attack
Probe says perception that Hamas was not interested in a full-scale
conflict resulted in a lack of military preparation. The Israeli army
has acknowledged its “complete failure” to prevent the October 7 attack
by Hamas, admitting that it had, for years, underestimated the
Palestinian group’s capabilities. The summary of an Israeli army
investigation, published on Thursday, said it “failed in its mission to
protect Israeli civilians”.
“October 7 was a complete failure, the IDF (military) failed in
fulfilling its mission to protect Israeli civilians,” a senior Israeli
army official told reporters following the publication of the
investigation. “Too many civilians died that day asking themselves in
their hearts or out loud, where was the IDF?” said the official,
speaking on condition of anonymity. The probe said the perception that
Hamas was not interested in a full-scale conflict and that Israel would
have ample warning in case of an attack went unchallenged for years,
resulting in a lack of preparedness and ability to respond to an attack.
It also found that Israel had focused its intelligence and military
efforts on other fronts, such as Hezbollah in Lebanon, and relied too
heavily “on intelligence, barriers, and defensive measures alone”, and
was thus caught by surprise. Since the deadly attack that killed an
estimated 1,139 people in Israel and triggered the war on Gaza that has
killed more than 48,000 Palestinians, questions have been asked of the
Netanyahu administration and the army for its handling of the attack.
During the attack, more than 200 people were also taken captive. There
have been widespread calls for Benjamin Netanyahu to resign. The
incident had already resulted in the resignation of Israel’s spy chief
Aharon Haliva in 2024. In January, Israel’s top general Herzi Halevi
also resigned, citing “terrible” security and intelligence “failures”
that led to the attack. The army’s southern command Yaron Finkelman also
resigned. “I embrace it, the responsibility is mine, I was the commander
of the army on October 7th, I bear my own responsibility, and I also
bear the full responsibility for all of you. And I acknowledge in every
subordinate of mine who made a mistake, as part of my own [mistake],”
Halevi had said. The probe concluded that the Hamas attack happened in
three waves and, at its peak, saw more than 5,000 fighters and civilians
enter Israel. The report said in the first wave, more than 1,000 Nukhba
fighters, the elite force of Hamas, “infiltrated” Israel under the cover
of heavy fire. They were said to be responsible for knocking out the
Israeli military’s communications system and its command-and-control
centres, creating chaos as the army struggled to regain control. The
second wave, according to the probe, involved some 2,000 fighters while
the third saw hundreds more joining the incursion, along with several
thousand civilians. Hamas has maintained that only a few hundred of its
fighters carried out the attack. An earlier investigation conducted by
Israeli media outlet Haaretz found that Israel’s own military may have
fired upon and killed Israeli civilians during the Hamas attack, in a
bid to prevent Palestinian fighters from taking captives. Responding to
the release of the inquiry, opposition leader Yair Lapid renewed his
call for Netanyahu to form an official commission to investigate the
attack. “The army is showing courage and integrity, and is investigating
itself without any attempt to cover up or evade its responsibility,”
Lapid wrote on X. “It is time for the cowardly, failed group called the
Israeli government to do the same,” he added.>>

Gaza war survivors mark another sombre Ramadan far from home
More than 1,400 Palestinians evacuated to Doha mark Ramadan away from
Gaza, longing to reunite with their families.
Doha, Qatar – Haya al-Barai is preparing for another quiet Ramadan in
Qatar. She will mark the Muslim holy month with her grandmother far from
home.
Israel’s war on Gaza has torn her family apart.
The 16-year-old arrived in Qatar’s capital in December 2023 after her
parents were killed in Israeli air attacks. Al-Barai was wounded in the
attacks and is now a paraplegic. One of her sisters, who was also
wounded, is in Türkiye. Her other two sisters and a brother remain in
Gaza. “I don’t want to celebrate Ramadan here. I used to enjoy Ramadan
with my family. We would eat and play games together. My family was
together at that time,” Haya said. Israel’s war on Gaza since October
2023 has left more than 38,000 Palestinians orphaned. About 1,400
Palestinians have been evacuated to Doha with nearly 500 of them
wounded. Most of them are now residing in a compound in Thumama, on the
southern outskirts of Qatar’s capital.
For Muslims around the world, Ramadan is a time of fasting, prayer and
reflection, and also a time to share with loved ones. For many
Palestinian evacuees in Doha, this Ramadan marks another year of
separation from their family in Gaza. Hamsa al-Raqp, 12, lost her left
eye and broke her right arm in an Israeli air attack. She remembers the
happiness of playing games with her cousins during Ramadan in Gaza. Her
father, Maher, said the family has not celebrated Ramadan since the war
in Gaza began. “Last year, as the killing continued, we did not do
anything for Ramadan. I watched television all day and worried about my
family still in Gaza. I check on them every day just to make sure they
are alive,” Maher said. “This year’s Ramadan makes no difference to me,
as my wife and my three children remain in Gaza.”>>

Israel says unclear if there is ‘common ground to negotiate’.
Talks have started in Egypt for the second phase of the Israel-Hamas
ceasefire in Gaza, the first phase of which ends on Saturday. Officials
from Israel joined mediators from Qatar and the United States in Cairo
on Thursday for “intensive discussions”, Egypt’s state information
service said.
US President Donald Trump’s Middle East envoy, Steve Witkoff, may join
the talks. Talks over the second phase of the ceasefire are meant to
negotiate a complete end to the war, including the return of all
remaining living captives in Gaza and the complete withdrawal of Israeli
troops from the territory. According to Israel, there are 59 captives
remaining in Gaza, 24 of whom are still believed to be alive. Israel’s
Foreign Minister Gideon Sa’ar said the government is uncertain about the
prospects of reaching a deal, adding the Israeli team in Cairo would
have to “see whether we have common ground to negotiate”. “We said we
are ready to extend the framework [of phase one] in return for the
release of more hostages,” Sa’ar said at a news conference Thursday. “If
it is possible, we’ll do that.” It remains to be seen whether a deal can
be reconciled given the declared war objectives of Israel’s Prime
Minister Benjamin Netanyahu, who, with US President Donald Trump’s
backing, has pledged to eliminate Hamas. “Israel has been telling us for
months now, with word and deed, that it doesn’t actually intend to end
the war,” Mohamad Elmasry, a political analyst at the Doha Institute for
Graduate Studies, told Al Jazeera. “Barring Hamas leaving Gaza, which is
not going to happen, Israel is fully intent I think on going back to
war.”
Hamas says Israel ‘planning to escalate again’
The negotiations come after Hamas handed over the remains of four
captives overnight on Thursday, in exchange for more than 600
Palestinian prisoners, in the last planned swap of the ceasefire’s first
phase. Israel had postponed the release of 46 of these prisoners, all
women and children, due to delays in verifying the bodies of four of the
captives it received. Further violating the terms of the deal, Israeli
officials said they would not withdraw as planned from the Philadelphi
Corridor – the long strip of land bordering Egypt. Israel’s military is
supposed to begin pulling out of the corridor on Saturday and finish
doing so within eight days. Hamas official Basem Naim told Al Jazeera he
believes Israel is “planning to escalate again” despite Hamas being
“committed to the deal”. “We have already done our duties according to
the deal, and we are ready to continue implementing the deal,” said Naim,
adding the group should be actively involved in phase two negotiations.
The ceasefire, which began on January 19, halted 15 months of war that
erupted after Hamas’s October 7, 2023 attack on southern Israel that
killed about 1,100 people and took more than 200 captive. Israel’s war
in Gaza has since killed more than 48,000 Palestinians, the majority of
them women and children, according to Palestinian health officials,
while displacing more than 90 percent of the enclave’s population and
destroying most of the Gaza Strip.>>

and abuse suffered while in detention. Hundreds of Palestinians held in
Israeli jails released in Gaza as part of the ceasefire agreement once
again showed signs of emaciation and abuse. More than 600 Palestinians
were released on Thursday, shortly after Israel said Hamas handed over
coffins containing the bodies of four captives. Israel has delayed the
release of two Palestinian women and 44 children. It was the final
scheduled swap as part of the first phase of the ceasefire deal between
Hamas and Israel. Several Palestinians were transported in ambulances to
the European Hospital in Khan Younis in southern Gaza due to the
severity of their injuries. Many Palestinians were also sent to Egypt
and the occupied West Bank. Alaa al-Bayari, a Palestinian released to
Gaza City, told Al Jazeera that he witnessed “torture, beating,
humiliation and everything you can imagine” while in Israeli prison. He
met his one-year-old daughter for the first time.
“We were kept naked, water was thrown on us and then they used
electricity” to torture, he said. Yahya Shrida, a Palestinian prisoner
who was released to Ramallah, described Israeli prisons as graveyards.
“We have been taken out of suffering. It was as if we have been dug out
of our own graves. No prisoner has had the experience of having their
own release delayed twice,” he told Reuters news agency. “What we have
been through is a situation that the mountains can’t carry. It is very
hard to explain; it is very hard to talk about what we have been
through.” Al Jazeera’s Tareq Abu Azzoum, reporting from Gaza, said some
Palestinians returned had their limbs cut off and others were suffering
from severe injuries due to Israeli torture in detention. “Many family
members have broken down in tears after seeing their loved ones,” Abu
Azzoum said, adding that those released “confirmed they have witnessed
some of the worst methods of torture at the hands of the Israeli
occupation forces”. Footage shared online by Quds News Network showed
family members and released Palestinians weeping after their arrival in
Gaza. One clip shows a family member mourning the emaciated condition of
his released relative, saying: “Look at the difference, oh my God!” At
one reunion in the West Bank city of Jenin, footage showed freed
prisoner Louay Saabneh meeting his son Jabal for the first time after
several years of incarceration. Earlier, Hamas handed over the bodies of
four captives to Israel via the Red Cross. Israel’s President Isaac
Herzog said the bodies were identified as Ohad Yahalomi, Tsachi Idan,
Itzik Elgarat, and Shlomo Mantzur. In a statement, the Palestinian group
renewed its “full commitment” to the ceasefire agreement and its
readiness to enter negotiations on the second phase. It also said
attempts by the Israeli authorities to obstruct the release of prisoners
have “failed”, adding that this means they have “no choice” but to begin
negotiations for the second phase of the ceasefire deal. The group also
called on other countries to “stop their double standards” in their
discourse regarding Israeli captives while not mentioning the abuse that
Palestinian prisoners are subjected to.>>

<<Israel arrests dozens of Palestinians in overnight West Bank raids
The Israeli military has arrested dozens of Palestinians as part of an
expansion of its military operations across the occupied West Bank. At
least 50 people were arrested in overnight raids, according to the
Palestinian Prisoner’s Society (PPS) and the Commission of Detainees and
Ex-Detainees Affairs, both cited by a report by the Palestinian news
agency Wafa on Wednesday. According to Wafa’s report, the military
rounded up people for interrogation in the governorates of Hebron,
Tulkarem, Qalqilya, Nablus, Ramallah, Bethlehem, Jericho and Tubas. As
part of the campaign, Israeli troops stormed the Majed Abu Sharar School
in the city of Dura near Hebron and arrested two students, the
Palestinian Prisoners’ Media Office said on Wednesday. The new arrests
brought the number of Palestinians detained by the Israeli army in the
West Bank since October 2023 to more than 14,500, including those who
were released later, according to Palestinian groups. The figure does
not include those arrested from the Gaza Strip, whose numbers are
estimated to be in the thousands. The mass detentions came amid Israel’s
intensified military offensive in the West Bank that began after the
Gaza ceasefire was agreed upon a month ago. The offensive has seen at
least 62 Palestinians killed and about 40,000 people evacuated from the
Jenin, Tulkarem and Nur Shams camps in the West Bank in a month.
Philippe Lazzarini, the commissioner general of the United Nations’
agency for Palestinian refugees, on Wednesday said the occupied West
Bank was now a ”battlefield” facing an “alarming spillover” of the Gaza
war. Meanwhile, the Israeli military issued new evacuation orders for
the residents of the Nur Shams camp, located east of the town of
Tulkarem, before the planned demolition of 11 residential buildings.
Israeli forces gave the residents just three hours to evacuate their
homes, according to Wafa. Families were seen leaving their homes
carrying the few belongings they were able to take. On Sunday, the
Israeli army sent tanks to the Jenin refugee camp, the first such
deployment since its crackdown on the second Intifada in 2002,
announcing an “extended stay” for the coming year to fight Palestinian
armed groups. The Palestinian Ministry of Foreign Affairs and
Expatriates said the move was a continuation of Israel’s “genocide,
displacement and annexation”. Meanwhile, the Palestinian Authority
condemned the repeated obstruction of ambulances in the West Bank by
Israeli forces, accusing them of violating international humanitarian
law. The PA’s governing body signalled more trouble to come ahead of the
holy Muslim month of Ramadan, which is expected to start on Saturday,
warning that Israeli authorities were preparing to “impose unprecedented
repressive policies” to further isolate occupied East Jerusalem and its
Palestinian surroundings. It said Israel would place limits on the
number of Muslim worshippers at the al-Aqsa Mosque compound. The
military has already deployed 3,000 armed personnel at checkpoints
surrounding East Jerusalem and has tightened its grip on 82 military
checkpoints. At least 924 Palestinians have been killed and more than
7,000 injured by the Israeli army in the occupied West Bank, according
to the Palestinian Ministry of Health. In July 2024, the International
Court of Justice declared Israel’s decades-long occupation of
Palestinian land illegal and demanded the evacuation of all existing
settlements in the West Bank, including East Jerusalem.>>

The deaths come amid a harsh cold snap in Gaza and Israel’s blocking of
shelter from entering the enclave.
At least six Palestinian infants have died from hypothermia during a
severe cold spell in the Gaza Strip, medical officials said. Dr Saeed
Salah, medical director of the Friends of the Patient Charitable
Hospital in Gaza City, said on Tuesday that three newborns – aged
between one and two days – died shortly after being admitted. Two more
children also succumbed on Tuesday morning, with a sixth death reported
in Khan Younis, in southern Gaza. Gaza’s civil defence agency also
confirmed recording the deaths of six newborns due to the severe cold
wave and lack of heating over the past week. Salah said his hospital’s
nursery department had recently received eight cases of severe
hypothermia, all requiring intensive care.
“Doctors confirmed that these newborn babies arrived to the hospital not
suffering from any particular diseases,” said Al Jazeera’s Hani Mahmoud,
reporting from the medical facility. “They were simply born and their
family had no way to keep them warm – and this has been the case for the
past few days since the cold weather struck the area,” he said. Hamas
decried the deaths of the newborns, calling them a result of Israel’s
“criminal” policies. In a statement, it also urged mediators and the
international community to intervene and ensure the entry of shelter and
other essential humanitarian supplies into the Gaza Strip. There was no
immediate comment by the Israeli army. The deaths of the children come
as Israel continues to block the entry of temporary housing into Gaza,
despite agreeing to allow it under the terms of the ceasefire agreement.
Thousands of mobile homes remain stranded at the Rafah crossing with
Egypt, awaiting Israeli authorisation to enter the besieged Palestinian
territory. According to the United Nations, at least eight newborns died
of hypothermia in Gaza in December alone, while 74 children perished
“amid the brutal conditions of winter”.
Israeli attacks on West Bank healthcare system
The World Health Organization (WHO) has also raised alarm over
escalating attacks on healthcare facilities in the occupied West Bank.
“We see the current flashpoints of violence, attacks on healthcare …
starkly rising in the West Bank,” Dr Rik Peeperkorn, WHO representative
in the occupied Palestinian territories, told journalists during a press
briefing from Gaza on Tuesday. Between April and December 2024, the WHO
documented 694 attacks on healthcare facilities in the West Bank.
Israeli military operations in the occupied West Bank have intensified
in recent months, particularly in the north. In Tulkarem refugee camp,
Israeli forces have maintained a siege for 30 consecutive days, forcibly
displacing residents. Faisal Salama, head of the Popular Committee for
Tulkarem Camp Services, told Wafa news on Tuesday that Israeli forces
had demolished at least 40 residential buildings, including 100
apartments, and set fire to at least 10 homes. In Jenin, where Israel
has been conducting a month-long assault, more than 20,000 people have
been forcibly displaced. The Jenin municipality reported this week that
Israeli forces had completely demolished at least 120 homes in the
city’s refugee camp.>>

Trump revokes Biden-era policy, prompted by Israel’s Gaza war,
restricting US arms sales over human rights concerns. The White House
has revoked a key policy order linking arms sales to international law
on human rights, according to reports. United States President Donald
Trump ordered the key policy to be scrapped, The Washington Post
reported on Monday quoting unnamed sources. The order, signed by Trump’s
predecessor Joe Biden amid concerns over Israel’s actions during its war
on Gaza, was aimed at preventing US arms sales from contributing to
human rights abuses abroad.
The sources told the daily that National Security Advisor Mike Waltz had
issued a memo formalising the decision. National Security Memorandum-20,
signed by Biden in February 2024, required assurances that US weapons
would not be used in violation of international humanitarian law. The
measure was viewed as a response to a growing concern that Israel was
committing human rights violations amid its bombardment of Gaza. The
memorandum was one of the few remaining Biden policies addressing the
conflict. All mention of the memorandum has been scrubbed from the White
House website, with searches resulting in a 404 error. A May 2024
report, mandated by the memorandum, stated that while Israel may have
violated international humanitarian law, the Biden administration could
not verify specific cases of civilian harm because of the ongoing war.
Trump’s decision to overturn the memorandum follows moves to unfreeze
heavy weapon shipments to Israel and lift sanctions on Israeli settlers
in the occupied West Bank. On February 7, the Trump administration
approved the sale of more than $7.4bn worth of bombs, missiles, and
related military equipment to Israel. The latest move effectively
removes the last vestige of Biden’s policies on the Gaza war, which has
killed at least 48,346 and left more than 111,759 others wounded.
‘Shameful’
Senator Chris Van Hollen, a prominent advocate for the memorandum,
condemned the move to scrap it, calling it “shameful” and a blow to
global human rights and US national security and its standing around the
