Ebrahim Raisi said on April 1: <Legal obligation obliges everyone to
adhere to the law, if for any reason one does not believe in hijab, but
adherence to the law makes a society run by the rule of law.> (News

Mullah Ejei, head of the Judiciary, had also warned that <removing the
hijab is an act of enmity to the system and its values, and people who
commit this irregularity will be punished> and <the officers are obliged
to deal with obvious crimes and any kind of irregularity in public that
is against the law and the Sharia. They must refer the cases to the
competent judicial authorities for handling it. The judicial authorities
should also be diligent in handling such cases.... In case of
identifying and arresting these perpetrators, the judicial branch deals
with this issue in a special and out-of-time manner, and all those who
are in any way involved and accomplices in these issues, will be
prosecuted decisively without any tolerance.> (Fars News Agency - April

Before that, the mullahs' Ministry of Interior announced in a state-ment:
<Hijab.... will always be one of the practical principles of the Islamic
Republic of Iran.> The statement added: <While reem-phasizing the need
to observe the hijab in all public places and roads, and declaring
support for all those enjoining virtue and prohibiting vice across the
country, the respected judicial system, bailiffs and other relevant
institutions will take action against the few violators of the norms.> (Fars
News Agency - March 31)
Zohreh Lajevardi, a member of the regime's parliament and daughter of
Lajevardi, the butcher of Evin, warned that <the cultural commis-sion of
the parliament will deal with those responsible who do not fulfill their
duty regarding the hijab.> (Fars News Agency - April 1)
During this week's Friday prayers, Khamenei's representatives, in a
coordinated theatrical chorus, told the government officials, <If you
are incapable of fighting against lack of hijab, we will take action.> (Khabaronline
website- April 1) They called on Basij members and other regime
mercenaries to take action to suppress women.>>

<<Five more schoolgirls taken to hospital after poisoning
News Center- The uprising that started in Iran and Rojhilat Kurdistan
following the killing of Jina Mahsa Amini has continued for seven
months. Government officials have used all kinds of inhuman prac-tices
to quell the ongoing protests in the country. Since November 2022,
thousands of schoolgirls have been poisoned in the country. People and
activists accuse the Iranian regime of intentionally poisoning the
schoolgirls in order to quell the nationwide protests.
Yesterday, Monday, five more schoolgirls were reportedly hospitalized
after poisoning at the 22 Bahman Girls' School located in the city of
Naqadeh in West Azerbaijan Province of Iran. According to local sources,
the schoolgirls suffered from headache and stomachache after burning
rubber smell at the school. The girls were taken to hospital for
treatment. Experts and activists think school-girls are subjected to
chemical attacks at schools because students are at the frontline of the
nationwide protests.>>

which is too long for me to be able to quote a lot so I'll quote the
beginning|:
<<This Nowruz holiday was an opportunity for me, a harmless old woman,
to socialize, pay visits and receive visitors. The families who came to
visit me during the Persian New Year invited me to their homes to
continue our discussions, put our minds together and build a future that
<the majority of the people under 50> imagine. When the new year
arrived, people in almost all high-rise buildings in Tehran and in many
small and big cities shouted the same slogans as in the previous six
months. In the last Thursday before Nowruz, mourners gathered over the
graves of those who had lost their lives to merge their anger and grief
with their hope for a better future, just like the broke and hungry
farmers in John Steinbeck's novel <The Grapes of Wrath.> Whenever
possible, they also stormed social media so that these days would be
recorded in the history of their country. Of course, there were no signs
of street demonstrations calling for the downfall of the regime, and
this deluded domestic media and interrogators in prisons into thinking
that <things have quieted down.> However, protests by retirees and
workers have just started here and there, though on the surface, their
demands are still work-related. In visits to a few towns and villages in
Markazi province, I found out from families who were traveling with me
that, even among the poor and the residents of small towns, the minds
are irrevocably focused on a post-Islamic Republic world. Literate and
semi-literate villagers feel that the regime is <doomed to fall apart.>
Village heads and elders I knew were not afraid to talk to me about the
inevitable fall of the ruling regime. One encouraging sign of the
changes in attitudes was that, unlike when I was young, old men of my
age took an educated old woman from the city seriously and repeatedly
asked me to predict an approximate date for the downfall of the regime.
I was even offered to make a bet on its exact date. In villages around
Qazvin and Saveh, my eyes were caressed by walls covered with the slogan
<Woman, Life, Freedom> that were overlaid with black streaks or the
words <Islamic zeal.> But better than that were the Starlink antennas
that I saw with my own eyes in a radius of a one-hour drive to the west
of Tehran. These antennas providing speedy internet access cost from 700
to 1,000 US dollars. During my Nowruz visit to Qazvin, I met a
journalist who was released on bail on the eve of the new year. He
talked about the anxieties of his inter-
rogators who repeatedly wanted him to make predictions favorable to the
Islamic regime. They tried to convince this journalist that street
demonstrations were ending and that there was no way they would lead to
the downfall of the regime. The journalist told me: <I felt a lack of
self-confidence in the voices of my interrogators.> Then a heated
argument broke out between the journalist and an old uncle who was also
the neighborhood's elder.>>

<<Secular Republicans for a Democratic Iran Present their Charter
A new coalition of five exiled Iranian opposition parties have launched
a charter setting out their vision for a secular democratic system of
government in Iran after the downfall of the Islamic Republic. The
10-point document, presented at a press conference in London on April 3,
states that such a regime would allow the foun-dation of a
<nation-state> in Iran and the formation of a <national government.> The
coalition of republican parties, named Cooperation for a Republic
Secular Democratic in Iran, groups the Coalition of Iranian Republicans,
the National Front Organizations outside Iran, the Fadaeian Khalq Party,
the Alliance of Iranian Republicans and the National Front of
Iran-Europe. Their proposals come amid growing calls for fundamental
economic, social and political change after more than four decades of
clerical rule.
<Partnership and Healthy Competition>
The new charter insists on the rights of all citizens and the <rule of
the majority.> It calls for <respecting the rights of the minority,
eli-minating all discriminations and ensuring equal rights for all
citizens, irrespective of their ethnicity, gender, sexual orientation,
religion, belief and conscience.> The charter calls on Iranians to unite
behind a nationwide and organized protest movement and insists that the
struggle should remain non-violent. Maryam Setvat, from the Coa-lition
of Iranian Republicans, explained that Iranian society has suffered
under two totalitarian governments, <an Islamic one and a monarchy.> She
stressed that a true republic should be against all forms of
discrimination and called for Republican forces to stand alongside each
other. The charter says that a secular democratic republic can only be
achieved through <partnership and healthy competition among political
parties and organizations.>
Homayoun Hemanish, from National Front Organizations outside Iran,
acknowledged that each party in the coalition has its own views on
issues, but he emphasized the importance of <building a basis for a
fight for democracy.>
Mahdeih Golroo, from the Alliance of the Iranian Republicans, stated
that the coalition aims to <disconnect> politics from religion, which
she said will be a turning point in Iran’s history.
Behrooz Khaleeq, from the Fadaeian Khalq party, stated that the
coalition is determined to expand the coalition by reaching out to other
Republican movements.
The new coalition comes nearly a month after six exiled Iranian
opposition figures came together to publish a joint <Charter of
Solidarity and Alliance for Freedom> listing proposals for the
establishment of a <free and democratic Iran.> The document, dubbed the
<Mahsa Charter,> lists democratic governance, human rights and human
dignity, justice, peace and security, environmental sustainability and
economic transparency as shared values.
<Admirable Goals> but <no Concrete Suggestions>
The London press conference was attended by Saeed Barzin, a political
analyst, who told IranWire what he thinks about Iranian political
groups. <While they may have admirable goals and policies, there are no
concrete suggestions on how to implement them. This lack of practicality
applies to both exiled groups and groups within Iran,> he said. When
asked about the ongoing competition among exiled political opposition
groups, Barzin said, <With the current political climate in Iran, which
has forced the government to engage with civil society, there is an
opportunity for outside forces to set new policies. However, it remains
uncertain whether these attempts will be successful or not.> Despite
being active outside Iran since the establishment of the Islamic
Republic more than 40 years ago, political forces <have not been able to
establish democratic and active parties due to disagreements and a lack
of willingness to engage with each other,> the political analyst said.
Barzin explained that the proposals that are emerging for establishing a
new political system in Iran should be closely monitored to see if they
are realistic or rather destructive. <The political elite of Iran has
made many mistakes over the past 50 years,> he said.>>

<<No more Schooling for Hijab Rule Violators in Iran
Iran's ministries of education and science have warned that they will no
longer provide educational services to students who do not abide to the
Islamic Republic's dress codes. As classes re-opened after the Persian
New Year, the Ministry of Education said on April 3 that women and girls
who fail to comply with the compulsory hijab will not be allowed into
schools, camps, counseling centers or any other public places of
education. The move is in line with <creating a positive and
constructive discourse among students on the issue of Islamic culture
and beliefs.... and creating a correct and positive attitude and
beautiful thinking about the culture of chastity and hijab among
students,> it said. The Ministry of Science, Research and Technology
also issued a statement saying that all centers of higher education
under its supervision <are prohibited from providing educational,
welfare, etc. services to the few students who do not comply with the
rules and regulations.> The ministry said it was the students' duty to
<maintain chastity> in the university environment.

The authorities have repeatedly warned women and girls to respect the
Islamic Republic's dress codes and threatened to punish vio-lators. Many
businesses have been shut down due to the failure of owners or managers
to observe hijab rules.>>

<<Baha'is Prevented by Ministry of Intelligence Agent from Burials in
Their Own Cemetery
A deceased Baha'i in Tehran, Behzad Majidi, was buried on 30 March at
Khavaran cemetery, as IranWire first reported last week, without the
cemetery officials observing Baha'i funeral rites, without notifying the
family, and after officials had tried to charge the bereaved an
<exorbitant> large sum for the burial. The Baha'i International
Community has now reported that an agent of the Ministry of Intel-ligence,
Masoud Momeni, carried out the burial in relatiation against the Baha'is
for not paying the sum and in a part of the cemetery previously used by
the Iranian government as a mass grave for political prisoners. The
agent, whose Ministry of Intelligence affiliation was previously
revealed by Tehran municipality staff, had first demanded that the
family pay an exorbitant fee for burial within plots already owned and
previously managed by the Baha'i com-munity. He threatened the family
that failure to meet his demands would result in the burial taking place
at the site of the mass grave.
And in a further development over the weekend, the same intelligence
agent threatened to bury another Baha'i under the same circumstance if
the family of the deceased also refused to yield to his demands. <What
threat do the dead pose that justifies this ruthless treatment by the
Iranian government,> said Simin Fahandej, a Representative of the Baha'i
International Community (BIC) to the United Nations, “that they extend
the persecution of Baha'is even after their death, following a lifetime
of oppression imposed on them in every aspect of their living moments?>
The previous Tehran Baha'i cemetery, a cultivated site of about 80,000
square meters built before the 1979 Islamic Revolution, was confiscated
in 1980. A smaller and undeveloped plot of land adjacent to a mass grave
site was then transferred to the community by Tehran’s deputy mayor. Now
the BIC says Baha'is are being asked for high fees to bury their dead in
their own cemetery land and prevented from doing so according to Baha'i
burial practices. Baha'i cemetery staff have been imprisoned as a result
of the issues and even bereaved family members have been threatened with
imprisonment.>>

<<Iran's Education Minister <Steps Down> amid Teachers' Anger over their
Pay
The Iranian government says Minister of Education Yusuf Nouri has
resigned, amid widespread anger among teachers over the delayed payment
of their March salaries. Teachers across Iran have also been protesting
against the implementation of a new ranking system that would establish
their salaries. The government cited no reasons when announcing Nouri's
resignation on April 3. The move followed media reports suggesting that
the minister would be dismissed. President Ebrahim Raisi appointed Reza
Murad Sahraei, a professor at Allameh Tabatabai University and president
of Farhangian University, as Acting Minister of Education.>>
