{Palestine: IFJ demands the immediate lifting of the media blockade in
Gaza
On 23 October, the Israeli Supreme Court granted the Hebrew State 30
days to review its position on the media blockade imposed on Gaza. The
International Federation of Journalists (IFJ) expresses its deep concern
over the continued blockade by the Israeli government for more than two
years, preventing foreign journalists as well as Palestinian journalists
from the West Bank from entering the enclave. The IFJ joins the
Palestinian Journalists’ Syndicate (PJS) in calling for the immediate
lifting of the blockade, in the name of press freedom. Since 7 October
2023, only Gazan journalists - already exhausted by two years of war and
harsh working conditions - are able to report on the reality in Gaza. On
23 October, the Israeli Supreme Court gave the Hebrew State 30 days to
reconsider its position on the ban preventing foreign journalists from
entering Gaza, in the context of the ceasefire signed on 9 October.
Despite this decision, no concrete measures have yet been implemented to
allow foreign media to enter the enclave freely. PJS president Nasser
Abu Bakr said: “ Israel seeks to silence and prevent journalists to bear
witness in Gaza and report on the ongoing genocide against the
Palestinian people. It violates international laws that allow
journalists to cover the wars”. The IFJ recalls that restricting foreign
journalists’ access is part of Israel’s intention to control the
narrative. IFJ General Secretary Anthony Bellanger said: “We call on
Israel to respect press freedom and to enable journalists, both foreign
journalists and those from the West Bank, to cover the situation in Gaza
independently, for the benefit of local populations and the
international community. It is urgent to lift all restrictions on access
to Gaza to facilitate free and independent journalistic work. We call on
the international community to support our request, in the name of press

{Foreign Press Association denounces Israeli settler attacks on
journalists in West Bank
The organisation representing international media in Israel and the
Palestinian territories has condemned attacks by Israeli settlers on
journalists in the occupied West Bank, urging Israeli authorities to
halt the “violence immediately”. “Journalists, both local and foreign,
have proven to be a clear target as they document an unprecedented level
of unchecked violence against Palestinians during this year’s olive
harvest,” the Foreign Press Association (FPA) said. It added that on
Saturday, two employees of Reuters news agency wearing clearly marked
press vests and helmets were assaulted by masked Israeli settlers armed
with clubs and rocks near the Palestinian village of Beita. “They also
attacked those who tried to help her. A Reuters security person was hit,
and two Palestinian freelance journalists were injured while being
chased,” it added. On October 10, settlers beat a veteran AFP news
agency photographer with sticks when filming the olive harvest in the
same area, with his car set on fire. “The photographer, who testified it
was one of the worst attacks in his 30-year career, reported that
Israeli forces at the scene refused to intervene, instead firing rubber
bullets and tear gas at olive pickers and activists accompanying them,”
the FPA said.
& Journalists targeted in latest wave of Israeli settler attacks in
occupied West Bank
Reuters news agency photojournalist Raneen Sawafta has said she was
struck in areas not protected by her press vest as settlers attacked
journalists covering the olive harvest in the occupied West Bank. “We
were running away and the terrain was mountainous. I was wearing the
press vest and they were hitting me in the parts that were not covered
by the vest,” she said. “Even the security man Gran was shouting ‘Please
stop.’” The attack took place near the Palestinian village of Beita,
where settlers armed with sticks, clubs and rocks targeted villagers,
activists and reporters. Two Reuters employees, a journalist and a
security adviser were among those injured. Al Jazeera cameraman Loay
al-Saeed described being chased by masked men. “Every time I was trying
to look back, I saw someone trying to catch me… They were tall and huge
with masks, and organised.” Press freedom advocates say the assault
reflects a growing campaign to silence journalists documenting Israeli
violations in the occupied territory.

Palestinian journalist says
The father of Palestinian journalist Mariam Abu Daqqa, killed in an
Israeli attack in Gaza in August, says he carries a permanent reminder
of his daughter in the form of her donated kidney. Riyad Mohammed Abu
Daqqa told Al Jazeera that his daughter had insisted on donating the
organ when he was diagnosed with kidney failure. “She had herself tested
without telling me. It was positive so she offered me her kidney,” he
said. “I told her, ‘No, you are still young. Your whole future is ahead
of you. I am old and closer to death.’” But, he said, she insisted. “Her
kidney is now part of my own body,” he said. “How could I forget [her]?”
He said he regularly visits her grave, where he had planted roses and
basil, which she loved, and reminisces about her. “She loved journalism
and always has. She was passionate, and she was strong.”
& Father of slain Palestinian journalist says he always feared for
her safety
Al Jazeera has spoken to the father of Palestinian journalist Mariam Abu
Daqqa, who was one of five journalists killed in an Israeli attack on
Nasser Hospital in southern Gaza’s Khan Younis in August. Speaking from
Khan Younis, Riyad Mohammed Abu Daqqa said he had always feared for his
daughter’s safety due to the dangers of reporting on the war in Gaza. “I
was worried about her because it’s journalism,” he said. “You know,
they’re exposed to everything.” He recalled that on the day of her
death, he had tried calling her many times but received no answer. “I
panicked. Fifteen minutes later, her brother called me. He said: ‘Mariam
has fallen, a martyr.’” Abu Daqqa said he ran “like a headless chicken”
to Nasser Hospital, collapsing when he saw his daughter’s body. “It is
really hard, very hard. It is even painful to pass through the spot
where she was killed.”
& Palestinian journalists in Gaza work on amid devastation, grief

The reality for journalists in Gaza is still very, very hard. Gaza’s
population has been displaced, and journalists have not only been
reporting on what’s going on, but they’ve lived through every single
detail. Most Palestinian journalists do not have offices. They’re
working from the streets and tents, and they’re saying they face a lot
of difficulties, including a lack of electricity and internet. More than
250 journalists have been killed by Israel over the past two years, and
it’s hard for journalists to continue their lives without their
colleagues and friends. Palestinian journalists say it’s time for grief
now. They did not have time to grieve their loved ones before the
ceasefire. Yet, there is a lot going on. Palestinian journalists are
still reporting; they’re still in the field. They have not been able to
take time off and try to heal from what they have seen. They are still
struggling, and all they want is a break.
& Settler attack on reporters in Beita a war crime, Palestinian
press syndicate says
The Palestinian Journalists Syndicate has condemned the attack by dozens
of heavily armed Israeli settlers on journalists in the town of Beita,
south of Nablus in the occupied West Bank, calling it a “war crime aimed
at killing them”. The syndicate said in a statement that five
journalists – Ranin Sawafteh, Mohammed al-Atrash, Louay Saeed, Nasser
Ishtayeh, and Nael Bouaitel – were injured in the assault. It added that
it is coordinating with the International Federation of Journalists
(IFJ) to “urgently mobilise international institutions to provide
protection for Palestinian journalists”, who it said are being
systematically targeted. The syndicate added that, alongside the IFJ, it
will also pursue legal action through international judicial bodies to
ensure those responsible are held accountable.

& Italian news agency called out after journalist fired for
‘uncomfortable’ Israel question
Journalist Gabriele Nunziati says he was fired by the Italian news
agency Nova after asking a European Commission official if Israel should
pay to rebuild Gaza – since the EU has already called for Russia to pay
to rebuild Ukraine. The International Federation of Journalists and the
European Federation of Journalists condemned the dismissal. “It is
unacceptable that a question, no matter how uncomfortable, could cost
him his job,” said the National Federation of the Italian Press.
& Two Palestinian journalists killed in October as attacks and
incitement escalate, union says
The Palestinian Journalists’ Syndicate says at least two Palestinian
media workers were killed and 10 others injured in October as Israeli
forces and settlers intensified attacks on the press across the occupied
Palestinian territory. In its monthly report, the syndicate said
satellite engineer Ahmad Abu Mutair and journalist Mohammed al-Munirawi
were killed in Israeli strikes in central Gaza, while two relatives of
journalists also died. It documented injuries to at least 10
journalists, including beatings, live fire and blast wounds in Gaza and
the occupied West Bank. The group said at least nine journalists’ homes
were destroyed in Israeli bombardment, and media crews were blocked from
coverage in more than a dozen locations across the West Bank, including
olive harvest areas. It also recorded multiple cases of field
detentions, assaults and home raids targeting journalists, including the
arrest of journalist Musab Qafisheh in Hebron, and noted growing settler
violence and official Israeli incitement, including an army spokesperson
labelling a Palestinian reporter a “terrorist” online. The syndicate
accused Israel of attempting to silence coverage of violations and said
it will continue working with the International Federation of
Journalists to pursue accountability through international courts,
urging UN bodies to provide protection for Palestinian journalists.
& Kuwait condemns Israeli violations against journalists in
Palestine
Kuwait has criticised what it called “blatant assaults on press freedom”
amid repeated Israeli attacks on journalists and media institutions in
Palestine. Speaking at the UN Fourth Committee on Media-related Matters,
Abdulrahman al-Ajmi, second secretary at Kuwait’s mission to the UN,
said Israel’s actions aim “to silence the free Palestinian voice and
erase the harsh humanitarian realities” on the ground. Al-Ajmi cited a
sharp rise in such violations in recent months, including the killing of
15 Palestinian journalists in August, describing the incidents as
“direct targeting” by Israeli forces in violation of international

Colonel Steve Gabavics tells New York Times that evidence an Israeli
soldier intentionally shot journalist was shrugged off by US government.
A former United States colonel who worked on a team that compiled a
report on the Israeli military’s killing of Al Jazeera journalist and US
citizen Shireen Abu Akleh has accused the administration of former US
President Joe Biden of softening its findings in favour of Israel. The
statements from Colonel Steve Gabavics in an interview with the New York
Times published on Monday represent the first time any military official
involved in the report has spoken publicly. Gabavics had previously
spoken anonymously for a documentary by the Zeteo news organisation. The
official, who left the government in January, recounted being
“flabbergasted” by a State Department statement that described Abu
Akleh’s May 11, 2022, killing as “the result of tragic circumstances”.
The statement, the only official assessment of the killing to date by
the US government, added that US officials “found no reason to believe
that this was intentional”. At the time Abu Akleh was fatally shot in
the Jenin refugee camp in the occupied West Bank, Gabavics had been
working at the inter-agency Office of the United States Security
Coordinator, which oversees cooperation between Israeli and Palestinian
security forces. The office, led by Lieutenant General Michael R Fenzel,
had been tasked by the Biden administration with compiling a report on
the killing, which informed the State Department’s public account.
Gabavics and four unnamed officials told the New York Times that the
official US government line did little to reflect the impassioned debate
among those who compiled the report about whether the attack was
intentional. The report relied on findings from Israeli and Palestinian
investigations, as well as visiting the site and overseeing a ballistic
analysis. The US has never released its own investigation into the
killing. While the FBI launched a probe in 2022, its status remains
unknown. Gabavics said he was among the officials who believed the
shooting was intentional. The government’s watered-down account
“continued to be on my conscience nonstop”, he told the New York Times.
‘Favouritism is always toward the Israelis’
While it was not clear if the soldier who fired the fatal shot was
deliberately targeting Abu Akleh, he, at the very least, would have
known he was targeting a journalist, Gabavics said. The assessment is in
line with several probes by rights groups, a United Nations
investigative body, Palestinian officials, and media organisations,
including Al Jazeera. For its part, Israel eventually admitted one of
its soldiers was likely behind the killing, which it called “an
accident”. It said that no personnel would be punished. In support of
his conclusion, Gabavics pointed to Israeli radio military traffic that
showed soldiers were aware of journalists in the area at the time of the
shooting. He added there had been no gunfire coming from the direction
of the journalists at the time of the fatal shooting. An Israeli
military vehicle had been parked down the road from the group of
journalists Abu Akleh was travelling with, which would have been clearly
visible via a sniper scope, he said. Gabavics said that the apparent
precision of the shots did not indicate a spray of uncontrolled bullets.
The fact that the soldier shot at a producer, then Abu Akleh, and then
at another person who tried to help, also indicated intentionality. He
told the Times that for the shooting to have been an accident, “the most
absurd thing in the world” would have had to happen. “The individual
popped out of the truck, just was randomly shooting, and happened to
have really well-aimed shots and never looked down the scope. Which
wouldn’t have happened,” he said. Gabavics said he had reported his
conclusion both orally and in writing to General Fenzel, but the account
did not appear in the assessment shared with the State Department.
Gabavics and several officials said he was subsequently sidelined from
the review. For his part, General Fenzel, in a statement to the Times,
stood by his approach. “Ultimately, I had to make judgements based on
the full set of facts and information available to me,” he said. “I
stand by the integrity of our work and remain confident that we reached
the right conclusions.” Gabavics said the incident underscored the US
bias towards Israel he witnessed while working in the office. The US
provides billions of dollars in military aid to Israel, which it has
surged during the war in Gaza. “The favouritism is always toward the
Israelis. Very little of that goes to the Palestinians,” he said. He
added that Abu Akleh’s case has left the most lasting impact of any

{UN chief calls for ‘independent, impartial’ probes into journalist
killings
Guterres’s spokesperson also has noted that “Gaza has been the deadliest
place for journalists in any conflict.” Speaking to reporters during a
briefing at UN headquarters in New York, Stephane Dujarric said the UN
secretary-general is calling “for independent and impartial
investigations into the killings of journalists”. Guterres also warned
“that impunity is an assault on press freedom and a threat to democracy
itself”, Dujarric said. “When journalists are silenced, we all lose our
voice.” More than 275 journalists and media workers – mostly
Palestinians – have been killed in Israel’s war on Gaza since October 7,
2023.
& ‘Killers of journalists getting away with murder’: CPJ urges
reforms
The Committee to Protect Journalists (CPJ) has called for “radical
reform” of the ways in which journalists’ killings are investigated amid
global impunity for such incidents. The media watchdog said it has
recorded the deadliest three years for journalists and media workers
since it began keeping records, with more than 125 killed last year
alone – “the majority of them Palestinians killed by Israel”. “Despite
clear evidence of deliberate targeting in many of these cases, no one
has been held accountable for their deaths, reflecting a broader and
entrenched global pattern, in which the killers of journalists are
getting away with murder,” the CPJ said in a statement. Among other
things, it said it would push for an independent, international “task
force” to be established to investigate violence against media workers.
The CPJ also said it would bolster its work with governments “to develop
targeted sanctions against perpetrators of crimes against journalists”

Israeli forces detain 6 journalists in the occupied West Bank
Israeli soldiers have detained six journalists in the northern Jordan
Valley in the occupied West Bank. The official Wafa news agency reported
that the media workers were arrested while reporting in the area.
Israel’s army has repeatedly cracked down on journalists doing their
jobs in the occupied West Bank, as well as targeting media members with
deadly attacks during the two-year war on Gaza. Israel’s government has
banned Al Jazeera from operating in the West Bank, while about 200 media
workers have been killed in Gaza.
