<<Escalating Tragedy: A Surge in Women's Executions in Iran
As we approach the World and Europe Day Against the Death Penalty, we
urge the international community to take decisive action to halt
executions in Iran and support the international campaign, "No to
Executions" in Iran. For years, Iran has held the world record for the
execution of women and boasts the highest per capita execution rate
globally. The death penalty serves as a lifeline for the clerical
regime, a mechanism for its survival. The regime’s killing machine
operates at full speed, aiming to instill fear in an embittered society
and prevent the next uprising, which is already in the making.
A Grim Toll: 31 Women Executed in the Past Year, 22 in 2024
According to the data recorded by the NCRI Women's Committee, the number
of women executed in Iran has sharply increased over the past year, with
31 executions recorded between October 2023 and October 2024. This marks
a troubling rise from previous years, up from 19 women executed in
2022-2023 and 21 in 2021–2022. The current year's figure is particularly
alarming, surpassing the average rate of 21 executions under Ebrahim
Raisi by 10 and doubling the annual average of 15 under former president
Hassan Rouhani. Given the clandestine nature of executions and the lack
of public announcement by the judiciary, it is evident that the actual
number is higher than reported. This surge underscores the Iranian
regime's growing use of capital punishment, including against women-an
escalation in human rights abuses now seen under the administration of
Masoud Pezeshkian. It further proves that regardless of who holds the
presidency, the rights of the Iranian people, especially women, continue
to be trampled. At least 255 prisoners have been executed since July
2024, when Pezeshkian took office. The number of women executed in Iran
since the beginning of 2024 amounts to 22. Eleven of these executions
were carried out during Masoud Pezeshkian's term. The total number of
executions in Iran in 2024 has reached 559, so far.
No to Executions Tuesdays Campaign
According to the internal documents exposed by the National Council of
Resistance of Iran (NCRI), at least 5,000 prisoners in Iran face the
death penalty. Among them, dozens of political prisoners. This year, the
regime handed down death sentences for two women, Pakhshan Azizi and
Sharifeh Mohammadi, both rights activists. It has also sentenced to
death at least ten political prisoners, all supporters of the Iranian
opposition People's Mojahedin Organization of Iran (PMOI/MEK), in
September and October. Despite the escalating repression, the demand for
justice remains robust. In protest against the clerical regime's
execution spree, Iranian political prisoners have launched a campaign
titled "No to Executions Tuesdays," which has been ongoing for 37 weeks
since February and has spread to 22 prisons across the country. They
stage a hunger strike every Tuesday, demanding an end to the use of
executions as a tool for suppressing dissent. They also urge the
international community to take a stand against the regime's atrocities.
Iran, the Leading Executioner of Women
The NCRI Women's Committee, highlighting the persistent violation of
women's rights in Iran and the ongoing fight for freedom and equality,
has marked October 10 annually as a day to remind the world of the harsh
reality that Iran's regime is the foremost executor of women globally.
The Iranian authorities use the death penalty liberally, often targeting
religious and ethnic minorities, political dissidents, and women in a
distinctly discriminatory manner. This practice openly defies
international standards, which call for alternatives to incarceration
for women, recognizing their vital roles as mothers and caretakers. Yet
in Iran, women are not only imprisoned-they are executed. The Iranian
Resistance continues to advocate for abolishing the death penalty,
ending torture, and stopping all forms of human rights abuses in Iran.
On World Day Against the Death Penalty, we emphasize the plight of women
who face execution under the Iranian regime, calling on the global
community to apply pressure on the Iranian regime to cease these
punishments, especially against women. We also call for the prosecution
of Ali Khamenei, the mullahs' supreme leader, as the primary official
responsible for this ongoing cycle of executions in Iran.>>

<<Young Kurdish man fatally shot by Police forces in Iran
A young Kurdish man from Kermanshah, named Mehrshad Almasi, was killed
by direct gunfire from the police forces in Kermanshah (Kermanshan)
According to reports received by the Hengaw Organization for Human
Rights, on Tuesday, October 8, 2024, Mehrshad Almasi, 22 years old
resident the Anahita neighborhood of Kermanshah, lost his life near the
recreational and historical area of Taqbastan due to gunfire from the
police forces.
Sources close to Mehrshad Almasi's family stated that, the young man was
shot twice by military bullets after he had distanced himself from the
location in an attempt to prevent the confiscation of his motorcycle.
The source also added that the officer who fired recklessly at the young
victim had previously shot directly at individuals and suspects in
similar incidents.>>

<<Kurdish man sentenced to imprisonment by Iranian judiciary in
Oshnovieh
Idris Karsaz, a Kurdish resident of Oshnavieh has been sentenced to
three years in prison by the judiciary of the Islamic Republic of Iran.
According to a report received by the Hengaw Organization for Human
Rights, Idris Karsaz, a 47-year-old resident of Oshnavieh, was recently
sentenced by the Revolutionary Court of Oshnavieh to three years of
imprisonment on charges of <membership and collaboration with the
Democratic Party of Iranian Kurdistan.> The sentence has been officially
communicated to him. Karsaz was arrested on Wednesday, July 3, during a
raid by security forces on his home, conducted without a search warrant.
He was transferred to Urmia Central Prison. After 47 days of detention,
he was temporarily released from Oshnavieh Central Prison on bail of 600
million tomans, pending the completion of his legal proceedings. It is
worth noting that during his 42-day detention in Urmia, Idris Karsaz was
denied contact with his family and access to legal representation. The
security agencies also withheld any information regarding his condition
and whereabouts from his family. Afterward, he was transferred to
Oshnavieh Central Prison, where he spent an additional five days in

<<Iranian Couple Sentenced to Prison for Keeping a Pet Cat
An Iranian couple in Isfahan province has been sentenced to prison by
the Islamic Republic's authorities for various charges, including
<keeping a cat.> The couple, Niloufar Ghazaleh and Mohammad Ali Moghimi,
had been embroiled in a legal case with the judiciary for over a year.
The case initially began due to mandatory hijab enforcement and later
escalated following police visits to their workplace in a village,
according to the Shargh newspaper. According to their lawyer, Milad
Panahipour, on October 4, 2023, police officers visited the couple's
workplace, a recreational residence, where a dispute arose over the
entry permit and identification cards. The following day, the couple
presented a petition signed by residents criticizing the police's
actions to the head of the Khur city judiciary. This resulted in the
formation of a defamation case against them, leading to a verdict that
imposed punishment and ordered the closure of their workplace.
Panahipour reported that Niloufar Ghazaleh was sentenced to <74 lashes
for insulting a police officer, a fine of 240 million rials ($400) for
insulting a conscript, 74 lashes for threatening officers, one year in
prison and 74 lashes for disturbing public order, and another two years
in prison for spreading false information.> Her husband, Mohammad Ali
Moghimi, was sentenced to two years in prison for <illegal removal of
the closure seal> and one year for <threatening public health by keeping
a cat.> The appeals court rejected only one of the nine charges against
the couple, affirming the other eight. According to Panahipour, Niloufar
Ghazaleh is currently facing a one-year prison sentence, while her
husband must serve a two-year prison sentence. The legal case against
the couple began last year when police stopped Ghazaleh's car for

Iran
Reza Arabpour, a political defendant and one of those arrested during
the "Woman, Life, Freedom" movement in the city of Izeh, has been
sentenced to 15 years in prison by the Judiciary of Islamic Republic of
Iran. He, along with seven other defendants, faced security-related
charges in a joint case. According to a report received by the Hengaw
Organization for Human Rights, Reza Arabpour, a political defendant from
Izeh in Khuzestan Province, who has spent nearly 23 months in detention
without a clear verdict, was recently sentenced to 15 years in prison by
the Fourth Branch of the Islamic Revolutionary Court in Ahvaz for the
charge of <assisting in waging war against God.> He was acquitted of the
charge of <participation in rebel groups.> Hossein Ali Hatami, Reza
Arabpour's defense attorney, stated that the Fourth Branch of the
Revolutionary Court in Ahvaz sentenced Mr. Arabpour to 15 years in
prison for <assisting in waging war against God> and acquitted him of
charges related to participation in rebel groups. Additionally, his
vehicle has been returned, and an appeal will be filed against the
verdict. In early July 2024, the trial for Reza Arabpour and the other
defendants in the case was held at the Fourth Branch of the
Revolutionary Court in Ahvaz. Among Reza Arabpour's co-defendants,
Mohsen Ahmadpour, Behrouz Selahshour, Bahman Bahmani, Vahid Abbasi,
Esmaeil Mousavi Nazari, and Rasoul Badaqi were temporarily released from
Sheiban Prison last winter on bail, pending the conclusion of the legal
process. According to informed sources, they endured severe physical and
psychological pressure after being detained in the IRGC Intelligence
detention center. Reza Arabpour was arrested by IRGC Intelligence in
mid-November 2022 during the "Woman, Life, Freedom" movement and was
later transferred to Sheiban Prison. It is worth noting that on October
6, 2024, the Fourth Branch of the Revolutionary Court in Ahvaz acquitted
Bahman Bahmani, Mohsen Ahmadpour, Behrouz Selahshour, Rasoul Badaqi,
Vahid Abbasi, Sadegh Ghasemi, and Esmaeil Mousavi Nazari of charges
including <waging war against God,> <corruption on earth,> and
<membership in anti-government groups.> This verdict was communicated to
their defense attorney, Hossein Ali Hatami.>>

News Center- Narges Mansouri, a civil rights activist and member of the
Syndicate of Workers of Tehran and Suburbs Bus Company imprisoned in
Evin prison, has been sentenced again by a court to eight years in
prison on political charges. Branch 26 of the Revolutionary Court in
Tehran sentenced Narges Mansouri to five years in prison on charges of
<assembly and collusion against national security> and one year on
charges of <propaganda against the regime.> In 2022, Narges Mansouri,
one of 14 women activists in Iran who signed in 2019 a letter calling
for the resignation of Ali Khamenei, was arrested to serve her prison
sentence. In April 2023, she was temporarily released from Evin prison
on bail to receive medical treatment. However, she was arrested again
and transferred to Evin prison after undergoing a surgery. In December
2023, she went on a hunger strike to protest an Iranian court's decision
to issue an order to sell her mother's property. In February 2024, she
was sentenced again by Branch 28 of the Revolutionary Court of Tehran to

On the occasion of the eighth anniversary of the founding of the Hengaw
Organization for Human Rights, we proudly and with deep commitment to
defending human rights and values release this statement. Since its
inception, Hengaw has had a clear mission to document and publicize
systematic human rights violations in Kurdistan, becoming the voice of
the voiceless and the cry for justice for the oppressed. Following the
beginning of the "Jin, Jiyan, Azadi" movement, Hengaw expanded its
activities beyond Kurdistan in Iran to document widespread human rights
violations across the country. Over these eight years, through
continuous and tireless efforts, Hengaw has sought to draw the attention
of the media, the international community, human rights organizations,
and public opinion to the critical human rights situation in Kurdistan
and throughout Iran. By precisely documenting cases of violence,
repression, arbitrary executions, unjust detentions, and the political
and social pressures on women, sexual and gender minorities, and
national/ethnic minorities-such as religious minorities-we have worked
to break the silence imposed on these communities and ensure their

Security threats: Hengaw's members and reporters have continually faced
serious security threats, such as surveillance, arrests, forced
disappearances, torture, and even the risk of death. These threats come
from the Iranian government agencies and powerful groups trying to
prevent the exposure of harsh truths about human rights violations. The
Iranian security forces, using accusations like <terrorism, separatism,
and collaboration with Mossad,> have effectively signed off on
state-sanctioned executions of Hengaw's members before arresting or
abducting them.
Information restrictions: In many cases, access to accurate information
and reports about human rights abuses has been difficult due to strict
media control and government censorship. Many local journalists and news
sources have been pressured, making independent reporting extremely
challenging.
Digital threats: Cyberattacks on Hengaw's websites and online platforms
have been a significant challenge over the years. These attacks aim to
silence the organization and destroy vital data and information.
Maintaining digital security and countering these threats requires
resources and continuous efforts.
Threatening family members and relatives: Many family members and
friends of Hengaw colleagues and reporters have been subjected to
psychological and security pressures. Arrests, threats, and harassment
are among the tools the Iranian government and repressive institutions
use to silence the organization's voice.
Hengaw has consistently paid special attention to the situation of
national and ethnic minorities facing discrimination and repression. In
addition to enduring gender-based and economic oppression, these
minorities also face racist discrimination and ethnic centralism. Hengaw
has documented and publicized systematic violations of these groups'
rights, striving to bring their voices to the international stage. In
this challenging journey, Hengaw has remained committed to truth,
justice, and human rights. Stronger than ever in the post-"Women, Life,

<<Exiled Kurdish political prisoner Parham Parvari severely beaten in
Iranshahr Prison
After several days of no contact from exiled political prisoner Parham
Parvari, and growing concerns from his family about his health, Hengaw
has received confirmation that Parvari was severely beaten by other
inmates in Iranshahr Prison, Sistan Balouchistan Province. According to
a report received by the Hengaw Organization for Human Rights, Parham
Parvari, who is currently serving a 10-year sentence in exile at
Iranshahr Prison, was attacked by several inmates. Following the
assault, he was taken to a hospital and then moved to solitary
confinement by prison authorities. Parvari's mother, Srwa Suzani,
revealed that the attackers threw a thermos of hot tea at him, resulting
in a fractured bone above his eye, a severe wound, and serious burns on
parts of his body. Hengaw had previously reported on Parvari's lack of
contact with his family in recent weeks, raising concerns about his
well-being. It is important to note that Parham Parvari is being held in
Iranshahr Prison alongside inmates convicted of non-political and
violent crimes, which violates the law on the classification of
prisoners. Parvari, a young athlete from Saqqez, was violently arrested
in Tehran during the "Jin, Jiyan, Azadi" (Women, Life, Freedom)
movement. He was secretly transferred to Iranshahr Prison in Sistan and
Balouchistan Province after receiving his sentence on January 13, 2024.
In June 2024, Parvari was sentenced by Branch 28 of the Tehran
Revolutionary Court, presided over by Judge Amouzad, to 10 years in
prison and exile in Jask Prison, Hormozgan Province, on charges of <moharebeh>
(Waging war against God) and an additional 5 years for <acting against
national security.> This ruling was officially communicated to Parvari's
family on June 20, 2023. His trial had been delayed twice before the
final hearing took place on May 28, 2023. The sentence was upheld by
Branch 9 of the Supreme Court after an appeal by Parvari's lawyer,
Maziar Tataei, in December of the same year. Parvari, who faced
moharebeh charges on November 9, 2022, was transferred to Evin Prison on
April 9, 2023 along with 20 other political prisoners without prior
notice. He was originally arrested on October 3, 2022, while returning
home from work during protests in Tehran. During his arrest, he was
subjected to severe physical torture by security forces. While being
interrogated at Ward 209 of Evin Prison, he was pressured and threatened
into making false confessions.>>

<<Iranian Authorities Arrest Two 17-Year-Old Baloch Students in Rask
Two 17-year-old Baloch students, Adnan Notakzahi and Amir Hossein
Derafsheh, were arrested by security forces of the Islamic Republic of
Iran in the city of Rask, Sistan and Baluchistan Province. According to
a report received by the Hengaw Organization for Human Rights, on
Tuesday, October 8, 2024, IRGC intelligence forces stormed Allameh
Tabatabaei School in the village of Firoozabad, Rask County, and
arrested the two students, transferring them to an undisclosed location.
Haalvsh, a media outlet covering news in Balochistan, reported that IRGC
intelligence forces raided the school at 9 a.m. and arrested the

The Islamic Republic's Supreme Court has overturned the death sentence
of political prisoner Mahmood Mehrabi. His lawyer, Babak Farsani,
announced the decision. Farsani said, "The death sentence of my client,
Mahmoud Mehrabi, on charges of corruption on Earth, has been overturned
by the efforts of respected colleagues on the case and the assistance
provided by the Supreme Court." He added that Mehrabi's case has been
referred to the Revolutionary Court of Isfahan for reconsideration.
Mehrabi, a resident of Mobarakeh in central Isfahan, was first arrested
by the Islamic Revolutionary Guard Corps (IRGC) in February 2023. He was
briefly released on bail in March 2023 but rearrested hours later. Human
rights groups say he was tortured and denied medical treatment for a
hernia. Last year, Mehrabi faced 187 charges, including <corruption on
Earth,> issued by a local prosecutor's office.>>

<<A Report on the Situation of Parham Parvari after Two Years of
Detention, Imprisonment, and Exile
Parham Parvari, a young athlete from Saqqez, who was arrested during the
"Woman, Life, Freedom" movement in Tehran and sentenced to a total of 15
years in prison and exile, was secretly exiled to Sistan and Baluchestan
province after a year and four months. He is now in a dire psychological
and physical condition. According to reports received by Hengaw
Organization for Human Rights, Parham Parvari, who has now entered his
third year of detention and imprisonment, is being held in Iranshahr
Prison, Sistan and Baluchestan province, without any right to leave for
even a single day. In the past two weeks, he has had no phone contact
with his family. Due to the lack of access and the long distance,
Parvari's family has no information about his current condition and is
extremely concerned for his physical health. As per information obtained
by Hengaw from informed sources, Parham Parvari is being held in
Iranshahr Prison without consideration of prisoner classification and is
housed among ordinary criminals and dangerous offenders, disregarding
the regulations concerning the separation and classification of
prisoners. In a conversation with a source close to the Parvari family,
Hengaw learned that Parham's parents have only been able to visit him
twice due to the long distance between Saqqez and Iranshahr. The
distance from Saqqez, Parham’s hometown, to Iranshahr prison is 1,950
kilometers, and it takes more than 25 hours by car to reach Iranshahr.
This long journey poses a significant challenge for Parham's parents,
who are dealing with health issues. Despite several requests by Parham
Parvari's family through judicial authorities to transfer this political
prisoner to Saqqez Central Prison or even to Evin Prison in Tehran,
their requests have been denied. This is while, according to the
executive regulations of the Prisons and Security Measures Organization,
a prisoner can request a transfer to their city of residence after their
sentence is issued. It should be noted that when Parham Parvari was
detained by the Ministry of Intelligence in Tehran, his family's house
was submitted as collateral to Evin Prosecutor's Office as bail for his
temporary release. However, he was never granted temporary release, and
the collateral is still being held. Parham Parvari, a young athlete from
Saqqez, was arrested during the "Woman, Life, Freedom" movement in
Tehran after being severely beaten. Following his sentencing on January
13, 2024, he was secretly exiled to Iranshahr prison in Sistan and
Baluchestan province. In June 2023, Engineer Parham Parvari was
sentenced by Branch 28 of the Tehran Revolutionary Court, presided over
by Judge Amouzad, to 10 years in prison and exile to Jask prison in
Hormozgan province for the charge of <moharebeh> (waging war against
God) and to five years in prison for <acting against national security.>
This sentence was formally delivered to Parham’s family on Tuesday, June
20, 2023. The court session was held on Sunday, May 28, 2023, after two
previous hearings on his charges had been postponed.
The sentence was referred to Branch 9 of the Supreme Court after an
appeal by Maziar Tatayi, Parham’s defense lawyer, and was upheld without
change in December 2023. Parham Parvari was first charged with <moharebeh>
by the Evin Prosecutor's Office on November 9, 2022, and was transferred
from Great Tehran Prison to Evin Prison on April 9, 2023, along with 20
other political prisoners without prior notice. This young man from
Saqqez was violently arrested by government forces on October 3, 2022,
while returning home from work amid the public protests in Tehran.
During his arrest, Parham was severely tortured by security forces.
While being interrogated in Ward 209 of Evin Prison, he was subjected to
severe pressure and threats to extract forced confessions.>>

<<Iran Sentences Kurdish Man in Urmia to Prison
Ayhan Ebrahimi Alikani, a Kurdish resident of Urmia and a nursing
graduate from Guilan University of Medical Sciences, has been sentenced
to six years in prison by the judiciary of the Islamic Republic of Iran.
According to a report received by the Hengaw Organization for Human
Rights, in early October 2024, Ayhan Ebrahimi Alikani, 28, was sentenced
by Branch 3 of the Urmia Court, presided over by judges Barzkar and
Najafzadeh, to six years in prison, including time already served, on
charges of <membership in opposition groups against the Islamic Republic
of Iran.> Documents obtained by Hengaw indicate that the charges against
Alikani are based on his use of the hashtag "Jin, Jiyan, Azadi" (Woman,
Life, Freedm) and an alleged membership in a group called "The People's
Armed Committee," for which there is no concrete evidence of activity or
existence. Hengaw has also learned that Iranian security forces have
threatened Alikani's family, warning them against publicly discussing
his arrest or trial. It is noteworthy that Ayhan Ebrahimi Alikani was
arrested at 3 a.m. on Monday, July 8, 2024, by Intelligence forces
during a raid at his family home in Urmia, carried out with intimidation
and violence. His arrest had not been previously reported. After 10
days, Alikani was transferred from the Intelligence detention center to
the security ward of Urmia Central Prison. He was later temporarily
released on bail of 2 billion tomans, pending the completion of legal

<<Kurdish Kolbar Dies after Sustaining Multiple Rifle Butt Strikes to
His Head by Iranian Border Guards
A kolbar from Piranshahr, identified as Hossein Kamalnia, was killed as
a result of severe beatings and multiple strikes to his head with the
butt of a Kalashnikov rifle by Iranian border guards while working in
the border mountains of Piranshahr (Delavan border area). Another kolbar,
Fardin Ghalash, was also severely injured after being shot directly by
these forces. According to a report received by Hengaw Organization for
Human Rights, on the afternoon of Monday, October 7, 2024, Hossein
Kamalnia, a 38-year-old kolbar, was first wounded in the leg by direct
gunfire from border guards and then brutally beaten by one of the border
officers. He sustained severe head injuries due to repeated strikes from
the rifle butt. After being transferred to the hospital, he died hours
later due to heavy blood loss. Hengaw has learned that Hossein Kamalnia,
a resident of the village of Andizeh, was the sole breadwinner of his
family and financially supported his elderly mother, who suffers from
diabetes and has lost her eyesight.
At the same time, another kolbar, identified as Fardin Qelash, was
severely injured by direct gunfire from the border guards and has been
transferred to medical facilities in Urmia.>>

Charges by Iranian Authorities
Motahare Goonei, a student activist and one of those arrested during the
"Woman, Life, Freedom" movement, who had previously been sentenced to
one year in prison, was arrested after being summoned to the Culture and
Media Court in Tehran. This comes at a time when her expulsion from
university was in the process of being revoked. According to a report
received by Hengaw Organization for Human Rights, on Monday, October 7,
2024, Motahare Goonei, a Dentistry student who had been summoned to
Branch 9 of the Culture and Media Prosecutor's Office in Tehran, was
arrested ahead of her previously imposed sentence under new fabricated
charges, including <propaganda against the state and insulting officials
and agents.> The official website of the Iranian judiciary, Mizan, also
reported on Goonei's arrest and her transfer to prison. However, the
report did not specify to which prison she was transferred. Earlier,
Goonei had written on her X account that a new judicial case had been
opened against her, with charges including <propaganda against the
state> and <insulting officials and agents.> She also mentioned that she
had been summoned to the Culture and Media Prosecutor’s Office, with the
summons requesting her presence on October 21. Goonei's arrest occurred
shortly after Massoud Habibi, the Deputy Minister for Culture and
Student Affairs of the Ministry of Health, had announced the
cancellation of her expulsion and the possibility of her return to
university to continue her studies. Mostafa Nili, one of the lawyers in
the state court, wrote regarding the case: "Ms. Motahare Goonei was
arrested to serve her one-year prison sentence for engaging in
propaganda activities against the state. This sentence was imposed due
to her participation in a sit-in protest against the death sentence of
Toomaj Salehi at the House of Music, as well as some of her tweets."
Motahare Goonei, former political secretary of the Islamic Students'
Association of the University of Tehran, had also been arrested on
Wednesday, April 3, 2024, after being summoned by the IRGC intelligence
and transferred to Evin Prison. Previously, Goonei, along with her
former husband, Mehdi Hadizadeh, both students of Tehran University of
Medical Sciences, were sentenced by the Ministry of Health to temporary
suspension from studies and a transfer to Ardabil University of Medical
Sciences. It should be noted that Motahare Goonei had previously been
detained by security forces in Tehran during the "Woman, Life, Freedom"
