launched by NADA against death penalty
The Cairo Center for Kurdish Studies has expressed its support to the
"No to death and Yes to Life" petition launched by the Democratic
Women's Alliance (NADA) against the death penalty in Iran.
News Center- The Democratic Women's Alliance in the Middle East and
North Africa (NADA), a women's alliance consisting of more than 18
women's organizations in MENA region, launched a petition called "No to
Death and Yes to Free Life" to protest the death sentences handed down
to Warisha Moradi, a Kurdish political prisoner and a member of the East
Kurdistan Free Women Society (KJAR), and Pakhshan Azizi, Kurdish
journalist and activist, and demand the release of all political
prisoners in Iran. The Cairo Center for Kurdish Studies has released a
written statement, announcing its support to the petition. The center
condemned all the unjust sentences against activists and protesters in
the Islamic Republic of Iran and called on international human rights
organizations to put pressure on Iran to stop the executions.>>

<<Iranian Regime in the Grip of the Hijab Law: Confusion and
Contradictions as the Deadline Nears
Just four days before the scheduled enactment of the controversial
Chastity and Hijab Law, the Iranian regime is embroiled in confusion and
conflicting statements. A member of the regime's Parliamentary Cultural
Commission first announced the delay of the law’s implementation, only
to retract his statement hours later. This morning, Monday, December 9,
2024, Esmaeil Siavoshi, a member of the Cultural Commission of the
Iranian Parliament, stated during a live interview on the regime's
Morning and Dialogue TV program that the implementation of the new Hijab
and Chastity Law, originally set for December 13, had been postponed. He
claimed:
<The timing of the law's enforcement has been delayed, but this cannot
be categorized as negligence. The National Security Council has
concluded that the implementation of this law should be delayed by
several months. If the heads of the three branches of government and the
National Security Council reach a different conclusion, it still won't
be seen as an act of negligence.> (State Media, December 9, 2024)
However, just hours later, Siavoshi backtracked on his remarks. In an
interview with Sharq Network, also published by ILNA News Agency, he
asserted: <The Hijab and Chastity Law is a Quranic and religious mandate
passed by the Parliament and approved by the Guardian Council. It has no
issues and must be signed into effect and implemented by the honorable
president.>
He further emphasized:
<If the government fails to enact the law by the end of this month, it
will be enforced by the Speaker of Parliament. This law is enforceable,
has no flaws, and has not been delayed.> (Eghtesad Online and Khabar
Online, December 9, 2024) Siavoshi called the earlier report of a delay
completely incorrect, stating that adherence to the law is mandatory. He
added: <Some laws are not fundamental to religion and can be adjusted
socially, but divine and Quranic laws are immutable and must be
implemented. The Parliament has devoted approximately 7,000 hours to
drafting the Hijab law, consulting scholars, cultural figures, and
experts. Once passed, it is the government's duty to implement it. Even
a bad law must be executed, and if issues arise, they should be returned
to Parliament for amendments.> He warned that deliberate negligence in
implementing the law would harm society and necessitate accountability
from Parliament and intervention by the judiciary.
Social unrest
Social Unrest and the Regime's Dilemma
Amid mounting societal dissatisfaction and explosive unrest, the regime
faces increasing challenges in suppressing dissent. The urgency to
enforce harsh measures like the Hijab and Chastity Law highlights the
regime's fragile state. Meanwhile, fear of widespread backlash, even
within the regime's factions, has created anxiety over whether such
crackdowns could ignite a broader uprising that might lead to the
downfall of Supreme Leader Ali Khamenei himself. Adding to the tension,
Resistance Units have carried out dozens of operations targeting
repression centers in response to the regime's oppressive Hijab law.
Simultaneously, the ongoing collapse of the Syrian dictator, a key ally
of the Iranian regime, further complicates the situation for the
mullahs. With a disillusioned society on the brink of rebellion and
internal divisions surfacing, the Iranian regime appears trapped between
its reliance on repression and the looming threat of societal
upheaval.>>

<<Ameneh Alipour, 37, hanged in the Prison of Zanjan, Iran
The clerical regime hanged another woman at dawn on Saturday, December
7, 2024. Ameneh Alipour was executed in the Central Prison of Zanjan.
Ameneh Alipour was 37 years old. She had been arrested and detained
three years ago on charges of murder, and subsequently sentenced to
death.
Ms. Alipour was the fourth woman executed last week in Iran. Farkhondeh
Allah Moradi, 50, was executed in Isfahan, central Iran, on December 1,
and two others were executed in Ilam, western Iran, on December 2, 2024.

The Iranian regime is the world's top record holder of executions of
women.
According to the data recorded by the NCRI Women’s Committee, at least
261 women have been executed in Iran since 2007.
The number of women executed in Iran has sharply increased over the past
year, with 33 executions of women recorded between October 2023 and
October 2024. This marks a troubling rise from previous years, up from
19 women executed in 2022-2023 and 21 in 2021-2022. The current year's
figure is particularly alarming, surpassing the average rate of 21
executions under Ebrahim Raisi by 12 and more than double the annual
average of 15 under former president Hassan Rouhani. Given the
clandestine nature of executions and the lack of public announcement by
the judiciary, it is evident that the actual number is higher than
reported. This surge underscores the Iranian regime's growing use of
capital punishment, including against women-an escalation in human
rights abuses now seen under the administration of Masoud Pezeshkian.
The total number of executions in Iran in 2024 has reached 870, so far,
with more than 570 prisoners including 21 women executed since
Pezeshkian took office. It further proves that regardless of who holds
the presidency, the rights of the Iranian people, especially women,
continue to be trampled.>>

<<Kurdish man, Rahman Qaderi, sentenced to eight months in prison
Rahman Qaderi, a 25-year-old Kurdish individual from the village of
Andizeh in Piranshahr, has been sentenced to eight months of
imprisonment by the Iran judiciary on charges of <propaganda against the
state.> According to a report received by Hengaw Organization for Human
Rights, Branch 102 of the Piranshahr Criminal Court issued the sentence
following a trial held on December 5, 2024. The verdict was communicated
to Qaderi on Sunday, December 8, 2024. Informed sources stated that
Qaderi was initially detained on Monday, August 12, 2024, after being
summoned to the Piranshahr Intelligence Office. Following 90 days in
detention, he was temporarily released on November 9, 2024, upon posting
bail of 500 million tomans.>>

<<Report on the arrest of four Kurdish teachers by security forces
With the arrest of another Kurdish teacher from Kamyaran, identified as
Omid Hamedi, by agents of the Ministry of Intelligence of the Islamic
Republic of Iran, the number of detained teachers in the cities of
Saqqez and Kamyaran has risen to four. Previously, Hengaw had reported
on the arrests of Hamid Azizi in Kamyaran and Azad Khadem and Abdollah
Karim Golan in Saqqez. According to a report received by Hengaw
Organization for Human Rights, on Saturday, December 7, 2024, Omid
Hamedi, a teacher at Shahed High School in Kamyaran, was arrested. His
arrest took place at his workplace, and intelligence agents subsequently
took him to his home, where they conducted a thorough search and
confiscated his personal belongings. Earlier, on Tuesday, December 3,
2024, Hamid Azizi, who holds a Ph.D. in Communication and Media Studies
from Allameh Tabatabai University in Tehran and serves as a teacher in
Kamyaran’s education system, was arrested. This followed his summons to
the security office of Kamyaran's Education Department. After reporting
to the office, he was detained and transferred to an undisclosed
location. Hamid Azizi had been teaching in two village schools in
Kamyaran: Palangan and Gazer-Khani. Additionally, on Monday, November
25, 2024, two teachers from Saqqez, Abdollah Karim Golan and Azad Khadem,
were arrested in the city. Among them, Abdollah Karim Golan was
temporarily released on December 6 after posting bail, pending the
completion of legal proceedings. The three other teachers remain in the
custody of security agencies in Sanandaj. As of the time of this report,
no precise information is available about the reasons for the arrests or
the charges against these teachers.>>

<<Four Kurdish teachers from Divandarreh sentenced to dismissal and
exile
Four Kurdish teachers from Divandarreh—Omid Shah-Mohammadi, Kaveh
Mohammadzadeh, Parviz Ehsani, and Hiwa Qureyshi-members of the
Divandarreh branch of the Kurdistan Teachers' Union, have been sentenced
to dismissal and exile by the Education and Training Employees
Disciplinary Board. According to a report received by the Hengaw
Organization for Human Rights, on Saturday, December 7, 2024, the
disciplinary board ordered the dismissal of Omid Shah-Mohammadi, Kaveh
Mohammadzadeh, and Hiwa Qureyshi from their teaching positions. In
addition, Parviz Ehsani was sentenced to five years of exile in the city
of Qorveh. Previously, Parviz Ehsani, Kaveh Mohammadzadeh, and Hiwa
Qureyshi had been sentenced to five years of suspended imprisonment by
the Iranian Islamic Revolutionary Court in Sanandaj, presided over by
Judge Hossein Saeedi, on charges of "acting against national security"
through membership in the Free Life Party of Kurdistan (PJAK). Omid
Shah-Mohammadi was sentenced to five years of actual imprisonment. The
arrests of these teachers occurred on Wednesday, May 26, 2022, when
intelligence forces conducted raids involving physical violence, home
searches, and assaults on the wives of two detainees. Alongside the four
teachers, another educator, Osman Rezaei, was also arrested during the
crackdown. Osman Rezaei was released on Saturday, June 18, 2022, after
posting bail of 250 million tomans. The other four teachers were
conditionally released on August 30, 2022, following 76 days in
detention, each posting bail of 1.5 billion tomans.
It is noteworthy that during their detention, these teachers were denied
access to legal counsel and visitation rights with their families,
raising serious concerns about due process and human rights

<<Soleiman Choupani, Kurdish man from Piranshahr sentenced to prison
Soleiman Choupani, a Kurdish resident of Piranshahr, has been sentenced
to two years and seven months of imprisonment by the judiciary of the
Islamic Republic of Iran. His arrest occurred during a wave of
detentions marking the second anniversary of Jina Amini's
state-sanctioned killing.
According to a report obtained by the Hengaw Organization for Human
Rights, Mr. Choupani, a resident of Gardeshkaneh village, was convicted
by Branch 102 of the Piranshahr Criminal Court. He faced charges of
<membership in the Democratic Party of Iranian Kurdistan> and
<propaganda against the state,> resulting in his sentencing to two years
and seven months of imprisonment. Mr. Choupani was arrested on Thursday,
September 5, 2024, as part of a widespread crackdown on Kurds.
Intelligence agents reportedly raided his home without presenting an
arrest warrant and subsequently transferred him to the Intelligence
Ministry's detention center in Urmia. On September 17, 2024, Mr.
Choupani was moved to Naqadeh Central Prison, where he has remained in
custody without access to temporary leave. It is noteworthy that during
his detention, Mr. Choupani was denied access to legal representation
and family visits, raising concerns about violations of his basic

Baha'í adherent Arshia Behinaeen arrested with excessive force in
Isfahan
Arshia Behinaeen, a Baha'í adherent residing in Isfahan, was violently
arrested by agents of the Islamic Republic of Iran's Ministry of
Intelligence.
According to information obtained by the Hengaw Organization for Human
Rights, Mr. Behinaeen was detained on Friday, December 6, 2024, during a
gathering of Baha'í adherents on the outskirts of Isfahan. Eyewitnesses
and informed sources report that Intelligence Ministry agents employed
excessive violence during the arrest, tying Mr. Behinaeen to a pole
before transferring him to an undisclosed location. Additionally, it has
been reported that security forces confiscated dozens of mobile phones
belonging to the Baha'í participants present at the gathering. As of
now, no further information has been released regarding the charges
against Mr. Behinaeen or his current whereabouts.>>

Rahemipour in Tehran's Evin Prison
Raheleh Rahemipour, a political prisoner in the women's ward of Evin
Prison and a justice advocate for victims of the 1980s, has spent over a
year serving her five-year prison sentence. Despite suffering from
multiple medical conditions, including a severe brain tumor, she has
been denied the right to medical leave by the prosecutor and prison
authorities. According to a report received by Hengaw Organization for
Human Rights, Raheleh Rahemipour, a 72-year-old prisoner, has
experienced severe facial swelling and loss of mobility due to her
medical conditions and brain tumor. Nevertheless, she has been refused
medical leave. The Legal Medicine Commission rejected her request for
exemption from serving her sentence, citing her participation in a
memorial event for victims of the 1988 mass executions in the women's
ward of Evin Prison. Rahemipour was sentenced by the Revolutionary
Court, presided over by Judge Abolghasem Salavati, to a total of six
years and two months of imprisonment on charges of <assembly and
collusion> and <propaganda against the state.> She has been serving the
enforceable maximum sentence of five years since her arrest in November
2023. Despite qualifying for reduced sentences due to her advanced age,
she remains incarcerated. It is noteworthy that Rahemipour was
previously arrested in November 2019 and spent over a month under
interrogation in solitary confinement in Ward 2-A of the IRGC. Following
her release on bail, she consulted a specialist for severe headaches
caused by the stress of detention, where a brain tumor was diagnosed.
During her imprisonment, Rahemipour has suffered several heart attacks.
Although she was transferred to the prison clinic each time, she was
sent back to her ward without receiving adequate care. On one occasion,
she fell semi-conscious and was taken to a hospital for angioplasty.
However, her treatment was prematurely halted, and she was returned to
prison without the necessary care for her heart condition. In August
this year, following persistent severe headaches, Rahemipour underwent
an MRI scan, which revealed the regrowth of her previous tumor and the
development of an additional 4mm tumor, leading to skull swelling.
Despite the documented evidence of her deteriorating health, including a
report from the Legal Medicine Commission, her request for exemption
from imprisonment was rejected due to her participation in the memorial
event for the 1988 victims. Security and prosecutorial authorities have
also denied her medical leave. Medical reports submitted to the Legal
Medicine Commission detail her numerous health conditions, including
thalassemia minor, heart disease (requiring three angioplasties), an
acute brain tumor, blood pressure fluctuations, an irregular and
concerning heart rate, cataracts, diabetes, and joint pain causing
swelling and deformity in her toes, leading to balance issues when
walking. Raheleh Rahemipour is an activist member of the families of
victims of the 1980s. Her brother was tortured and executed by the
forces of the Islamic Republic of Iran, and for years, she has sought
justice for his execution and the disappearance of his child during that

<<Female prisoner executed in Zanjan Central Prison
The death sentence of Ameneh Alipour, a Turkish female prisoner
convicted of <premeditated murder,> was carried out in Zanjan Central
Prison. She is the ninth Turkish woman executed in Iran this year.
According to a report obtained by the Hengaw Organization for Human
Rights, the execution took place at dawn on Saturday, December 7, 2024.
Ms. Alipour, 37, had been arrested three years ago on charges of
premeditated murder and was subsequently sentenced to death by the
judiciary of the Islamic Republic of Iran. As of this report, state
media, including outlets affiliated with the judiciary, have not
announced or confirmed Ms. Alipour's execution. Statistics compiled by
the Hengaw Organization for Human Rights' Statistics and Documentation
Center reveal that at least nine Turkish women have been executed in the
prisons of Iran this year, with charges ranging from premeditated murder
to drug-related offenses.>>

and Hadiseh Jeddiyat, and injured another individual. The perpetrator
reportedly stabbed them due to Mahdis's decision to separate and request

Human Rights, on Thursday, December 5, 2024, a man attacked and fatally
stabbed his 19-year-old fiancee, Mahdis Jeddiyat, and her 17-year-old

<<Kurdish Language Instructor Haji Barzeh Sentenced to Imprisonment in
Piranshahr
Haji Barzeh, a Kurdish civil activist and instructor at the "Bryan"
Kurdish Language Institute in Piranshahr, has been sentenced by the
judiciary of the Islamic Republic of Iran to five months of imprisonment
and a monetary fine. His charges stem from his participation in a Newroz
celebration.
According to information obtained by the Hengaw Organization for Human
Rights, Mr. Barzeh was recently convicted by Branch 102 of the Criminal
Court of Piranshahr, presided over by Judge Amir Mohammadi. He was
sentenced to five months of imprisonment on charges of <propaganda
against the state> and fined 15 million tomans for <spreading false
information.> Mr. Barzeh, a civil and environmental activist from the
village of Chiyaneh in Piranshahr, was arrested on Wednesday, May 8,
2024, during a raid on his workplace by intelligence forces. The arrest
was carried out without an arrest warrant. He was subsequently
transferred to the intelligence department's detention center in Urmia.
Following three weeks of detention, Mr. Barzeh was temporarily released
on June 27, 2024, after posting bail of 2.5 billion tomans, pending the
completion of legal proceedings. It is also noteworthy that Haji Barzeh
is the brother of Bapir Barzeh, a Kurdish political prisoner currently
serving a 4.5-year sentence in the Central Prison of Naqadeh.>>

<<Report on situation of political prisoner Shiva Esmaili in Evin Prison
Shiva Esmaili, a 60-year-old political prisoner residing in Tehran, is
currently serving a 10-year enforceable prison sentence in Evin Prison.
This sentence was handed down by the judiciary of the Islamic Republic
of Iran last year. According to information obtained by the Hengaw
Organization for Human Rights, Ms. Esmaili was sentenced on May 14,
2023, by Branch 26 of Tehran’s Revolutionary Court, presided over by
Judge Iman Afshari. She was convicted on charges of <repeated crimes of
assembly and collusion to act against national security> and initially
sentenced to 18 years of imprisonment. However, under sentence
aggregation laws, the maximum enforceable sentence is 10 years. Hengaw's
sources have also confirmed that Ms. Esmaili’s two sons, Seyyed Mehdi
Vafaee Sani and Seyyed Alireza Vafaee Sani, are currently imprisoned in
Ward 8 of Evin Prison. Mehdi is serving a 6-year sentence, while Alireza
is serving a 5-year term. Additionally, Seyyed Mohammad Javad Vafaee
Sani, a political prisoner detained in Vakilabad Prison in Mashhad and a
cousin of Ms. Esmaili's sons, has been sentenced to death by the
Revolutionary Court of Mashhad. Ms. Esmaili, a mother of three, was
arrested by security forces in November 2020 and subsequently
transferred to Evin Prison. It is worth noting that prison authorities
have repeatedly denied Ms. Esmaili the right to family visits and
telephone contact with her children and other family members under
various pretexts.>>

<<Ahmad Hassanzadeh, Father of slain Kurdish protester sentenced to
prison
Ahmad Hassanzadeh, a 57-year-old Kurdish man from Bukan and father of
Ahmad Hassanzadeh, killed during the "Woman, Life, Freedom" movement,
has been sentenced to three months in prison by the judiciary of the
Islamic Republic of Iran. Another case against him is still ongoing.
According to a report received by the Hengaw Organization for Human
Rights, Ahmad Hassanzadeh was recently convicted on charges of
<propaganda against the state,> by Branch 101 of the Criminal Court in
Bukan, presided over by Judge Mehdi Fakhri. The charges stemmed from his
public presence encouraging shopkeepers and merchants to participate in
a strike coinciding with the second anniversary of the <Woman, Life,
Freedom (Jin, Jiyan, Azadi)" movement. During the court session, Ahmad
Hassanzadeh was not allowed to present his defense, and another case
against him is still ongoing. Over the past two years, Ahmad Hassanzadeh
has been summoned and detained multiple times by the security forces of
the Islamic Republic of Iran. Most recently, on Tuesday, July 30, 2024,
he and his daughter, Solmaz Hassanzadeh, were arrested during a raid on
their home by security forces on his deceased son's birthday. He had
also been arrested previously on September 5, 2023, along with his
daughter Solmaz, by security forces. Ahmad's son, Mohammad Hassanzadeh,
lost his life on the evening of November 16, 2022, during the public
protests in Bukan. He was killed while attempting to rescue a young
woman abducted by government forces. He suffered multiple stab wounds
and a gunshot to his chest inflicted by government forces.>>
