Central Prison of Tabriz
Rana Faraj Oghli, 24 years old Turk woman and victim of child
marriage, was executed at dawn on Wednesday, December 3, 2025,
in the Central Prison of Tabriz. Rana Faraj Oghli was arrested
two years ago on charges of allegedly killing her husband and
was sentenced to death following a judicial process that lacked
basic guarantees of a fair trial, according to Iran’s judicial
system’s own records. Forced into marriage at the age of 16 to a
man 19 years her senior under family pressure, she endured years
of domestic violence and relentless coercion. In court, she
stated that she did not even require a lawyer, insisting that
her only demand was “to be freed from a life that was like
death.” Despite the execution having already taken place, news
of her execution had not been reported by any state-controlled
media outlets, including those affiliated with the Iranian
judiciary, at the time of this publication.
Iran, the world record holder in executing women
With the execution of Rana Faraj Oghli in the Central Prison of
Tabriz, the number of women executed in Iran since the beginning
of 2025 has reached 57, marking an unprecedented record in the
execution of women in Iran. In the entire 2024, 34 women were
executed across the country. According to data recorded by the
Women’s Committee of the National Council of Resistance of Iran,
at least 320 women have been executed in Iran since 2007. In the
Iranian calendar Year 1403, at least 38 women were executed in
Iran, marking a disturbing 90% increase compared to the previous
year. Many of the women executed by the Iranian regime are
themselves victims of domestic violence and discriminatory
family laws. A significant number have acted in self-defense.
Since Masoud Pezeshkian took office, the clerical regime has
executed more than 2,600 prisoners.
Silence and inaction in the face of the murderers of the Iranian
people fuel terrorism, suppression, and warmongering. The regime
of execution and terror must be shunned by the international
community, and its dossier of human rights violations must be

{Iranian state forces arrest four in armed raid in Bukan
The Intelligence Organization of the Islamic Revolutionary Guard
Corps (IRGC) has arrested four Kurdish men from Bukan during a
violent and intimidation-driven raid. The detainees — Soleyman
(Mohammad) Esmaeili, Diyar Haji-Resoulpour, Diyan Rasoulpour,
and Ahmad Zarang — have been taken to an undisclosed location.
According to information received by the Hengaw Organization for
Human Rights, the arrests were carried out in coordinated
early-morning raids on Friday, December 5, 2025. Esmaeili, 60,
and the other detainees are residents of Bukan, except for Ahmad
Zarang, who is from the nearby village of Golulan-e Sofla. All
four men were beaten during the arrests, and security forces
confiscated their personal belongings, including mobile phones
and books. Government forces also raided Esmaeili’s garden
house, firing live ammunition that shattered doors and windows
before conducting a full search of the property. No information

{Iranian President Faces Protests Over Dam Projects During
Provincial Visit
Demonstrators gathered on Thursday outside a venue where Iranian
President Masoud Pezeshkian was holding meetings during his
visit to Kohgiluyeh and Boyer-Ahmad province. Residents
protested the construction of two dams, which they say will
devastate forests and villages. The protesters opposed the
Mandegan and Khersan 3 dam projects, which they described as
destructive to the Dena forests and nearby rural communities.
They chanted slogans including “Khersan, Mandegan, injustice to
future generations” and “Incompetent official, resign, resign,”
demanding that Pezeshkian meet with them. One woman questioned
why the president had mingled with cyclists in Isfahan but
refused to meet demonstrators in Kohgiluyeh and Boyer-Ahmad. “Is
it because we have demands? Are you afraid of us, or ashamed, or
are we not worthy?” she said. Protesters insisted the dam
projects lack environmental permits and are therefore illegal.
The woman asked why Pezeshkian had ordered the rapid completion
of the Khersan and Mandegan dams despite their unlawful status.
Last month, Pezeshkian instructed authorities to expedite
construction of the Koohrang 3, Khersan 3, and Mandegan dams to
increase water supplies and address water shortages in Isfahan,
Yazd, Chaharmahal, and Bakhtiari provinces. Similar protests
took place in November outside the provincial governor’s office.
Environmental activists say the projects will destroy Zagros
forests, displace farming communities, and eliminate water
sources and natural habitats, including 12,000 hectares of oak
forests. Speaking to business leaders in the province on
Thursday, Pezeshkian said no dam would be built “without
environmental attachments” and that “universities are completing
their research.” He added that “no decision will be made without

Iran’s judiciary chief warned on Thursday of a renewed crackdown
on women defying the Islamic Republic’s mandatory dress code,

compulsory hijab. Gholamhossein Mohseni Ejei said that
intelligence agencies have been instructed to identify and
report “organized currents promoting immorality and
non-veiling,” adding that authorities will take action against
those involved. Discussing the draft “Chastity and Hijab” bill,
Ejei said he had warned officials during the nationwide protests
of 2022 - sparked by the death in custody of Mahsa Amini and
marked by widespread rejection of hijab rules - that the
situation would worsen if left unchecked. “I told them at the
time, in winter 2022, that if we don’t stop this situation,
things will get worse in spring,” Ejei said. He added that
meetings were later held with then-President Ebrahim Raisi and
Parliament Speaker Mohammad Bagher Ghalibaf to review

{Iran’s Regime Judiciary Chief Announces New Directive to Crack
Down on Promoting Improper Hijab
The head of Iran’s regime judiciary has threatened firm action
against institutions described as “promoters of indecency and
improper hijab.” Gholamhossein Mohseni Ejei said punishments
would become harsher and that violator businesses—such as shops,
cafes, and restaurants—would be sealed for long periods. Ejei is
a long-time judicial figure within Iran’s regime and is known
for his role in politically motivated prosecutions. Speaking
during his trip to Yazd, Ejei said he had recently issued a
directive obligating intelligence agencies to identify what he
called “organized networks promoting indecency and improper
hijab.”
He added that Iran’s police force “is legally responsible for
confronting obvious crimes… when a person is officially
half-naked or naked, there will be legal action in such cases.”
The judiciary chief said: “Violating businesses, such as
restaurants and coffee shops, have also been notified that if
actions contrary to law and Sharia occur on their premises, firm
and legal measures will be taken, and it will no longer be the
case that a violating business is sealed only for a short
time.”Ejei made these remarks at Yazd’s Administrative Council,
one day after comments by Ali Khamenei, the leader of Iran’s
regime, regarding compulsory hijab and women’s attire. Khamenei
is the regime’s highest authority and directly influences
judicial and security policies. The leader of Iran’s regime
yesterday criticized what he called Western ideas about women’s
freedom and warned media outlets not to repeat such views.
Ejei’s warning about confronting the promotion of “indecency and
improper hijab” comes as dozens of regime parliament members
recently sent a letter to the judiciary chief demanding
enforcement of the hijab law. Iran’s parliament is dominated by
factions aligned with Khamenei. Ejei also said: “I am not saying
that only coercive measures should be taken in this matter, but
I emphasize that this situation must not continue.” He also
addressed ceremonies and conferences in which women do not
observe the attire mandated by the regime, adding: “Regarding
chastity and hijab, and the problems arising in conferences and
events, we will hold the officials who issue permits accountable
as well.” Yesterday—December 3—Ali Khamenei, the leader of
Iran’s regime, met with a group of women and, while criticizing
“Western culture,” said: “When discussing hijab, women’s attire,
and cooperation between men and women, domestic media must not
repeat and amplify the words of Westerners.” At the same time,
members of Iran’s parliament also warned about what they called
the “growth of indecency and a nudity movement” in the country.
Ali Khamenei told state media: “The profound and effective view
of Islam must be presented and amplified domestically and
globally; this is the best way to promote Islam and will attract
many people of the world, especially women, to it.” One week
ago, Elias Hazrati, the head of the government’s information
council, confirmed that the leader of Iran’s regime had issued
instructions to the government on “cultural and social matters.”
Hazrati is a long-time political figure who often conveys
guidance passed down from Khamenei’s office. It is said that
this directive was issued after the Intelligence Ministry sent
Khamenei a report on the “status of hijab” and other social

Iranian filmmaker Jafar Panahi said on Thursday that he plans to
return to Iran immediately after the world premiere of his new
film, despite facing a confirmed prison sentence at home. “I
have never thought about exile, even with the threat of prison
in the country,” Panahi told reporters at the Marrakech
International Film Festival. The acclaimed director was recently
convicted in absentia by a Tehran court on charges of
“propaganda activity against the Islamic Republic” and sentenced
to one year in prison and a two-year travel ban, according to
his lawyer, Mostafa Neili, who said he plans to appeal the
verdict. Panahi’s latest film, “It Was Just an Accident,” was
made without official authorization and does not feature Iran’s
mandatory hijab. The filmmaker was arrested in 2022 and held in
Tehran’s Evin Prison for nearly seven months. He was temporarily
released on bail after staging a hunger strike. Panahi has faced
government restrictions for years, including multiple travel
bans. Ahead of the Cannes Film Festival, Iranian security forces
reportedly increased pressure on the film’s production team, and
several crew members were summoned for questioning. France has
submitted Panahi’s film as its entry for Best International

Tehran’s police commander said officers shot at 15 people
described as “criminals” during the past week, citing resistance
to arrest or attempts to flee.
Abbas Ali Mohammadian said police “have no tolerance for any
criminal, especially if a criminal’s hand reaches a hot or cold
weapon and intends to attack officers.” The statement comes as
media outlets have repeatedly reported indiscriminate shootings
by police and Basij militia forces in several cities in recent
months, resulting in the deaths of ordinary citizens who had
committed no crimes. In November, Ahmad Reza Radan, commander of
Iran’s police forces, threatened citizens he called “thugs and
hooligans” during a televised interview coinciding with Basij
street exercises across Iran. “The end of this year is the end
of thugs and hooligans,” he said. In September, Ali Valipour,
head of Tehran’s detective police, claimed “violent thieves who
resist will be brought down by bullets.” He said police were
dealing with thieves around the clock. In all these threats,
officials have said shootings target “thugs, criminals and armed
thieves.” However, attacks by Islamic Republic forces on
civilians have intensified since a 12-day war with Israel in
June. In July, two young tourists were killed by security forces
in Hamadan. Also in July, four citizens - including a young
child and his mother - were killed by security and military
forces in central Khomein. Iranian security forces have long
faced criticism from human rights organizations for excessive

{Iranian Political Prisoner Hospitalized in Critical Condition
on Day 39 of Hunger Strike
An Iranian lawyer and political prisoner was rushed to a
hospital on Thursday from Iran’s Evin Prison in critical
condition on the 39th day of a hunger strike.
Taher Naghavi’s condition deteriorated so suddenly that prison
officials transferred him without prison clothes, handcuffs or
leg shackles, according to human rights lawyer Sina Yousefi. His
treating physician ordered an urgent ultrasound and deemed
cystoscopy and sampling necessary due to bladder problems,
Yousefi said. A neurologist requested a new MRI, and forensic
medical examiners mandated an examination by an orthopedic
specialist. Previous ultrasound and MRI images from over a year
ago were deemed medically invalid. A source familiar with the
case described a prolonged bureaucratic process for medical
referrals at Evin, saying that by the time tests are scheduled,
they have expired and the entire process must restart. “Mr.
Naghavi is essentially trapped in a cycle that has deprived him
of effective treatment,” the source said. Prison officials had
canceled Naghavi’s hospital transfer the previous day after he
refused to wear prison clothes and leg shackles, a move that
worsened his condition, according to people close to him.
Naghavi began his hunger strike to protest inadequate medical
care, later expanding it to a broader protest over political
prisoners being denied medical treatment and leave. Fellow
political prisoner Vadoud Asadi joined the strike two days later
in solidarity. Both prisoners are in “severely critical”
condition, according to IranWire sources. Each has lost more
than 10 kilograms and suffers from chronic illnesses, severe
physical weakness, and low blood pressure and blood sugar.
Despite 40 days on hunger strike, the two prisoners have been
transferred to a hospital only once, and prescribed tests
including MRI and ultrasound were not performed. Both were

Confinement
An Iranian woman and her teenage daughter are being held in
solitary confinement and pressured to make forced confessions.
Maryam Abbasi Niko, a resident of Shahin Shahr near Isfahan, was
arrested on November 10 by Islamic Revolutionary Guard Corps
intelligence agents. Agents searched her home without presenting
an arrest warrant and damaged property, according to IranWire
sources. Her family was initially kept completely uninformed
about her whereabouts after she was taken to an unknown
location. They appealed to the public to amplify their concerns.
Security forces arrested Abbasi Niko’s teenage daughter, Bita
Shafiei, around 4 a.m. on November 13 in Khorramshahr. Both are
now held in solitary confinement at Dowlat Abad Prison. The
mother and daughter had been arrested previously for what
authorities described as “civil activities and pursuing social
demands.” They have said they seek conditions for a normal life
in Iran, like thousands of other Iranian citizens. Shafiei was

{Iranian Authorities Block Singer’s Instagram, Arrest Another
Female Vocalist
Iranian authorities have blocked the Instagram account of a
popular female singer and arrested another vocalist, the latest
actions against women performing music in the Islamic Republic.
The Instagram page of Fatemeh Ataei was shut down by Iran’s
public security police, according to a message posted on her
account. The singer has more than 1 million followers. The
blocking notice says the page was closed for “producing criminal
content” and that authorities have “dealt with” those
responsible. No further details were provided. Separately,
security forces arrested Asmar Hamidi, a Kurdish singer living
in Bojnord, during a raid on her home Saturday. Hamidi was
released on Monday on temporary bail, according to reports.
Officials have not disclosed what charges, if any, Hamidi faces.
Women in Iran are prohibited from performing solo vocal
performances in public under religious rules imposed after the
1979 Islamic Revolution. Authorities consider female singing
voices to be provocative and inappropriate for male audiences.
In recent years, Iranian authorities have repeatedly taken legal
action against women who sing in public spaces or publish their
performances online. The crackdown has extended to social media
platforms, where many female artists have shared their work to
circumvent official restrictions. Despite the prohibitions, some
Iranian women have continued to sing and share recordings
online, facing potential arrest, prosecution, and bans on their

{Imprisoned Iranian Lawyer Receives New 3-Year Sentence While
Behind Bars
An Iranian lawyer imprisoned in Tehran’s Evin Prison has been
sentenced to three additional years on charges filed while he
was already behind bars. Mohammad Najafi was convicted of
“propaganda against the Islamic Republic and spreading lies” by
Branch 26 of Tehran’s Revolutionary Court, presided over by
Judge Iman Afshari. The verdict was delivered to Najafi’s
lawyers on November 19. Under the ruling, Najafi received one
year for “propaganda against the Islamic Republic” and two years
for “spreading lies.” He was also banned from membership in
political and social groups and prohibited from leaving the
country for two years.
The court cited as evidence an audio file titled “Kobra’s
Decision” addressed to Iran’s Supreme Leader. Najafi’s trial was
held on November 5, but he did not attend. A preliminary hearing
for the case was also conducted in absentia in October at the
prosecutor’s office. The lawyer is currently serving previous
sentences at Evin Prison. He has been convicted in several
separate cases on 14 charges, resulting in more than 24 years of
prison time. The sentences have not yet been combined under
Iranian law, which typically allows concurrent serving of

Iran’s energy minister said on Wednesday that the government is
considering importing water, both physically and "virtually," as
the country grapples with a severe drought crisis. Abbas
Aliabadi defined virtual water imports as “importing
water-intensive products and preventing their export.” “Of
course, the situation in regional countries is not better, but
if a country has surplus water and wants to make it available to
us, we welcome it,” Aliabadi said. The country experienced its
driest autumn in 58 years this year, with precipitation dropping
81 per cent below the long-term average. Dam reserves supplying
major cities have fallen to critically low levels, forcing
authorities to implement water rationing across multiple
provinces. President Masoud Pezeshkian acknowledged the severity
of the crisis in August, saying, “Due to development without
thinking, today we have no water under our feet nor behind our

driven by climate change, population growth, mismanagement,

Two years after mass protests shook the Islamic Republic,
Iranian women are increasingly appearing in public without
headscarves, mounting a sustained challenge to the country’s
mandatory hijab laws. The shift is visible across Tehran and
other major cities, where women without headscarves now gather
openly in cafés, galleries, and shopping centers. What began as
an act of defiance has evolved into daily civil resistance on
ordinary streets, where women confront both state enforcers and
hardline vigilantes. This transformation follows the 2022 Woman,
Life, Freedom protests, which erupted after Mahsa Amini died in
the custody of the notorious morality police. The
demonstrations, among the largest in the Islamic Republic’s
history, forced authorities to confront the political costs of
strict hijab enforcement. Today, the hijab remains mandatory
under Iranian law. But the government has largely retreated from
aggressive policing, wary of sparking renewed unrest. Women now
occupy public spaces without headscarves. Authorities issue
warnings but rarely act. Both sides understand that a fresh
crackdown could reignite mass protests, ones that the government
may not survive. Meanwhile, 155 members of parliament sent a
letter to the judiciary chief demanding the enforcement of hijab
laws. The lawmakers warned of “growing immodesty” and wrote that
“enemies of the Islamic Revolution have designed a plan to
launch a nudity movement at the social level.” They criticized
both the government and judiciary for “lack of will” in
implementing the law and “negligence” that has “created
conditions for the growth of nudity and unveiling.” The "hijab
and chastity" law was passed by parliament and was sent to
President Masoud Pezeshkian for implementation last year, but
the National Security Council suspended its enforcement.
Pezeshkian said at the time that his government had concerns
about the law and was not ready to implement it. Judiciary chief
Gholam-Hossein Mohseni-Ejei said on Tuesday during a trip to
Yazd that “all members of society have responsibility regarding
the issue of chastity and hijab” and that while some work has
been done, “it is not sufficient at all.” He said the judiciary
prepared a nine-article bill that reached 15 items when
presented to heads of government branches under the previous
administration. It expanded to 70 articles in parliament but

Iran’s Intelligence Department has arrested two Kurdish men from
Urmia and Oshnavieh (Shno) — identified as Shahram Najari and
Shwana Ebrahimi — and transferred them to unknown locations.
According to information received by the Hengaw Organization for
Human Rights, Shwana Ebrahimi, a resident of Alkawê village in
Oshnavieh, was violently arrested at his home on the evening of
Wednesday, December 3, 2025. Sources reported that a large
number of intelligence agents stormed the house, breaking doors
and windows before detaining him. Separately, Shahram Najari,
28, married and a resident of Dalow village in the central
district of Urmia, was arrested in the city by Intelligence
Department forces on Tuesday, December 2, 2025. The reasons for
the arrests, the charges against the two men, and the locations

Hossein Amani Nadarli, a Turkish civil activist, in the city of
Shabestar. According to information received by Hengaw
Organization for Human Rights, Amani Nadarli was detained at his
workplace in Shabestar on Wednesday, December 3, 2025. Sources
familiar with the case stated that, despite repeated inquiries
by his family and relatives, no information has been provided
regarding Amani Nadarli’s fate or place of detention. He had
previously been summoned to the Shabestar Intelligence Office on
October 4, 2025, through a phone call from a private number
followed by an official text message. No details have been
disclosed regarding the reasons for his arrest, the charges
against him, or his current location.

continued repression
At least 114 individuals were detained across Iran by security
forces in November 2025, all of whom have been fully identified.
According to data recorded by the Statistics and Documentation
Center of Hengaw Organization for Human Rights, this figure
represents a decrease of one case compared to the same period
last year, when at least 115 individuals were detained in
November 2024. According to these statistics, Iran’s security
forces detained or abducted at least 22 women activists, 2
children, 51 Kurds, 11 Baha’i adherents, and 10 Baloch people
last month. The highest number of detentions was recorded in
Kurdistan Province (Sanandaj/Sine) with 29 cases.....The

{Turkey’s armed forces kill Kurdish kolbar on the Maku border
Hussein Dolatkhah, a Kurdish kolbar from Maku, was killed by
direct fire from Turkey’s armed forces along the Maku border.
His 18-year-old brother, Vahid Dolatkhah, had been killed three
years earlier while working as a kolbar by direct fire from the
armed forces of the Islamic Republic of Iran. According to
information received by Hengaw Organization for Human Rights,
Dolatkhah, a father of three and a resident of Yarmagh (Yarim
Qiye) village in Maku, was shot dead by Turkey’s armed forces
while working as a kolbar in the Maku border area and still
inside Iranian territory on Tuesday, December 2, 2025. Hengaw’s
sources reported that Dolatkhah was struck by direct fire from
Turkey’s armed forces while he was still on Iranian soil.
Dolatkhah’s body, which had been transferred to Fajr Hospital in
Maku the previous day, was buried on Wednesday in his home
village. Iranian authorities have so far issued no response to
the killing of this young kolbar inside Iranian territory by
Turkey’s armed forces. Vahid Dolatkhah, the 18-year-old brother
of Hussein, was previously shot by Iran’s armed forces on the
Maku border and died at Fajr Hospital in Maku due to the

A 25-year-old Baluchi compatriot imprisoned since age 18
The Women’s Committee of the National Council of Resistance of
Iran strongly condemns the criminal death sentence against Goli
Koohkan, a 25-year-old mother who has been imprisoned since she
was 18 and calls for immediate action to prevent her execution.
Goli Koohkan, one of the deprived Baluchi girls, was forced into
marriage at the age of 12 and gave birth to a son at 13. She was
sentenced to death by the regime’s judiciary for a family
dispute that resulted in her husband’s death. She has spent
seven years in Gorgan prison, and it is reported that this
criminal sentence is scheduled to be carried out soon. Goli
Koohkan is, above all, a victim of the clerical regime and its
medieval laws, which have institutionalized child marriage. Her
execution, after being imprisoned since the age of 18, once
again exposes the brutality and hideous face of this
misogynistic regime. The Women’s Committee calls on the United
Nations and its relevant bodies, especially the Special
Rapporteur on the situation of human rights in Iran and the
Special Rapporteur on violence against women, as well as all
human rights and women’s rights defenders, to take immediate
action to prevent the execution of condemned prisoners,

{Mohammad Najafi sentenced to three years in prison,
complementary punishments
Iran’s judiciary has sentenced Mohammad Najafi, a lawyer held in
Tehran’s Evin Prison, to three years in prison and complementary
punishments in a new case opened against him during his
imprisonment. According to information obtained by Hengaw
Organization for Human Rights, Najafi was sentenced by Branch 26
of the Tehran Revolutionary Court, presided over by Judge Iman
Afshari, to three years in prison, a two-year travel ban, and a
two-year prohibition on membership in political and social
groups. The verdict was formally communicated to his lawyers on
November 19, 2025. Under the ruling, Najafi received one year in
prison on the charge of “propaganda against the state” and two
years in prison and a fine of 50 million tomans on the charge of
“spreading false information.” He was also given a two-year ban
on joining political and social groups and a two-year travel
ban, as stated in the verdict issued earlier in November 2025.
The court session addressing the charges against this political
prisoner was held in Branch 26 of the Tehran Revolutionary Court
on November 5, 2025, although Najafi did not attend the session.
Earlier this year, Branch One of the Supreme Disciplinary Court
for Judges issued a ruling permanently disbarring Najafi from
practicing law. During his imprisonment, this lawyer has been
denied necessary medical care and transfer to a hospital despite
suffering from multiple health conditions. Najafi was arrested
in April 2019 to begin serving a ten-year prison sentence
related to the December 2017–January 2018 protests after being
convicted of “collaboration with hostile states.” He was
initially held in Arak Central Prison and later transferred to
Evin Prison in May 2023. Four days before this arrest, while
serving a three-year prison sentence in Arak Prison, Najafi was
released on March 28, 2019, under a directive known as “pardon.”
The sentence he was serving at that time was based on the
charges of “propaganda in favor of opposition groups and
organizations” and “insulting Khamenei.” Najafi had previously
been arrested on October 28, 2018, and transferred to Arak
Central Prison to serve a three-year sentence. With several of
his sentences later merged across multiple cases, Najafi
received a total sentence of ten years in prison in December
2019 on charges that included “collaboration with hostile states
