Mohammadi constitues a violation of human right values
News Center — The arrest of activist Narges Mohammadi has
sparked a wide wave of international reactions, as human rights
organizations described it as a blatant violation of freedom of
expression and the defense of human dignity. Activists have also
expressed solidarity with her. Last week, the body of lawyer
Khosrow Ali Kordi, aged 46, was found in his office. His family
stated that Iranian security forces confiscated surveillance
camera recordings showing activists who attended his memorial
ceremony, including Nobel Peace Prize laureate Narges Mohammadi.
Pakistani women’s rights activist Malala Yousafzai stated that
Narges Mohammadi has the courage to demand the release of
political prisoners, emphasizing that her only “crime” was
defending the rights of citizens and women and standing up for
human dignity. She called for Mohammadi’s immediate release.
Yousafzai said that the re-arrest of Narges Mohammadi is not an
application of the law, but rather political retaliation for
speaking the truth and a clear attempt to silence the voice of
justice, adding: “Her imprisonment is a disgrace to human
rights.” She urged the international community and human rights
organizations to break their silence regarding this flagrant
violation of freedom of expression and personal security. Narges
Mohammadi, a 52-year-old human rights activist and Nobel Peace
Prize laureate, has spent more than 10 years in prison over the
past two decades. She has been detained in Evin Prison since
November 2021 and was sentenced to an additional year in prison

bone tumor in her thigh and was released under conditional terms

Iran–Israel war, on 'espionage' charges
The Islamic Republic of Iran has carried out the execution of
Aqil Keshavarz, a 27-year-old architecture student from Isfahan,
who was arrested during the 12-day Iran–Israel war and sentenced
to death on charges of “espionage for Israel.” According to
information received by Hengaw Organization for Human Rights,
Keshavarz was executed in the early hours of Saturday, December
20, 2025, inside Urmia Central Prison. Hengaw had earlier warned
about the risk of execution. Keshavarz was transferred to
solitary confinement, and his family was summoned to Urmia
Prison for a final visit on Wednesday, December 17 —
developments widely regarded as indicators of an impending
execution. The judiciary-affiliated outlet Mizan News Agency
claimed that the charges against Keshavarz involved alleged
communication and cooperation with Israel’s intelligence
services, including “espionage for Israel,” “spying for Mossad,”
and “photographing military and security facilities.” The report
further alleged that he communicated with an individual using
the username “Osher,” to whom he regularly transmitted
information, and that he maintained separate contacts with both
the Israeli military and Mossad. According to the same report,
the accusations included “photographing military and security
sites,” “transmitting information via online platforms,”
“carrying out more than 200 intelligence missions in several
Iranian cities,” and “receiving financial support through
cryptocurrency.” Mizan also claimed that the execution was
carried out “after the completion of all stages of criminal
procedure.” This assertion comes amid escalating regional
tensions, with officials in both Iran and Israel warning of the
possibility of renewed confrontation. In this context, Hengaw
assesses the execution as part of a broader policy of
intimidation aimed at the public. Keshavarz was sentenced to
death in late summer by Branch One of the Revolutionary Court in
Urmia, presided over by Judge Sajad Dousti. He was arrested in
June 2025 and held in a detention facility run by the
Intelligence Organization of the Islamic Revolutionary Guard
Corps in Urmia, where, according to Hengaw’s information, he was
subjected to severe pressure and torture to extract “forced
confessions.” He was later transferred to Evin Prison in Tehran
before ultimately being moved back to Urmia Central Prison.
Hengaw has previously warned that whenever tensions between the
Islamic Republic of Iran and Israel intensify, Iranian
authorities deliberately accelerate executions of detainees
accused of “espionage for Israel,” effectively using them as
hostages amid political and military crises. According to
statistics recorded by Hengaw Organization for Human Rights,
with the execution of Aqil Keshavarz, at least 18 individuals
have been executed in Iran since the beginning of 2025 on

Adelabad Prison in Shiraz
Hakimeh Honarmandi, a 61-year-old political prisoner and
laboratory technician, has been detained for over a year in a
state of legal limbo at Adelabad Prison in Shiraz. Hakimeh
Honarmandi and her son, Rouhollah Eskandari (born 1978), are
facing the grave charge of baghy (armed rebellion against the
state) under the Iranian regime’s judicial system, an accusation
that carries the death penalty. Following their arrest, both
were reportedly subjected to severe physical and psychological
torture and intense interrogations in Adelabad Prison. Mrs.
Honarmandi is currently detained in the women’s ward of Adelabad
Prison. Throughout more than a year of detention without
judicial resolution, she has endured extensive restrictions and
sustained psychological pressure. The denial of contact with
family members and the lack of transparent information about the
case have led to increased anxiety and stress. Experts emphasize
that this form of prolonged detention and severe restrictions
amounts to so-called “white torture.” Hakimeh Honarmandi suffers
from multiple medical conditions, including diabetes,
hypertension, and chronic skin disorders. However, reports
indicate that her access to specialized medical care and
effective treatment has been severely limited and inadequate,
placing her at risk of irreversible health consequences. The

of the systematic repression faced by political prisoners in

arrested in Urmia
Three members of a Kurdish family, including two women, were
violently arrested by Iranian government forces in Urmia and
transferred to an undisclosed location. According to information
received by Hengaw Organization for Human Rights, government
forces arrested Sofi Rostami, 60, originally from Bayangan in
Paveh County, his wife Zeinab Yousefpour, 49, from Bukan, and
their daughter Shilan Rostami, 23, at their private residence in
Urmia on Thursday, December 18, 2025. The arrests were carried
out by agents of the Ministry of Intelligence. A source familiar
with the case said the arrests took place at around 5:00 p.m.
following a raid on the family’s home and were carried out
without a warrant. Zeinab Yousefpour is the sister of Fattah
Yousefpour, who was previously arrested on October 28, 2025,
during a raid by Ministry of Intelligence forces on his family
home that involved intimidation. He was released after 20 days
of detention on bail and remains temporarily free pending the
completion of legal proceedings. The reasons for the arrests and
the location where the detainees are being held remain unknown,
and the family’s attempts to obtain clarification have so far

Iranian state forces have arrested Jalil Abbasi, a Turkish
boxing coach and social activist, and Ebrahim Asemani
Azaraoghlu, a Turkish civil activist, in the cities of Zanjan
and Tabriz and transferred them to undisclosed locations.
According to information received by the Hengaw Organization for
Human Rights, 61-year-old Azaraoghlu, a resident of Tabriz, was
arrested on Monday, December 15, 2025. During the raid, security
agents confiscated his mobile phone, several books, and other
personal belongings. Azaraoghlu has previously been repeatedly
summoned, arrested, and subjected to judicial proceedings due to
his civic activities. Separately, Abbasi, a Turkish social
activist from Zanjan, and boxing coach, was arrested at his
workplace on Wednesday, December 17, 2025, in connection with
the publication of a call for a protest gathering. Following the
publication of this call, which was scheduled for Wednesday,
December 17, Abbasi has been charged with “insulting Ali
Khamenei” and “assembly and collusion.” Abbasi has been
previously arrested for his activism and has faced heavy

Iranian authorities banned a television program about rap music
and opened a legal case against its producers, state media
reported. The show "Gang," hosted by Ali Zia, was stopped on
Wednesday by judicial order, according to Mizan news agency,
which is affiliated with Iran's judiciary. The program aired on
the Filimo streaming platform and featured discussions about rap
music. Mizan did not name the show in its initial report but
described it as a program about a music style that lacked legal
permits and contained behavior and scenes "contrary to the
cultural, religious and national values of Islamic Iran." The
first episode featured Mohammad Reza Shayea, a rapper who drew
heavy criticism for his comments about obtaining permits to
produce rap music. Mizan called the first episode's release
"illegal" and confirmed reactions and protests against the

{UN General Assembly Adopts Resolution Condemning Human Rights
Violations In Iran
The United Nations General Assembly adopted its annual
resolution on the human rights situation in Iran with 78 votes
in favor, 27 votes against, and 64 abstentions. According to the
voting results, which took place during a Thursday afternoon
session on December 18 in New York, the number of votes in favor
slightly decreased compared to last year, and the number of
abstentions also declined. Last year, the proposed resolution
was adopted with 80 votes in favor, 27 votes against, and 68
abstentions. A comparison with the vote in the UN General
Assembly’s Third Committee last month also shows that most of
the differences stem from the absence or presence of certain
countries. Earlier, the Third Committee of the United Nations
General Assembly approved the resolution condemning human rights
violations in Iran on Wednesday morning, November 19, with 79
votes in favor and 28 against; a text that this year placed
broader emphasis on executions, women’s rights, the repression
of protesters, and transnational repression.
Transnational repression; an unprecedented reference in an
official UN document
One of the most significant parts of this year’s resolution is
the direct reference to “transnational repression,” an issue
recorded for the first time in a General Assembly document
concerning Iran. The text states that dissidents, journalists,
human rights defenders, and even their families abroad are
subjected to pressure, threats, cyberattacks, and surveillance.
The resolution stresses that the families of these individuals
inside Iran are harassed and intimidated as a means of silencing
critics abroad. It also expresses serious concern over threats
against the families of victims of Flight PS752 and the
survivors of the 2022 protests.
Executions; grave concern over sharp increase and lack of fair
trials
A major portion of the resolution is devoted to executions. The
text expresses concern over the “alarming and significant
increase in executions” in Iran, particularly executions carried
out based on forced confessions and without respect for due
process rights. The resolution emphasizes that executions in
Iran are disproportionately applied against Baluch, Kurdish, and
Arab minorities, and that the number of executions of Afghan
citizens is also rising. The execution of juveniles, secrecy
surrounding executions, failure to return bodies to families,
and the use of the death penalty as a tool to suppress protests
are among the other key issues in this section. The resolution
calls on Iran’s regime to move toward an official suspension of
the death penalty.
Women’s rights; from compulsory hijab to femicide and structural
violence
The situation of women and girls occupies a special place in
this year’s text. The resolution explicitly condemns the
targeted repression of women—both in public spaces and
online—and considers laws related to compulsory hijab, including
the “Chastity and Hijab” law, a serious threat to fundamental
freedoms. Concerns are also highlighted regarding the extensive
use of facial recognition technology to control students, as
well as the imposition of punishments such as fines, property
confiscation, academic suspension, travel bans, and even death
sentences. The text also refers to phenomena such as femicide,
so-called “honor killings,” child marriage, and domestic
violence, and calls for the adoption of comprehensive
legislation to protect women and the complete abolition of
compulsory hijab policies.
Ethnic and religious minorities; emphasis on structural
discrimination
In the sections concerning minorities, concerns are raised about
widespread discrimination against Baluch, Kurdish, Ahvazi Arab,
and Azerbaijani Turk populations, noting that a larger number of
protest victims came from minority regions. The resolution also
expresses concern over the situation of religious minorities,
including Baha’is, Christian converts, Dervishes, Jews, Sunnis,
Yarsanis, and Zoroastrians, and refers to enforced
disappearances, arbitrary arrests, and the destruction of
religious sites.
Repression of protests; arbitrary arrests and widespread
violence
The 2022 protests and their aftermath form another part of the
resolution. This section criticizes the use of lethal force
against protesters, torture—including sexual violence—mass
arrests, and the issuance of harsh sentences against
demonstrators. The resolution calls on Iran’s regime to release
all individuals detained in connection with the protests and to
conduct swift, independent, and transparent investigations into
the violations. It also stresses the need to end the harassment
of protesters’ lawyers, journalists, human rights defenders, and
protesters’ families.
Gap with international standards and calls for cooperation with
the United Nations
In the final section, the resolution urges Iran’s regime to
increase its cooperation with UN human rights mechanisms,
including accepting the special rapporteur and the fact-finding
mission, aligning domestic laws with international obligations,
and establishing an independent national human rights
institution in accordance with the Paris Principles.
Implementing the recommendations of the Universal Periodic
Review (UPR) is also among the key demands of the resolution.}

{Arab Political Prisoner on 8th Day of Hunger Strike in Iranian
Prison
An Arab political prisoner serving a life sentence has entered
his eighth day of a hunger strike, with his health deteriorating
at Sheyban Prison, a human rights organization reported. Nazem
Barihi began his hunger strike on December 11 to protest the
denial of furlough, according to Karun, a human rights
organization. This is his second hunger strike in recent months.
Karun described Barihi’s health condition as critical, citing
informed sources. He has been transferred to the prison clinic
multiple times due to severe drops in blood pressure and general
weakness. Prison officials attempted on Wednesday to force
Barihi to end his strike, but he refused and demanded to speak
with security officials responsible for his case, sources said.
Security forces beat Barihi on Saturday after entering Ward 5 of
Sheyban Prison, sources told Karun. The beating occurred after
he resisted transfer to solitary confinement. Guards tied
Barihi’s hands and feet after the beating and forcibly removed
him from the ward to solitary confinement, sources said. Barihi
suffers from chronic illnesses, including kidney problems,
arthritis, and persistent pain. He remains in solitary
confinement on his eighth day of hunger strike. Karun called the
systematic transfer of political prisoners to solitary cells
after beginning hunger strikes “a method to apply psychological
and physical pressure on them.” Barihi has been imprisoned for
nearly 20 years on charges of “acting against national security,
corruption on Earth, and waging war against God.” He was
originally sentenced to death, but the Supreme Court overturned
the execution order and reduced it to life imprisonment. He has

from Gogjali village, and Souri, from Shinabad, were arrested in
separate incidents on Thursday, December 18, 2025. Sources
reported that the arrests were carried out violently and without
the presentation of court warrants during raids on their homes.

42, and a father of two, was arrested by plainclothes agents on

{Iranian Currency Hits New Lows Despite Central Bank
Intervention
Iran’s currency continued its sharp decline despite a new
central bank package aimed at stabilizing the market, with the
dollar surpassing 1,320,000 rials in unofficial trading. The
dollar reached 1,320,440 rials on the open market, extending
losses for the Iranian currency even as the Central Bank of Iran
implemented what it called a comprehensive six-point plan to
control exchange rates. The central bank introduced the package
on Sunday, with a spokesperson claiming authorities had achieved
“complete control” over the currency market. But rates have
continued rising across all trading venues, including
government-supervised exchange halls. In the second hall of the
central bank’s Currency and Gold Exchange Center, the dollar
traded at 1,070,537 rials on Wednesday. In the first hall’s
remittance section, the dollar sold for 740,034 rials. Both
figures represent significant increases from late November, when

{Maryam Akbari Monfared Denied Medical Care, Warning of Possible
Knee Surgery
Maryam Akbari Monfared, a political prisoner held in Qarchak
Prison, continues to be denied consistent access to specialized
medical treatment, a delay that could lead to a serious
deterioration of her physical condition and the need for knee
surgery.
Over the past week, she has been transferred several times to
medical facilities outside the prison to receive physiotherapy
and chiropractic care. However, prison authorities have
conditioned the continuation of her treatment on referrals to
state-run medical centers, facilities which lack the capacity to
provide the specialized care she requires. Her request for
access to an appropriate treatment center on her own expense has
so far gone unanswered. This comes even though the Legal
Medicine Organization and the supervising judge had previously
approved her transfer to specialized medical facilities. Her
treating physician has also warned of serious consequences
should her treatment be interrupted. Maryam Akbari Monfared, a
mother of three daughters, was transferred to Qarchak Prison in
November 2024 after serving 15 years of exile imprisonment, in
order to begin serving a new two-year sentence on charges of
“propaganda against the regime and spreading falsehoods.” The
restrictions imposed on her access to medical care and legal
counsel constitute a clear violation of prisoners’ fundamental
rights and Iran’s international human rights obligations. First
arrested in 2009, Maryam Akbari Monfared was sentenced to 15
years in prison. Members of her family were also victims of the
mass executions of the 1980s, including the 1988 prison
