their commanding officers. Even Radan himself, during his visit to Baluchistan last week, conveyed to the clan leaders that the Islamic Republic would not punish its agents. He suggested that, in the end, financial compensation could be offered to the families,> he said. <The people of Baluchistan have learned from experience that ignoring this crime will only repeat such events in the future,> Shirani emphasized.>>
