<<Threatening Hijab Texts Sent to Women in Isfahan
For several months, some women in Isfahan have been receiving anonymous
warning messages regarding their hijab, Shargh Daily reported on October
25, 2024. Sent under the name of the “Provincial Headquarters of
Promotion of Virtue and Prevention of Vice,” these messages alert women
about their hijab in public spaces. Despite already adhering to the
hijab, some recipients report they were approached by “hijab monitors”
who advised them to cover their hair fully in public transport,
particularly on the metro. Ignoring this advice, they later received
text messages indicating potential legal action for repeated “non-compliance.”
Legal Threats and a Widening Scope
If recipients overlook these messages, a second warning follows,
carrying a sterner tone: “Given repeated appearances without proper
legal covering within Isfahan, and disregarding prior warnings, any
further instance will be subject to judicial prosecution,” reads the
message, credited to the Social Affairs and Crime Prevention Directorate
of Isfahan’s Judiciary. In one reported case, a woman claims that a
warning was sent to her father’s phone after she neglected a warning
from morality patrols, despite wearing a headscarf. Isfahan appears to
be the only city currently issuing such warnings, prompting some on
social media to humorously dub the region the “Autonomous State of
Isfahan.”
Unofficial Implementation of Unratified Law
These actions have raised widespread questions among Isfahan’s residents.
Some wonder if they are under constant surveillance and question the
legal foundation behind such practices. “Does the Headquarters of
Promotion of Virtue have facial recognition cameras?” they ask. “Who
authorized this agency with such power, and where did the funds for this
technology come from?” While no answers are yet available, online
reactions reflect an underlying concern about privacy and arbitrary
enforcement. Notably, Iran’s “Hijab and Chastity” Bill was only ratified
by the Guardian Council in recent days and has yet to be officially
implemented. The bill’s exact protocols on identifying women not
adhering to hijab have not been publicly disclosed. Despite the law
still awaiting final publication, reports indicate that enforcement
measures like text notifications are already in effect in Isfahan,
leading to suspicions that proponents of the law have launched it there
as a “trial run.”
Legal Ambiguities and Public Reaction
Amir Hossein Bankipour, a proponent of the hijab bill and deputy from
Isfahan in the mullahs’ Parliament, recently mentioned that women not
observing the hijab will be identified through surveillance cameras,
with fines texted directly to their phones. This preemptive enforcement
raises legal questions: how did authorities in Isfahan initiate such
actions before Parliament even approved the law? And what legal basis
allows the Provincial Headquarters to monitor and message women? The
hijab law was only approved days ago and its final draft is still
unpublished. The last known draft from last year did not contain any
provision for such enforcement via text message.
Prior Legal Framework on Hijab
Before the recent bill, the only legal basis concerning hijab was in
Article 638 of the Iranian regime’s Penal Code. This article stipulated
that women appearing in public without the appropriate religious
covering could face imprisonment or fines. However, the Penal Code
provided no mechanism for mass surveillance or text-based warnings,
highlighting the unprecedented and controversial nature of Isfahan’s new
practices. As the hijab bill awaits final publication, Isfahan’s
enforcement measures have underscored the intense debate surrounding
privacy, legal boundaries, and government oversight, while raising
concerns about the unchecked powers of local authorities.>>

The Islamic Republic's judiciary has initiated legal proceedings against
an Instagram page administrator for <promoting dance.> Kerman Province’s
judiciary deemed the page's activities <inappropriate.> The case
concerns tourism-related content that allegedly encouraged alcohol
consumption and mixed-gender dancing during tours, according to
statements from the Kerman Province Judiciary's information centre.
Majid Daneshi, who serves in the Cyber Space Deputy Office of Kerman's
Provincial Prosecutor's Office, warned that authorities would pursue
cases against those who <disregard moral values and tourism laws> by
promoting what officials describe as <vulgarity> in both digital and
physical spaces. The prosecution specifically targets what the judiciary
characterizes as <norm-breaking> promotional content.>>

<<Iranian Border Guards Set Injured Teen Fuel Carriers' Vehicle on Fire
Two teenage fuel carriers suffered serious injuries from a landmine
explosion in Sistan and Baluchistan Province. The victims, identified as
Shahram Shahnavazi, 17, and Ali Shahnavazi, 16, sustained neck and arm
injuries when they struck an anti-personnel mine while transporting
fuel. According to the Hengaw human rights organization, the explosion
occurred near border post 122 in the Mirjaveh district. The organization
reports that following the explosion, border guards confronted the
injured teenagers and set their vehicleon fire. Many young men from the
southeastern province of Sistan and Baluchistan, home to Iran's
predominantly Sunni ethnic Baluch minority, engage in transporting fuel
to Pakistan as a means of livelihood. They are called fuel carriers or 'sookhtbar'
in Persian. However, the Iranian government labels them as <smugglers>
and treats them harshly, often subjecting them to the same treatment as
terrorists. Dozens of fuel carriers are killed or injured by Iranian
security forces each year. A 2022 report by Iranian state-affiliated
media revealed that at least 168 Baluch fuel carrier drivers have lost
their lives on the Iranshahr-Sarbaz road alone.>>

<<Solmaz Hassanzadeh, sister of slain Kurdish protester, sentenced to
one year in prison
Solmaz Hassanzadeh, a member of the grieving families advocating for
justice, has been sentenced to one year of imprisonment by the judiciary
of Islamic Republic of Iran. Solmaz, sister of Mohammad Hassanzadeh, who
was killed during the "Woman, Life, Freedom" movement, was arrested on
her late brother's birthday. According to a report received by the
Hengaw Organization for Human Rights, Branch 101 of the Bukan Criminal
Court recently sentenced Solmaz to one year in prison on charges of
<propaganda against the Islamic Republic of Iran.>. Both Solmaz and her
father, Ahmad Hassanzadeh, were arrested on July 30 during an
intelligence raid on their home. During the arrest, conducted without a
search warrant, the agents reportedly used violence. Solmaz's mother,
Dayeh Azimeh, was also reportedly physically assaulted, resulting in
injuries that required her hospitalization at Dr. Qoli Pour Hospital in
Bukan. Following her arrest, Solmaz went on an eight-day hunger strike
in solitary confinement. After 14 days in detention, she was released on
bail of 500 million tomans on August 13, pending further proceedings.
Solmaz and her father had previously been arrested on September 5, 2023,
and she was again arrested on September 26, 2023, along with three
friends, while traveling on the Bukan-Saqqez road.>>

Banning students from entering the campus

<<Amir Kabir University Bars 200 Students Over Dress Code Violations,
Some Questioned After Protests
On Monday morning, October 28, 2024, around 200 students were barred
from entering Amir Kabir University due to violations of the compulsory
dress code, which the university's security enforced. Reports indicate
that security personnel stationed at the university's three main
entrances-on Hafez, Valiasr, and Rasht streets-blocked these students,
preventing them from attending their classes. According to Amir Kabir
University's newsletter, some students who protested the restriction
were taken to security posts on campus for questioning. A statement from
the newsletter noted that this decision followed a recent meeting of the
university’s cultural council, in coordination with the Amir Kabir
Security Directorate.
This enforcement measure was approved by the university's President
Alireza Rahaei and Ahmad Mo'tamedi, the Minister of Science's
representative for Amir Kabir University. As of now, no additional
information has been released regarding potential disciplinary actions
against the protesting students or reactions from the students and their

<<Whereabouts of two Baloch men unknown following arrest
Two Baloch men, Abdullah Narouei and Erfan Narouei, were arrested by
security forces in Zahedan. Three days have passed, and there has been
no information provided regarding their whereabouts. According to a
report received by the Hengaw Organization for Human Rights, on Friday,
October 25, 2024, security forces, including plainclothes officers from
the Intelligence department and the Police Investigation Department,
raided the homes of Abdullah Narouei, 32, and Erfan Narouei, 35, both
residents of Zahedan. These two individuals, who are family members and
serve as security personnel at the Makki Mosque in Zahedan, were
detained without arrest warrants. The charges against them, the reasons
for their arrest, and their present whereabouts are unknown as of the
time of this article. To date, the families have not been able to obtain
information about their conditions.>>

<<Three killed following IRGC drone strikes in Zahedan
Three individuals, one identified as Amirreza Rakhshani, were killed
following drone strikes by the Islamic Revolutionary Guard Corps (IRGC)
in the Sarkal region, located in the Kurin district of Zahedan, Sistan-
Balouchistan Province. Authorities allege these individuals were members
of the group Jaish al-Adl, which recently claimed responsibility for an
attack on two police vehicles in the city of Taftan. In addition at
least three people have been arrested. According to reports received by
the Hengaw Organization for Human Rights, in the early hours of Sunday,
October 27, 2024, IRGC drone strikes in the Sarkal region led to the
deaths of three individuals, including 23-year-old Amirreza Rakhshani, a
resident of Shirabad in Zahedan. The identities of the other two
individuals are still under investigation. The Ansar al-Furqan Islamic
group issued an official statement confirming that three of its members
were killed in the IRGC drone attack while denying the arrest of one of
its members. It is worth mentioning that the authorities have claimed
that at least three individuals connected to the Kūh Gowhar incident
were killed, and one was arrested, in a joint operation by the police
and IRGC forces on the group’s base. The identity of the arrested
individual has not been disclosed yet. Meanwhile, security forces have
arrested several people in Kūh Gowhar in Taftan. The identities of three
of those arrested-Ahmad Barahui, Shirmohammad Salarzehi, and Ali
Mirbaluchzehi, aged 27-have been confirmed. On Saturday, two police
vehicles were attacked at the entrance to the city of Kuh Gowhar, Taftan,
resulting in the deaths of 10 member of military forces. Hours after
this attack, Jaish al-Adl claimed responsibility.>>

<<Flogging sentence of political prisoner, Mohammad Abolhasani, carried
out in Qazvin Prison
The inhumane flogging sentence of Mohammad Abolhasani, a political
prisoner held in Chubin Dar Prison in Qazvin, has been carried out. He
is currently serving the third year of his prison sentence. According to
a report received by the Hengaw Organization for Human Rights, Mohammad
Abolhasani, a civil rights activist from Qazvin, received the inhumane
punishment of 12 lashes on Sunday, October 27, 2024, at Chubin Dar
Prison.
In mid-December 2023, Mohammad Abolhasani was sentenced by the
Revolutionary Court of Qazvin to three months in prison and 12 lashes,
though his prison sentence was later commuted to a fine. In October
2022, a subsequent case against Mohammad Abolhasani led to an additional
four-year prison sentence as he was already serving his previous
sentence. In February 2021, while Mohammad Abolhasani was serving a
prior prison sentence, he received an additional sentence of 15 months
of imprisonment and four months of forced labor on charges of
<propaganda against the state.> This sentence was issued by Branch 26 of
Tehran's Revolutionary Court, presided over by Judge Iman Afshari. On
January 1, 2022, Mohammad Abolhasani was transferred to Evin Prison to
serve his sentence. On February 6, 2023, he was transferred by violence
to Chubin Dar Prison in Qazvin.>>

<<Kurdish political prisoner Nayeb Askari sentenced to 15 years in
prison
Nayeb Askari, a Kurdish political prisoner from Urmia who was previously
sentenced to death by the judiciary of the Islamic Republic of Iran, has
had his death sentence overturned. His case was referred to a parallel
branch, resulting in a new sentence of 15 years in prison and a fine, as
issued by the Revolutionary Court of Urmia. According to a report
received by the Hengaw Organization for Human Rights, Nayeb Askari, 48,
who was arrested three years ago and initially sentenced to death, has
had his sentence recently revoked. The Second Branch of the
Revolutionary Court in Urmia has now sentenced him to 15 years in prison
along with a fine for damages to state property. Previously, Nayeb
Askari was sentenced to death in absentia by the Revolutionary Court of
Urmia on charges of <moharebeh> (enmity against God) due to his
membership in the Free Life Party of Kurdistan (PJAK). This sentence was
officially communicated to his lawyer on April 15, 2023. Later in the
same year, his charges were revised from <moharebeh> to <baghi> (armed
rebellion), and the court subsequently reissued the death sentence in
October. Nayeb Askari had previously been a member of the Free Life
Party of Kurdistan (PJAK). After separating from the party and receiving
a pledge of amnesty from the Islamic Revolutionary Guard Corps (IRGC),
he turned himself in to IRGC intelligence in Urmia on March 24, 2021.
Five days before this, he had returned to Iran from the Kurdistan Region
of Iraq with his family. Hengaw previously reported that the IRGC
conveyed the amnesty promise verbally, without any written
documentation, through one of Askari's acquaintances. Despite being
aware of his family's return, the IRGC later denied granting any form of
amnesty. After enduring three months in solitary confinement at the IRGC
detention center in Urmia, where he faced severe torture and
mistreatment, Nayeb Askari was transferred to Urmia Central Prison,
where he has been held without receiving temporary leave. It is worth
noting that Askari suffers from kidney stones and stomach issues. Last
year, he was briefly hospitalized for four days due to kidney stones,
but his health has since worsened due to the poor-quality drinking water
in prison. At the time of his arrest, Askari's wife was pregnant.
Despite his family's circumstances and his own health issues, these
factors have been disregarded, and he continues to be deprived of his
basic rights. In protest against these deprivations, he has undertaken
several hunger strikes over the past three years in Urmia Central
Prison.>>

<<Parvin Mirasan: Medical Care Denied to 67-Year-Old Prisoner
Parvin Mirasan, a 67-year-old political prisoner, is currently serving a
four-year sentence in Evin Prison. Despite needing specialized medical
attention, she was recently taken to a hospital but was returned to
prison shortly after, without completing the necessary treatment. Parvin
Mirasan suffers from multiple ailments, including diabetes, Parkinson's
disease, and joint issues, and she also occasionally experiences bowel
adhesions. She endures severe knee pain, with her left knee frequently
swelling, making it difficult for her to walk. Two weeks ago, after
months of being denied treatment, she was finally taken to the hospital,
where doctors advised that her left knee requires surgery. Nevertheless,
she was returned to prison without the necessary medical intervention,
only receiving pain relievers. Ms. Mirasan sometimes experiences severe
forgetfulness and prolonged silences, staring into space; at other
times, she speaks suddenly and at length. Despite her multiple illnesses
and neurological issues, she has still not been allowed a referral to
the medical examiner to assess her inability to withstand prison
conditions. Parvin Mirasan was arrested on November 4, 2022, during
nationwide protests by intelligence agents in Shiraz and was initially
held in Adelabad Prison. In February 2023, she was transferred to Tehran
and, on March 18, 2023, after her interrogation process ended, was moved
to the women's ward of Evin Prison. After 17 months of uncertainty, she
was sentenced in April this year by Branch 26 of the Tehran
Revolutionary Court to four years in prison on charges of assembly,
collusion, and propaganda against the state. Born in 1957, Parvin
Mirasan lost both of her sons when they were young and now has only one
daughter, who lives abroad.>>

<<Iran Halts Currency Exchange to Curb Economic Fallout after Israeli
Strikes
Islamic Republic's central bank has ordered the closure of all the
currency exchange offices’ accounts, effectively crippling their ability
to conduct any transactions, IranWire has learned The move comes as
tensions with Israel intensify following overnight airstrikes on Tehran.
In a related action, authorities have summoned major currency exchange
operators and warned them that any transactions involving foreign
currency or gold outside the official market rates will be considered
acts against national security. The Iranian rial has been in freefall,
continuing its sharp decline last week as fears of a potential war with
Israel grow. The US dollar surged past 670,000-rial mark on the open
market-its highest value this year. Amid inflation rate nearing 50 per
cent, many Iranians are rushing to protect their savings by converting
them into hard currencies or gold, further exacerbating the economic

<<Ten armed security forces Killed in Sistan-Balouchestan: Additional
report
At least 10 government forces were killed during an attack on two
vehicles belonging to the Islamic Republic of Iran's security forces in
Taftan County, Sistan-Balouchestan province. The Jaish al-Adl
organization has claimed responsibility for the attack. According to a
report received by the Hengaw Organization for Human Rights, on Saturday
noon, 26 October 2024, two vehicles carrying security forces were
attacked at the entrance to the Kūh Gowhar area of Taftan County. At
least six officers and four conscript soldiers on board the two vehicles
were killed, and several others were injured. A few hours after the
clash, the Jaish al-Adl organization took responsibility for the
incident through its Telegram channel, publishing a brief statement and
announcing that further details would be released soon. State media have
identified the 10 individuals killed in the clash as: Alireza Alizadeh
from Shiraz, Mehdi Parishani from Khomeinishahr, Saleh Nourbakhsh
Habibabadi from Isfahan, Pouya Salehi Yalme-Aliabadi from Mobarakeh,
Iman Darvishi from Kolaleh, Alireza Aghajani Amirehendeh from Lahijan,
Mehdi Khamoushi born in Mashhad, Ne'matollah Nouri from Zabol, Hadi
Zareh Baghbidi from Yazd, and Pouya Rahmat Talab Ziyabari from Rasht.>>

<<Woman, Life, Freedom movement: Two kurdish men from Kurdistan Region
of Iraq, sentenced to prison by Iran court
Aram Bahaddin and Rasul Reza Sharif, two Kurdish individuals from the
city of Penjwen in the Sulaymaniyah province of the Kurdistan Region of
Iraq have collectively been sentenced to 22 years and 6 months in prison
by the judiciary of Islamic Republic of Iran. They were arrested during
the Woman, Life, Freedom (Jin, Jiyan, Azadi) movement. According to a
report received by the Hengaw Organization for Human Rights, the two
Kurdish men, Aram Bahaddin from the village of 'Chalaw' and Rasul Reza
Sharif from the village of 'Taymaz' in Penjwen city, Kurdistan Region of
Iraq, were arrested two years ago by the security forces of the Islamic
Republic of Iran during the Woman, Life, Freedom movement and have been
imprisoned in this city's prison without the right to leave. Hengaw has
learned that these two individuals were subjected to severe torture
during their three-month detention in solitary confinement and had no
contact with their families. Eventually, they were each sentenced to 15
years of imprisonment by Branch 1 of the Revolutionary Court of Sanandaj
(Sineh) on the charge of "acting against national security." The
sentences were later reduced to 11 years and 3 months each after they
submitted to the court's ruling, and they have since remained imprisoned
in Sanandaj and Baneh prisons. It is noteworthy that, during their
arrest, the two individuals were deprived of their basic rights,
including access to a lawyer and the right to contact and meet with
their family members.>>
