Chastity
Mullahs' parliament passed the law to the government to be implemented
UN experts on human rights issued a statement today, December 13, 2024,
in Geneva, calling on the Iranian regime to repeal its new Hijab law set
to be enforced in a matter of a couple of weeks. Today, the Iranian
parliament (Majlis) passed the law for enforcement to the Iranian regime
government, the executive branch. Hossein-Ali Haji Deligani, a member of
the mullahs' parliament, said the president has between one to two weeks
to have the law published in an official newspaper and order the
relevant agencies to implement the law. Fifteen days after the
publication of the law in an official newspaper, the law comes into
effect.
Following is the statement by UN experts:
Iran: UN experts call for Hijab and Chastity law to be repealed
GENEVA – UN experts* today expressed concern about a new law in Iran
that imposes a series of new penalties on women and girls who fail to
wear a hijab.
They called on the Government of Iran to immediately repeal it.
"The new hijab law marks an intensification of state control over
women's bodies in Iran and is a further assault on women's rights and
freedoms," the experts said. Today, the Law on Protecting the Family
through the Promotion of the Culture of Chastity and Hijab is reportedly
set to come into force. It provides for the punishment of those aged 12
and above who fail to wear a hijab online or offline, and for <promoting
or advertising nudity> or <immodest or improper dressing>. While the
failure to wear a hijab is already punishable with fines and
imprisonment under Iran’s existing Islamic Penal Code, the new law
introduces more hefty fines and longer prison sentences of up to 15
years. It also allows for the possibility for judges to apply the death
penalty under the offense of <corruption on earth>. "The new law
constitutes clear violation of fundamental human rights, legal norms and
principles, including women's rights to equality, freedom of expression,
religion and belief, bodily autonomy, liberty, security and privacy,"
the experts said. They are also concerned about the use of state-led
propaganda to shape educational content and cultural norms to enforce
mandatory veiling, the <culture of chastity>, and <family-oriented>
values. By embedding these ideals further into curricula, training
programmes, and public information campaigns, the law seeks to impose a
state-sanctioned value system, limiting the freedom of expression and
opinion and freedom of religion and belief. "The law also delegates part
of the enforcement to private actors and citizens. It requires
individuals, families, and businesses to report instances of unveiling
and expects extensive use of technology to enforce it. These
requirements will create a climate of fear and distrust among
individuals and communities. In addition, the severe economic
punishments are likely to disproportionately impact vulnerable
populations and groups, including children, young persons, and social
media users," the experts said. They said its enforcement will likely
escalate violence against women and girls and further embed systematic
and structural gender-based discrimination and segregation into Iranian
society.
"We call upon the Government of Iran to immediately repeal the Hijab and
Chastity Law and all other discriminatory legislation that perpetuates
gender-based persecution," the experts said. The experts are in contact
with the Government on this matter.

<<Elham Salehi Sentenced to Prison and Fined
Elham Salehi, a civil rights activist, has been sentenced by the Islamic
Republic of Iran judiciary to six months of suspended imprisonment and a
fine of 20 million tomans. According to a report received by the Hengaw
Organization for Human Rights, Elham Salehi was convicted on charges of
<spreading falsehoods,> <disturbing public opinion by insulting Ebrahim
Raisi,> and <propaganda against the state,> resulting in a six-month
prison sentence and a fine of 20 million tomans. The prison sentence has
been suspended for a duration of five years. It is noteworthy that this
individual's case was initiated following her reaction to the death of
Ebrahim Raisi. Previously, security forces had raided and searched Elham
Salehi's home, and confiscated her personal belongings. This individual
was summoned to the prosecutor's office and formally charged in November

<<Teachers' Union Activist Mohammad Hassanpoureh, sentenced to 50-month
in prison
Mohammad Hassanpoureh, a teachers' union activist who was arrested last
month in Tehran, has been sentenced by the Iranian judiciary to a total
of four years and two months of imprisonment. According to a report
received by Hengaw Organization for Human Rights, Mohammad Hassanpour, a
teacher residing in Tehran, was convicted by Branch 26 of the Tehran
Islamic Revolutionary Court, presided over by Iman Afshari. He was
sentenced to three years and six months for the charge of <assembly and
collusion> and an additional eight months for <propaganda against the
state.>
It is noteworthy that two-thirds of the three-and-a-half-year sentence
has been suspended. On Wednesday, November 13, 2024, security forces
raided Mohammad Hassanpour's residence in Tehran, arrested him, and
subsequently transferred him to Evin Prison. Mohammad Hassanpour had
previously been arrested by security forces due to his union-related

Parastoo Ahmadi, a Gilak singer from Nowshahr in Mazandaran province,
who recently gained attention on social media for sharing a video of her
performance without adhering to the mandatory hijab, was arrested by
security forces in Mazandaran province and transferred to an undisclosed
location. According to the report received by Hengaw Organization for
Human Rights, on Saturday, December 14, 2024, 27-year-old singer
Parastoo Ahmadi from Nowshahr was arrested by security forces in
Mazandaran and has been transferred to an unknown location. Milad Panahi-Pour,
lawyer, confirmed the arrest in an interview with the Emtedad Telegram
channel, stating:
"Since around noon today, we have had no information about the condition
of my client, Ms. Parastoo Ahmadi. Unfortunately, we learned that she
was arrested in Mazandaran today. This is despite the judiciary
previously announcing the formation of a legal case, and we were waiting
for the legal process to proceed." The lawyer also referenced the
situation of musicians arrested from the Caravan concert, adding:
"As previously announced by the judiciary, legal cases have been filed
for all individuals, including my client, Ms. Parastoo Ahmadi.
Unfortunately, this evening, two musicians, Ehsan Beiraghdar and Soheil
Faghih-Nassiri, were arrested at their music school in Tehran." He
further addressed the status of two other musicians from the group, Amin
Taheri and Amirali Pirnia, noting that no precise information regarding
their whereabouts or fate has been made available. Considering the
judiciary's reaction to the group's live performance, the possibility of
additional arrests among the group members cannot be ruled out. On
Wednesday, December 11, a concert featuring Parastoo Ahmadi took place
at a caravanserai without adherence to the mandatory hijab. The event
was live-streamed on YouTube and received significant attention from
viewers. The Iranian Judiciary announced the following day, December 12,
that <following the release of a so-called concert held at a
caravanserai on social media> and <a musical performance by a group led
by a woman without observing legal and religious guidelines,> a legal
case has been filed.>>

<<Protests sweep Europe against Turkish attacks on NE Syria
A wave of protests took place in cities across Europe on Saturday, as
thousands of people condemned Turkey’s military attacks in North and
East Syria (Rojava), citing the threat to the people's self-governance
model in the Autonomous Administration of North and East Syria (AANES)
and the growing humanitarian crisis. The demonstrators also accused
European institutions and states of complicity in the massacres of the
people in AANES, by their selling of weapons to Turkey. The
demonstrations took place following a call to action by the Rise Up 4
Rojava campaign, and just a few days after another wave of
demonstrations in solidarity with the people of North and East Syria
last week. People from the Kurdish diaspora in Europe joined the
protests, as well as thousands of friends and supporters of the Kurds.
The demonstrators condemned the attacks of the Turkish-backed Syrian
National Army (SNA) and Turkey against the people living in North and
East Syria, and accused Turkey of carrying out a genocidal policy. The
demonstrators also called for solidarity with the people of North and
East Syria in their resistance against the attacks.
Solidarity rallies
The demonstrations were organised under the leadership of the European
Kurdish Women's Movement (TJK-E). The demonstrators raised banners
bearing slogans such as “Defend Rojava” and “Stop Turkey’s genocide in
Rojava”, as well as the Kurdish slogans "Jin, Jiyan, Azadi" (Woman,
Life, Freedom) and "Biji Berxwedana Rojava!" (Long Live the Rojava
Resistance). Rallies and events took place in major European cities,
including capitals such as Berlin, Paris, Vienna, Rome, Amsterdam and
Oslo. Protests spread to other cities, including Frankfurt, Munich,
Cologne, Hanover, Kassel, Bremen, Leipzig, Dresden in Germany,
Strasbourg and Rouen in France, Innsbruck and Bregenz in Austria,
Manchester and Cardiff in the UK and Turin in Italy. Organisers called
for international recognition of Rojava's democratic project and an end
to Turkey's military operations.
People protesting against Turkey's attacks against North and East Syria
in Rome
Activists in the city of San Cristóbal de las Casas in Mexico sent a
message of solidarity for Rojava and organised a seminar to discuss the
recent developments in the war in Syria, and the model of the AANES. A
banner with the slogan "Defend Rojava from Erdogan and ISIS" was
unfurled by Bayern fans and help up for the duration of a football match
between Mainz and FC Bayern Munich.

Message of solidarity: We owe it to Rojava not to remain silent
At the action in Hamburg, Germany, Left Party MP Cansu Ozdemir said.
"The slogan "Jin, Jiyan, Azadi" has become both a global manifesto for
women's freedom and a nightmare for oppressive regimes. Ultimately, it
is the Kurdish people and women who will prevail," she said. In Norway's
capital Oslo, Bente Knagenhjelm of the Norwegian Green Party spoke at
the rally. "No longer are the mountains the only friends of the Kurds,
we are all friends of the Kurds," she said, referring to a Kurdish
saying dating back to a time when the Kurdish people could only rely on
their own strength (and the mountains, typical of where they live) to
defend themselves from outside attacks. German author and activist Anja
Flach highlighted the heavy humanitarian toll of the ongoing violence.
"Hundreds of thousands are being displaced again by Turkey's attacks. It
is a day to stand with those who are suffering from this war," she
urged. In Rouen, France, local activists called for global solidarity. "Rojava's
struggle is a struggle for all humanity. We owe it to Rojava not to
remain silent," said a French activist. Speakers at all the events
warned of dire consequences if Turkey's actions continue, and called for
immediate international intervention to safeguard Rojava's stability and

5 Women Executed in Iran in the First Half of December
In the early hours of Sunday, December 15, a woman, along with six other
prisoners, was hanged at Yazd Central Prison. The identity of the woman,
who was sentenced to death on charges of murder, has not been confirmed
at the time of this report. She is the fifth woman to be executed in
Iran this December. In addition to the seven executed in Yazd Central
Prison, four others were executed at the Central Prison in Zahedan on
Sunday, December 16. During the first week of December alone, four more
women were executed in Iran. The execution rate for women has
significantly increased under the clerical regime's new president,
Massoud Pezeshkian.
33 women executed in 2024
The Iranian regime is the world's top record holder of executions of
women.
According to the data recorded by the NCRI Women's Committee, at least
262 women have been executed in Iran since 2007. The number of women
executed in Iran has sharply increased over the past year, with 33
executions of women recorded between October 2023 and October 2024. This
marks a troubling rise from previous years, up from 19 women executed in
2022-2023 and 21 in 2021-2022. The current year's figure is particularly
alarming, surpassing the average rate of 21 executions under Ebrahim
Raisi by 12 and more than double the annual average of 15 under former
president Hassan Rouhani. Given the clandestine nature of executions and
the lack of public announcement by the judiciary, it is evident that the
actual number is higher than reported. This surge underscores the
Iranian regime's growing use of capital punishment, including against
women-an escalation in human rights abuses now seen under the
administration of Masoud Pezeshkian.
The total number of executions in Iran in 2024 has surpassed 910, so
far, with more than 610 prisoners including 22 women executed since
Pezeshkian took office.
It further proves that regardless of who holds the presidency, the
rights of the Iranian people, especially women, continue to be

Sanandaj, Western Iran - Siran Khosravi, a 37-year-old women's rights
activist from Sanandaj, has been in detention for nearly a month with no
information about her current situation or whereabouts. She was arrested
on November 19, 2024, when Iranian intelligence agents raided her home
without a warrant. Eyewitnesses describe the early morning operation as
one designed to instill fear, with agents forcing their way into
Khosravi’s residence and taking her to an undisclosed location. Since
then, she has been denied fundamental rights, including access to her
family, legal counsel, and communication. Despite continuous efforts by
her family to find answers, authorities have not provided any
information about the reasons for her arrest or the charges she may
face. The lack of transparency has raised serious concerns about her
safety and well-being. Siran Khosravi's detention is part of a larger
pattern of targeting women's rights activists in Iran, particularly in
Kurdish regions. Advocates for gender equality and social reform often

<<Kurdish Kolbar Dies After Being Shot by Iranian Border Forces
A young Kurdish kolbar who was shot by government forces in the Nowsud
border area succumbed to his injuries on Friday. Mosab Sabzevari, a
resident of Qeshlaq village, was shot early Wednesday morning by border
guards. He sustained severe injuries from direct gunfire and was rushed
to Taleghani Hospital in Kermanshah for emergency treatment. Kolbars are
porters who carry goods on their backs across long distances along
Iran's borders, primarily in the impoverished, mountainous Kurdish areas
adjacent to Iraq. According to the Kolbar News website, a total of 85
kolbars died while transporting goods in the western provinces of West
Azerbaijan, Kurdistan, and Kermanshah between March and September 2023.
The causes of death include direct gunfire from military forces,
blizzards, extreme cold, and falls from mountains and cliffs.>>

Armita Pavir, a molecular biology student from Azerbaijan Shahid Madani
University and a student rights activist, was released from Tabriz
Prison on Thursday after serving 15 months in detention. Arrested by
security forces in September 2023, the Azarshahr Revolutionary Court
sentenced Pavir to seven months and 16 days for <insulting the Supreme
Leader> and an additional 15 months for <propaganda against the Islamic
Republic.> Her lawyer, Qasem Baedi, announced her release on Instagram,
praising her dignity and resistance during her imprisonment. On November
6, 2023, Pavir initiated a hunger strike to protest prison conditions,
which led to her hospitalization due to deteriorating health. Throughout
her detention, human rights organizations voiced concerns about her
well-being and held judiciary and prison authorities accountable for
potential harm to prisoners.
Pavir, 30, a final-year student, has faced significant educational
disruptions due to her student activism, including suspensions and a
university ban.
She was first detained on October 31, 2022. On November 9, 2023, the
country's student union councils reported that although it was announced
she had been transferred to Tabriz prison, authorities initially denied
her presence when her family and relatives visited. Later, it was
revealed that prison authorities had falsely conveyed this information
to the families of several women arrested during nationwide protests in
Tabriz, likely as an intimidation tactic. Pavir was eventually released
from Tabriz prison on December 8 on bail. In February, she was contacted
to sign a commitment letter as part of a broader <amnesty> offered to
detained protesters by Supreme Leader Ali Khamenei. However, her ordeal
took another disturbing turn when she was arrested again under the
pretext of an unresolved financial case.>>

<<Lawyer Requests Medical Leave for Ailing Political Prisoner Abbas
Vahidian
The lawyer of Abbas Vahidian Shahrudi, a writer and political prisoner,
has requested medical leave and a delay of his sentence due to his
client's critical health condition. Ali Sharifzadeh Ardakani, Vahidian's
lawyer, said that the request was made based on Vahidian's psoriasis,
respiratory issues, and a recommendation from the Forensic Medicine
Organization. During a recent prison visit, the severity of Vahidian’s
health issues was reportedly evident. Vahidian, a writer and religious
scholar, was one of 14 political and civil activists who called for the
resignation of Ali Khamenei in 2018. He is currently in poor physical
condition while incarcerated. He has been repeatedly arrested and
imprisoned for political and human rights activities. The prisoner
suffers from multiple health issues, including heart and lung problems,
asthma, high blood pressure, and psoriasis. Despite the Forensic
Medicine Organization confirming the need for medical treatment and
recommending that he avoid stressful environments, Vahidian's previous
requests for medical leave and treatment have been denied.>>

In less than two years, 11,500 members of Iran’s healthcare workforce
have emigrated, exacerbating the country's already strained medical
system.
According to Iran Newspaper, 4,500 healthcare professionals began
leaving over the past eight months, following 7,000 who started
emigration processes in 2023. The Iranian Medical Council has confirmed
these alarming numbers. According to a report by Iran Newspaper, "In
just the first eight months of this year alone, another 4,500 healthcare
workers have taken steps to emigrate. In 2023, 7,000 doctors, nurses,
and other healthcare professionals also started emigration procedures."
The newspaper described the wave of emigration as a harsh reality,
warning that "if swift action is not taken to address it, the country
will witness the decline of the medical community and its harmful
consequences nationwide."
The report also identifies Germany, Italy, Canada, and several Persian
Gulf nations, including Oman, the UAE, and Qatar, as the primary
destinations for Iranian healthcare workers. According to the report,
these countries "offer more favorable conditions for employment and
education. Among them, the Persian Gulf countries, due to their need for
healthcare personnel and the provision of special facilities, offer
easier admission for Iranian doctors and nurses, while European nations
have specialized programs to attract skilled professionals." In recent
months, nurses and healthcare workers from hospitals across Iran have
repeatedly staged protests and strikes at their workplaces, voicing
their dissatisfaction with poor working conditions, low wages, and a
declining quality of life. Ali Jafarian, head of the Ministry of
Health's Committee for Cabinet Member Selection, has previously sounded
the alarm over the mass exodus of healthcare professionals from the
country. In a recent statement, Jafarian described the situation of
nurses migrating or leaving their jobs as "terrible" and highlighted the
increasing wave of nurses emigrating to Germany. "One by one, nurses are
learning German so that they can leave the country," Jafarian said,
adding that a German language certificate is often all that is needed to
facilitate their departure. The brain drain is taking a heavy toll on
Iran's healthcare system, with newly built hospitals in Tehran unable to
open due to critical staff shortages. For years, nurses in Iran have
expressed frustration over overwhelming workloads, inadequate
compensation, and a lack of employment opportunities. However, their
demands have largely gone unmet. The government's misallocation of
resources, coupled with its recent focus on deploying officers to
enforce the mandatory headscarf law, has created a system that
undervalues nurses' essential role, further fueling their mass
