Iran executed at least 166 people in October, marking the highest
monthly death toll in 17 years amid escalating Iran-Israel tensions and
intensified efforts at state control. Human rights groups urge immediate
international action to halt the surge. Iran executed at least 166
people in October 2024, setting a record for the highest monthly
execution toll since 2007, according to organisation Iran Human Rights (IHRNGO).
The sharp rise in executions has occurred as tensions between Iran and
Israel escalate, and amid increased government suppression following
domestic unrest. The IHR report, released on 2 November, said that
October’s figures bring Iran's total executions in 2024 to at least 651.
Since the election of conservative leader Masoud Pezeshkian in August,
the country has seen a marked increase in capital punishment, with 353
executions recorded over the past three months. A breakdown of the data
shows significant regional and ethnic disparities in execution rates.
Alborz province led with 38 executions, followed by Fars with 16. East
Azarbaijan and Isfahan each recorded 14, and five people were executed
in Urmiyah, a region within Iranian Kurdistan (Rojhilat). Ethnically,
the victims included 13 Afghan nationals, 11 Baloch, and 9 Kurds, and
six of the victims were women from various regions across Iran. Afghan
nationals have faced a particularly severe crackdown since the
resurgence of the Taliban, with 49 Afghans executed in the first 10
months of 2024. Added to this, two of October's executions were
conducted publicly, a fact indicative of Iran's increased reliance on
the death penalty as a tool of intimidation. Two individuals were also
hanged on 6 November, further escalating the death toll and bringing the
total number of executions in the past two months to 168. Over the year,
at least 811 people were executed between 10 October 2023 and 8 October
2024, marking an intensification of state repression following the
"Woman, Life, Freedom" uprising. Official figures indicate that
executions in Iran occur approximately every five hours, with an
estimated 27 prisoners hanged every six days. Iran accounts for 75% of
all global executions, according to IHRNGO, which is joined by other
human rights organisations in calling for an immediate moratorium.
Political and civil rights activists, such as Warisheh Moradi, who
recently initiated a hunger strike, continue to campaign against Iran's
capital punishment practices. Saudi Arabia follows Iran in the number of
executions, having recorded 172 this year.>>

Nurses continued their protests on Wednesday, November 6, 2024,
in different Iranian cities, underscoring the escalating economic and
social discontent among healthcare professionals in Iran. The protests
which resumed on Saturday, November 2, reflect the deepening frustration
with the government's failure to address the nurses’ longstanding
demands. In Yazd, central Iran, nurses persisted in their protests for
better wages and working conditions at multiple hospitals, including
Sadoughi, Rahnamoun, and Afshar hospitals. The strike has severely
impacted hospital operations, with reports indicating that only
emergency procedures are being carried out and routine patient care has
been disrupted. The nurses voiced their frustration with slogans such as
"Enough with empty promises; our tables are empty" and "Where did our
pay go? Into whose pockets?" In Shiraz, capital of Fars province in
southern Iran, nurses and medical staff at the Medical Sciences
University of Shiraz held a protest, highlighting poor pay and untenable
working conditions. Nurses working at Qaem Hospital of Assadabad in
Hamedan, western Iran, also staged a protest gathering on Wednesday,
November 6, 2024. On the same day, a group nurses and healthcare workers
gathered in front of the Jondishapur Medical Sciences University in
Ahvaz, captial of the oil-rich Khuzestan Province in southwestern Iran.
Their gathering was dealt with violently by security forces.
Nurses also staged protests in Zanjan and Bushehr on Tuesday,
November 5. Iranian nurses and medical staff have also issued a
statement calling for nationwide protests and strikes on Thursday,

Jabbar Zarei, a Kolbar from Sardasht, sustained serious injuries
after being directly shot by border guards while transporting goods
along the Qandil border. According to a report received by the Hengaw
Organization for Human Rights, on Tuesday, November 5, 2024, Zarei, a
resident of Kulseh-ye Sofla village in Sardasht County, was severely
wounded when border guards opened fire on a group of kolbars at the
Qandil border. Informed sources have confirmed that Zarei has been
transferred to Piranshahr Hospital for medical treatment.>>

A Kurdish child, Sina Asadi Hakim, along with three men
identified as Jafar Ardalan, Hamid Salehi-Nejad, and Mohammad Karimi,
were forcibly detained by Intelligence Department forces in Sarvabad
County, Kurdistan (Sanandaj) Province. According to a report from the
Hengaw Organization for Human Rights, in the early hours of Tuesday,
November 5, 2024, Sina Asadi Hakim, 15; Hamid Salehi-Nejad, 27; Mohammad
Karimi, 31; and Jafar Ardalan, 40, all residents of Devaznaw village
near Sarvabad, were detained by security forces. Informed sources
indicate that these arrests involved severe intimidation and beatings
carried out in the detainees' homes. Following their detention, the four
individuals were transferred to an undisclosed location, and no
information has been provided regarding the charges against them.>>

Eight days after the arrest of Sahar Mamizadeh, a 29-year-old
Turkish woman from Ardabil, security forces have yet to provide any
information regarding her whereabouts or condition. According to a
report received by the Hengaw Organization for Human Rights, Mamizadeh
was arrested by agents from Intelligence department on Wednesday,
October 30, 2024, at her home. Since then, her current location remains
undisclosed. A source close to the situation reported that intelligence
agents, disguised as postal workers, approached Mamizadeh’s home to
carry out her arrest.
Toomaj Salehi. Her detention is linked to a protest post she
shared on social media, in which she voiced opposition to the continued
detention of Toomaj Salehi on the second anniversary of his arrest.>>

Morteza Saeedi and Nasrollah Amirloo, labor activists, have been
arrested and transferred to Evin Prison in Tehran to serve their
two-year sentences.
According to a report received by the Hengaw Organization for
Human Rights, on Tuesday, 5 November 2024, Morteza Saeedi, a Kurdish
labor activist from Kamyran, along with Nasrollah Amirloo, was arrested
after being summoned to Branch 3 of the Sentence Enforcement Office of
the Prosecutor's Office in Shahriar. They were subsequently transferred
to Evin Prison to serve their two-year sentences. In July 2024, Saeedi
and Amirloo, along with another labor activist, Mohammad Irannajad, were
each sentenced to two years in prison by Branch 2 of the Shahriar
Revolutionary Court under Judge Bahram Panahi. The charges included
<forming a group with the intent to disrupt security,> leading to a
collective six-year sentence. Saeedi and Amirloo were initially arrested
on Friday, April 15, 2022, in Shahriar, Tehran Province, along with
several other labor activists by security forces. In May 2022, both
activists were released temporarily from Evin Prison on bail, pending
the completion of their legal proceedings.>>

<<Pakhshan Azizi, with her visitation rights still denied, awaits
Supreme Court ruling
Pakhshan Azizi, a Kurdish political prisoner sentenced to death,
has been deprived of in-person visits with family members and her
lawyers for the past 125 days. Her case was referred to the Supreme
Court around twenty days ago. According to a report received by the
Hengaw Organization for Human Rights, Pakhshan Azizi, a political
prisoner from Mahabad currently held in Evin Prison, has awaited the
Supreme Court's ruling for 125 days. This period of deprivation
coincides with the second round of Iran’s 14th presidential elections. A
source close to Azizi's family stated that, in addition to being denied
in-person visits for the past four months, she was also prohibited from
making phone calls until three weeks ago. Meanwhile, her lawyers, Amir
Raeisian and Maziar Tataei, are continuing efforts to secure a meeting
with her. On Wednesday, 14 August 2024, Pakhshan Azizi was sentenced to
death on charges of <baghi> (rebellion). Later, a separate case was
opened against her in Branch 3 of the Evin Prosecutor's Office under the
charge of <instigating prison unrest,> for which she received an
additional six-month prison sentence. It is noteworthy that Pakhshan
Azizi was arrested by the Islamic Republic of Iran’s Ministry of
Intelligence on 4 August 2023 in the Kharazi neighborhood of Tehran. She
was initially held in Ward 209 of Evin Prison, known as the Intelligence
Detention Facility, before being transferred to the women's ward of Evin
on 11 December 2023. Azizi was previously arrested on 16 November 2009
during a protest by Kurdish students at the University of Tehran against
the execution of political prisoners in Kurdistan. She was ultimately
released on 19 March 2010, after four months in detention, posting bail
of 100 million tomans. Afterward, facing persistent pressure and threats
from security agencies, Pakhshan Azizi left Iran. She later engaged in
research on the status of women in Iraqi Kurdistan and Syrian Kurdistan,
working as a social worker to improve their living conditions.>>

Yarsan adherent, following arrest in Kermanshah
Yazdan Qanbari, a 28-year-old Kurdish adherent of the Yarsan
faith from Kermanshah, has been detained by security forces of the
Islamic Republic of Iran for the past eighteen days, with his location
currently unknown. According to a report received by the Hengaw
Organization for Human Rights, agents from the Ministry of Intelligence
apprehended Qanbari on Saturday, October 19, 2024. Despite persistent
inquiries by his family, security agencies have not provided any
information regarding his detention, the nature of the charges, or his
current condition. As of this report's release, no additional details
about the reasons for Qanbari's detention have been disclosed, leaving
his family in a state of deep concern for his safety and well-being.>>

Three Kurdish men from Oshnavieh have been sentenced to 16 months
in prison each for participating in protests marking the second
anniversary of Mahsa Amini's death.

According to the Hengaw Organization for Human Rights, Branch 101
of Oshnavieh Criminal Court 2 convicted Diako Azizi (34), Loqman Zangi
(52), and his son Siamand Zangi (22) on charges of <association and
collaboration with the Democratic Party of Iranian Kurdistan.> The court
handed down the sentences on October 26. The men were initially detained
on September 4, part of a wider crackdown on Kurdish citizens ahead of
Amini's death anniversary. Azizi, from Bab-e Khaledabad, and the Zangis,
both residents of Oshnavieh, were among those detained. After three
weeks in detention, authorities temporarily released the men from
Oshnavieh Central Prison on bail as they awaited judicial proceedings.
According to sources, the men were denied legal representation and
family visits during detention at the IRGC Intelligence Detention Center
in Urmia.>>

days later, his son was born, and when the child was only 13 days old,
Nemati was arrested and held in Evin Prison for three weeks. Authorities
first summoned him in May, triggering his legal troubles just ten days
before the birth of his son. When the child was only 13 days old, Nemati
was arrested and detained in Evin Prison for three weeks before being

<<Tehran Teachers' Union Spokesperson Summoned to Serve Prison
Sentence
Mohammad Habibi, spokesperson for the Tehran Teachers' Union, has
been ordered to serve a sentence of six months and one day in prison,
his lawyer Ramin Safarnia announced on X. According to Safarnia, Habibi
must report to the First Enforcement Branch in Shahriar to begin his
term.
Habibi's imprisonment stems from his public advocacy for
students' rights and social media posts condemning the widespread school
poisonings.
Between late 2022 and early 2023, over 13,000 students displayed
symptoms such as nausea, fainting, headaches, coughing, breathing
issues, and heart palpitations, with many needing hospital care.
Hundreds of girls' schools were targeted in what Amnesty International
described as "a campaign that appears to be highly coordinated and
organized." These poisonings caused widespread fear and anger, leading
to calls for increased security measures at schools, with some
principals reportedly advising parents to keep their children at home.
On April 5, 2023, just two months after being released from a previous
prison term, Habibi was rearrested by the Ministry of Intelligence for
participating in teachers' protests against the school poisonings. He
was held in the security wing 209 of Evin Prison until June. A long-time
advocate for teachers’ and students' rights, Habibi, along with other
labor activists, has been arrested and detained multiple times due to
his union activities. On January 10, Habibi was convicted by the
Shahriar Revolutionary Court on charges of <assembly and collusion>
related to his tweets and statements protesting the poisonings and
defending students' rights.>>

Sentence
On Saturday, November 2, 2024, Zhina Modarres Gorji was
transferred to Sanandaj Prison to begin serving her prison sentence. A
group of activists gathered outside the courthouse in Sanandaj as she
was taken into custody. Previously, on October 22, she had been summoned
to the Fourth Branch of the Criminal Enforcement Department at the
Sanandaj Prosecutor's Office to begin her sentence. In October, the
Fourth Branch of the Kurdistan Court of Appeals sentenced Zhina to a
total of 28 months in prison: 12 months for <propaganda against the
regime> and 16 months for <forming an illegal group with the intent to
overthrow the regime.> She was acquitted of the charge of <collaborating
with a hostile government.>
According to Article 134 of the regime's Penal Code, only the
maximum sentence-16 months in prison-will be enforced. Zhina Modarres
Gorgi was initially arrested by intelligence officers on April 10, 2023,
and was released on bail on July 3, 2023.>>

<<Samad Dowlatkhah Sentenced to Prison in Kohgiluyeh and
Boyer-Ahmad province
Samad Dowlatkhah, a resident of Charam in Kohgiluyeh and
Boyer-Ahmad Province, has been sentenced to one year imprisonment by the
judiciary of Islamic Republic of Iran. According to a report received by
the Hengaw Organization for Human Rights, Dowlatkhah was sentenced in
absentia on October 8, 2024, by Branch 103 of Kohgiluyeh Criminal Court
2, presided over by Judge Saeed Taheri-Nasab, on charges of <insulting
sacred beliefs.> The sentence has since been officially communicated to
him. Earlier, on January 23, 2024, a separate hearing was held in Branch
101 of Charam Criminal Court 2 regarding Dowlatkhah's charges of
<propaganda against the state.> Dowlatkhah was initially detained by
security forces in Charam on October 18, 2023, but was released on bail
shortly after his detention. Dowlatkhah has previously faced judicial
actions due to his activities.>>

<<Kurdish Kolbar critically wounded by Iran's Border Gaurds'
direct fire
A Kolbar named Mardin Shokri, from the city of Paveh, Kermanshah
province, was severely injured by direct gunfire from border guards in
the border areas near Nowsud. Due to the severity of his injuries, he
was transferred to medical facilities in Kermanshah for treatment.
According to a report received by the Hengaw Organization for Human
Rights, on Saturday, November 2, 2024, Mardin Shokri, a Kolbar from the
village of Desha, near Paveh, was critically injured in a direct
shooting by border guards targeting a group of kolbars near the Nowsud
border area. Informed sources stated that Mardin Shokri was hit in the
head and neck by pellet rounds without any prior warning. He was taken
to Taleghani Hospital in Kermanshah for treatment. His condition is
reported to be critical.>>
